This department has evaluated the water supply system, sewage
disposal systems, and other anticipated health or environmental
implications of the referenced proposal in order to determine
compliance with Colorado Department of Health regulations,
local regulations, and those requirements of the Pitkin County
Land Use Code under our jurisdiction. We offer the following
review comments for your consideration:
1. THATER SUPPLY
Water is supplied by the White Horse Springs Water District and
the water quality, treatment and quantity available meet the
criteria and requirements for public water systems. The district
has accomplished numerous improvements in the last three years to
upgrade the quality of water supplied to the residences of the
area. The water supply storage provided, the quantity of water
available for domestic and irrigation needs, and the sizing and
construction of the distribution lines generally conform to the
Pitkin County Land Use Code requirements which would be imposed
upon a new subdivision. The water supply for fire flows is
sufficient and there is a hydrant close to these two houses.
2. SMIAGE DISPOSAL
Both houses have onsite sewage disposal systems which conform to
the County code. The caretaker unit septic system was rebuilt in
1975 under the attached permit. The septic system for the new
house was installed last summer and approved by this department.
It is our opinion that each of these systems will continue to
function properly for many more years.
3. AIR QUALITY IMPACTS
Fireplaces for these units are not regulated under the County
Resolutions, and the impact of wood burning upon the overall air
quality is negligible. The low density (RS -20) and the fact
that the units are out of the Aspen Metro Area minimize the negative
impacts.

RE: Weinglass-Moore Lot Line Adjustment
Weinglass Employee Dwelling Unit
DATE: December 26, 1985
Attached for your review are two applications submitted by Leonard &
Pepper Weinglass requesting approval an Employee Dwelling Unit and
approval of a Lot Line Adjustment.
The applicant is requesting approval of a subdivision exemption for
the purpose of a lot line adjustment. The proposal is for the
applicants to purchase approximately 11 acres from adjacent landowner
James E. Moore, to add to the applicants' approximately 9 acre lot,
bringing the new total of Mr. and Mrs. Weinglass' parcel to approxi-
mately 20+ acres. The lot is located in the RS -20 zone district.
In addition, the applicant is about to obtain a building permit for a
newly constructed home where there is a previously existing single-
family residence on this same parcel. Pursuant to an agreement with
the Building Department, the old residence was to be converted to an
agricultural outbuilding. Instead of gutting the old single-family
strcuture, the applicants propose to deed -restrict the pre-existing
building and use it for employee housing. The property is located at
Lots 5, 6, 10 and 14, Section 27, Township 9 South, Range 85 West of
the 6th P.M. (at approximately the 1.5 mile marker of McLain Flats
Road) .
Please review the attached materials with respect to both applications
and submit your referral comments to this office no later than January
12-W, 1986, in order to give this office adequate time to prepare for its
presentation before the Board of County Commissioners on January
27th at a public meeting.
