Changes must be approved by this Department and the engineer prior to construction. This design addresses the improper installation of ISDS Permit 07080. ISDS Permit 07080 was issued to address a failing system. The system that was installed subsequent to this permit, as documented in an as -built letter from Church OWC, LLC dated September 17, 2008, included a new 1250 gallon single compartment tank, a 1000 gallon two-compartment tank with a pump, and four drainfiled zones including the existing drip irrigation piping and new gravelless chamber trenches. The as -built letter also indicates that a profile hole was excavated at the time of the field installation to determine if there was groundwater flowing from the south to the drainfield area. No groundwater was observed; *however, the depth of the pit was not documented. Figure 2 and Figure 4 of the April 6, 2009 design illustrate changes that need to be made to the existing system. Figure 2 and Figure 4 highlight the need for replacement of a riser and lid and reinstallation of exterior splice box on the 1000 gallon tank, as well as regrading and recompacting of the area. 2 additional Quick 4 chambers should be added to the 4 existing trenches. Inspection ports on the end of each trench should be brought to grade, and there should be at least 12" of soil over all chambers. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. COWC prepared OWTS design documents under Job No. B550 dated April 6, 2009. A site visit was performed on March 23, 2012. At the time of the site visit the house had been sold and was in the process of being remodeled. Excavation for utility lines and site grading in the area of the septic tanks made it unfeasible to make an accurate assessment of the condition of the system. The system was the original system from the previous owners. The house was remodeled from a 5 -bedroom residence to a 4 -bedroom residence which can reduce the impact of water use on the OWTS. A site visit was performed on October 30, 2012. At the time of the site visit the tanks were available to be observed, lids were removed, fluid depth was observed and the floats were lifted to determine whether the alarm and pump operated properly. The High Water Alarm Float sounded the alarm on an SIE Rhombus alarm box. The original Orenco control panel had been removed at the time of the remodel, and replaced with the alarm panel. The OFF Float started the pump, as did the ON Float, independently. The contractor was informed that the float function would have to be changed to the original configuration. The alternating distribution valve was checked and found to be clean, and exposed inside the valve vault. The depth of ponding was checked in the chambered drainfield section. No ponding was measured. A site visit was performed on November 2, 2012. At the time of the site visit, a new Orenco 'S' Model panel has been installed, and the float operation was checked and found to function properly, with both the OFF and ON Floats needing to be raised to start the pump, and the OFF float only shutting the pump off. A pump check of the ADV was not conducted to ensure that the ADV is operating properly, as the dosing tank had not filled to a level that provided fluid to the pump. The observed components of the OWTS appear to be installed in general conformance with the CHURCH OWTS design, plans and specifications. This letter provides information from observations made during two visits to the subject site by COWC. COWC observed installed components of the OWTS. COWC did not observe the installer's methods or the equipment selected by the installer and/or client. Neither the observations nor the contents of this letter imply a warrantee or guarantee of materials or workmanship. Without continuous observation of the installation process, COWC is not able to assure that elements of the system comply with the intended functionality of the design documents. This site visit was made to maintain an understanding of the fluid levels that the upper drainfield is experiencing. COWC has logged the past 3 -months worth of readings in the attached spreadsheet. It appears that influence of groundwater has subsided, as indicated in the 2 -inch groundwater monitoring pipe being dry. The lower two chambered trenches continue to have ponded effluent in the two -chamber sections at the distal end of the trenches, and appear to be influencing the upper portions of the trenches during the August observation. The ponding appears to be related to use, as indicated by the low measurements recorded in July. As use is intensified, during periods of bathing, clothes washing or dish washing, doses of effluent can access the drainfield, in shorter periods of time, increasing ponding as the effluent already in the chamber is waiting to be infiltrated. COWC theorizes that effluent discharged to the upper portion of the trench drains to the two lower chambers at the distal end of the trench, and maintains ponding there. A possible solution to the ponding in the end chambers may be to install a low soil berm across the end of the upper trench, inside the chamber, to prevent effluent discharged there from draining to the lower chambers. In your letter you indicate that efforts to divert water form the chambered drainfield "...appear to be ineffective." At this point in time, we have no evidence that the fluid observed in the chambers is groundwater. It is our observation that this liquid in the monitoring pipes of trenches 3 & 4 is effluent from the OWTS, that is ponding. The interceptor trench was installed a few weeks ago to a depth of about six -feet below the bottom of the chambered drainfield. At last observation, the discharge pipe of the interceptor trench was not flowing water, which indicates that it is not collecting groundwater to discharge. If there was a high groundwater condition below the drainfield, COWC would expect to see a steady flow of water discharging from the interceptor trench to the irrigation ditch. To date, we have not observed flow from the installed interceptor trench discharge pipe. It is our opinion that the situation with ponding in the chambered trenches arises from the soil type underlying the drainfield, and not from high groundwater. On May 19, 2009 COWC augered a 2 -inch monitoring pipe into the soil down slope of the lower trench. Our observation of the soil at that time indicates that at least the lower the drainfield trenches are underlain by a fat clay that exhibits tight, plastic characteristics, and will have low percolation rates. The ponding of effluent, within the trench chambers, is in conformance with the chamber design and manufacturer's literature, and is not seen, at this time as a problem, or out of compliance with current Pitkin County OWTS regulations. Shutting off flow to just two trenches is more difficult than we had expected, after looking in to the situation. The current configuration is a 4 -outlet ADV that doses 1/2 of a drainfield at a time. A single cycle through the ADV doses 2 -sections in each of the two drainfields. We will look at that again, and talk to Roger to see if we can rig something. A big problem is knowing where each outlet pipe is directed, so we cut off the correct section. I will let you know what we determine. I'll see you on Friday afternoon. We received a call from Mrs. Towne, asking about completion, and your letter. We explained that we have sent Jered an e-mail outlining the tasks that are outstanding to complete repairs to the system, and requesting a schedule. We called Jered right after talking with Mrs. Towne, and contacted him at the Towne site. Jered explained that he has spoken with Mrs. Towne, although she did not recall that, and has discussed the irrigation situation with the landscaping contractor. Jered is at the site now, spreading topsoil. Jered indicates that he has exposed the mon pipes at the near end of the drainfield, and that trenches 3 & 4 are filled with effluent, as well as the 2 -inch mon pipe I installed over the weekend of the 18" of May. There is no water flowing out of the interceptor trench that has been installed around the drainfield, above it, to cut off groundwater near the drainfield. This is a clear indication that the fluid observed in the trenches is effluent, and not groundwater. The interceptor trench extends to about 6 -feet below the bottom of the drainfield, so will cut off groundwater moving through the soil from higher elevations, as well as provide a cone of depression to the bottom of the interceptor pipe, that will lower any potential groundwater below the drainfield. When I installed the 2 -inch mon pipe, I encountered a fat clay, that was very tight and :sticky. These types of clays have a very low percolation rate, which is why we are seeing ponding in the lower trenches, and not the upper two. We believe that the chambers are doing their job; that is to hold the effluent, without allowing it to surface, while it is being infiltrated into the slow percolating soil. We will be at the Towne property on Friday. Mrs. Towne indicated that they will not be home on Thursday and Friday, so if we arrive late in the day, we can observe the level of ponding after two days of rest. On May 19, 2009 COWC augered a 2 -inch monitoring pipe into the soil down slope of the lower trench. Our observation of the soil at that time indicates that at least the lower the drainfield trenches are underlain by a fat clay that exhibits tight, plastic characteristics, and will have low percolation rates. The ponding of effluent, within the trench chambers, is in conformance with the chamber design and manufacturer's literature, and is not seen, at this time as a problem, or out of compliance with current Pitkin County OWTS regulations. I asked Carla if she looked in the mon pipes on the near end of the chambers, and she said they were not evident; I thought we discussed that and that you were going to raise those so we can access them. Right now, the main concerns to finish this project and allow all of us to go home, are as follows 1. Expose the mon pipes at the near end of the chambers so the chamber ponding can be monitored. 2. Place the topsoil and seed. 3. Meet with the Townes and their irrigation contractor and determine what the problem(s) are and how they should be fixed, and who will do that. With the information COWC has now, we believe that the ponding in rows 3 & 4 of the chambered trenches is due to the 11 chambers not being level, and the effluent flowing to the low end of the trench, which is where the two chambers were installed lower than the rest. That may be why we see a lot of ponding in those two chambers in those two rows. Having the mon pipes at the near ends of the trenches available for observation will verify whether this assumption is true or not. COWC is acting as the organizer for the repairs at the Towne site, but is not doing the work. We have no capacity to schedule the work, perform the work or regulate the quality of the work while it is being done. COWC understands that Professional Excavating has spent a great deal of time and effort in repairing the OWS, and that you are now looking at how much this will cost in the end. At this point, COWC sees that we are very close to completing the repairs and being able to leave the site and have Pitkin County sign off on it. Our opinion is that if we leave before the job is completed, it will only cost more down the road. The Towne's have expressed their anxiety over the lot being returned to a completed state, with topsoil and seed and both a working OWS and working sprinkler system. They have asked Carla whether they should get an attorney involved I am sure you know, as well as we do that if an attorney gets involved, it will simply cost more money than it has to, and that the end product will be no better than what we are trying to accomplish. Church OWC, LLC designed a system replacement that was approved and permitted (ISDS Permit 07080) by this Department in September of 2007. Church OWC, LLC oversaw exploratory efforts during the installation of this system in an effort to identify the cause of the prior failure. Finding no evidence of groundwater at the time of year this work was conducted, installation of the replacement system proceeded; however, it was subsequently determined that the new OWTS installation was not in compliance with Church OWC, LLC's design or the conditions of ISDS Permit 07080. During the inspection, groundwater was observed in the area of the absorption trenches. In an effort to divert the groundwater away from the absorption area, Professional Excavating installed an interceptor drain according to Church OWC, LLC specifications dated April 21, 2009. Unfortunately, efforts to divert the water appear to have been ineffective. Numerous site visits to monitor groundwater levels in the area of the newly constructed absorption trenches have occurred since May 8, 2009 by Professional Excavating, Church OWC, LLC, and this Department. Standing water was observed in the inspection ports of the two lower trenches during a recent visit by this Department on May 27, 2009. It is likely the appearance of groundwater is caused by high runoff and will dissipate as the summer proceeds; however, the presence of groundwater at any time of year within four feet of the absorption area can lead to contamination of groundwater as well as possible back-ups and other system malfunctions. Solutions may include finding the source of the groundwater and successfully diverting it away from the absorption area, or creating four feet of suitable soil between the absorption area and high groundwater. Orenco Automatic Distributing cs� Valve Assemblies Orenco Systems' Incorporated 1-800.348-9843 For Wastewater Effluent Systems Introduction Orenco's automatic distributing valve assemblies, pressurized with small high -head effluent pumps, are useful for distributing effluent to multiple zones. These zones can be segments of sand filter manifolds, drainfields, or other effluent distribution systems. Distributing valve assemblies can substantially simplify the design and installation of a distribution sys- tem and reduce installation costs. This is particularly true where a distributing valve assem- bly is used instead of multiple pumps and/or electrically operated valves. Additionally, a reduction in long term operation and maintenance costs is realized due to a reduced size and/or number of pumps. More even distribution can be achieved on sloping sites by zoning laterals at equal elevations. This eliminates drainback to lower lines and the unequal distrib- ution of effluent that occurs at the beginning of a cycle. Valve Operation The valve itself has only a few moving parts, requires no electricity, and alternates automati- cally each cycle. Refer to Figure 1 for the following valve operation description. The flow of the incoming effluent forces the rubber flap disk O to seat against the valve bottom 4. The opening © in the rubber flap disk aligns with an opening in the valve bottom to allow flow to only one valve outlet. The stem O houses a stainless steel spring which pushes the rubber flap disk away from the valve bottom after the flow of effluent stops. The stem acts as a cam follower and rotates the rubber flap disk as the stem is raised and lowered through the cam 4. The force from the flow of effluent pushes the stem down through the cam and the stainless steel spring pushes the stem back up through the cam when the flow of effluent stops. Each linear motion of the stem allows the rubber flap disk to rotate half the distance necessary to reach the next outlet. Page 1 of 6 • • Figure 2: Orenco Distributing Valve Assembly (6000 Series Valve) The Distributing Valve Assembly The Orenco Automatic Distributing Valve Assembly combines the distributing valve itself and sever- al other components to give a complete preassembled unit that is easy to install, monitor, and main- tain. Figure 2 shows a complete assembly. Because distributing valves with several outlets can be difficult to line up and glue together in the field, the discharge lines in the assemblies are glued in place at Orenco. The unions (1) allow removal and maintenance of the valve. The clear PVC pipe sections (2) give a visual check of which discharge line is being pressurized. The inlet ball valve (3) allows a quick, simple method to test for proper valve cycling. The ball valve also stops the flow of effluent in case the pump is activated unexpectedly during maintenance or inspection. Check valves may be necessary on the discharge lines. Use of check valves is discussed in the valve positioning section. Valve Assembly Hydraulics Liquid flowing through the valve assembly must pass through fairly small openings and make several changes in direction. Because of this, headlosses through the valve assembly are fairly high. Table 1 gives the headloss equations for several different assemblies and Figure 3 shows the graphical repre- sentations of these equations. Orenco recommends that high -head turbine pumps be used to pressur- ize the valve assemblies to ensure enough head is available for proper system operation. High -head turbine pumps are also recommended because the use of a distributing valve usually requires more frequent pump cycling. The high -head turbine pumps are designed for high cycling systems and will outlast conventional effluent pumps by a factor of 10 or more in a high cycling mode. Furthermore, the high -head turbine pump intake is 12 inches or more above the bottom of the pump and tends to prevent any settled solids from being pumped into the distribution valve and obstructing its opera- tion. A minimum flow rate through the distributing valve is required to ensure proper seating of the rubber flap disk. Minimum flow rates for the various models are given in Table 1. However, because of the mechanical movements of the valve, it is necessary to take steps to prevent solids from reaching the distributing valve that may impede the operation of the valve. Orenco Biotube® Pump Vaults — when properly sized and installed — provide the necessary protection to prevent valve malfunction. The Biotube® pump vault accepts effluent only from the clear zone between a tank's scum and sludge layers and then filters this effluent through a very large surface area screen cartridge. Without this protection in effluent systems, the valve has very little chance of reliable long-term operation. NTP -VA -1 Rev. 12, © 11/03 Orenco Systems'. Inc. Page 3 of 6 • ! .4 Valve Positioning The physical position of the valve in relation to the pump and the discharge point is very important for proper valve operation. The most reliable operation occurs when the valve is placed at the high point in the system and as close to the pump as possible. The transport line between the pump and valve should be kept full if possible. If the line is empty at the beginning of each cycle, pockets of air during filling can cause random rotation of the valve. The valve is particularly vulnerable to this erratic rotation with empty lines that are long and not laid at a constant grade. An ideal valve loca- tion is shown in Figure 4. If the final discharge point is more than about 2 feet above the valve and the system does not drain back into the dosing tank, check valves should be installed on the lines immediately following the valve and a pressure release hole or line should be installed just prior to the valve. This pressure release hole or line can go into a return line to the dosing tank or to a "minidrainfield" near the valve. In order for the valve to rotate reliably, no more than about 2 feet of head should remain against the valve to allow the rubber flap disk to return to its up position. In many cases, it may take from one minute to several minutes for the pressure in the valve to be lowered enough for proper rotation to occur. Special care should be taken when installing systems controlled by programmable timers to ensure cycling does not occur too rapidly. Figure 5 illustrates a valve assembly using check valves. Pumping downhill to the valve should be avoided unless the transport line is very short and the ele- vation between the discharge line out of the tank and the valve is less than about 2 feet. If the valve is located many feet below the dosing tank, random cycling may occur while the transport line drains through the valve at the end of the cycle. A pressure sustaining valve located just before the distrib- uting valve may overcome this problem in some instances. Page 4 of 6 System Startup Refer to the Hydrotek Valve booklet that is provided with the distributing valve assembly for the sequencing of the valve outlets. The transport line should always be flushed with clean water before installing the valve. Any sand, gravel, or other foreign objects that may have been in the pipe during installation can easily become lodged in the distributing valve, causing malfunction. With the pump running, alternately close and open the ball valve on the distributing valve assembly to check proper rotation of the valve. (Note: If check valves are used on the lines after the distribut- ing valve, the pump may need to be turned on and off to allow the pressure to be released from the valve.) If visual operation of which zone is operating is not possible, watch the clear pipe on each line for indication of which zone is operating. Figure 5: Valve assembly below final discharge point Maintenance Annually check for proper operation by following procedures listed in the Hydrotek Valve booklet and system startup procedures listed above. Troubleshooting 1. PROBLEM: Valve does not change or cycle to next zone or outlet CAUSE: The stem and disk assembly is not rotating when water flow is turned off and then back on. SOLUTION 1: Ensure that there is no debris inside the cam. Clean and carefully reinstall the cam. SOLUTION 2: If fewer than the maximum number of outlets are being used, check the installation of the cam. Ensure that the stem and disk assembly is not being held down by an improperly installed cam. Refer to the cam replacement instructions. NTP -VA -1 Rev. 1.2, ©11/03 Orenco Systems*, Inc. Page 5 of 6 SOLUTION 3: Remove the valve top and check for proper movement of stem and disk assembly. Check for and remove any debris or foreign objects that may jam or retard the movement of the disk. SOLUTION 4: Check for freedom of movement of stem and disk assembly up and down over the center pin in bottom of valve. Scale deposits may build up on the pin and hold stem and disk assembly down. Clean pin and again check for freedom of movement. SOLUTION 5: Be sure that all operating outlets are not capped and that the flow to operating zones is not restricted in any manner. This would cause pressure to build up in the valve and lock the stem and disk assembly in the down position. SOLUTION 6: The backflow of water from uphill lines may be preventing the valve from cycling properly. This can happen when the valve is placed too far below an elevated line. If the valve cannot be placed close to the high point of the system, a check valve should be installed near the valve in the outlet line that runs uphill from the valve and a drain line installed just prior to the valve to relieve the pressure. 2. PROBLEM: Water comes out of all the valve outlets CAUSE: Stem and disk assembly not seating properly on valve outlet. SOLUTION 1: Check for sufficient water flow. A minimum flow rate is required to properly seat the disk as shown in Table 1. SOLUTION 2: Remove the valve top and check the inside walls to ensure that nothing is interfering with the up and down movement of the stem and disk assembly inside the valve. SOLUTION 3: Make sure that the operating outlets are not capped and that the flow to the operat- ing zones are not restricted in any manner. 3. PROBLEM: Valve skips outlets or zones CAUSE: Pumping into an empty transport line — especially downhill — may cause the valve to skip outlets from pockets of air allowing the rubber flap disk to raise during a cycle. SOLUTION 1: Keep the transport line full. SOLUTION 2: If the line must remain empty between cycles, use a larger diameter transport line laid at a constant grade to prevent air pockets from forming. CAUSE: The stem and disk assembly is being advanced past the desired outlet. SOLUTION 1: Ensure that the correct cam for the desired number of zones is installed and that the outlet lines are installed to the correct outlet ports of the valve as indicated by the zone numbers on the top of the cam. The subsurface conditions were performed in 1976 as a part of the original ISDS Permit 76033 for the residence. SITE CONDITIONS The property is located in a rural area in Pitkin County, where OWS are required. The proposed drainfield areas have a range of slope from 5 to 20% to the northwest. Vegetation varies from shrub oak to a lush cover of native grasses. The residence is served water by a community water system. EXISTING CONSTRUCTION The existing residence is a 4,400 square foot (SF) structure and has 5 -bedrooms. The flow rate for a residence with greater than 2000 SF is 75-gallons/day/person for an average daily flow of 750 gallons per day (GPD) and peak load of 1,125 GPD with a 1.5 peaking factor. The existing system consists of a 1,000 -gallon septic tank and a 2100 (21'X100 SF drainfield as indicated on Figure 1. The septic tank is corroded and will have to be replaced. The first 30 feet of the original field is saturated and has "failed". The western 70 feet of the field appears to not have received effluent and will be included in the repair design. The failure is believed to be related to a corroded pipes and settlement of ground at the first 30 feet of field. There is a existing landscape irrigation system in the area of the proposed chamber trenches. Irrigation must be removed from the area of the trenches and drip irrigation drainfield. SUBSURFACE CONDITIONS A subsurface investigation was performed by Pitkin County personnel in 1976. A percolation test was performed by COWC personnel to confirm percolation rate. No ground water was encountered. The 1976 percolation rate of 80 minutes per inch (MPI) was confirmed. RECOMMENDATIONS There is a question with respect to ground water at the site, because of reports of groundwater uphill to the south. A test pit must be excavated above the automatic distributing valve area to determine the need for an interceptor drain. If needed the interceptor should be installed as indicated on Figure 2. The performance of the foundation drain at the residence should be confirmed. 1` Based on the poor percolation, a combination of drip -irrigation and chamber technology for the OWS drainfield is proposed. The OWS design is based on an average sewage load of 1,125 GPD d and a percolation rate of 80 MPI. A septic tank capacity of 1750 gallons and drainfield area of 2504 SF is required. The proposed OWS includes: 1) the replacement of the existing septic tank with a 1250 -gallon one -compartment tank followed by a 2 -compartment 1000 -gallon septic tank with an effluent pumping system and 2) a combination drip -irrigation and chamber trench drainfield, at the locations presented on Figure 2. The second tank will have an effluent pump in a Biotube° pump vault, as indicated on Figure 3. The pump will direct effluent to a 4 -outlet automatic distributing valve (ADV). From the ADV, effluent will flow to two sections of two single chamber trenches and two sections of drip irrigation field, as presented on Figure 4. Two sections of chambers are proposed along the steeper slope and two sections of drip irrigation drainfield over the 70 feet of existing drainfield. The OWS is to be installed as indicated on Figures 2 and 4. A pump curve is included as Figure 5. The surface of the field should be seeded after installation of the fields. The Pitkin County non- irrigated seed mix, in accordance with the Pitkin County Land Management Department, should be sown at the drainfield to re -vegetate the surface. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. The system described in this report was installed in 2007. This revision is intended to bring the existing system into compliance with the 2008 Pitkin County OWTS regulations for a 5 -bedroom residence less than 6,000 SF. INSTALLATION OBSERVATIONS The installation of this repair OWS and construction efforts are to be observed by the design engineer. These observations include drainfield construction observations. Other observations are prior to backfill. At those times, the septic tank riser and lids and pumping system external splice box are to be installed. The drainfield shall have distribution pipes extended to the ends of the new chambers and monitoring pipes extended to the surface. The entire chambered drainfield shall have a minimum of 12" of compacted soil over the chambers. Our office should be called at 970-948-5803 at least 48 hours in advance to observe the installation. These observations, repeat observations, design revisions, staling of drainfield or additional site visit requirements are not included with this design and will be at an additional unit rate fee. OPERATION AND PREVENTATIVE MAINTENANCE SCHEDULE The goal of an operation and maintenance schedule is to observe the operation and perform minor maintenance to the OWS to allow long term functioning of the system. Septic tanks: The scum and sludge accumulation in the septic tanks should be monitored yearly. Once the scum or sludge thickness reaches 25% of the chamber depth, the entire chamber should be pumped. We anticipate a pumping frequency of 1 to 3 years at design flows. An alternative is a regular pumping frequency of every year. Frequent use of a garbage grinder will increase the pumping requirement. Filter and Effluent Pumping System: The effluent filter at the septic tank discharge should be cleaned (hosed of) at the time of pumping or as needed. The effluent pumps should be checked semi-annually to ensure pumps are functioning properly. If the alarm sounds, the pumps and floats should be checked and/or serviced immediately. Drainfield.- The surface of the fields is to be observed monthly for signs of failure such as lush vegetation growth or effluent ponding. Liquid levels in each field section are to be observed through the observation pipes and levels recorded. Flow to each field is to be controlled through the valves and should be diverted if effluent is observed ponding. General: System users must realize an OWS is different from public sewer service. There are daily considerations such as not putting plastic or other non -biodegradable material into the system. Water use should be monitored so toilets are not allowed to run when seals malfunction. Allowing fixtures to flow continuously to prevent water lines from freezing is not acceptable. Although the proposed OWS can accommodate variable flows, spreading water use over several hours and eliminating peak flows is recommended. To illustrate the point, a malfunctioning toilet can consume in excess of 1000 GPD. Excessive daily loading could flood and irreparably harm the OWS. COWL cautions against installation of a water softener. The chemical and hydraulic loading from the backwash of a water softener may be detrimental to the OWS and a separate drywell should be constructed for the backwash waste, if a softener is install- ed. No landscaping or plastic can be used over the field, which will reduce performance of the field. The design of the OWS is based on the treatment of domestic sewage only. Swimming pool or spa water is not to be discharged into the OWS. The proposed OWS design is based on design flows in the report. Increased flows may hydraulically or organically overload each respective OWS, causing premature failure. LIMITATIONS A contractor who is experienced in its installation must install an OWS design. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions different from those described in this report are encountered, we should be notified to evaluate the change on the proposed OWS. If the health department modifies this design, we should be contacted to evaluate the impact on the performance of the OWS. The county and our firm must be contacted upon completion of the OWS All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The installer of the system is to have demonstrated knowledge of the PCEHD ISDS regulations and requirements. The intent of this letter is to summarize the as -built condition of the system as requested by Ms. Carla Ostberg of. Pitkin County Department of Environmental Health & Natural Resources. The original system was noted to be operating in a failure mode with effluent surfacing. COWC visited the site, evaluated the site conditions and conducted percolation tests for a repair OWS design. The repair was installed by Professional Excavating of Glenwood Springs. The installation included: 1) a new 1250 -gallon single compartment septic tank and a 1000 -gallon, two-compartment septic tank/dosing tank and 2) four drainfield zones in two areas consisting of: [Area 1] placement of drip -irrigation piping over the west 70 feet of the existing drainfield for two - zones and [Area 2] four chambered trenches on the hillside to the south of the existing field, divided into two additional zones. The locations of the components are indicated on the COWC As -Built diagram Figure A, dated September 17, 2008. There is a cleanout adjacent to the house. An Orenco Pump Vault was installed in the 1,000 -gallon tank. An automatic distributing valve (ADV) directs effluent to the 4-drainfield zones in sequence. The original engineer's letter finalizing the installation observations of the repair system reported 11 chambers per trench in error. A site visit was made by Bob Wright on September 3, 2008 to field measure and verify the dimensions of the chambered trenches. The trench length measures 53 -feet, and therefore contains 13 -chambers per trench. To maintain a 5 -bedroom drainfield sizing, COWC recalculated the drainfield area using the revised 2008 OWTS Regulations and determined that 13 chambers per trench is adequate with the additional low pressure drip irrigation field to the north. At the time of our final installation observation, a test pit was excavated during installation of the drainfield trenches to evaluate whether there was groundwater flowing from the south to the drainfield area. I would rather you submit a new design with a new date, given the numerous errors in the text from the December 12, 2008 design. A new Figure 2 would be very helpful for the installer as well. Let me know if that's a problem. It will be so much cleaner to permit if the entire design is correct. In revised figure 4, 1 think there is some confusion about our calculation, although the numbers came out right. Average Daily Flow = 750 Q = 5 x 2 x 75 x 750 x 1.5 = 1125gpd A = (1125/5 x sq ft 80) x 1.4 loading factor = 2817 - 20%reduction for dosing = 2254 sq ft It seems like in your calculation you are mixing up the 1.5 peaking factor and the 1.4 loading factor. The 1.5 peaking factor is standard in calculating the desing flow (ours used to be 1.75). The 1.4 loading factor is something we added to the Area calculation and any reductions are taking from that calc. If you use secondary treatment, 1.0 can be used as the loading factor, resulting in a smaller absorption area. I hope that helps - I just didn't want there to be confusion in future designs. I don't think I can issue a permit as -is. We need to talk about this in more detail, so after you've had a chance to look at the design and my comments, please give me a call. In your text, page 2, you state a septic tank capacity of 1750 gallons and gross drainfield are of 2504 sf is required. These numbers are incorrect. They should be 2254 sq ft and 1125 gallons. It also says you took at 30% reduction for chambers. No reductions are allowed for chambers in soils greater than 60 mpi. The text indicates that 9.2 sf was used to calculate number of chambers. This should be 9.87. Your paragraph on page 3, Limitations, is a little outdated. Calculations on Figure 4 appear to be correct, but still it looks like a 30% reduction was taken for chambers — and we can't do that according to our regulations. After looking at this in detail — it appears that you could take a 20% reduction for dosing of the system. That would lead us to 1803 sq ft necessary for a 4 bedroom home. 1803-1680 (drip) = 123 sq ft needed / 9.87 = 12 chambers. This would give us enough — BUT, this is not a 4 bedroom house according to the floorplans that I have and past correspondence from Nancy. It looks like it's 5, which would mean they need 2254 (w/ the 20% reduction for dosing) —1680 for drip = 574 / 9.87 = 58 chambers. Let me know what you think of what I was able to decipher from this file and your design and I think we can still work out something that won't mean digging the yard up again. The proposed drainfield areas have a range of slope from 5 to20% to the northwest. Vegetation varies from scrub oak to a lush cover of native grasses. The residence is served water by community water system. EXISTING CONSTRUCTION The existing residence is a 4,400 square foot (SF) structure and has 4 -bedrooms. The flow rate for a residence with less than 6,000 SF is 75-gallons/day/person for an average daily flow of 600 gallons per day (GPD) and peak load of 900 GPD with a 1.5 peaking factor. The first 30 feet of the original field is saturated and has "failed". The western 70 feet of the field appears to not have received effluent and will be included in the repair design. The failure is believed to be related to a corroded pipes and settlement of ground at the first 30 feet of field. There is a existing landscape irrigation system in the area of the proposed chamber trenches. A percolation test was performed by COWC personnel to confirm percolation rate. Subsurface materials encountered in the profile pit consisted of sandy clay to 8 feet, the maximum depth explored. No ground water was encountered. The 1976 percolation rate of 80 minutes per inch (MPI) was confirmed. RECOMMENDATIONS There was a question with respect to ground water at the site, because of reports of groundwater uphill to the south. A test pit was excavated above the automatic distributing valve area to determine the need for an interceptor drain. During installation it was determined that an interceptor drain was not required. Based on the poor percola ' n, a combination of drip -irrigation and chamber technolo9yferthe OWS drainfield was inst d. The OWS design is based on a peak sewage load of 900 GPD and a percolation rate of 80 MPI. A septic tank capacity of 1750 gallons and gross drainfield area of 2504 SF is required. 1,680 SF of low pressure drip field was installed over the existing drip bed. The remaining field area (2,504 SF -1,260 SF= 574 SF) was installed in trenches using Quick4 Chambers with reductions taken for chambers (30 /o) for a total chambered ncharea of (574 SF X 0.70= 402 SF). Chambers were calculated with an allowable area o 9 2 SF' for a total number of chambers required of (402/9.2= 44). A total of 52 chambers w installed in the trenched section of field. F1 0 NQ The proposed OWS includes: 1) the replacement of the septic tank with a 1250 -gallon one - compartment tank followed by a 2 -compartment 1000 -gallon septic tank capacity for an effluent pumping system and 2) a combination drip -irrigation and chamber trench drainfield, at the locations presented on Figure 2. The second tank, a 1000 -gallon two-compartment tank, will have an effluent pump in a Biotube° pump vault, as indicated on Figure 3. The pump will direct effluent to a 4 -outlet automatic distributing valve (ADV). From the ADV, effluent will flow to two sections of two single row chambered trenches and two sections of drip irrigation field, as presented on Figure 4. Two sections of chambers are along the steeper slope and two sections of drip irrigation drainfield were installed over the 70 feet of existing drainfield. The surface of the field should be seeded after installation of the fields. A native seed mix should be sown at the drainfield to re -vegetate the surface. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. INSTALLATION OBSERVATIONS The installation of the OWS is to be observed by the design engineer. These observations include drainfield construction observations. Other observations are prior to backfill. At those times, the septic tank and pumping system are to be installed with risers on the tank, and inlet and outlet connections properly bedded. The drainfield shall have distribution pipes in place. A final observation is required once the electrical connection has been made prior to placing the OWS into service. Our office should be called at 970-948-5803 at least 48 hours in advance to observe the installation. These observations, repeat observations, design revisions, staking of drainfield or additional site visit requirements are not included with this design and will be at an additional unit rate fee. ReP OWS Design, Towne Residence December 12, 2008, C550, Page 3 OPERATION AND PREVENTATIVE MAINTENANCE SCHEDULE The goal of an operation and maintenance schedule is to observe the operation and perform minor maintenance to the OWS to allow long term functioning of the system. An operation and maintenance schedule or contract with a private maintenance company is recommended. Septic tanks: The scum and sludge accumulation in the septic tanks should be monitored yearly. Once the scum or sludge thickness reaches 25% of the chamber depth, the entire chamber should be pumped. We anticipate a pumping frequency of 1 to 3 years at design flows. An alternative is a regular pumping frequency of every year. Frequent use of a garbage grinder will increase the pumping requirement. Filter and Effluent Pumping System: The effluent filter at the septic tank discharge should be cleaned (hosed off) at the time of pumping or as needed. The effluent pumps should be checked semi-annually to ensure pumps are functioning properly. If the alarm sounds, the pumps and floats should be checked and/or serviced immediately. Drainfield: The surface of the fields is to be observed monthly for signs of failure such as lush vegetation growth or effluent ponding. Liquid levels in each field section are to be observed through the observation pipes and levels recorded. Flow to each field is to be controlled through the valves and should be diverted if effluent is observed ponding. General: System users must realize an OWS is different from public sewer service. There are daily considerations such as not putting plastic or other non -biodegradable material into the system. Water use should be monitored so toilets are not allowed to run when seals malfunction. Allowing fixtures to flow continuously to prevent water lines from freezing is not acceptable. Although the proposed OWS can accommodate variable flows, spreading water use over several hours and eliminating peak flows is recommended. To illustrate the point, a malfunctioning toilet can consume in excess of 1000 GPD. Excessive daily loading could flood and irreparably harm the OWS. COWC cautions against installation of a water softener. The chemical and hydraulic loading from the backwash of a water softener may be detrimental to the OWS and a separate drywell should be constructed for the backwash waste, if a softener is install- ed. No landscaping or plastic can be used over the field, which will reduce performance of the field. The design of the OWS is based on the treatment of domestic sewage only. Swimming pool or spa water is not to be discharged into the OWS. The proposed OWS design is based on design flows in the report. Increased flows may hydraulically or organically overload each respective OWS, causing premature failure. LIMITATIONS A contractor who is experienced in its installation must install an OWS design. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions different from those described in this report are encountered, we should be notified to evaluate the change on the proposed OWS. If the health department modifies this design, we should be contacted to evaluate the impact on the performance of the OWS. The county and our firm must be contacted upon completion of the OWS All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. On 10/15/08, 1 conducted a site visit with Bob Wright from COWC. It was apparent that there were some unresolved issues with the installation including an exposed chamber at the end of one of the trenches and a spice box that has become detached from the riser.
