Any changes must be approved by this department and the design engineerrp for to them being made. Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County ISDS regulations. The design is to enlarge the existing system to bring the system into compliance with present regulations & sizing for 5 bedrooms. The existing black water and grey water septic tanks and the distribution box will be properly abandoned. A new 2500 gallons tank with a pump in a Biotube pump vault will be installed. An additional 3ft X 90ft pipe and "deep" gravel trench (a total of 2 ft of gravel below the distribution pipe) will be added to bring the system up to current regulations sizing. To allow even distribution to the 7 deep gravel trenches, a new distribution manifold with a flow control on the pipe to the one shorter original trench will be installed. This department does not endorse any brand of products. This permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an as -built letter to this department. This department must also be called for an inspection with a minimum of 48 hours advanced notice. *Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly encouraged. They can propose that, we may not accept it (although I do remember having a conversation similar to this with an engineer recently and it sounded OK). I will wait for it to come in through our d212t and we will either approve or not. I saw that the applicant paid a $378 fee for the review. We charge a $600 permit fee if they go for a septic permit. I did not spend much time on this at all and will focus on details when we get a proposal. Any way to refund thiff Eli fee because they will pay us d rectly when we have a more detailed plan?? Just wondering. I don't even know how it is routed. Do you know who is in charge of the billing so I can have our temp make sure funds for land use reviews end up in our account? It has always been a gray area. The upgraded OWS design was designed in our letters of May 7, 2004 ,and revised in the letter of August 25, 2004. The upgraded system included the installation of a 2500 -gallon, two-compartment, precast concrete septic tank with a Biotube pump vault and a 3 -foot by 90 -foot drain field trench. The new installation was in addition to 6 existing trenches with an area of 1500 SF. The total area becomes 1770 SF. A site plan is presented as the attached Figure 6. The components of the OWS were installed in general conformance with our plans and specifications. Our installation observations do not imply a guarantee or warranty of materials or workmanship. The revisions are based on an increase in the number of bedrooms from our previous design, dated May 7, 2004, under Job No. 16364. All previous designs should be discarded to avoid confusion. The subsurface investigation was performed on April 14 and May 6, 2004. SITE CONDITIONS The lot is located in a rural residential area in Pitkin County, Colorado, where OWS are required. A house with an OWS exists at the site as indicated on Figure 1. The house is to be removed and a new residence constructed. The OWS consists of two septic tanks and a "pipe and gravel' drain field with an area of 1500 ft 2. The septic tanks are to be properly abandoned. The drain field is to be re -used. The drain field area has a 20% to 25% slope to the southwest. There is a moderate cover of native grasses, sagebrush, and scrub oak. Water is provided to the residence by the local water district. PROPOSED CONSTRUCTION A five -bedroom residence with a total living area less than 6000 ft2 is proposed at the location presented on Figure 2. The OWS design is based on 5 bedrooms and an average daily loading of 1000 Gallons Per Day (GPD) using Pitkin County Environmental Health Department (PCEHD) loading of 100 gallons per day per person. The sewage loading with a peaking factor of 1.75 is 1750 GPD. This loading includes washing machines and garbage grinders. If additional bedrooms in unfinished areas are possible, it is suggested that the OWS be constructed to handle the additional loading. The installation of a properly engineered OWS to serve future build -out can be cost effective. Subsurface materials in the test pit consisted of 2 feet of clayey sand topsoil, underlain by medium stiff, sandy, clay to 8 feet, underlain by very stiff sandy, clay with occasional colluvial cobbles to the maximum depth explored of 8.5 feet. No ground water or bedrock was encountered. Percolation tests indicate percolation rates of 27 to 40 minutes per inch (MPI). The average percolation rate is 31 MPI. Percolation data is presented in Table 1. The as -built drawing for the site obtained from PCEHD indicates the existing OWS was designed on a percolation rate of 60 MPI. RECOMMENDATIONS The installation must include a septic tank, a pump, and an additional trench. The OWS design is based on an average sewage load of 1000 GPD and a percolation rate of 60 MPI. The installation must include a 2500 -gallon, two-compartment, concrete septic tank with a pump in a Biotube® pump vault. The existing drain field consists of five 3 -foot by 90 -foot "pipe and gravel" trenches and one 3 -foot by 50 -foot trench for a total of 1500 ft2 of infiltrative area. An additional 3 -foot by 90 -foot "pipe and gravel' trench must be added to the drain field to bring the total infiltrative area to 1770 ft2. Gravel in the new trench must extend 2 feet below the distribution pipe. The existing drain field was found to be dry and no indications of ailure or surfacing were apparent. However; the owner must understand that no guarantees or warranty for the performance or life of the existing drain field may be implied by this report and must be aware of the possibility that a new drain field design and location may be needed in the future. Drain field specifications cited in this report are as listed in PCEHD Septic Permit #83017, dated June 20, 1983 and as observed at the site. A distribution manifold with an Orencog Flow Control Assembly must be installed to distribute effluent equally throughout the trenches, as indicated on Figure 3. Movement over the drain field area during construction should be kept at a minimum to minimize compaction of the receiving soils. The bottom of each trench must be scarified with a pick, shovel, or backhoe bucket teeth prior to the addition of gravel. The surface of the drain field should be seeded after installation of the system. A native seed mix from the area available at seed stores should be used. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. OPERATION AND N LkV+iTENANCE The owner must realize an OWS is different from public sewer service and must assume the responsibility for maintenance of the OWS. The system is relatively maintenance free, but the owner must have the septic tanks pumped. In the absence of a monitoring program, the septic tank should be pumped and the effluent filter cleaned every two years. There are daily considerations, such as not putting plastic or other nonbiode- gradable material into the OWS. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a running toilet can consume in excess of 1000 GPD. A loading of 1000 GPD could flood and irreparably harm the OWS. The loading from the backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. Our investigation, layout, design and recom- mendations are based on data submitted. If conditions different from those described in this report are encountered, we should be notified to evaluate the effect on the proposed OWS. If the health department modifies this design, we should be contacted to evaluate the impact on the performance of the OWS. All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The Applicant shall ensure that the following wildfire mitigation measures are implemented on the site prior to issuance of a Certificate of Occupancy: Defensible space: The area around all structures (limited by property boundaries which may limit the property owner's ability to comply with this section), shall incorporate landscaping with wildfire defensible space considerations as follows, provided, that actual vegetation manipulation to meet these conditions may not be necessary where the natural vegetation patterns have already fulfilled these conditions: a) Brush, debris and non -ornamental vegetation shall be removed within a minimum 10' perimeter around all structures. b) Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels at a minimum of a 30' foot perimeter around a structure built on flat ground. In areas of aspen regeneration, the spacing guidelines of paragraph (c) above shall be followed. f) Any branches that extend over the roof eaves shall be trimmed and all branches within 15' of any chimneys shall be removed. g) The density of fuels within a 100' perimeter of the structures shall be reduced where natural reduction has not already occurred. h) All deadfall within the 100' perimeter shall be removed. i) The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. E-tructural Design and Construction Requirements: Roofs shall be constructed with a roof covering of non-combustible materials installed on a Class A roof assembly. Non-combustible materials shall be one of the following: cement shingles or sheets, exposed concrete slab, ferrous or copper shingles or sheets, slate shingles, clay or concrete roofing tile, or other approved roof covering of non-combustible material. Wood shake/shingle roof coverings are prohibited.
