We conducted this study in accordance with Article 5 of the Pitkin County Individual Sewage Disposal System Regulation on July 9 and 10, 1996. We have based our recommendations on the subsurface conditions encountered. Please furnish this letter to the Aspen/Pitkin Environmental Health Department at our earliest convenience in order for you to obtain a permit to construct this individual sewage system. Proposed Construction: The proposed cabin guest house will be a two bedroom, two and one-half bathroom, two story structure of approximately 1976 square feet of living area. Site Conditions: The property is a lot in the Starwood Subdivision of approximately 3 acres. There is an existing main residence on the adjacent Lot 64 of the Field property. The drinking water to the guest cabin is to be provided from the subdivision water system. The road and access drive are constructed to the westerly property line. The building site is on a portion of the lot located above a lateral of the Red Mountain Ditch cutting through the lot North of the building site. This ditch is more than one hundred feet below the revised building site and should not present any difficulties with the construction of the individual sewage disposal system. The lot is covered with young aspen trees and an understory of servicebery and grasses. The ground surface of the site appears natural throughout the proposed area of building and within the site of the absorption field. The ground slopes to the west at a 10% grade in this area. P.O. The profile excavation was done about ten feet below the proposed absorption area site. No groundwater was encountered and bedrock was not present within eight feet of the surface of the ground. Additional soil borings, to a depth of fourteen were performed by Hepworth Pawlak Geotechnical, Inc. earlier this year. We located these boring holes during our site visit. They are reported as additional information. The Hepworth Pawlak Geotechnical, Inc. boring logs show that the sandy clays extend to a depth of nine feet over most of the lot, and overlay a clayey sand and gravel to the bottom of their test borings. No groundwater was encountered and bedrock was not found within fourteen feet from the surface of the ground. The top twenty-four to thirty inches of soil in the profile excavation was a reddish brown topsoil with a characteristic sandy clay texture. Below the topsoil and to the bottom of the profile excavation, a slightly moist, reddish fine sandy clay of relatively uniform consistency was present. This subsoil contained some angular sandstone fragments from two to ten inches in size. Both the topsoil and the clay exhibited some smearing and compaction from the pressure of earthmoving equipment. The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The subsoil in which the percolation testing was conducted consisted of a reddish sandy clay loam. The soil was well consolidated and showed little tendency to swell, according to the Hepworth- Pawlak Geotechnical, Inc. report of June 3, 1996. Percolation Testina: Percolation testing was performed in the proposed absorption area South of the staked building. The shallow holes were hand dug with an post hole auger at the bottom of backhoe excavations dug to a depth of two and one-half to three feet. The test holes were completed to a total depth of between thirty-nine and forty-eight inches. They were cleaned out with hand tools. Before the presoaking for the percolation test, the sidewalis were scraped, and three inches of gravel were placed in the bottom of each hole to protect the bottom of the hand dug test holes from fine, scoured soil coming off the sidewalls when the water was added. We pre-soaked the percolation test holes by adding water the evening before the percolation test measurements and again Field Guest Cabin Residence Soils Evaluation and Percolation Test for Individual Sewage System Design Lot R-54, Starwood Subdivision July 12, 1996 Page 3 approximately eight hours before starting the percolation test measurements. The test holes were refilled every two hours thereafter until evening. Some water remained in the percolation test holes after the presoaking periods. The results of the percolation testing are presented in Table I. The results indicate the fine red sandy clay loam subsoil has an average percolation rate of 54 minutes per inch, slow but acceptable. This soil is considered a suitable soil for a conventional infiltration trench design for the on-site sewage system. Limitations: This report has been prepared in accordance with generally accepted practices in this area for use for sewage disposal design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation, if further excavation reveals conditions different from those described. This office should be advised of any unusual situations as soon as possible so we may reevaluate our recommendations. DISCUSSION: The Pitkin County Environmental Health & Natural Resources Department has reviewed the details of the Austin CTH LP Activity Envelope Review and Special Review for a Caretaker Dwelling Unit application under the authority of the Pitkin County Land Use Code and the Pitkin County ISDS Regulation and has the following comments. On November 21, 2007, Carla Ostberg and Suzanne Wolff from the Community Development Department and Grafton Smith, representative of the applicant, conducted a site visit to the property. There is an existing cabin on the property, built in 1996. --- WATER SUPPLY: This property is currently served by the Starwood Water District. At the time of application for a Septic System Permit, this Department will require a letter from the District confirming they have sufficient water to supply any new development and have agreed to do so. --- SEWAGE TREATMENT AND COLLECTION: The existing septic system on the property was originally permitted in 1996 under Permit #96046 and consists of a 1000 gallon tank and 465 square feet of absorption area to accommodate three bedrooms. An as -built drawing is available in our files and indicates approximate locations of the tank and absorption field. Any new development must also be served by a septic system. All septic systems installed within Pitkin County require Septic System Permits issued by the Environmental Health & Natural Resources Department, and must comply with the County's ISDS regulations. The County cannot issue a Building Permit until a Septic System Permit has been obtained. Characteristics of the soil, proximity to groundwater, as well as setbacks to existing ditches should be taken into consideration when siting a septic system. Pnoted on Re, yded Paper Another consideration when determining the location for future development on the property is the existence of an absorption area servicing the septic system on neighboring Lot R-64 in the northwest area of the property. According to Grafton Smith, there was no recorded easement for this absorption area with the title documents for the property currently under review. The absorption area servicing the neighboring lot is approximately 60' x 40' and was installed in 1996 under Permit #96058.
