As we discussed at the site visit on Tuesday, November 29, a new septic system will be required for the additional 2 bedrooms. A new percolation test will have to be performed and a profile hole dug in the proposed area of the absorption field�in the spring after the ground has sufficiently thawed. Once the results are received by this Department, the .system size and design criteria will be forwarded to you along with a permit number. The building plans have been released from this Department. Rick Magill, Planning Office RE: Zwart 1041 Hazard Review DATE; October 13, 1994 APPLICANT: Jeffrey Zwart APPLICANT'S REPRESENTATIVE: Teel Guy REQUEST: The applicant. requests 1041 Hazard Review approval for construction of a 6,800 square foot addition to an existing 4,860 square foot single family residence. The parcel is mapped as a low wildfire hazard area. The proposed addition is located on slopes with an average grade of 2.5 percent. LOCATION: 2240 McLain Flats Road; Lot 11, Block 1, white Hcrse Springs' ZONING; The site contains approximately 10.29 acres and is zoned AFR-10. ACCESS: Access is provided by an existing driveway from McLain Flats Road. REFERRAL AGENCIES: Referral agency comments are incorporated throughout this memorandum and are attached as necessary. 1. White Horse Springs Homeowners Association STAFF COMMENTS 1041 HAZARD REVIEW: wildfire Kelly Rogers, Assistant District Forester, 'Colorado State Forest Service, notes that the only wildfire concern is from the patches of oalebrush on the slopes above and to the northeast of the residence. The addition is located outside of any oakbrush, and the existirig residence is surrounded by low grass and irrigated Meadow.' Mr. Rogers does not recomnm tnd any .special wildfire r I mitigation nmeasures. i S14pes�' The addition is propobed to b4 located on average slopes of 25 percent. The bank behind the proposed addition is only 25 to 35 feet: high and has no indication of instahili.ty or erasion. Nicholas Lampiris, Consulting Geologist, notes that the cut into the hi ]Aside for the rear foundation wall milut be retained, and that soils engineering will re necessary for prol:er foundation design. Surface and subsurface water shall be controlled near the residezil,ce to prevents instability. Lampi.ris recommends that the sour<,e of water to the pond that is being removed shall be changed to conduct water to the other s id.e of the home and proposed addition. Applicant has agreed to comply with the requirements listed in Section 3-805(C)(1)(a-f). WATER & SEWER: The existing residence is served by a septic system'sized for a three bedroom house. Additional bedrooms are not proposed in the current application. if additional bedrooms are planned in the future, the Environmental Health Department r.ecomme )ds that the appli.c.an4 consider expanding the septic system at this time. The property is served by the whita Horse springs subdivision community water supply system. No increase in water usage is planned. FINDINGS: I. The wildfire hazard :is mitigated through avoidance. 2. A ;site visit by several members of the Planning Staff confirmed that there will be minimal impacts on the hillside behind the addition, given the apparent stability of the soils and the limited encroachment on areas of steep slopes. The applir:;ant must prepare a site plan for recording. RECOMIENDATION: pursuant to Section 3-801(B) of the Land Use Code, the Public Hearing Officer is authorized to approve a site plan and application for a Minor 1041 Hazard review. Based on the findings referenced above, staff recojTmend.s approval of the "wart 1041 Minor_ hazard Review, ubject to the condition,; of approval listed below. This memo will, serve as a reference document authorizing approval of said,application. The Public Hearing Officer's sign -off on a 1041 Review Site Plan is also r.eWessar_y for completion of the administrative review process. The Site Plan shall be recorded in the Clerk & Recorder's office, and a copy shall_ be placed in the file. 2 i C014DITIOINS OF APPROVAL: 1. Prior to submission of a building permit application, the applicant shall prepare a 1.041 Site Plan in accordance with Section 5--704 of the Land Use Code. All conditions of approval shall be noted on the site plan.
