The irrigation ditch on the property is to be placed in a culvert for approx. 215 feet through the property. The setback to the unlined portion must be a minimum of 65 feet per the engineer's comments based on geological conditions and evaluation of risk of contamination of the irrigation ditch. This design is for two systems: The main house will consist of a bed configuration using an existing 1250 gal tank in series with two new '1250 gal tanks. The bed will contain 8 rows of 12 Infiltrator units for a total of 96 units. Each chamber row should have a separation of 6 inches. If approval takes longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. Application for an individual sewage disposal system is hereby submitted. Since we have started work under this permit, I am not sure we need to have a further extension of the permit, but just to be on the safe side, I would like to do so by this letter. We started construction in October, 2000 on the septic system for the barn and the culverting of the irrigation ditch so construction has commenced within the permit period; those portions are now complete and will have final inspections in just a few weeks. The system for the main house will not be re -built until later than we expected, perhaps later this year or early 2002, however, as we're still working on the plans and we need to have a period of time when the owner is not using the house since we're installing a completely new system and tearing out the old one. The design of the system remains unchanged and is proceeding according to the permit documents prepared by Dean Derosier. MR Ltd. and GDD inspected the installation of the system and found it was installed according to MR Ltd. design and PCEH requirements. To my knowledge the system was installed according to MR Ltd. drawings I have attached an asbuilt drawing with ties to tanks and the system. It is mandatory that our office receives 'an "As Built" letter from the engineer who designed the system. The letter will confirm that they observed the installation of the system as designed. Any changes to the system must be noted in the letter or by a new set of plans. The Building Department will not issue a Certificate of Occupancy for this property until they are notified that the ISDS permit process is complete. Our regulations did change in April of this year. An additional requirement is now to install an effluent filter on the outlet of the tank. Also, we are giving a 50% reduction for trenches. There is the potential to decrease the size of the barn field, but I believe that has already been installed. The bed sizing remains at a 30% reduction. Casey is doing great. She's getting so big! I heard you got a new puppy! Very exciting and a lot of work! We started work under this permit long ago and so I am not sure we need to have further extensions of the permit, but just to be on the safe side, I would like to do so by this letter. We started construction in October, 2000 on the septic system for the barn and the culverting of the irrigation ditch and that work is now finished and inspected. The second phase of the project includes remodeling the main house and re -building that septic system; we received building permit #1785.2001 for that work and plan to start after the Starwood road restrictions are lifted in June, 2002, at which time the rest of the new septic work will be completed. The design of the system remains unchanged and is proceeding according to the permit documents prepared by Dean Derosier. RE: Cook Residence - Septic System Design - Irrigation Ditch Setback Carla: Distance from existing irrigation ditch. The existing system is 55 feet from the existing ditch. The new system which replaces the old system in it's entirety, is to be located a minimum of 65 foot from the existing ditch. The regulations require an additional 8 feet for every 100 gallons over 1,000 gallons. Flow = Q = 6 bed rooms x 2 peo/br x 100 gal/day/per x 1.75 = 2100 gallons per day, this equates to an additional 88 feet, or requiring 138' from the ditch. The existing irrigation ditch is to be lined for 215' through the property and -65 feet pass the end of the new septic field.. The distance from the field to the end of the lined irrigation ditch is to be 65'. I believe that it would be very difficult for the effluent water to contaminate the ditch water due to the site hydraulics, site slopes, and percolation rates of the soils. The slopes of the site will promote the flow of effluent directly downhill from the site and not cross slope toward the open ditch. Based on the geological conditions and evaluation of risk of contamination of the irrigat:Lon ditch, it is not necessary to add 8 feet additional distance for each 100 gallons per day of design flow over 1,000 gallons per day as specified in the table to prevent contamination. Existing tank may be located in proposed landscaping area. If conflict is present, the existing tank will be replaced with a new 1,250 gal tank next to the proposed new two 1,250 gallon tanks. Verify location of existing tank prior to any work. Tanks will be installed in the general area below the home and barn as shown on the drawing. Tees will be installed on both the inffluent and effluent lines of the tank, set on the inside of the tank. Set top of line from tee within 1" of the roof of the tank and extend line downward 14" below center line of tee. Fill tank with water prior to backfill to check for leaks and leave water in tank for placing the system in service. Septic tanks will be a two -chambered tanks. Piping from the new caretaker unit shall be 4" SDR 35 and have cleanout every 100' min or as shown on the drawing. Line shall run from the caretaker unit across the drive and turn follow the drive, under the new path and connect to the line from the first tank to the second tank. (Max 45 -degree bends) Piping from the home to both tanks will be 4" SDR 35 PVC laid at a minimum of 1%,(max 45 -degree bends to be used). Insulate lines with less than 5 -foot of cover or in uninsulated crawl spaces. All piping to be bedded in a minimum of 2" under and 6" over of 3/4" screened rock. Piping from tanks to field shall be 4" SDR 35 PVC with a min slope of 1%. Provide a 4" SCH 40 PVC serial distribution line to each end of each rows of the bed system for the main home. See drawing for layout. Install bends as needed to distribute flow to each trench of infiltrators. Install vents at the end of every other row or trench ins the disposal field. TheJNJJNW ,will be installed in a bed configuration, 8 rows of 12 units, with each row l,apart, as laid out on the drawing to fit the site, setbacks, and other restrictions. Trenches are to be terraced down - 2' from the upper trench down to the lowest trench. Or other changes may be required to meet contours, individual trenches will be install to within 1/2" of level. A 3' high boulder retaining wall shall be constructed behind the system to provide a maximum of 6' of cover over the units. Adjustments to fit site contours, avoiding existing trees, and conditions may be made per approval of the engineer and Architect. Elevations of the tank and trenches shall be finalized in the field by the engineer. Installation and operation shall be approved by the engineers prior to final acceptance. System must meet all PCEH and MWE standards. The existing Retain Irrigation Ditch is to be }aced in a culvert.$or 215' through the property according to the Ditch Company requirements. This will allow the septic system to be placed ow away from the ditch. See attached letter for conformation on distance allowed from system to irrigation ditch. Din a 98-05 ASPEN/PITKIN ENVIRONMENTAL HEALTH DEPARMENT ISDS DESIGN CALCULATIONS A maximum 30% reduction is allowed for use of deep gravel or gravelless chambered system, only if the lot size and soil conditions are optimal. As we discussed during the pre -submittal meeting, we are requesting a septic permit for improvements to be constructed both this summer and next summer, as follows: Barn We are planning to apply for a building permit in the next two weeks to construct the barn shown on the drawings. This is an agricultural building and both John Ely and the Commissioners have advised me that it is exempt from the moratorium. We received final approval from Starwood on June 7, 2000 to proceed with construction. The enclosed materials show a new, free-standing septic system serving this detached structure. House / CDU We have received approval from the BOCC to construct a detached CDU near the house [BOCC resolution 99-25] and the Housing Office has recorded a deed restriction covering same. We were in the process of obtaining Starwood approval for the CDU and a house remodel / addition when the moratorium went into effect. This phase of the project is covered by the moratorium, so we are not able to submit for a building permit at this time. We believe that we will be able to obtain the final Starwood approval and submit for a building permit covering this work when the moratorium is concluded, and so have engineered the necessary septic system modifications and are including it with this application for purposes of the septic permit only. The Red Mountain Ditch bisects the property and, for reasons having to do with the constrained space available for the septic system above the ditch and also the construction of improvements below the ditch, the plan includes placing approximately 200' feet of the ditch in culvert, as shown on the site plan. The existing residence is approximately 8,750 square feet. The proposed structure containing the Caretaker Unit will be approximately 2,300 - 2,500 square feet. The total square footage of all structures will comply with the allowable FAR for the zone district which is in effect at the time of building permit application. 2. There shall be provided one (1) off-street parking space for each bedroom within the principal unit and one (1) off-street parking space for each bedroom in the caretaker unit. There presently are three enclosed parking spaces and three or more surface parking spaces near the principal residence which comply with Starwood and County standards and which meet the requirements of this Section. The proposed Caretaker Unit will be in a structure with 2 enclosed parking spaces, subject to approval by Starwood of a variance request to construct an additional garage. Should that variance not be approved, a minimum of two surface parking spaces will be created at the new accessory structure. The proposed Caretaker Dwelling Unit will have no more than one bedroom. 3. The applicant shall by deed restriction or other permanent commitment running with the land, guarantee that the caretaker unit shall not be required to be rented; not be condominiumized or sold; be limited to occupancy by no more than two (2) adults, and related children who qualify as (and have been found by the Housing Authority to be) employees of the community under such guidelines as may be from time to time established by said Authority; be rented for terms of not less than six (6) months if rented. The Caretaker Dwelling Unit may be occupied by members of the immediate family even though they may not qualify as employees of the community. `Immediate Family"shall mean a person related by blood or marriage who is a first cousin (or closer relative) and his or her children. Upon approval of this application by the Board, a deed restriction which complies with the requirements of this Section and which meets the current guidelines for such deed restrictions as set forth by the Housing Authority will be executed by the Owner and recorded against the property in Pitkin County. 4. The Caretaker Dwelling Unit restriction may be removed by theproperty owner upon approval of the Board, subject to the requirement that the dwelling is removed or modified. If modified, the remaining improvements must no longer be capable of occupancy as a dwelling unit and must meet otherwise applicable Code requirements. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-17 and 3-1104: "it is the policy of the County to insure the availability of a water supply of adequate quality, quantity, pressure and dependability for fire protection and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up to existing public systems if service is available." The applicant has agreed to serve the project with water provided by the Starwood Water District and must provided a "...letter of intent to service the proposal..." as defined in the Pitkin County Code. We recommend low water landscaping (xeriscaping), with the timing of any sprinkler systems decreased for low water plants. Contact the Colorado State University Cooperative Extension office or Denver Water Board for more information on xeriscaping. A condition of approval is that a letter of agreement from the Starwood Water District to serve the project must be provided. The County cannot issue septic and building permits until the applicant meets these requirements. SEWAGE TREATMENT AND COLLECTION: Sections 2-18 and 3-1105: "It is the policy of the County to ensure that adequate sewage treatment facilities are available to serve existing and new developments. Public and private sewage disposal systems and connections to such systems shall comply with the sewage disposal guidelines of Pitkin County's Individual Sewage Disposal System Regulation." Lots in the Starwood area have individual septic systems. All such systems installed within Pitkin County require septic permits issued by the Environmental Health Department, and must comply with the County's septic regulations. Owners should realize that the engineer must perform the soils tests between April 15 and Nov. 15 of each year. The County cannot issue building and septic Printed on Recycled Paper wri permits without these soils tests. To receive a septic permit, the applicant will need to submit a septic permit application through a Registered Professional Engineer who will design the system. The packet must include several items, including percolation test results and profile hole information. It must also include a site plan with pertinent physical features. A floor plan for the dwelling and caretaker unit and a copy of the County's land use approval are needed as well. Once we receive the completed application, this Department will analyze and review the proposed septic design. The applicant should know that it may take from 2-6 weeks to obtain a well permit (required before septic system design). It may take some time to have soils tests performed and additional time to have the system designed. The department can evaluate the site and soils tests only between April 15 and Nov. 15. The owner should carefully evaluate this schedule to make sure all steps have been taken to make the permitting process as fast as possible. Applicants should also be aware that many building envelopes are too small to allow any but the smallest building and still have room for the septic system. The applicant states that a separate septic system is planned to serve the caretaker unit. Here is an example of the required size of a septic absorption area. The greater the sewage flow, the larger the absorption field. The size of the absorption field is also a function of the percolation rate of the soil. The slower the percolation rate, the larger the size of the absorption field. The owners will need to obtain site specific soil data. EXAMPLE For a separate septic system for just a detached caretaker and assuming an average percolation rate of 30 minutes/inch, and that the absorption field is in a conventional trench configuration with no reductions taken, an approximate area of 67 ft by 60 ft. is needed for the absorption field. The leach field should be in an area of no traffic and it should NOT be located under the riding area. the owner should plant the field area with dry land grass, and residents should not water the leachfield area. It is desirable to locate the system below the building so that the system can operate by gravity. The applicant should refer to the Pitkin County Sewage Regulations for detailed information, or call our office to discuss this site. The Pitkin County Land Use Code prohibits soil absorption systems in areas where the ground slope is in excess of thirty percent (30%). A condition of approval for this application is the receipt and approval of the septic permit before issuance of a building permit for the caretaker unit. The application states that interior remodeling is planned for the existing "5" bedroom house. Our records indicate that the original septic permit issued for this main residence to a Mr. Jordan Printed on Recycled Paper 2 r. v Rogers in 1982 was issued for 4 bedrooms. When the remodel on the main house is planned, the septic size should be reviewed to assure that it is sized adequately for this house. WATER QUALITY IMPACTS: Sections 2-14 and 3-705 and 3-710: "It is the policy of the County to preserve and protect its present water resources. To this end it is the policy of the County that no land use be initiated which would adversely affect the quantity, quality, or accessibility of the County's water resources; or which would occur at the expense of established water -dependent agricultural activities; or which would result in increased salinization of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures to reacquire or redistribute major water resources. It is also the policy of the County to maintain a natural vegetative buffer along its surface waters such that the surface and groundwaters of the area are not encroached upon by land uses or other human activities which could cause deterioration of water quality or impair the natural treatment processes provided by meadows and wetlands." The Environmental Health Department will be addressing water quality impacts on down stream water quality. This application should not impact down stream water quality if the setbacks between the septic system and physical features comply with the Pitkin County Sewage Regulations. The Environmental Health Department's mission is to preserve and protect the quality of Pitkin County's water resources. Since a large percentage of the population is dependent upon water from wells, elimination of groundwater pollution, and protection of aquifers and their drainage areas are of utmost importance. Roofs and asphalt areas can be nonpoint sources of water discharge that can contaminate water supplies. This Department recommends that nonpoint sources of discharge be retained on the property of origin. To accomplish this, the owner can use landscaping, drainage patterns, detention ponds, and/or dry wells for water runoff from buildings. AIR QUALITY: Sections 2-13 and 3-602: "Only that development is permitted which will not contribute significantly to degradation of air quality in Pitkin County. Developments may not constitute an indirect or direct air pollution source under Federal, State or County regulations." This project should not contribute significantly to degradation of air quality in Pitkin County since it consists of only a single family home (with caretaker unit). FUGITIVE DUST Activities such as road building and landscaping may require a Fugitive Dust Plan. The measures must prevent windblown dust from blowing off the property or creating a nuisance. This plan needs to include, but is not limited to, fencing, watering of haul roads and disturbed areas, daily cleaning of adjacent paved roads to remove mud carried out by trucks, speed limits, or other measures. Printed on Recycled paper FIREPLACE Metropolitan areas of Pitkin County that includes this site may have two devices: either two gas log fireplaces, two certified clean -burning woodstoves, or one of each. Each building may also have unlimited numbers of decorative gas appliances. New homes may NOT have wood burning fireplaces, nor may any heating device use coal as fuel. The owners cannot install fireplaces or woodstoves in barns or agricultural buildings.
