Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly encouraged. A site visit was performed on August 20, 2008. At the time of the site visit, the septic tank and dosing tank were both installed; no plumbing into or out of either tank was present. The installer and Blue River Construction superintendent, Mr. Don Glenn were informed that each tank needed inlet tees A second site visit was performed on September 3, 2008. At the time of the site visit, the 2,000 - gallon septic tank was covered and the 1,500 -gallon dosing tank was exposed and the pump system was being installed. No plumbing for the building sewer pipe installation was able to be observed. There was a 4 -inch PVC cleanout at the building. The two drainfields were in the process of being installed with piping in Quick4 chambers, and the correct number of chambers, per the design documents were verified to be in place. Two 5 - outlet ADV's in PVC risers were in place. The pipe extended from the ADV to each field was 1.5 - inch diameter, rather than the 2 -inch pipe specified in the design documents. After returning to the office, a calculation was performed that verified that the 1.5 -inch PVC pipe would work in the design. A third site visit was performed on November 21, 2008. At the time of the site visit, the system was completely installed, control panel was in-place, wired and working. The pump and alarm floats were lifted and function of each was confirmed. LIMITATIONS This letter furnishes information collected from observations made during three visits to the subject site. COWC has observed installed components of the OWS; no inspections have been performed. I did get a call from Fred at Valley Precast, telling me that he had finalled our the installation of pumps, floats and alarms, and we can write a letter indicating that if the contractor does not want us to make another trip, but we will indicate that we have not seen the system function first hand. The design is based on profile and percolation information by Hepworth-Pawlak. The design is for submittal for an OWS permit. This report provides revisions per discussion with Pitkin County Environmental Health. SITE CONDITIONS The lot is in a rural residential area of Pitkin County, where OWS are required. The site has moderate to steep slopes. The drainfield is limited to slopes of less than 30%. Vegetation includes a sparse cover of grasses and a mix of service berry, scrub oak and aspen. PROPOSED CONSTRUCTION A five -bedroom residence with a living area 8000 square feet (ft') is proposed at the location indicated on Figures 1 and 2. The OWS was sized based on 5 bedrooms, which is 1300 GPD,' using PCEHD loading of 130 GPD per person. The sewage loading with a peaking factor of 1.75 is 2275 GPD. Loading includes washing machines and garbage grinders. Water will be provided by the local water district. If additional bedrooms are possible, it is suggested the OWS be constructed to serve the addi- tional bedrooms. The installation of an up-sized OWS can be cost effective. SUBSURFACE CONDITIONS The subsurface investigation was conducted by Hepworth-Pawlak by excavating two profile pits and three percolation holes, 37 to 50 inches deep, at the locations presented on Figure 1 of Appendix A. Subsurface conditions encountered in the profile holes consisted of 2 feet of sandy clay topsoil, underlain by sandy clay with scattered sandstone fragments to the maximum depth explored of 9.5 feet. No ground water was present in either profile hole. Percolation tests indicate percolation rates'anging from 20 minutes per inch (MPI) to 45 MPI. The average percolation rate is 32 MPI. The percolation holes do not evenly cover the area of the proposed fields. Our observation of the profile pits and the site indicate the subsurface information should be applicable for the proposed field areas. Additional profile information may be required prior to issuing the permit or at the time of construction. y RECOMMENDATIONS 31002�� The OWS should be installed as indicated on Figures 2 through 6. The sewage loa for the y` OWS is 2275 GPD. The OWS installation must include a minimum of one -gallon, single - compartment, followed by a 1500 -gallon two-compartment septic tank with ual effluent pumps in a Biotube° pump vault in the second compartment. Pump specifications are presented as Figure 5. Effluent is to be pumped, to two automatic distribution valves, one serving each Drainfield Areas I and II through 1Y.25 -inch schedule 40 pipe as presented on Figure 2. The drain field installation must include 131 Quick 4 Infiltrator chambers as presented on Figures 2 and 3. Five chamber trenches are proposed north of the residence in the area identified as DRAINFIELD AREA I. The second set of 5 chambers trenches will be to the northwest of the residence identified as DRAINFIELD AREA II. The northwest site requires crossing a slope of greater than 30%, which was approved by Pitkin County Planning. The location of the sewer stub -out from the dwelling is unknown. The septic tank should; 1) be located down gradient of the home, 2) be buried no deeper than three feet, and 3) at a location accessible for pumping and maintenance at the tank. If COWC can assist with locating the septic tank after the stub -out location is identified, please call. Drainfield Area I has 5 chamber trenches with 13 chambers / trench and Drainfield Area II has 4 chamber trenches with 13 chambers / trench and one trench having 14 -chambers. Effluent will be distributed to the trenches via an automatic distribution valve as indicated on Figure 6. l? 4 EFFLUENT PUMPING SYSTEMS The installation of an OrencoO Pump System is recommended. Edward 0. Church, P.E. is a non- participating owner of SCG Enterprises, Inc., which is a local distributor for Orenco Systems, Inc. SCG Enterprises, Inc. The proposed pumping system and substitutions must meet the following minimum specifications: Pumps - The pumps selected for the lift stations should have a minimum capacity of 17.9 gallons per minute at a total dynamic head of 42.7 feet. A manufacturer's pump curve diagram is presented on Figure 5. Minimum power rating of 1/2 -Horsepower (230 -volt) is recommended for the pumps. The pumps shall be UL and CSA listed as an effluent pump. OSI Model P300512 pumps are recommended. Access Risers— Access risers that extend to final grade must be provided. The risers are to . be watertight and attached to the septic tanks such that a watertight seal is provided. Risers should be rated for the appropriate load requirements. Discharge Assembly — The pump discharge assembly (Orenco cold weather version) is to have a disconnect union accessible from the ground surface to allow pump replacement. Float Switch Assembly— The on/off, timer over -ride, and high water alarm floats are to be accessible for adjustment without removing the pump or vault. Pump float switches should be set to discharge 63 gallons per dose. �►` QDesign Revision, Job No. C349 05/04/07, Page 3 Electrical Sp/ice Box— The splice box shall be UL approved for wet locations. All wire splices are to be completed with UL listed waterproof splice connectors. Controls and Alarms — Controls and alarms shall be listed per UL 508. Controls are to include a toggle switch for manual operation of the pumps; separate dedicated circuits for the pumps and the high water alarm; an audible and visual alarm; and an elapsed time meter Panels are'to be NEMA 4X rated. Location= The pump control panel is to be mounted within sight of the respective pump system.``The ,panel IS also,, to be located such that the alarm can be readily seen and heard (remote alarms to a location within the buildings can be provided). The panel is to be mounted at convenient heights to allow access and maintenance. Second chamber 1500 -Gallon Dosing Tank Chamber— The float elevations shall be set in the dosing tank to provide' a 63 gallon dose each time the pump is activated. Only a tank with top overflow from the first to second chamber shall be allowed. No: mid -baffle flow through tank shall` be permitted. The pump must not drop the water level in the first chamber of the tank. The float elevations indicated on Figure 4 are approximate. The contractor shall adjust the float tether length and anchor point to -ensure that the dose is as specified here -in. OPERATION AND .MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must assume responsibility for maintenance.of the system. The.system is relatively maintenance free, but the owner must have the septic tanks pumped and filters cleaned (hosed off). It is recommended the tank be pumped and filter -cleaned every two years. There are daily considerations, such as not: putting plastic or other non -biodegradable material into the system. Water use must be monitored so toilets are not allowed to leak when seals malfunction. To illustrate the point, a running toilet will consume in excess of 1000 gallons per day if allowed to flow. An excess 1000 GPD—loading—could flood -and irreparably harm the field. COWC cautions against installation of a water. softener.. The hydraulic loading from the back_ wash of a water softener can be detrimental to OWS and a separate drywell should be con strutted for the backwash waste, if a water softener is installed. No plastic sheeting should be used over the field, which will reduce evapotranspiration from the field. Chemically treated water from a swimming pool or spas should not be introduced into the OWS. LIMITATIONS - A drip irrigation design requires installation by a contractor.who-is an`experienced installer. Our investigation, layout, design and recommendations are based on data submitted. If subsurface' conditions. different from those described are encountered, we should evaluate the effect of the- changes on the proposed OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the performance of our OWS design. All construction is to be in accordance with the. ISDS regulations. The study was conducted in accordance with our agreement for geotechnical engineering services to you dated July 21, 2006. The data obtained and our recommendations based on the proposed construction and subsurface conditions encountered are presented in this report. Proposed Construction: The proposed residence will be a 5,000 square -foot building with 2 stories of wood frame construction over a walkout basement level with an attached garage located on the site as shown on Figure 1. Basement and garage floors are proposed to be slab -on -grade. Cut depths are expected to range between about 4 to 12 feet. Foundation loadings are assumed to be relatively light and typical of the proposed type of construction. The septic disposal system is proposed to be located northeast and downhill of the proposed residence. If building conditions or foundation loadings are significantly different from those described above, we should be notified to re-evaluate the recommendations presented in this report. Site Conditions: The site was vacant and is located at the south (uphill) side of Larson Drive. The ground surface slopes moderately steeply down to the north at grades between about 25 to 33 percent. There is about 18 feet of elevation difference across the proposed building footprint and slopes in the area around the building footprint are less than 30%. Vegetation consists of grass and weeds with aspen trees and brush. Subsurface Conditions: The subsurface conditions at the site were evaluated by excavating two exploratory pits in the building area at the approximate locations shown on Figure 1. The logs of the pits are presented on Figure 2. The subsoils encountered, below about 2 feet of topsoil, generally consist of sandy clay with scattered sandstone fragments at Pit 1. The clay soils became more silty with depth at Pit 1. Results of swell - consolidation testing performed on relatively undisturbed samples of the clay soils, presented on Figures 3 and 4, typically indicate low compressibility under existing moisture conditions and light loading, and a low expansion potential when wetted. The sample from Pit 1 at 9 feet showed a low collapse potential (settlement under constant Parker 303-841-7119 a Colorado Springs 719-633-5562 e Silverthornu 970-468-1989 -2 - load) when wetted. No free water was observed in the pits at the time of excavation and the soils were slightly moist to moist. Foundation Recommendations: Considering the subsoil conditions encountered in the exploratory pits and the nature of the proposed construction, we recommend spread footings placed on the undisturbed natural soil designed for an allowable soil bearing pressure of 2,500 psf for support of the proposed residence. Footings should also be designed for a minimum dead load pressure of 600 psf. The soils possess a variable settlement/potential and the bearing conditions should be further evaluated at the time of construction. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Topsoil and loose, disturbed soils encountered at the foundation bearing level within the excavation should be removed and the footing bearing level extended down to firm undisturbed natural soils. Exterior footings should be provided with adequate cover above their bearing elevations for frost protection. Placement of footings at least 42 inches below the exterior grade is typically used in this area. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation and Retaining Walls: Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 55 pcf for backfill consisting of the on-site clay soils. Cantilevered retaining structures which are separate from the residence and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 50 pcf for backfill consisting of the on-site clay soils. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moistu; a content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.35. Passive pressure of compacted Job No. 106 0662 t �� �ZCCh -3 - backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of 300 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. Floor Slabs: The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab -on -grade construction. The clay soils possess an expansion potential and there could be some slab distress, especially if the subgrade soils are wetted. Expansive soils encountered below slabs should be subexcavated up to a maximum depth of 2 feet and replaced with %-inch road base compacted to at least 95% of the maximum standard Proctor density. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free -draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site soils devoid of vegetation, topsoil and oversized rock. Underdrain System: Although free water was not encountered during our exploration, it has been our experience in the area and where clay soils are present that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below -grade construction, such as retaining walls, crawlspace and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum I% to a suitable gravity outlet. Free -draining granular material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 1 %2 feet deep. Surface Drainage: The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. Drying could increase the expansion potential of the clay soils. Job No. 106 0662 cg -4- 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. Free -draining wall backfill should be capped with about 2 feet of the on-site clay soils to reduce surface water infiltration. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in pavement and walkway areas. A Swale may be needed uphill to direct surface runoff around the residence. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Landscaping which requires regular heavy irrigation should be located at least 10 feet from the building. Percolation Testing: Percolation tests were conducted on July 26, 2006 to evaluate the feasibility of an infiltration septic disposal system at the site. A profile pit (Pit 1) and three percolation holes were dug at the locations shown on Figure 1. The test holes (nominal 12 inch diameter by 12 inch deep) were hand dug at the bottom of shallow backhoe pits and soaked with water one day prior to testing. The soils exposed in the percolation holes are similar to those exposed in the profile pit shown on Figure 2 and consist of 2 feet of topsoil overlying sandy clay with scattered sandstone fragments. The percolation test results are presented in Table 1. Percolation test results indicate infiltration rates between 20 and 45 minutes per inch with an average of 32 minutes per inch. Based on the subsurface conditions encountered and the percolation test results, the tested area should be suitable for a conventional infiltration septic disposal system. Pitkin County requires that a registered professional engineer design the infiltration septic disposal system. Limitations: This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either expressed or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory pits excavated at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory pits and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified at once so re-evaluation of the recommendations may be made. We have said before that everything should have a new date and the the Figure pages should show the new date. 2) The perc test holes are not evenly distributed over the proposed absorption field area. They are all clustered below and south. 3) You did not verify the pipe sizes as I requested. Are you pumping from the tank to the distribution box/distribution valves through a 4" pipe? 4) You did not state what you are designing to maintain equal distribution as requested. Are they evenly distributed in the area of the trenches as required by our regulations? 4) Please verify the size of the pipes from the tank to the Distribution Valves. Are you pumping to these through 4" pipes as shown on Figure 2? 5) Figure 3, typical plan view, seems to conflict with Figure 6, Distribution Valves. Exactly what are you designing to maintain equal distribution to the trenches?
