(303) 925-2537 December 15, 1988 We would like to make these following comments concerning your memo of July 7, 1988. 1. Typically a sand/oil interceptor runs about $3000.00 2. We would suggest that you persue the RFTA option. According to A. J. they are having problems with their septic systems and may need the sewer line. 3. When the sewer line does become available we would not simply accept septic effluent. The system would have to be dug out and a new sewer service installed. 4. The AABC may be expanded sooner than later. Also the District pre -approved a septic system based on first receiving both a letter from Bob Nelson stating that there is no environmental problems with the septic system also that the District receives a formal written agreement from the county stating that once a sewer line is avail- able within 400 feet of your property line that the facility will tie onto the sewer and pay all applicable tap fees and line extension fees within 30 days notice. At that time RFTA would also be required to tie onto the system. The intent of this pre -approval is so that we don't stand in the way of your project. However, the Distric Board feels that if any future develop- ment occurs in the area that a sewer line is necessary and that development so close to the wastewater treatment plant needs to be serviced consistantly as other parts of the District that Bob Nelson and the District have tried for so many years to tie onto the system. Vandergaw, Fleet & Road Management Section (�Wf DATE: December 7, 1988 SUBJ: Service Center Sanitary System -Informational Update Since there is no sanitary sewer line within 400 feet of the new Service Center site, planning and design has progressed to this point under the assumption the facility would be served by a septic system. The project budget contains $40,000 for pre-treatment facilities (a sand trap and oil/water separator) and $20,000 for a septic tank with leach field. When we approached Environmental Health on permitting requirements, Bob Nelson suggested that we explore the cost of extending a sewer line up from the Sanitation Plant to serve the facility. His rationale was that we may be forced at some time in the future to hook up to the sewer if a line is extended within 400 feet of the facility anyway and they (E/H) are encouraging new development in the area to utilize the sewer line where possible. The Sanitation District's consultant, A. J. Zabbias, did a preliminary location, profile and cost study and determined that it was operationally feasible to extend a line approximately 2200 feet from the plant along the access road to the site at a cost of approximately $110,000. There would also be a tap fee based on current formulas. Of the $110,000 figure, approximately $80,000 plus the tap fee would have to be added to the current project budget. There is a chance that if we brought the line up to the site, RFTA would be required to hook up to the system and might share in the cost. This has not been pursued with RFTA as of this time however. The Sanitation District has pre -approved a septic system for the site with the proviso, that if a line is extended in the future, the Service Center will be required to hook up and pay a tap fee plus an apportioned share of the line extension costs. The question then becomes: If we went with a septic system now, would the $20,000 expenditure for that portion of the system, (pre-processing would be required in either event), be warranted given the uncertain temporary nature of its use? We think the answer is affirmative. Because of the nature of the various effluents from the site, the more pre-processing we do, the less reluctant the San. Board will be to accepting them all into the sanitary sewer. Site constraints dictate that the septic system be located in the northwest corner of the site which also intercepts the anticipated routing of any future sewer line. This probably would mean that we could simply disconnect the leach field from the septic tank and tap its discharge into the sanitary sewer. Therefore, the only component which would no longer continue to enhance the system would be the leach field, whose expense is fairly minimal. The anticipated users of a future line in the immediate area include the Service Center, RFTA, the Airport and the Airport Business center (future expansion). In order to require airport tenants to participate in the cost of extension, this would need to be negotiated into their rental contracts at time of renewal. To include enough of these to make it worth while would take a period of several years. As stated above, we don't know RFTA's current interest, except that Ken Osier has stated that they are having problems with their septic system handling the current volume of effluents which is much greater than ours would be due to a high volume of bus washing. McBride is not anticipating further expansion of the ABC in the immediate future. Based on this, we feel that the County pretty much controls its own destiny as to the timing of future sewer line extensions in the area and major expense is anticipated in getting a line across Highway 82 to the airport unless the current alignment changes with the four- laning. The Service Center Project is on a tight schedule wherein we must know within a few days which sewer system is to be utilized initially in order to prevent major delays. The time necessary to solicit and negotiate other participation in the extension cost appears to be prohibitive and major additional appropriations to the project budget would be required to front the cost ourselves. The hope of future rebates as other users come on line is optimistic at best. Based on these considerations, we are proceeding on the basis of utilizing a septic system for the site initially, unless there is strong opposition to this approach. The RNL team has pretty much dropped the ball on us in terms of the adequacy and timing of these permit submittals. We intend to bring this to their attention at a coordination meeting on Thursday in order to make sure that this project gets an adequate amount of attention to detail from this point forward. Bus Maintenance Facility property. As noted on the application, a plot plan is required to be filed with this application. I could not find a plan or reference with regard to their locations. I believe that you are familiar with the monitoring wells. If you do not have adequate information about these wells, please contact me. There are no wells on adjacent properties. 3) Domestic water service lines: The water line that will service the facility runs down the Aspen Metro Sanitation Plant road which bisects the property (See Exhibit B); 4) Proposed and existing buildings, driveways, and other structures: Please see Exhibit A for existing structures and Exhibit B for proposed structures; 5) Streams, lakes, ponds, irrigation ditches, and other water courses: None of these exist on the property with the exception of a proposed retention pond (See Exhibit B); 6) Proposed and existing individual sewage systems on subject property: An existing sewage system is located on the property and services the R.F.T.A. maintenance facility.
