Contractor's Obligations. Contractor shall complete the following: Included in this task is the reach of Brush Creek on the Seven Star II, Sky Mountain Park, and Cozy Point South parcels. Contractor will provide an additional cost if Cozy Point Ranch (managed by the City of Aspen) would be included in the assessment. 1.1 Riparian Functional Assessment (Ecological Integrity Assessment) Rea Orthner of WER would conduct a detailed assessment of the functioning condition of riparian/wetland habitats along Brush Creek using the Ecological Integrity Assessment (EIA) method developed by the CNHP(Lemly et al. 2016). The HA is a multi-metric index developed to assess the ecological integrity of wetland and riparian areas in Colorado. The EIA method provides land managers with a tool to measure the ecological integrity of riparian habitats/wetlands and could be used to target sites for restoration or further protection. Major ecological factors scored include landscape context, buffer, vegetation condition, water chemistry, hydrologic condition, and size, and the ratings are based on deviation from "natural" reference benchmarks. The detailed Level 3 EIA method would be used along the Brush Creek Riparian Corridor on Seven Star II and Sky Mountain Park. Because Cozy Point South is already 1 Contract #: 117 2017 in good functional condition this parcel would be evaluated as a ' reference" area. This detailed level of riparian functional assessment would benefit Pitkin County OST by providing quantifiable baseline data prior to any proposed restoration activities. The method is repeatable and could potentially be compared to post-restoration data in order to provide the public with a measured level of success. In addition, Steve Belz, the project stream hydrologist will conduct a preliminary site assessment and identify any areas of stream instability. A technical report would he prepared following the field survey which would detail the methods and results, include copies of all data forms and photographs, and provide general recommendations for riparian habitat restoration. Any GIS data generated as a result of the study would also be transmitted to Pitkin County OST. See attached cost estimate: $16,793 1.2 Geomorphological Characterization (RiverStyles Framework) Lotic personnel will utilize historical aerial imagery available for Brush Creek spanning approximately 60 years of recent history to delineate the Channel Migration Zone (CMZ). This delineation will be conducted according to methodologies developed in the states of Montana and Washington and will include portions of Brush Creek flowing through all Pitkin County Open Space and Trails properties. This effort will include the measurement of short- and longterm migration rates, identification of avulsion-prone areas, and consideration of existing and future risks to transportation, irrigation and other infrastructure. Mapping the CMZ will provide a channel migration dataset that can he used to quantitatively evaluate various human, hydrologic, and other influences on channel change, and can be used as a highly effective outreach tool This task will include digitizing banklines for multiple suites of imagery (1953, 1979, 1993, 2005, and 2015). Through statistical comparisons of historical land-use and land cover data and channel form/channel change metrics, Contractor will assess the strength of relationships between agricultural activity, riparian \egetation extent, and batik deformability. If Contractors are able to identify strong relationships between riparian modification and increased rates of channel movement, we will better understand the local sources/drivers of sediment input. and the potential effectiveness of strcambank stabilization or revegetation efforts. Contractor will use mapping and assessment results to identify any restoration needs and develop conceptual level restoration altcrnatn es for further consideration by Pitkin County OSI staff Sec attached cost estimate: $12,980 1.3 Project Management Work with the project team and Pitkin County to prepare Scopes of Work, Cost Estimates and Timelines for various projects designed to achieve the management actions of the Sky Mountain Park Management Plan (2012). Work with the project team and Pitkin County to modify the scopes of work, cost estimates and timelines when necessary. Identify the project team members or individual best qualified to complete each Sky Mountain Park project. Coordinate and manage the project team through the duration of their studies. Monitor the progress of each Sky Mountain Park project to verify that it complies with the scope of work in the task order, is on time and within budget. Review and edit technical studies and provide editorial, graphic or other support where needed. Provide a monthly progress report along with an invoice for each of the Sky Mountain Park projects. Sec attached cost estimate: $2,080 2 Contract#: 117.2027 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph I of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of$31,823.00 for all services rendered. By Task Order or Task Order Amendment,the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. 3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County Representative. Gary Tennenbaum will manage the project as the County's Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County's Representatives,or a designee,for compliance with Contractor's obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement.
