Box 8777 Aspen, Colorado 81612 RE: Lot 20, Little Texas Subdivision known and numbered as 0114 Little Texas Lane, Pitkin County, Colorado Dear AI and Germaine, On May 15, 24 and 27 , 1993, this company conducted an inspection of the referenced property, owned by Mr. Farver, for the purpose of evaluating the on-site wastewater disposal system serving the existing dwelling. The inspection was done at your request. This letter is an opinion of the suitability and compliance of the septic system with local and State public health codes and accepted sanitary practices. A review of Aspen/Pitkin County Environmental Health Department records indicates that the sewage disposal system consists of a 1000 -gallon concrete septic tank and approximately 576 C square feet of seepage pit (12' x 12'x 12' deep). It is important to note that the previous owner t�Ar was granted a variance from property line and house foundation setbacks, and that the existing seepage pit is only 10 feet from the house foundation and four feet from the South property line. �t t' The existing septic system was constructed in July, 1983. The environmen a e t epa m permitted, inspected and approved the construction of this system before it was placed in operation. These records are attached. A visual inspection of the premises indicated that the sewage system is apparently continuing to function satisfactorily at this time. However, the property has not been occupied for several months. There was no surfacing septic tank effluent in the absorption area. We did note that there has been a cut in the area of the seepage pit. This excavation is close to the sidewall of the pit and may create some possibility of surfacing in the future. In our opinion, future additions and alterations to the house should not encroach upon the septic system location any further than the existing situation. Water to this residence is supplied from a well reportedly shared by five residences. A water sample was collected and analyzed at the certified laboratory of the Snowmass Water and Sanitation District for microbiological contaminant levels. The enclosed report indicates that the drinking water supply meets standards for maximum contaminant levels of coliform bacteria established as acceptable by the Colorado Department of Health in the Primary Drinking Water Regulations. We also arranged a pump test with Samuelson Pump Co. They have verified the output of the water supply system to be approximately 20 gallons per minute. This yield is considered marginally acceptable, but some loss of pressure is expected if all the residences are occupied at once and the well used for irrigating lawns. P.O. Grice felt it was wholly inappropriate to allow Vroom to convert an existing employee unit to a free market unit, or to use the employee unit in any way other than in conformance with the various restrictions and regulations. The Vroom employee unit has been deed restricted to the low income category; to allow for any other i use would have..an adverse impact on the rate of growth in the community. The Planning Office further maintained that the subject area was inappropriate for any type of housing.. .Even if the Housing Office had advised Vroom that an owner could occupy an employee unit, Grice explained, the Board has never I I taken the position that an administrative error warrants amending the Code. ddd Blake noted that the points had been allocated to ,the Vroom `4 application on the basis of a low income employee unit. Vroom offered to compete in the GMP again, perhaps with two (2) employee and two (2) free l market units. The Board generally agreed that it would.be inappropriate to amend the Vroom application to allow for greater development or to amend the employee dwelling unit regulations so as to allow Vroom to occupy such a unit. ---------- I Sewage The Board convened as the Board of Health to consider two (2) requests tk Disposal Systems: for Sewage Disposal System variances. Bob Nelson of Environmental Health Variances submitted a request from Edward Lewis for a variance on Lot Twenty (20), { Little Texas Subdivision. Lewis proposes to remodel his residence and upgrade the existing septic system. Due to the location of the residence and 4tp M1 the existing domestic water well, a variance is required for the location s , of the septic system. Without the variance, Nelson explained, the applicant` can not remodel nor can he upgrade the existing septic system. A similar request was submitted by a Dr Scott on a lot in Starwood. In this instance, the applicant requires a variance so as to obtain the minimum square footage for the leach field. Nelson recommended that both variances be granted. s Child moved approval of both variance requests, Klanderud seconded and the motion passed unanimously. Nelson then introduced the engineering design of a sewage disposal system f for the Holland Hills Country Townhouses. The proposed system would serve { 3 to replace an existing and failing system, and requires Board approval due to larger flows and amendments to the Water Quality Control Act. Although the replacement system fails to meet Pitkin County standards, it r 1 does meet all Colorado Department of Health criteria . The proposed location would require a variance for the minimum distance from property line to drywell and minimum distance from drywell to residence. The location shown is 4' from property line instead of the required 10' and it is 10' between drywell and residence instead of the required 20'. The reason this variance is requested is because of the hardship encountered in maintaining the 100' minimum distance between residence and existing domestic water well on the property (the existing small log cabin residence sewer system is approximately 75 feet from the well). The following information was obtained; Well Depth -------------------60'-0" Casing size ------------- 5-1/2"(steel) Standing water level ---------38'-4" Drawdown --------------------39'-8" Production is greater than --20 gpm. This test was conducted with the existing pump and related equipment. The pump is a 1 hp. Goulds submersible Model 13EM. The pump and related equipment is in proper working order at this time.
