Any changes must be approved by this department and the design engineerrp for to them being made. Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County ISDS regulations. There should be a minimum 188 foot setback from any pond or irrigation ditch. The design consists of one 2000 gallon single compartment tank followed by one 1500 gallon two-compartment tank with an effluent filter, on the outlet. A flow splitter basin will be used to distribute effluent to 6 trenches each containing 14 chambers for a total of 84 chambers. There must be at least 6 feet of undisturbed soil between each trench. This department does not endorse any brand of products. This permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an as -built letter to this department. This department must also be called for an inspection with a minimum of 48 hours advanced notice. *Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. The system was designed under our Job No. 16106W, with a revision date of May 10, 2004. The system includes the installation of a 2000 -gallon, single -compartment, concrete septic tank followed by a 1500 -gallon, two-compartment, concrete septic tank with an effluent filter on the outlet, and six gravelless chamber -trenches. Each trench has one row of 14 chambers for a total of 84 chambers and 1302 ft2 of infiltrative area. An as -built drawing is included as Figure 1. The observed components of the OWS were installed in general conformance with our design. A licensed electrician must make final electrical connections. If approval takes longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the time of application. The der Job No. 16106W. The subsurface investigation was performed Novem er 11, 2003. SITE CONDITIONS The property is in a rural residential area in Pitkin County, where OWS are required. A residence with an OWS exists on the property. The The proposed drain field area has an approximate 9% slope to the northwest and a full cover of irrigated grass. The local water district will provide water. PROPOSED CONSTRUCTION A ence with a living area greater than 6000 square feet (ft) is proposed at the location presented on Figure 2. The OWS was sized based on 6 bedrooms and 1560 gallons per day (GPD) using Pitkin County Environmental Health Department (PCEHD) loading of 130 gallons per day per person. The loading with a peaking factor of 1.75 is 2730 GPD. This loading includes washing machines and garbage grinders. SUBSURFACE CONDITIONS A subsurface investigation was performed by hand -digging three percolation holes, 19 to 28 inches deep and excavating one profile pit at the locations indicated on Figure 1. Subsurface materials in the profile pit consisted of oncisedof tiles to the maximum, underlain by silty, derlain by clayey sand with depth explored o Percolation tests indicate percolation rates ranging from 10 to 40 minutes per inch (MPI). The OWS design is based on an average sewage load of 1560 GPD and a percolation rate of 21 MPI. The installation includes' recast concrete septic tank followed MEW precast con- crete septic tank withI UAWd each wi tWOMMEMO . A:,., or equivalent, is required to distribute effluent to the fields. Vehicle movement over the trench area during construction should be kept at a minimum to reduce compaction of the receiving soils. The bottom of the bed should be scarified with a pick, shovel, or backhoe bucket teeth prior to the addition of chambers. The surface of the field should be seeded after installation of the fields. A native seed mix should be sown at the trench area to revegetate the surface. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the fields. OPERATION AND MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must be aware of and assume responsibility for maintenance of the system. In the absence of a monitoring program, the septic tank should be pumped every two years or more frequently if needed. Effluent filter and screened vaults, as applicable, are to be cleaned during pumping or as needed. There are daily considerations such as not putting plastic or other non -biodegradable materials into the septic system. Garbage disposal use should be minimized to reduce the frequency of pumping. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a running toilet can use in excess of 1000 GPD. An additional 1000 GPD loading may flood and irreparably harm the system. We caution against the installation of a water softener. The hydraulic loading from the backwash of a water softener is detrimental to an OWS and a separate drywell should be constructed for the backwash waste, if a softener is installed. No landscaping or plastic can be used over the field, which will reduce performance of the field. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. The design of the OWS is based on the treatment of domestic sewage only. No industrial or hazardous wastes should be introduced into the OWS. LLMYrATIONS A contractor who is experienced in OWS installation should install the OWS. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should be notified to evaluate the effect on the proposed OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the performance of the OWS. The county and our firm must be contacted upon completion of the OWS All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to Revised OWS Design Job No. 16106W, 5/10/04 Page 3 the requirements of the ISDS regulations. Penny and Fred Abrams ("Applicant") have applied to the Pitkin County Hearing Officer ("Hearin, Officer") for 10.41 Hazard Review and Scenic Overlay approval of a building envelope, within which to replace the existing residence. The Applicant is also requesting special review approval to establish the property as a TDR receiver site, in order to develop in excess of 5,750 square feet and up to 8,250 square = feet:of floor area. 2. The parcel is located 2016 McLain Flats Road, and is more specifically described in Exhibit A. 3. The parcel contains 8.361 acres and is a non -conforming size parcel in the RS-20/PUD zone - district. 4. The parcel was created prior to June 12, 1978, and, therefore, is exempt from S•owth management up to 5,750 square feet of floor area: 5. -Tie Hearing Officer considered this application at a duly noticed public hearing on February 18, - 2004, at which time evidence and testimony were presented with respect to this application. 6. The Hearing Officer finds that the proposed building.and activity envelopes are located on slopes of less than 15% and that the wildfire hazard is rated as low to medium and can .be mitigated. - - 7. The Hearing Officer further finds that the building and access envelopes will not break the skyline, and, therefore, will have an insignificant visual impact. 8. The Hearing Officer further finds that the development is consistent with the special review criteria _ for a TDR receiver site and a caretaker dwelling unit, and that the proposed development otherwise - complies with the applicable provisions of the Land Use Code. -NOW THEREFORE BE IT RESOLVED by the Pitkin County Community Development _ Hearing Officer that he does hereby approve the Abrams 1041 Hazard Review, Scenic Overlay Review, Special Review and GMQS Exemption, subject to the following conditions, which shall run with the land and be binding on all successors in interest. - 1. Prior to submission of any earthmoving, access, or building permit applications; the Applicant shall submit a 1041 Hazard Review Site Plan to the Community Development Department for approval _ and recording. The mylar copy of the site plan must be signed by the owners prior to submittal for recording. 2. Prior to submission of any building permits, the Applicant shall: A. Obtain an access permit to improv_ a the driveway, if required by the County Engineer or Aspen Fire Protection District. _ Submit a Construction Management Plan in accordance with the Asset Management Plan for review and approval by the County Engineer. The Construction Management.Plan shall indicate that vehicles associated with construction (i.e. employee traffic, construction vehicles, staging and deliveries) shall not violate County Law, such as parking on County rights-of-way. D. Pay the applicable road impact fee. - E. Obtain approval of a septic permit from the Environmental Health Department. The septic system shall be located within the approved building envelope, and must comply with the setback requirements from surface and groundwater sources. A qualified professional engineer must design the system. F. ]pile a Storm Water Management Plan with the State of Colorado, if required, and provide a ropy of thea pproved plan to the County. .3. The property is exempt from growth management up to 5,750 square feet of floor area. At building permit application, the Applicant shall surrender one Certificate of TDRs and a copy of the deed evidencin the Applicant's acquisition of the Certificate (if applicable), in order to develop more -than 5,750 and up to -8,250 square feet of floor area. 4. Prior to commencement of anv earthniovina or construction activity, the Applicant shall stake the corners of the building envelope and install -construction fencing around the perimeter of the building envelope. The fencing shall remain in place until a Certificate of Occupancy is issued for the residence. S. Tlie Applicant shall comply with the following landscaping and wildfire defensible space mitigation - standards: A. For a distance of 15' around all structures; maintain vegetation at a height of 6 or less with mowed grass; low growing perenriials or hardscape. Landscaping within this area shall be _ = irrigated and sliall not contain any brushy or woody species —only gasses or forbs are - permitted. This standard shall also apply to the area between the new residence and the top —of slope to the southwest. B. Beyond 15' and up to 80' from all structures: 1) All branches from trees and brush shall be pruned to a height of 10 feet above the ground or one-half the height of the tree or shrub, whichever is Ieast- Ladder fuels from around trees and brush shall be removed. 2) Maintain a space between the edges of the crowns of remaining •sees and brush of a minimum of 3 times the height of the vegetation. :i) Vegetation between the clumps shall be grasses or forbs of less than 2 feet in height. C. Thin oak, serviceberry and safe on the steep slope below the residence for a distance of 200 feet down from the top of slope. Maintain a space between the edges of the crowns of remaining vegetation of a minimum of 4 times the height of the vegetation and remove lower branches to one-half of the height of the vegetation. D. To the north in the heavily forested area, the lower limbs of trees -shall be removedtoa height of 5 feet above the ground, and ladder fuels under trees shall be removed. To the northeast from a point 80 feet from all structures and to the top of slope, the lower limbs of trees shall be removed to a height of 5 feet above the ground, and ladder fuels under trees shall be removed. The Applicant shall be responsible for the continued maintenance of the defensible space - vegetation requirements_ - 6. The Applicant shall comply with the following additional wildfire mitigation standards: - A. Roofs shall be constructed with a Class A roof covering or a Class A assemble as defined _ in the UBC 1997 Section 1504. Wood shake/shingle roof coverings are _prohibited. Roofs with less than a 3:12 pitch are not permitted unless they comply with the roll' with _ 1) All roofcoverings shall be noncombustible materials as defined in the -Uniform - Building Code (UBC) 1997 Section 1504 and mitalled on a Class A roof assembly. 2) All roof coverings shall have a surface that shall facilitate the natural process of clearing the roof. - - 3) All roof designs shall facilitate the natural process of clearing roof debris. - Protrusions above the roofline, such as parapets, shall be prohibited. 4) Roofs shall be installed as required by UBC 1997 Chapter 15 and shall have a minimum slope of 1:48. _ - 5) All roof designs, coverings, or equivalent assemblies shall be specifically approved by the Fire Marshal prior to submittal of a building permit application. B. Vents shall be screened with corrosive resistant wire mesh with mesh'/. inch maximum. C_ Roofs and gutters shat l be kept clear of debris. - D. Yards shall be kept clear of an litter, slash, and flammable debris. E. All flammable materials and firewood/wood piles shall be stored on a parallel contour a minimum of 15 feet away frcm.any structure. F. Weeds and grasses within a 10 foot perimeter of all structures shall be maintained to a height of not more than 6 inches. G. Swimming pools or ponds shall be accessible to Fire Department vehicles. H. - Fences shall be kept clear of brush and debris. I. Wood fences shall not connect to the structure. J. Fuel tanks shall be installed underground with an approved container. K. Propane tanks shall be installed according to NFP A 48 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any above -ground tank. The Applicant shall comply with all codes and requirements of the Aspen Fire Protection District, including but not limited to, installation of an approved fire sprinkler system, adequate fire flow, _ and provisions for the turning around of fire department apparatus. 8. The Applicant shall provide waste storage that complies with BOCC Ordinance No. 010-2001. - Verification of compliance shall be provided prior to issuance of a certificate of occupancy. 9. '_Native vegetation shall be -maintained outside of the building envelope, except as may be necessary to implement the wildfire mitigation measures required elsewhere to this document 7. and to install the septic system within the activity envelope. 10. The exterior of the residence shall be finished in earth tones, which blend with the colors of the. natural surrounding environment. Roof materials shall be non -reflective. The Applicant shall submit a landscaping plan_ for review and approval by the Crnl�rnunity _ - Development Department prior to issuance of a building permit. Landscaping shall be utilized to screen and break up the mass of the residence as seen from the highway. 12. Exterior luting shall comply with the regulations of the Land Use Code in effect at the time of in-stallat:ion. Exterior lighting (including driveway lighting) shall be prohibited on the southwest - -and south facades, except where necessary to compI_y with health and safety requirements of the Uniform Building Code. 13: No development, including, grading, excavation, fill placement, berming, landscaping, vegetation removal or disturbance, entry or ranch gates, or septic systems shall occur outside of the approved building and activity envelopes, except as may benecessary essary to implement the wildfire mitigation measures required elsewhere in this document. .14. - - -'All areas disturbed by construction shall be revegetated to limit water consumption and additional runoff within one growing season after completion of construction. 13. The Applicant shall adhere to all material representations made in the current or prior applications or in public meetings or hearings and shall consider those representations to be conditions of approval, unless amended by other conditions. 16. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County Land Use Code and Colorado Statutes, subject to the exceptions set forth in Pitkin County Land Use Code, § 4-140 and C.R.S.; § 24-68-105.
