Multiple site visits were made in the months of November and December of 2001. The system was designed under our Job No. 11472W, dated September 1, 1999. The system includes the installation of one 2000 -gallon, single -compartment, precast concrete septic tank, and one 1250 -gallon one -compartment precast concrete septic tank with a pump in a BiotubeTM pump vault. Six gravelless chamber beds, with four feet of imported sand filter material, were installed as indicated on Figure 1, each bed with two rows of 11 chambers. A concrete distribution box was used to r, distribute effluent evenly to the beds. ,44 Carla Block, with the Aspen Pitkin Environmental Health Department, was onsite December 12, 2001 to observe open excavations of the installed field, the distribution box, and the septic tank access risers. An J OWS as -built drawing, gradation analysis of the sand filter material, and digital pictures of the initial OWS excavations are presented as Figures 1 through 3. There was an excessive amount of fill placed on the southern half of the most up -gradient bed on the OWS. The depth of fill was measured at seven feet through the observation pipe. Our firm and Infiltrator Systems, Inc. does not recommend more than four feet of fill placed on gravelless chambers, although due to the small area of field covered we do not anticipate problems. The southern half of the most up -gradient trench should be monitored in June of 2002 to confirm the trench is performing appropriately. The pump, alarm, and BiotubeTM vault were in place at the time of our third site visit. The construction foreman, Tim, with Dakota Development, may activate pumping system at his discretion. The components of the OWS were installed in conformance with our plans and specifications. Box 6820 Snowmass Village, Colorado 81615 Subject: Subsurface Investigation and OWS Design, Proposed Courson Residence Lot 6, Pioneer Springs Ranch Pitkin County, Colorado Job No. 11472 Gentlemen: As requested by Jeffery Hancox of Robert Trown & Associates, we have investigated subsurface conditions and designed an onsite wastewater system (OWS) for the proposed residence at the subject site. SITE CONDITIONS - The lot is located in a rural residential area in Pitkin County, Colorado. The proposed drain field area has a steep slope of 25%-35%. There is a thick cover of shrub oak and grasses in the proposed field area. This is the most suitable location for the drain field within the building envelope. PROPOSED CONSTRUCTION - A five -bedroom residence having greater than 6000 square feet (SF) is proposed at the location presented on Figure 1. The OWS was based on 5 bedrooms and 1300 gallons per day (GPD) using Aspen/Pitkin Environmental Health Department (APEHD) loading of 130 gallons per day per person. The sewage loading with a peaking factor of 1.75 is 2275 GPD. This loading includes a dish- washer, garbage grinder, and washing machine. If the residence is to be served by an onsite well it must be located 202 feet from the proposed drain field. SUBSURFACE CONDITIONS — Five percolation holes were dug and tested by our firm on July 26, 1999, 16 to 25 inches deep at the locations indicated on Figure 1. A test pit was excavated at the location indicated on Figure 1. Subsurface conditions consisted of 1 foot of sandy topsoil; underlain by fractured Mancos shale bedrock to 2.5 feet where refusal was encountered. Percolation tests indicate percolation rates of 20 to 60 minutes per inch (MPI), with an average percolation rate of 39 MPI. We recommend designing the OWS on an application rate of 0.95 gallons per square foot per day and a percolation rate to the ground of 39 MPI. RECOMMENDATIONS - The OWS proposed includes: two septic tanks with a pump in a biotube-vault and five over -excavated chamber -bed drain fields with imported sand filter material at the locations presented on Figure 1. The OWS design is based on an average sewage load of 2275 GPD and a percola- tion rate of 39 MPI. We recommend installation of one 2000 -gallon two-compartment precast concrete septic tank to be followed by one 1250 -gallon single -compartment pre -cast concrete septic with a biotube- vault pump. We recommend a total flow rate of 30.0 Gallons Per Minute (GPM) and a Total Dynamic Head of 27.6 feet. We recommend the installation of six overexcavated chamber -beds with imported sand -filter material, each with 2 rows of 11 chambers. The area of the drain field with a 30% reduction for chambers is 2046 square feet or 132 chambers. The surface of the drain fields should be re-established to approximate the natural slope and then be reseeded. We recommend using a native seed mix. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the fields. No land- scaping or plastic can be installed over the fields, which will reduce performance of the fields. OPERATION AND MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must be aware of and assume responsibility for continued maintenance of the system. In the absence of a monitoring program, we recommend the septic tank be pumped every two years. Effluent filter and screened vaults, as applicable, are to be cleaned during the regular tank pumping. There are daily considerations such as not putting plastic or other nonbiodegradable materials into the septic system. Garbage disposal use should be minimized. The backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. LMMATIONS A contractor who is experienced in OWS installation should install the OWS design. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should be notified to evaluate the effect on the proposed OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the performance of the OWS. Mary Elizabeth and Albert Droste, hereinafter "Applicants", have applied to the Board of County Commissioners of Pitkin county, Colorado, hereinafter "Board", for approval of the following: a. Collective 1041 Special Review for six single family building envelopes and access drives, pursuant to section 5-400 of the code; b. This application was scheduled to be heard at a regularly scheduled meeting on January 5, 1993, at which time it was continued to March 23, 1993, due to an illness in the applicant's family. 8. The Board heard this application on March 23, 1993, at which time evidence and testimony was presented with respect to the proposed development. The Board commended the applicants for clustering building sites, and encouraged the applicants to place a conservation easement over the remaining, undeveloped portion of the parcel in order to facilitate preservation of wildlife habitat for the future. Fencing shall be three strand wire, a maximum of 42" in height with a minimum kick space of 12" from the top. Fencing shall be designed to allow passage of wildlife. C. No vegetative manipulation shall occur outside of the building envelope(s), except where necessary to accommodate wildfire hazard mitigation, water tank construction, and road construction, and within the horse pasture identified on the site plan. d. All development, with the exception of the water tank, roads and utilities, shall be limited to the building envelopes. The applicant shall revegetate areas disturbed by construction within one growing season of construction. 7. Prior to construction of the access road and driveways, the applicant, his assigns, successors or heirs shall obtain an access permit from the County Engineer. Roads shall be designed to comply with County driveway standards. 6. The access drive shall be treated (at a frequency to be determined by the Environmental Health Department) for dust control by the Homeowners Association. The road shall be built and initially maintained by the applicants. Maintenance shall then be taken over by the Homeowners Association. Covenants shall address maintenance on a pro rata share basis. 9. Access easements for use of the common driveway shall be described and recorded on the lot line adjustment plat, as necessary to benefit all of the parcels. 10. Contributions of no more than $5,000.00 shall be imposed on each lot as a pro rata assessment for improvements to Brush `ow, Creek Road in the event that a road improvement district is formed. All lot owners shall join a road improvement district, in the event that such a district is formed. Covenants shall reflect this requirement. 11. The applicant shall submit a drainage/ erosion control plan at building permit application. Temporary erosion control measures shall also be required during construction. 12. Prior to recording of the 1041 site plan, the applicant shall provide evidence to the Planning Office and County Attorney that it has developed the appropriate engineering information and report to support a plan for augmentation for the provision of an adequate and legal water supply for the development. Upon approval of the engineering report and approval of the ability of applicant to obtain a legal water supply by the county Attorney and the Environmental Health Department, applicant shall have the right to either finalize the plan for augmentation and develop its own water system or enter into an arrangement with the Brush Creek water District for water service to the development. The water District shall only extend water service to the development, upon approval of a District expansion by the Board of County Commissioners. Maintenance of the Lemond Ditch shall be the responsibility of the Brush Creek Stables Ranch Manager. Ditch access shall be protected by easements which shall be recorded concurrently with the lot line adjustment plat. Ditch maintenance responsibility shall be stipulated in the covenants. 16. Residential development on Lots 2, 5, 6 and 7 shall be subject to scenic overlay Review prior to issuance of a building '� permit.
