Changes must be approved by this Department and the engineer prior to construction. This design calls for one 1000 gallon two compartment tank with an effluent filter on the outlet tee. The fields will consist of one row of 8 Eljen in -drain units (sized using secondary treatment standards). Place 6" of concrete sand below the in -drain units and surrounding the units 18" on each side and ends. A 4" perforated PVC pipe will be placed on top of the units and filter fabric placed on top of the entire bed. 12" of clean backfill will be placed on top of the fabric. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN COUNTY OWTS REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE. We recommend that a new 4 -inch sewage waste pipe be installed from the new facility to the existing septic tank that currently serves the one bedroom Caretaker dwelling unit. We understand that the usage of this %2 bath will be for the care taker employee. We assume that the lavatory waste could be considered an additional bathroom to be used by the same persons using the CDU facilities. We consider this usage to be infrequent. No increased peak flows to the system are expected. The new fixture design flow of 50 gpd is based on the daily use of a single employee per the fixture flow in Table 6.28-2 of the Pitkin County OWTS regulations. However we assume that the average daily use will be approximately 15 gpd. Toilet 24.8 gpd + hand sink 8.4 gpd x peaking factor 1.5 = 50 gpd requiring 50 gpd x 125% = 62.5 gpd. The existing CDU system includes a 1000 gallon two compartment concrete septic tank that requires a design detention volume of 562 gallons for the CDU. The theoretical additional 62.5 gallons from the remote employee use toilet would require 78 gallons of tank detention capacity for a total system minimum volume of 640 gallons that is less than the 1000 gallon total tank capacity. The existing system was inspected on March 1, 2011 by All Service Septic and an inspection report along with an application for a OWTS Use Permit was sent to Pitkin County. A OWTS Use Permit (No. 0011.201 LPOWU1) was issued by the Environmental Health Department on March 10, 2011. The system was operating at the time of the inspection and no problems with the function of the system was observed and no action was recommended by the Inspector, however the County recommended that an effluent filter be installed on the outlet sanitary tee. The report and use permit indicated that the system was adequate for continued use. I inspected the system on June 6, 2012 and find that the system is adequate for continued use with the addition of the employee lavatory. The field appeared to be functioning without stress and the tank had a normal liquid level and does not need to be pumped. The CDU is only used seasonally in the summer for the ranch employee(s). I recommend that the secondary access opening be recovered and fitted with concrete risers with a traffic rated iron ring and cover. A 4" Orenco effluent filter sanitary tee assembly needs to be placed on the tank outlet. I further recommend that the inlet access opening risers be fitted with an additional 12 inch riser and an iron ring to properly seat the iron cover. The tank should be inspected annually in the spring or late fall. If the sludge level is greater than 12 inches then the tank should be pumped. The effluent filter should be inspected annually and cleaned as needed and .at.time of pumping. The -existing- field should -be checked annually and the vegetative cove needs to be maintained as in its current condition. The installation of the new service, line -from .the.lavatory shall be installed with a.minimum 3 foot depth of cover. An intermediate cleanout should be installed if the pipe length exceeds 100 feet. The new service pipe shall be installed in the tank through the sidewall cutout with a separate inlet sanitary tee installed in the first compartment of the septic tank. Please contact me for a pre construction coordination meeting and for a final inspection of the tank retrofit and service line installation. We recommend that an as -built survey be performed on the addition. We will provide a final inspection report and a As -Built record drawing of the improvements.
