Changes must be approved by this Department and the engineer prior to construction. The OWTS is designed for a 4 -bedroom main residence and a 1 bedroom detached caretaker unit. Sewage will flow via gravity to a 1500 gallon two-compartment septic tank with an effluent filter installed in the second compartment. Effluent will flow via gravity to a 1000 gallon, two compartment pumping vault with a ProPak pumping system installed in the second compartment. Effluent will be pumped to a distribution box and will the flow via gravity to 5 -trench, soil treatment area. Each trench will have 23 Quick -4 chambers for a total of 115 chambers. The soil treatment area must be a minimum of 134 feet to any well, 84 feet to any pond, stream or irrigation ditch, and 59 feet to any dry gulch. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Aspen Earthmoving installed the system. The OWTS was installed in accordance with ALL SERVICE septic, LLC design dated August 20, 2013. The installation included a new 1500 -gallon, two-compartment Valley Precast concrete septic tank with an Orenco® Biotube Effluent Filter on the outlet tee to serve the Main House. The sewer line from the 1500 -gallon septic tank ties into a new 1000 -gallon, two-compartment Valley Precast concrete septic tank with a screened dosing siphon in the second compartment that serves the Caretaker Dwelling Unit (CDU). Both the Orenco® Biotube Effluent Filter in the septic tank serving the Main House and the screen surrounding the dosing siphon in the septic tank serving the CDU must be cleaned annually, or as needed. The original design specified a pump; however, sufficient fall was able to be obtained to utilize a dosing siphon. Effluent is dosed to a distribution box, and then gravity flows to five rows of 23 `Quick 4' Infiltrator® chambers for a total of 1135 square feet of infiltrative area (using 9.87 square feet per chamber). There was a minimum of 6 -feet of undisturbed soil between each trench. Inspection ports were installed at the end of each trench. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the O`JVTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The quality of the installation is dependent of the expertise of the installer, soil type, and weather conditions. Please call with questions. The property is located outside of Aspen, in an area where OWTSs are necessary. Domestic water will be supplied to the residences by a public water system. The original design dated February 11, 2013 should be discarded. SITE CONDITIONS The property is currently vacant. Two residences are proposed; one main house with greater than 6000 square feet of living area and 4 -bedrooms, and a guest house with one bedroom. A report prepared by HP Geotech dated December 31, 2012, Job #112 425A, describes the lot as northwest facing with a strongly sloping to moderately steep natural ground surface. Vegetation consists of aspen stands, grass, weeds, and brush. There are two active irrigation ditches located on the south and west sides of the lot. SUBSURFACE The subsurface investigation was performed by HP Geotech on November 29, 2012. One profile hole and three percolation holes were drilled. Results are detailed in the above mentioned HP Geotech report. An average of 30 minutes per inch (MPI) will be used to design the OWTS. DESIGN SPECIFICATIONS The OWTS design is based on 4 -bedrooms in the main residence with greater than 6000 square feet of living area and 1 -bedroom in the guest house. An average daily wastewater flow of 950 GPD will be used. The installation must include a 1500 -gallon, two-compartment septic tank to serve the main house. The main house tank will be connected to the inlet side of the 1000 -gallon, two-compartment tank which will serve the guest house. A Biotube® pump vault will be installed in the second compartment of the 1000 -gallon tank. An Orenco® PF3005 pump will dose effluent to a distribution box, which will distribute effluent to five rows of 23 Quick4 Infiltrator® chambers. 0 0 Page 2 The trenches may be placed at the base of the grading for the driveway, with each trench following the natural contours. Angle pieces can be used to better follow the contours and keep the depth of trench burial between 2' and 4' over chambers. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed are of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be plated over the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating absorption systems, and any other components needing maintenance. Geo -fabrics or plastics should not be used over the absorption area. No heavy equipment, machinery, or materials should be placed on backfilled absorption area. Livestock should not graze on the absorption area. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm an absorption area. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of the absorption area due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. J Page 3 INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The project site is shown on Figure 1. The purpose of the study was to develop recommendations for the foundation and septic disposal design. The study was conducted in accordance with our proposal for geotechnical engineering services to Larry Roth dated November 20, 2012. A field exploration program consisting of exploratory borings was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION The proposed construction will consist of a two story main residence over a walk -out basement level with an attached garage and a single story CDU over walk -out basement level, located on the lot as shown on Figure 1. The basement levels will be slab -on -grade and a portion of the main residence will be structurally supported over a erawlspaee level. Grading for the structure is assumed to be relatively minor with cut depths between about 4 to 10 feet. We assume relatively light foundation Ioadings, typical of the proposed type of construction. If building loadings, location or grading plans change significantly from those described above, we should be notified to re-evaluate the recommendations contained in this report. Job No. 112425A Ck� tech -2 - SITE CONDITIONS The lot was vacant at the time of our field exploration. The lot is located on a northwest - west facing hillside with a strongly sloping to moderately steep natural ground surface down to the northwest. Vegetation consists of dense aspen stands, grass, weeds and brush. Active irrigation ditches are located on the southeast and west sides of the lot. FIELD EXPLORATION The field exploration for the project was conducted on November 28, 2012. Two exploratory borings were drilled at the locations shown on Figure 1 to evaluate the subsurface conditions. The borings were advanced with 4 inch diameter continuous flight augers powered by a truck -mounted CME -45B drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with a 2 inch I.D. spoon sampler. The sampler was driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figure 2. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Grapaic logs of the subsurface conditions encountered at the site are shown on Figure 2. The subsoils consist of about 1 foot of topsoil overlying very stiff to hard, slightly gravelly, sandy, silty clay with clayey silty sand and sandy silt lenses. Laboratory testing performed on samples obtained from the borings included natural moisture content, density, finer than sand size gradation analyses and liquid and plastic Job No. 112 425A CPtech -3 - limits. Results of swell -consolidation testing performed on relatively undisturbed drive samples of the natural clay soils, presented on Figures 4 and 5, indicate low to moderate compressibility under conditions of loading and wetting and minor swell or collapse potential (settlement under constant load) when wetted under constant light surcharge loading. The laboratory testing is summarized in Table 1. No free water was encountered in the borings at the time of drilling or when checked I day later and the subsoils were slightly moist to moist. FOUNDATION BEARING CONDITIONS The sandy silty clay soils encountered in the borings typically possess a low bearing capacity and low settlement/heave potential if wetted. Spreading footing bearing on the natural fine-grained soils can be used provided the risk of potential differential movement is acceptable to the owner. We should further evaluate the bearing conditions and settlement/heave potential at the time of construction. DESIGN RECOMMENDATIONS FOUNDATIONS The design and construction criteria presented below should be observed for a spread footing foundation system. I) Footings placed on the undisturbed natural granular soils should be designed for an allowable bearing pressure of 2,000 psf. Based on experience, we expect settlement of footings designed and constructed as discussed in this section will be about 1 inch. Additional movement could occur if the bearing soils become wet. The amount of movement would depend on the depth and extent of wetting. For a wetted depth of 10 feet the additional movement could be up to I inch. Care should be taken to Job No. 112 425A G8'ftech M reduce the risk of subsurface wetting by following the recommendations contained in this report 2) The footings should have a minimum width of 16 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided. with adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 42 inches below exterior grade is typically used in this area. 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report. 5) Existing topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to the undisturbed natural clay soils. The exposed soils in footing area should then be moistened and compacted. 6) A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 55 pcf for backfill consisting of the on-site fine-grained soils. Cantilevered retaining structures which are separate from the residences and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 45 pcf for backfill consisting of the on-site fine-grained soils. Job No. 112425A G-�'Oftech -5 - All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moisture content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wall footings will. be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.35. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of 350 pc£ The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. Job No. 112 425A GLCPf@Cl 1 -6 - FLOOR SLABS The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab - on -grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free -draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site granular soils devoid of vegetation, topsoil and oversized rock. UN13ERDRAIN SYSTEM Although free water was not encountered during our exploration, it has been our experience in mountainous areas that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can also create a perched condition. We recommend below -grade construction, such as retaining walls, crawlspace and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material wrapped in filter fabric. The drain should be placed at each level of excavation and at least I foot below lowest adjacent finish grade and sloped at a minimum 1 % to a suitable gravity outlet. Free -draining granular material used in the underdrain system.should contain less than Job No. 112 425A � i GecPtech -7- 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 1 % feet deep. An impervious membrane such as 20 mil PVC should be placed beneath the drain gravel in a trough shape and attached to the foundation wall with mastic to prevent wetting of the bearing soils. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the buildings have been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. Free -draining wall backfill should be capped with about 2 feet of the on- site soils to reduce surface water infiltration. A swale may be needed above the residence to direct surface runoff and irrigation ditch overflow away from the residence. The irrigation ditch could be lined to reduce the risk of ditch leakage impacting the house. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Landscaping which requires regular heavy irrigation should be located at least 10 feet from foundation walls. Consideration should be given to use of xeriscape to reduce the potential for wetting of soils below the building caused by irrigation. Job No. 112 425A r" *`Ptech KIM PERCOLATION TESTING Percolation tests were conducted on November 29, 2012 to evaluate the feasibility of an infiltration septic disposal system at the site. One profile boring and three percolation holes were drilled at locations as shown on Figure 1. The test holes were drilled with 6 inch diameter auger and were soaked with water one day prior to testing. The soils encountered in the percolation holes are similar to those encountered in the Profile Hole shown on Fig. 2 and consist of about 1 foot of topsoil overlying stiff to very stiff, sandy silty clay. The percolation test results are presented in Table 2. A civil engineer should design the infiltration septic disposal system. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory borings and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpret ations.by others of our information. A report prepare by HP Geotech dated D 2012, Job 112 425A, describes the lot as northwest facing with a strongly sloping to mop natural round surface. Vegetation consists of aspen stands, grass, weeds, and brushwo active i igation ditches located on the south and west sides of the lot. _----- BSURFACE The subsurface investigation was rformed by HP Geotech on November 29, 2012. One profile hole and three percolation holes were drill Results are detailed in the above mentioned HP Geotech report. An average of 30 minutes per inch (MPI) ill be used to design the OWTS. SPECIFICATIONS The OWTS design is based on 4 -bedrooms in the main residence with less than 6000 square feet of living area and I -bedroom in the guest house. An average daily wastewater flow of 750 GPD will be used. The installation must include a 1500 -gallon, two-compartment septic tank to serve the main house. The main house tank will be connected to the inlet side of the 1000 -gallon, two-compartment tank which will serve the guest house. A Biotube® pump vault will be installed in the second compartment of the 1000 -gallon tank. An Orenco® P-30 pump will dose effluent to a distribution box, which will distribute effluent to four rows of 23 Quick4 Infiltrator® chambers. Page 2 The trenches may be placed at the base of the grading for the driveway, with each trench following the natural contours. Angle pieces can be used to better follow the contours and keep the depth of trench burial between 2' and 4' over chambers. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating absorption systems, and any other components needing maintenance. The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. No heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: Page 3 The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. C. Roofing Materials, Roofing Vents and Projections At and Below Roof Line, 1. The wildfire expert has recommended alternative methods of construction for roofs and projections at or below roof line in a Severe Wildfire Hazard Area. These techniques are as follows: Page 2 of a) No portion of any building shall be constructed with unenclosed projections such as decks b) Eaves shall be kept to a minimum on the down slope side and on the sides that do not have a ventilation opening unless the design and configuration of the opening is are approved by Pitkin County. Projections include, but are not limited to, eaves, cornices, soffits, roofs over open decks, cantilevered floors, by windows, decks or balconies. c) Projections may cause beat traps and should be protected as follows: L Any projection including guardrails shall be constructed with materials approved for 1 hour fire -resistive construction, and any material underlain by 518, Type x gypboard or approved equal or Type 1V Heavy Timber materials per the currently adopted building code. Projections should have no inside angles of less than 75 degrees. ii. An alternative construction for projections would require the use of non-combustible building materials or materials with a flame spread rating of less than 25 (<25 tested to ASTM E84) and listed for exterior use. Areas below projections should be void of vegetation or other combustible materials. The areas below these projections shall be protected from accumulation of vegetation by placement of stone. There shall be no storage of combustible materials under projections. Maintenance and Miscellaneous Requirements 1. Roofs and gutters shall be kept clear of debris. 2. Propane tanks shall be buried, if possible, or installed according to NFPA 58 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any aboveground tank. Any wood enclosure around the tank shall be constructed with materials approved for two (2) hour fire -resistive construction on the exterior side of the wal ls. 12. Wood rail fencing shall employ three (3) rails or less, be the round or split rail type, shall not exceed fifty-four (54) inches in height above ground level, and twelve (12) inches in width (top view), and shall have at least eighteen (IS) inches between the lower two (2) rails. D. Wire fencing must be three (3) strands or less. The top wire should be a twelve -point -five (12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches. The middle strands (which may be barbed) should be located a minimum twelve (12) inches apart and from the top wire preventing entanglement when mule deer jump over. The bottom strand should be sixteen (16) inches from the ground. E. Tall overly mature trees and standing dead trees (snags) should be retained at the rate of two (2) to five (5) per acre whenever possible as nesting and perching habitat. F. Fruit bearing trees and shrubs shall be prohibited within the Activity Envelope. This does not include pre-existing native trees and shrubs. G. Development shall be clustered to the maximum extent possible to minimize impact on wildlife. It Access shall be provided to the Colorado Division of Wildlife for trapping, tagging, studying, or otherwise managing wildlife. I. Trash/garbage shall be kept in an approved bear resistant container or enclosure_ J. Bird feeders, including hummingbird feeders, shall be hung away from any deck or window, and be at least ten (10) feet from the ground suspended between two (2) trees or posts. All seed feeders shall include a seed catchment pan to catch discarded seed. K. Horse grains, pellets, and cookies shall be stored in bear resistant containers. L. Pet food shall not be left outside. M. The future residence shall utilize round handled door knobs. 7. The Applicant shall also comply with the following conditions regarding wildlife: A. Vegetation outside the activity envelope shall be maintained. Because of the importance of the bear habitat on the Lot, the activity envelope shall not be altered from what is approved_ B. No trees shall be planted next to the future residence that will act as a ladder to the upper floors of the home. C. Bear proof containers shall be on site during construction for use by contractors. D. Contractor or other workers associated with construction of the future residence shall not be allowed to bring dogs on site. S. The detached CDU shall not exceed 1,000 net livable square feet of floor area, which shall count toward the total allowable floor area for the lot. The kitchen contains the following, as defined in the Aspen/Pitkin County Employee Housing Guidelines: a minimum of a two-bumer stove with oven, standard sink, and a refrigerator plus freezer. The oven must be able to bake and broil and be at least 5 cubic feet; the sink must measure at least 14"WX16"DX5.25"H; refrigerator must be at least 5.3 cubic feet and include at least a .73 cubic foot freezer. The floor plan for the CDU shall be submitted to the County Housing Office for review. 9. The Applicant shall, by covenant, guarantee that the caretaker unit: a. Shall not be required to be rented; b. Shall not be sold or otherwise conveyed or separated from the original parcel regardless of the ultimate form of ownership ofthe caretaker unit; Page 5 of 7 c. Shall be limited to occupancy by not more than two adults and related children, who qualify as (and have been found by the Housing Office to be) employees of the community under such guidelines as may be from time to time established, or members of the owner's immediate family, even though they may not qualify as employees of the community; d. Shad be rented for terms not less than 6 months if rented. lo. Upon completion of the CDU, but prior to issuance of the Certificate of Occupancy, County Housing Office staff shall be entitled to conduct an inspection of the CDU for compliance with the above -referenced requirements. 11. The caretaker dwelling unit restriction may be removed by the property owner upon approval of the Community Development Dinxior, subject to the requirement that the dwelling is removed or modified. If modified, the remaining improvements must no longer be capable of occupancy as a dwelling unit and must meet otherwise applicable Code requirements. 12. The provisions of these regulations ane for the purpose of providing a voluntary CDU on a legally created lot or parcel in the County. Any unit approved under this provision of the Pitkin County Land Use shall not- be used for mitigation of employee housing requirements as established elsewhere in said Code. 13. No development shall occur outside the approved activity envelope, with the exception of vegetation removal necessary to comply with the wildfire mitigation measures described above. No structures shall be permitted outside of the approved activity envelope. 14. The access drive shall be built to current County Standards, as described in the Pitkin County Asset Management Plan and submit for an access permit The driveway layout shall be staked in the field and reviewed and approved by the County Engineer, prior to commencement of construction. 15. Prior to commencement of any earthmoving or other construction activity, the Applicant shall - stake the corners of the activity envelope and install construction fencing around the construction site within the perimeter of the building envelope. The fencing shall remain in place until issuance of a Certificate of Occupancy. 16. All areas disturbed by construction shall be re -vegetated with native shrubs and grasses within one growing; season of the project's completion. 17.
