The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before
final approval of the ISDS permit.

Subject: Design and construction recommendations for an individual sewage system for
the remodeling of the residence at 280 Danielson Drive
Dear Jerry,
As requested, Nelson Environmental and Wastewater Solutions, Ltd., has performed an
evaluation for the design and construction of modified septic system for the proposed
addition to the residence at the subject site. Based on our visit to the site, we believe that
the soil conditions are well documented and that the subsurface soil information contained
in the original, engineered septic system design is still applicable. In conjunction with and
under the supervision of a Registered Professional Engineer at Schmueser, Gordon Meyer,
Inc., we have prepared an onsite wastewater system upgrade for the house addition. This
letter details our design and construction recommendations.
Building Site Conditions:
An existing three-level residence with six bedrooms and seven bathrooms is located on the
subject site. This site is off of Danielson Drive in the Starwood Subdivision. The ground
surface, which appears natural in the existing and proposed area for the absorption field,
slopes to the southwest at a 12% grade. Most of the property has been landscaped and
there is a lined water feature adjacent to the house.
There is an irrigation ditch crossing below the South property line defined by Eppley Drive
and located fifty feet below the existing septic system bed.
Drinking water to the residence is supplied from the Starwood Subdivision and distributed
to this house through the water mains maintained by the subdivision. The lot is about 2.88
acres in size.
Existing and Proposed Construction
The existing residence has six bedrooms, and it is proposed to add another bedroom.
Further, with the agreement to the Aspen/Pitkin County Environmental Health Dept, two
other rooms of the remodeled residence will also be considered as having the potential for
use as a bedroom during the life of the building, and will be counted as bedrooms for
purposes of the individual sewage system sizing (Article 7-2). We, therefore, have used a

figure of nine bedrooms for purposes of this discussion, and have assumed that the total
living area is 16,000 square feet.
Existing Septic System
We have previously evaluated the existing septic system detailed in the records obtained
from the Aspen/Pitkin County Environmental Health Department. This system, originally
approved in 1987, consisted of a three -compartment, 1500 gallon concrete septic tank, a
1000 -gallon concrete dosing chamber, and at least 2940 square feet of seepage bed,
located and configured roughly as shown on the permit. The original existing septic
system was sized for a five -bedroom house. In 1997, a second 2000 -gallon septic tank
was added to the system to conform to modifications in the regulation and meet the
criteria for tank size for a six -bedroom house.
The soil conditions encountered and previously evaluated on this property are still
considered suitable for a conventional septic system design. We note that the clayey sand
subsoils produced an acceptable percolation rate of 30 minutes per inch. No groundwater
or bedrock was encountered in the test excavations to eight feet. Slopes on the property
are toward the southwest at grades of between 10 and 15%. These conditions are all
within the limits set by Colorado Law as defining a "suitable soil" necessary for the
conventional construction methods used for most individual sewage disposal systems in
this area.
Subsurface Conditions: The subsurface investigation done earlier was reinforced with
additional profile excavations in 1997. Subsurface conditions consisted of two -foot
surface layer of grayish brown clay loam. The substratum to eight feet in depth was a red
sandy clay loam. Permeability in these soils was moderate.
Minimum Pitkin County Requirements:
The percolation rates of the red, sandy clay loam subsoils were measured at an average of
30 minutes per inch in 1987.
Under the recently revised Pitkin County Individual Sewage Disposal System Regulation
ation
(Effective January 1, 1998), and our understanding of the minimum Pitkin County
requirements for this onsite wastewater system installation, the system criteria are to be
based on a peak daily sewage flow to the absorption area of 4095 gallons per day. This
flow would require a total septic tank volume of 5119 gallons. A minimum of 4486
square feet of conventional gravel absorption bed is required by county regulation.
We believe that the suggested possible alternative below addresses the sizing and
configuration of the required absorption area to follow the Pitkin County Regulations.
We recommend that you use a seepage bed configuration for the absorption. Further, the

use of the "InfiltratorTM" graveless leaching chamber system on this property is a
consideration. Leaching chambers receive a 30% reduction in the absorption area
required under the Pitkin County regulations, as compared to the standard gravel bed.
This reduction is based on manufacturer's claims of more available infiltrative surface area
and increased storage capacity. The manufacturer represents that the gravel has some
masking effect on the amount of infiltrative surface available in a gravel system. With the
"InfiltratorTM" graveless leaching chamber system that uses no gravel, the total bottom
area of the trench excavation is available to absorb the wastewater flowing from the septic
tank. We concur with this conclusion. The Colorado Department of Health, Water
Quality Control Division, has accepted and given approval of such a reduction. We have
attached the literature on the system and the construction recommendations of the
manufacturer for your reference.
Size Calculations and Proposed Modifications for the Septic S stem
Although there have been changes and revisions to the codes over the years, it is our
opinion that the original septic system location remains the best area for construction of a
new Infiltrator absorption bed. This location should still conform to the basic technical
construction requirements for minimum absorption area, as contained in the latest version
of the Pitkin Count Individual Sewage Disposal System Regulation ation (Revised 1998). We
do note that the current code and health department interpretations will require additional
septic tank volume.
In considering the construction recommendations for existing septic system, we are
assuming a total living area of over 15,000 square feet and a total of 9 bedrooms in the
house. Current Pitkin County regulations now assign a 130 gallons per person average
daily wastewater flow from such a residence and assume an occupancy of 2 people per
bedroom. This equates to an average daily flow of 2340 gallons of wastewater. Design
flow, 175% of average daily flow, is, therefore, 4095 gallons. Using the established
percolation rate the total minimum bottom area of the -absorption field would be required
to exceed 4.486 square feet. The 30% reduction for the use of Infiltrator leaching
chambers brings the infiltrative surface area requirement to 3142 square feet of excavated
bottom area. (21' x 160').
The total septic tank capacity must be at least 5120 gallons to conform to the revised
codes now enforced.
The use of low-water use toilets, flushing, on average, 3.75 gallons or less, could be
expected to further reduce the wastewater flow to the system (from a peak design flow of
4095 gallons per day to an actual estimated peak flow of approximately 2000 gallons per
day). This is beneficial to the long-term life of the septic system. However, existing State
and Local policies permit no further reductions in absorption area or minimum septic tank
size.

Since the existing system appears to have been underutilized over the last 10 years, it is
quite possible to retain the location of the current absorption area and provide a system
conforming to all of the onsite wastewater system requirements contained in the current
code.
In order to meet all current minimum required horizontal setbacks from the open irrigation
ditch and irrigation supply line; we interpret that the required horizontal separations have
increased to 297 feet under the current regulation. These setback requirements are unique
to Pitkin County, and are based on exaggerated design flow calculations for larger houses.
We note that the existing system met these setback requirements at the time of
construction and that the State Guidelines on Individual Sewage Disposal Systems
promulgated by the Colorado State Board of Health and enforced by the Water Quality
Control Commission are still met. If this becomes an issue, it is our opinion that tto
contamination will result from the placement of the septic system absorption bed in its
present location. This is demonstrated by considering the site, soils and standard
engineering requirements from other jurisdictions. The potential for migration of
pollutants toward the irrigation ditch is unlikely under these site conditions. However, if
contamination remains a concern even after considering the above conclusion, lining the
irrigation ditch for another three hundred feet in either direction around the seepage bed
could also bring the system into compliance with the current codes, as may be applied to
minimum horizontal setback requirements.
As mentioned, we will be available to assist in the planning of any modifications to the
septic system that may be insisted upon by the Aspen/Pitkin County Environmental Health
Department. The procedures used and recommendations submitted on the septic system
will conform to the Pitkin County Individual Sewage Disposal System Re ul� ation
(Revised 1998). This report is prepared for submission to the Aspen/Pitkin County
Environmental Health Department to obtain a permit for any replacement or modifications
necessary for sewage system construction deemed necessary under code.

7) The dose volume, set by the siphon selection in the dosing chamber, is to be ten times the
lateral volume, i. e. ±350 gallons.

design was to bring your system into compliance with the
current regulations.

disconnected and abandoned since the original
absorption bed on Lot R-74 is adequate in size to serve

*The system was reworked to be non -vented. The vent

capped.
*The septic tank capacity of the system was increased
to 3,500 gallons by the addition of a new 2,000 gallon
concrete septic tank in series with the existing 1,500

residence. Considering the fact that Pitkin County will be administrating this review under
the current code, septic tank sizing requirements, given a six -bedroom home rather than a five -
bedroom home. The modifications as we have discussed, and as you have indicated in your
letter, are appropriate. I have signed and stamped the faxed copy of the revised letter and I

This letter is our revised written summary of the site inspections and evaluation work on
the individual sewage system for the existing residence located on Lots R-74, Starwood
Subdivision, Pitkin County, Colorado
Eftisti�a Septic Svstsm
We have e1rahiated the existing septic system detailed in the records obtained from the
Aspen/Pitkin County Environmental Health Department. This system, originally approved
in 1987, consists of a three -compartment, 1500 gallon concrete septic tank, a 1000 -gallon
concrete dosing chamber, and at least 2940 square feet of seepage bed, located and
configured roughly as shown on the permit. The original existing septic system was sized
for a five bedroom house_ Subsequent to the construction of the original septic system, in
1989, a smaller 900 square foot absorption bed, fed with serial distribution only atter the
original fidld would become saftmed, was vohutta& added to the system and located on
Lot R-75 `which you also own and was originally intended for construction of a stable and
concis_ 1lie purpose of the additional absorption area, done in 1989, was to compensate
for fill proposed and placed over the odsting seepage bed to expand the yard and add
landscaping and a water -feature to the outside of the house.
The soil conditions encountered and previously evaluated on this property are considered
suitable for a conventional septic system design. We note that the clayey sands end gravel
subsoils produced an acceptable percolation rate of 30 minutes per inch. No groundwater
or bedrock was encountered in the test excavation to eight feet. Slopes on the property
are toward the South at grades of between 10 and 15%. These conditions are all within
the limits set by Colorado Law as defining a "suitable soil" necessary for the conventional
construction methods used for most individual sewage disposal systems in this area.
At the request of the Aspen/Pitkin County Environmental Health Department, the existing
absorption areas for the system were located and evaluated in June by excavating profile
pits with a backhoe at the corners of each of the absorption beds. There was no ponded
or standing eluent in any of the inspection ports of the original absorption bed. We
noted that: the gravel in the main system remained clean and fairly dry, indicating that there
has been no progressive clogging of the system in the ten years that it had been in use.
The gravel of the additional serial distribution system on Lot 7S appeared exactly as it had
when installed. We suspect and believe that no flow has reached the second system in all

the time of our observations.

As we understand the situation, there is a contract to now sell Lot 75_ A condition of this
contract is to remove the second, additional bed from use. This does not appear to be a
technical problem. Although there have been changes and revisions to the codes over the
years, it is our opinion that the original septic system remains serviceable and would still
conforms to the basic technical construction requirements for minimum absorption area, as
contained in the latest version of the Pitldn Qunty Lndit►idual Sewage Disgml System
Ramlation(Revised 1995). We do note that the current code could require additional
septic tank volume.
In considering the construction recommendations for existing septic system, we are
assuming a total living area of about 14000 square feet and a total of 6 bedrooms in the
house, on the assumption of the Aspen/Pitkin County Health Department that under the
current configuration, either the media room or office are rooms with the potential to
likely be used as another bedroom sometime during the life of the building_ Current Pitkin
County regulations now assign a 130 gallons per person average daily wastewater flow
from such a residence and assume an occupancy of 2 people per bedroom, This equates
to an average daily flow of 1560 gallons of wastewater. Design flow, 175% of average
daily flow, is therefore 2730 gallons. Using the established percolation rate the total
minimum bottom area of the absorption field Would be required to exceed 2900 square
feet. This is met by the existing absorption bed. The total septic tank capacity must be at
least 3413 gallons to conform to the revised codes now enforced. An additional 2000
gallons of septic tank volume is required to meet this requirement.
The use of low-water use toilets, flushing, on average, 3.75 gallons or less, could be
expected to further reduce the wastewater flow to the system (from a peak design flow of
2730 gallons per day to an actual estimated peak flow of approximately 2500 gallons per
day). This its beneficial to the long-term life of the septic system. However, no further
reductions in absorption area or minimum septic tank size are permitted by existing State
and Local policies.
Since the eadsting system appears to have been underutilized over the last 10 years, it is
quite possible to retain only the original septic system absorption' area to provide a all of
the onsite wastewater system requirements contained in the current. code. With this being
the case, itis our opinion that the additional septic system provided for the residence on
Lot R-75 could be abandoned and the connection broken and capped at the distal end of
the distribution network. We believe that this suggested possible alternative addresses the
current sung and configuration of required absorption areas following the Pitkin County

Regulations and settles the concerns earlier expressed by the Aspen/ skin County
Environmental Health Department in that regard.
We have met with the Health Department and the owner's representatives on the property
to prepare a more detailed site plan and make sure there is VAciem area available for the
®osting septic system. In order to meet all erg tit minimum required horizontal setbacks
from the open irrigation ditch and irrigation supply line, we interpret that the required
horizontal separations have increased to 232 feet under the current regulation. These
setback requirements are unique to Pitkin County, and are based on exaggerated design
flow calculations for larger houses. We note that the eldsfmg system met these setback
requirements at the time of construction and that the State Guidelines on Individual
Sewage Disposal Systems promulgated by the Colorado State Board of Health and
enforced by the water Quality Control Commission are still met. If this becomes an issue,
it is our opinion that no contamination will result from the e7asting placement of the septic
system absorption bed_ This is demonstrated by considering the site, soils and standard
engineering requirements from other jurisdictions. The potential for migration of
pollutants toward the irrigation ditch is virtually non-e:dstent under these site conditions_
However, if contamination remains a concern even after considering the above conclusion,
lining the bmption ditch for another three hundred feet could also bring the system into
compliance with the current codes, as may be applied to minimum horizontal setback
requirements.
As I mentioned, we will be available to assist in the planning of any modifications to the
septic system that may be insisted upon by the Aspen/Pitkin County Environmental Health
Department. The procedures used and recommendations submitted on the septic system
will conform to the Pit 1!1 ounry Jg4Mda9 Smsee Disposal Slat= Reaulatioo
(Revised 1995). A complete report will be prepared for submission to the Aspen/Pitkin
County Ermronmental Health Department to obtain a permit for any replacement or
modifications necessary for sewage system construction deemed necessary under code.
