Contractors Obligations. Contractor shall complete the following. I.1 Riparian Functional Assessment Contractor's team member Rea Orthner of WFR would complete an Ecological Integrity Assessment (19A)of riparian/wetland habitats using the rapid(qualitative)approach.Any ecologically sensitive areas would he mapped and described. In addition,a plant species list and an inventory of noxious weeds would be compiled. See attached cost estimate $4,498 1.2 Riparian Restoration, Trails& Interpretive Signage Plan Following the riparian functional assessment, the Contractor's team would work with the Roaring Fork Conservancy(RFC) to prepare a Riparian Restoration Plan for the entire reach of the Roaring Fork River on the project site.The Restoration Plan(Plan)would include details for any modification of the landform; a planting plan that identities woody riparian species for the restoration and identifies the planting method; a seeding plan that addresses a native seed mix, seedbed preparation, seeding methods, soil amendments, erosion control blankets, and watenng requirements. Restoration success criteria would he developed to evaluate the success of the restoration. 1 Contract#: 117.2017 The Plan will also address trails and signage. Trail layout altematiscs will be developed and evaluated with input from the Pitkin County OST(PCOST) and project team as a part of this task. The design for the trail layout,access points and the location of physical elements will also be integrated with the riparian restoration plans and reviewed with the project team and RFC to ensure that they support the ecological and educational goals of this project. In order to provide an important interpretive clement to the restoration and open space preservation missions of the Lazy Glen Open Space, Contractor's team will provide an interpretive signage plan for the property in various key locations.C'ontractor's team will work closely with PCOST stalfand the team at the RFC to identify important locations. interpretive content, educational content,and the appropriate number of signage touch points. We understand through discussions with PCOST staff, that this signage is designed to service smaller, arterial trail connections through the open space, and signage will be designed to respond to this smaller trail ptatfomt. In addition, Contractor will work to create a bilingual format to the signage that responds to a diverse adjacent population. Contractor team will focus on the educational component of riparian health and preservation, restoration activities, riparian buffers, and open space preservation. Contractor will work with the RFC team members to collect and organize educational content where appropriate, and design interpretive signage to focus on this main purpose. Contractor team will prepare base information and aerial information,develop character imagery,develop color'graphics'matenals imagery. organize materials, and organize preliminary educational information from the RFC (and others) Contractor's team will design, utilizing information provided by various inputs such as RFC and PCOS'i, eight interpretive signs with specific locations per an interpretive sign location plan. These signs will be production ready for fabncation by Pitkin County's preferred sign production vendor. See attached cost estimate. $22,217. 1.3 Project Management • Contractor will work with PCOST and the project team to prepare Scopes of Work, Cost Estimates and]imelmcs for the Riparian Functional Assessment,Riparian Restoration Plan and Interpretive Trail and Signage designed to achieve the management actions of the Lazy (Hen Open Space Management Plan (2015). • Work with PCOST and the project team to modify the scopes of work, cost estimates and timelines when necessary. 2 Contract#: 1171017 • Coordinate and manage the project team through the duration of their studies for the completion of the studies. • Monitor the progress of the project to verify that it complies with the scope of work in the task order,is on time and within budget. • Review and edit technical reports and provide editorial, graphic or other support where needed. • Provide a monthly progress report along with an invoice for the project. See attached cost estimate.$4,370 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph I of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of$31,085.00 for all services rendered. By Task Order or Task Order Amendment,the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. 3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County Representative. Lindsey Utter will manage the project as the County's Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County's Representatives, or a designee, for compliance with Contractor's obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement.Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement.
