If approval takes longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time of application. You accompanied us on the January 6th site visit. The system as observed by Jerome Gamba & Associates, Inc., was found to be in substantial conformance to the plans and specifications dated October 21, 1998 and a revision date of 11/05/98, except for the following field changes; 1.) The layout of the BioDiffuser's was changed to 7 rows, 10 units long and two rows, 9 units long for a total of 88 units. Accompanying this letter is a copy of the Record (or "As -Built") Drawings. A soil profile 8'— 9" total depth, was excavated within the proposed absorption area. The excavation revealed no ground water to the depth of the profile hole. Soil Classification of the profile hole is as follows: 0" to 42" Top Soil and Root Zone 42" to 75" Maroon formation talus cobbles in clay soils 75" to 105" Tan colored clay, some weathered granite cobbles, Maroon formation cobbles Jerome Gamba & Associates, Inc. performed percolation testing in the area of the proposed caretakers unit septic system. Three percolation test holes (53", 45" and 36" depths) were excavated using a backhoe and hand shovel for the final 12" test pit.. The Test holes were presoaked the night before the testing was performed. The results of the percolation testing are presented below in Attachment 1. These results indicate an average percolation rate of 160 min/in. The conclusions and recommendations submitted in this report are based upon data obtained from our field investigations of the proposed site. There is some possibility that the nature and extent of the subsurface soil across the site may not have been discovered during our investigations and may require additional field work. If further excavation reveals conditions different form those described, our office should be notified of these findings as soon as possible. It probably makes some sense now, I hope. Atleast you can see the general layout. The 2500 gal. overflow tank location is going to be located in the most accessable location to be pumped and not impact the Townings if it needs to be pumped. Also with this is the information on the F.A.S.T. system and a study about treated effluent in the rehabilitation of failing septic systems. call me if you have any further questions. May 28, 1998 Re: Towning Caretaker Dwelling Unit Parcel ID # 2643-264-02-010 The Aspen/Pitkin Environmental Health Department has reviewed the details of the Towning application under the authority of the Pitkin County Land Use Code and has the following comments. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-17 and 3-1104: "It is the policy of the County to insure the availability of a water supply of adequate quality, quantity, pressure and dependability for fire protection and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up to existing public systems if service is available." This house is served with water provided by the Starwood Water District and the applicant has not provided a "...letter of intent to service the proposal..." as defined in the Pitkin County Code. A condition of approval for this application is the receipt of a letter of intent to serve the caretaker unit from the Starwood Water District. Without meeting this requirement a septic permit and building permit can not be issued. SEWAGE TREATMENT AND COLLECTION: Sections 2-18 and 3 -1105:, -it is the policy of the County to ensure that adequate sewage treatment facilities are available to serve existing and new developments. Public and private sewage disposal systems and connections to such systems shall comply with the sewage disposal guidelines of Pitkin County's Individual Sewage Disposal System Regulation." Lots in the Starwood area are served by individual septic systems. The new system installed under ISDS permit # 97040 was designed for 5 bedrooms and is not sized to handle the effluent flow from the proposed caretaker unit. Jack Miller , who is the owners' representative for this application, has been contacted and is aware that the ISDS will have to be enlarged to handle this added use and that the system must comply with the County's current septic regulations. The addition of this attached caretaker unit will bring Printed on Recycled paper 1 the house's total size over 6,000 sq ft and add a bedroom We have estimated that about 98 units of infiltrator will have to be added to the absorption field and a 1,000 gallon septic tank will need to be added. The original system was designed by Jerome Gamba & Associates and they should be consulted directly for their recommendation. A condition of approval for this application is the receipt and approval of the septic permit by the Environmental Health Department before a building permit can be issued. WATER QUALITY IMPACTS: Sections 2-14 and 3-705 and 3-710: "It is the policy of the County to preserve and protect its present water resources. To this end it is the policy of the County that no land use be initiated which would adversely affect the quantity, quality, or accessibility of the County's water resources; or which would occur at the expense of established water -dependent agricultural activities; or which would result in increased salinization of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures to reacquire or redistribute major water resources. It is also the policy of the County to maintain a natural vegetative buffer along its surface waters such that the surface and groundwaters of the area are not encroached upon by land uses or other human activities which could cause deterioration of water quality or, impair the natural treatment processes provided by meadows and wetlands." The Environmental Health Department will be addressing water quality impacts on down stream water quality. This application is not expected to impact down stream water quality if the minimum horizontal distances between components of the system and physical features are in accordance with the Pitkin County Sewage Regulations. A condition of approval for this application is: None AIR UALITY: Sections 2-13 and 3-602_ "Only that development is permitted which will not contribute significantly to degradation of air quality in Pitkin County. Developments may not constitute an indirect or direct air pollution source under Federal, State or County regulations." This project is not expected to contribute significantly to degradation of air quality in Pitkin County. FIREPLACE If there will be a fireplace in the caretaker unit the applicant must file a fireplace/woodstove permit with the Environmental Health Department before the building permit will be issued. Since this house has two existing woodburning fireplaces, only gas fireplace appliances may be installed. A condition of approval for this application is the receipt and approval of the fireplace/woodstove permit by the Environmental Health Department before the building permit can be issued. 2 Printed on Recycled Paper CONFORMANCE WITH OTHER ENVIRONMENTAL HEALTH LAWS: Section 2-7: "It is the policy of the County to ensure that no use or development of land is permitted which is in violation of the laws of the County, the State of Colorado, or the United States of America."
