Changes must be approved by this Department and the engineer prior to construction. The permit is for the 1 -bedroom CDU and powder room and laundry room in the main barn. The wash stall in the barn is served by a separate system that is not considered an OWTS and not addressed in this permit. Sewage shall flow via gravity to a 1000 -gallon two-compartment septic tank with an effluent filter in the second compartment. Effluent will flow via gravity to a distribution box and then to a 976 ft2 rock and pipe soil treatment area. The soil treatment area shall be 62' X 16' and over -excavated to remove the reported clay soils. Select Filter Sand shall replace the removed soils. The soil treatment area shall be a minimum of 100 feet to any well and 50 feet to any unlined pond/stream. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 -hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. The project site is shown on Figure 1. The purpose of the study was to develop recommendations for foundation design. The study was conducted in accordance with our proposal for geotechnical engineering services to Lynda Cameron dated September 12, 2013 and revised September 18, 2013. Evaluation of potential geologic hazards impacting the site is beyond the scope of this study. A field exploration program consisting of exploratory borings was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations'for foundation types, depths and allowable pressures for the proposed building foundations. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION The proposed new development wilLinclude a new hay shed, equipment shed, barn, covered round pen, an indoor riding arena and a new residence and detached garage. The sheds will be one story wood frame structures with slab -on -grade floors. The barn will be a one and two story wood frame structure with a slab -on -grade floor. The riding arena and round pen will be tall one story steel and wood frame structures with dirt floors. The residence will be a two story wood frame structure over a partial crawlspace and the detached wood frame garage will be 1 %2 stories with a slab -on -grade floor. Grading for the structures is assumed to be relatively minor with cut depths between about 3 to 5 feet. We assume relatively light to moderate foundation loadings, typical of the proposed types of construction. Job No. 113 350A �' Ge PteCh -2 - The new indoor riding arena will be located at the existing outdoor riding arena. The new barn will be located in an existing fenced pasture northwest of the riding arena. The new residence will be located northeast of, and somewhat lower than, the new indoor riding arena. If facility loadings, location or grading plans change significantly from those described above, we should be notified to re-evaluate the recommendations contained in this report. SITE CONDITIONS The ranch is currently occupied by several barns, sheds and an outdoor riding arena in the south central part of the property and a residence in the southeast part of the property. The proposed new development is located mainly in the valley bottom west of Snowmass Creek. The existing riding arena is located in an area that has been graded flat by cutting into the steeper, hummocky terrain to the south and west and filling the lower lying, flat valley bottom to the north and east. The lower, flatter areas of the site consist of pasture and open grassy areas with scattered trees and brush. A small pond is located north of the riding arena and the development area is crossed by several irrigation ditches. The higher, hummocky terrain, located west and south of the development area has an overall slope down to the northeast of about 10 percent with locally steeper slopes of 20 to 40%. The main access drive off of Snowmass Creek Road crosses this steeper terrain then drops into the relatively flat development area. GEOLOGY We understand thatthe geology and any geologic hazards affecting this development will be addressed by others. FIELD EXPLORATION The field exploration for the project was conducted on October 3 and 4, 2013. EIeven exploratory borings were drilled at the locations shown on Figure 1 to evaluate the Job No. 113 350A HTtech -3 - subsurface conditions. The borings were advanced with 4 inch diameter continuous flight augers powered by a truck -mounted CME -45B drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with 1% inch and 2 inch Z.D. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D4586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figures 2 and 3. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figures 2 and 3. The subsoils in the equipment shed/riding arena/round pen area consist of up to 6'/2 feet of fill overlying relatively dense, clayey to silty sandy gravel with cobbles and possible boulders. The subsoils in the barn and residence areas consist of about 6 inches of topsoil overlying up to 3 feet of fill, clay or silty sand which was underlain by relatively dense, silty sandy gravel with cobbles and possible boulders. Drilling in the dense granular soils with auger equipment was difficult due to the cobbles and boulders and drilling refusal was encountered in the deposit in all of the borings. Laboratory testing performed on samples obtained from the borings included natural moisture content and gradation analyses. Results of swell -consolidation testing performed on relatively undisturbed drive samples of the natural clay and clay fill soils, presented on Figures 5 and 6, indicate low to moderate compressibility under conditions of loading and wetting. Results of gradation analyses performed on small diameter drive samples (minus P/2 inch fraction) of the coarse granular subsoils are shown on Figures 7 to 10. The laboratory testing is summarized in Table 1. Job No. 113 350A Go�Ptech -4 - Free water was encountered at depths of 10 to 12 feet in the riding arena area and at 3%2 feet in the residence area at the time of drilling. The subsoils were generally moist to very moist above the ground water level. FOUNDATION BEARING CONDITIONS The clay and fill soils encountered in Borings I to 5 in the equipment shed/riding arena/round pen area should be removed in the footing areas and the footing level extended down to bear on the underlying, relatively dense sandy gravel. In general, the dense gravel is about 6 feet below the existing riding arena grade. Borings 6 to 11, drilled in the barn, residence and garage areas, encountered relatively dense gravels at shallow depths but about 3 feet of fill, clay or loose sand soils were encountered in one of the borings drilled at both the barn and residence. The soft and loose soils should be removed and footing grade extended down to the relatively dense gravels soils. Shallow groundwater was encountered at the residence site and will be encountered in the residence excavation. If a crawlspace is built, we recommend that the crawlspace grade be elevated as much as possible to avoid a wet crawlspace condition. We expect that the groundwater depth of 3% feet encountered at the time of drilling could be higher during spring runoff and peak irrigation season. DESIGN RECOMMENDATIONS FOUNDATIONS Considering the subsurface conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the buildings be founded with spread footings bearing on the natural, dense, granular soils. The design and construction criteria presented below should be observed for a spread footing foundation system. Job No. 113 350A C5UF)tech -5- 1) Footings placed on the undisturbed natural, dense, granular soils should be designed for an allowable bearing pressure of 3,000 psf. Footings placed in shallow groundwater areas, such as the residence, should be designed for an allowable bearing pressure of 2,000 psf. Footings with a minimum dimension of 4 feet or larger and where groundwater is at Ieast 4 feet below footing grade, can be designed for an allowable soil bearing pressure of 5,000 psf Based on experience, we expect settlement of footings designed and constructed as discussed in this section will be about 1 inch or less. 2) The footings should have a minimum width of 16 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided with adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 42 inches below exterior grade is typically used in this area. 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should also be designed to resist a lateral earth pressure corresponding to an equivalent fluid unit weight of at least 50 pc£ 5) All existing fill, topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to the relatively dense natural granular soils. The exposed soils in footing area should then be compacted. If water seepage is encountered, the footing areas should be dewatered before concrete placement. 6) A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FLOOR SLABS The natural on-site gravel soils, exclusive of fill, organic clay and topsoil, are suitable to support lightly loaded slab -on -grade construction. To reduce the effects of some Job No. 113 350A s i Ge Ptech -6 - differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch Iayer of free - draining gravel should be placed beneath interior slabs -on -grade to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site granular soils or a suitable imported gravel devoid of vegetation, topsoil and oversized rock. UNDERDRAIN SYSTEM The proposed barns, sheds, riding arena and garage will be floor -at -grade structures and will not need an underdrain system. The residence is located in an area with relatively high groundwater which will Iikely be encountered during construction. If a crawlspace is placed below the residence, an underdrain will likely be needed. We recommend that the crawlspace grade be placed as high as possible to avoid water in the crawlspace. EIiminating the crawlspace and making the ground floor slab -on -grade will avoid having a wet crawlspace and the need for an underdrain system. If installed, the drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should be placed at each level of excavation and at least I foot below lowest adjacent finish grade and sloped at a minimum 1 % to a sump and pump. Free -draining granular material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel Job No. 113 350A GecPfech -7 - backfill should be at least 1 %Z feet deep. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the ranch development has been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 6 inches in the first 10 feet in unpaved areas and a minimum slope of inches in the first 10 feet in paved areas. Free -draining wall backfill should be capped with about 2 feet of the on- site soils to reduce surface water infiltration. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. PERCOLATION TESTING Percolation tests were conducted on October 5, 2013 to evaluate the feasibility of infiltration septic disposal systems at the site. One profile boring and three percolation holes were drilled at two locations, one east of the residence and one west of the barn as shown on Figure 1. The test holes were drilled with 6 inch diameter auger and were soaked with water one day prior to testing. The soils encountered in the percolation holes are similar to those encountered in the Profile Borings shown on Figure 3 and consist of relatively dense clayey, silty, sandy gravel with cobbles and possible layers of gravelly Job No. 113 350A H Gelrtech clay. Groundwater was encountered at about 3 %2 feet in Profile Boring 1, east of the proposed residence. The percolation test results are presented in Table 2. Based on the subsurface conditions encountered and the percolation test results, the tested area west of the barn did not percolate. Additional testing in the barn area could be performed to try to find an area with suitable percolation characteristics. The area east of the residence had a percolation rate of about 44 minutes per inch but the shallow groundwater at the residence site will likely require a mounded system. A civil engineer should design the infiltration septic disposal s_ysterns. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory borings and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpretations by others of our information. Resolution No. OAy -2014 RECITALS 1. Linda Cameron ("hereafter referred to as the Applicant") has applied to the Board of County Commissioners of Pitkin County, Colorado ("BOCC") for redevelopment of a property and construction of a commercial riding arena that includes a Special Review Riding Stable/Academy and a Caretaker Dwelling Unit (CDU), and Flexibility for Agricultural Support. 2. The parcel is located at 8276 Snowmass Creek Road and is commonly referred to as "Moon Run Ranch". The lot is zoned RS -30, contains 70 acres, and is conforming in size. Legal Description, Attachment A. 3. The Pitkin County Planning and Zoning Commission considered the proposal at a regularly scheduled meetings on January 14�', 2014. The Planning and Zoning Commission found that the Commercial GMQS portion of the application met minimum threshold with a score of 28 points and that 3 Employee Generation Unites (EGU's) can be created with this use. The Planning and Zoning Commission further recommended approval to the BOCC for the Special Review Uses and the Activity Envelope and Site Plan Review by a vote of 6-0. 4. The BOCC reviewed the application at a regularly scheduled, duly noticed public hearing on February 26's, 2014. Evidence and testimony were presented with respect to this application. 5. The BOCC finds that the proposal is consistent and compatible with the surrounding neighborhood in the Snowmass Creek Valley and consistent with Land Use Code Section 2-30-30(h). The BOCC further finds that the parcel can comply with all site specific requirements for the Riding Stable/Academy use pursuant to Land Use Code Section 4-30-040(w). 6. The BOCC further finds that riding arena has been sited to reduce scenic impact from Snowmass Creek Road and in compliance with Section 7-20-120(d). NOW, THEREFORE, BE IT RESOLVED by the BOCC that it hereby approves the Cameron Activity Envelope and Site Plan Review, Special Review for a Riding Stable/Academy, and Special Review for a Caretaker Dwelling Unit subject to the following conditions that shall run with the land and be binding on all successors in interest: 1. The Applicant shall adhere to all material representations made in the current or prior applications or in public meetings or hearings and shall consider those representations to be conditions of approval, unless amended by other conditions. 2. No calculations for height, bulk, setback, size, floor area, or any other building and zoning requirements have been conducted. These requirements will be considered at the time of building permit. Any structures represented in the application may not be permitted under building and zoning regulations. 4. Prior to submission of any future building permit applications, the Applicant shall be required to submit for approval by the County Attorney and Community Development an Activity Envelope and Site Plan that illustrates the approved Site Plan envelope in accordance with Land Use Code Section 2-30-20(g) and Application Manual Section 2.1.12. 5. The future structures shall utilize non -reflective roofing and earth tone colors for the fagade of buildings. 6. At building permit application for the residence, the Applicant shall: A. Complete a fireplace/woodstove registration form with the Community Development Department, if necessary. B. Obtain a stormwater permit from the State of Colorado if site disturbance exceeds one (1) acre. C. Obtain a County access permit. D. Submit a drainage and erosion control plan. All slopes steeper than 2:1 shall utilize erosion control blankets. E. Submit engineered plans for retaining walls greater than four feet in height and provide a Geotech report for walls. F. Submit a construction management plan for review and approval by the Planning/Zoning showing the locations of staging, material storage, and employee and construction traffic parking. The plan shall also study the potential for rockfall/debris that could potential impact the residence below and implement best management practices to address the hazard, if necessary. G. Pay any applicable road and employee housing impact fees. 7. In regard to the fisherman access parking, the Applicant shall explore expanded parking options on the west side of Snowmass Creek Road. 8. The property shall not be used for special events, as defined by the Land Use Code, unless appropriate permits are attained. 9. The commercial riding arena is limited to 20,000 square feet of gross floor area. 10. At building permit submission, the Applicant shall submit for review and approval by the Community Development Director and the County Attorney, a plat identifying the "safe haven" location on the property and the access drive to this location. The Plat shall be recorded prior to building permit issuance. Within 90 days of recordation, the Applicant shall meet with neighborhood groups/Caucus to explain the plat and distribute materials that explain the "safe haven" during a wildfire event and outlines access to the property. 11. If a complaint is received by Community Development, that the Applicant is not able to resolve with the complainant, or if the operation is found to not be in compliance with this approval, an annual review of the operation shall be scheduled to the BOCC. At building permit submission, the Applicant shall submit for review and approval by the Open Space and Trails Department and the County Attorney, an easement to the benefit of Pitkin County and its citizens, that establishes a fishing easement on the property as represented in the application materials. This easement shall be recorded prior to building permit issuance. 14. At building permit submission, the Applicant shall submit for review and approval by the Community Development Director and the County Attorney, a covenant to the benefit of Pitkin County and recorded against the property, that memorializes the commitments made in the Commercial GMQS portion of the application. 15. The Riding Stable/Academy Special Review Use is limited to 20 visitor trips per day. 16. If a use is conducted in the riding arena/exerciser that is different than the represented use for which this approval is granted, further County review is required. 17. Prior to building permit issuance, the Applicant shall pay 130% of the affordable housing mitigation fee for the three (3) employees that will be generated with this commercial use. 18. In consultation with Holy Cross Electric, Future utility extensions shall be undergrounded using an alignment that avoids significant trees and shall be revegetated promptly with a landscape plan approved by Pitkin County Community Development. 19. The property is designated in a low wildfire hazard area and shall comply with the following: A. Defensible Space The area around all buildings/structures shall comply with the following: 1. Brush, debris and non -ornamental vegetation shall be removed within a minimum ten -foot (10') perimeter around all structures. 2. Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels at a minimum of a thirty (30) foot perimeter around a structure built on flat ground. 3. Spacing between clumps of brush and vegetation up to the thirty (30) foot perimeter shall be a minimum of two (2) times the height of the fuel. Maximum diameter of the clumps shall be equal to the height of the fuel. All measurements shall be from the, edges of the crowns of the fuel. 4. All branches from trees and b -ash within the thirty (30) foot perimeter shall be pruned to a height of ten (10) feet above the ground with removal of ladder fuels from around trees and brush. All branches that extend over the roof eaves shall be trimmed and all branches within fifteen (15) feet of chimneys shall be removed. 7. The density of fuels up to a one hundred (100) foot perimeter of the structures shall be reduced where natural reduction has not already occurred. 8. All deadfall up to a one hundred (100) foot perimeter shall be removed. 9. No new conifer trees shall be planted within ten (10) feet of a residence. 10. No flammable mulches shall be placed within two (2) feet of a residence. IL The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. B. Roofing Materials, Roofing Vents and Projections At And Below Roof Line: 1. Roof Materials a. Class A covering or Class A Assembly as defined by the currently adopted building code. b. No wood shakes or shingles. C. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following: 1. All roof coverings shall be constructed of non-combustible materials and installed on a Class A roof assembly. 2. All roof coverings shall have a surface that shall facilitate the natural process of clearing roof debris. 3. Protrusions above the roofline, such as parapets, shall be prohibited. D. Roofs shall be installed as required by the adopted Building Code and shall have a minimum pitch of 1:48. 1. Maintenance and Miscellaneous Requirements 2. Roofs and gutters shall be kept clear of debris. 3. Roof vents shall be screened with corrosive resistant wire mesh, with mesh one-fourth (V/) inch maximum. 4. Yards shall be kept clear of all litter, slash and flammable debris. 5. All flammable materials shall be stored on a parallel contour a minimum of fifteen (15) feet away from any structure. 6. Swimming pools and ponds shall be accessible by the local fire district. 9. Fences shall be kept clear of brush and debris. 10. Wood fences shall not connect to other structures. 11. Fuel tanks shall be installed underground with an approved container. 12. Propane tanks shall be buried, if possible, or installed according to NFPA 58 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any aboveground tank. Any wood enclosure around the tank shall be constructed with materials approved for two (2) hour fire -resistive construction on the exterior side of the walls. 13. Each structure shall have a minimum of one ten (10) pound ABC fire extinguisher. 14. Addresses shall be clearly marked with two (2) inch non-combustible letters and shall be visible at the primary point of access from the public or common access road and installed on a non-combustible post. 15. All structures shall be sprinklered in comply with applicable building codes. 16. The Applicant shall comply with all requirements of the Snowmass/Wildcat Fire Protection District Code. 20. The Applicant shall comply with the following general conditions regarding wildlife: A. Manipulation of vegetation outside of the Activity Envelope is prohibited. B. Mesh or woven wire fences are prohibited outside the Activity Envelope. C. Wood rail fencing shall employ three (3) rails or less, be the round or split rail type, shall not exceed fifty-four (54) inches in height above ground level, and twelve (12) inches in width (top view), and shall have at least eighteen (18) inches between the lower two (2) rails. D. Wire fencing must be three (3) strands or less. The top wire should be a twelve -point -five (12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches. The middle strands (which may be barbed) should be located a minimum twelve (12) inches apart and from the top wire preventing entanglement when mule deer jump over. The bottom strand should be sixteen (16) inches from the ground. E. Fruit bearing trees and shrubs shall be prohibited within the Activity Envelope. This does not include pre-existing native trees and shrubs. F. Access shall be provided to the Colorado Division of Parks and Wildlife for trapping, tagging, studying, or otherwise managing wildlife. G. Trash/garbage shall be kept in an approved bear resistant container or enclosure. H. Bird feeders, including hummingbird feeders, shall be hung away from any deck or window, and be at least ten (10) feet from the ground suspended between two (2) trees or posts. All seed feeders shall include a seed catchment pan to catch discarded seed. I. Pet food shall not be left outside. J. The residence shall install round handled door knobs. K. Existing non -wildlife friendly perimeter fencing shall be removed and if replaced, it shall comply with the conditions above. L. The Applicant shall only stock native species of fish in the pond and shall ensure that fish cannot breach the pond and infiltrate Snowmass Creek. The detached CDU shall not exceed 1,000 net livable square feet of floor area, which shall count toward the total allowable floor area for the lot. The kitchen contains the following, as defined in the Aspen/Pitkin County Employee Housing Guidelines: a minimum of a two -burner stove with oven, standard sink, and a refrigerator plus freezer. The oven must be able to bake and broil and be at least 5 cubic feet; the sink must measure at least 14"WX16"DX5.25"H; refrigerator must be at least 5.3 cubic feet and include at least a .73 cubic foot freezer. The floor plan for the CDU shall be submitted to the County Housing Office for review. 22. Prior to issuance of building permit, the Applicant shall, by covenant, guarantee that the caretaker unit: a. Shall not be required to be rented; b. Shall not be sold or otherwise conveyed or separated from the original parcel regardless of the ultimate form of ownership of the caretaker unit; c. Shall be limited to occupancy by not more than two adults and related children, who qualify as (and have been found by the Housing Office to be) employees of the community under such guidelines as may be from time to time established, or members of the owner's immediate family, even though they may not qualify as employees of the community; d. Shall be rented for terms not less than 6 months if rented. 23. County Housing Office staff shall be entitled to conduct an inspection of the CDU for compliance with the above -referenced requirements. 24. The caretaker dwelling unit restriction may be removed by the property owner upon approval of the Community Development Director, subject to the requirement that the dwelling is removed or modified. If modified, the remaining improvements must no longer be capable of occupancy as a dwelling unit and must meet otherwise applicable Code requirements. 25. The provisions of this regulation are for the purpose of providing a voluntary CDU on a legally created lot or parcel in the County. Any unit approved under this provision of the Pitkin County Land Use Code shall not be used for mitigation of employee housing requirements as established elsewhere in said Code. 26. At permit submittal, the Applicant shall show proof of a legal water source for the CDU. 27. No development shall occur outside the approved envelope, with the exception of vegetation removal necessary to comply with the wildfire mitigation measures described above. No structures shall be permitted outside of the approved activity envelope. Applicant shall be required to obtain an Earthmoving Permit for any work outside the approved envelope. 28. Prior to commencement of any earthmoving or other construction activity, the Applicant shall stake the comers of the activity envelope and install construction fencing around the construction site within the perimeter of the building envelope. The fencing shall remain in place until issuance of a Certificate of Occupancy. 29. Failure to comply with these conditions of approval may result in revocation of this permit or any subsequent permits related to this property or vested rights associated with this property. The tank shall have appropriate access openings with 24" dia. ribbed PVC risers with fiberglass lids at the surface_ Tanks risers and lids must be inspected and certified as watertight. Sub Surface Conditions and Testing: A subsurface soil investigation was conducted by HP GEOTECH on October 5, 2013 (HP report dated 10/21/13, job # 113 350A). Several percolation test holes were prepared at two location on the site approximately 18 to 24 inches deep to determine percolation rates and to confirm the onsite soils are suitable for conventional absorption systems. The average rate was determined to be less 40 MPI. 60 MPI is used for design in the proposed area that is generally located between the previous testing locations. We assume that the 60 MPI rate is conservative based on the typical suitable soils encountered. The subsoils below about 1 -foot of topsoil consist of relatively dense clayey, silty sandy gravel with cobbles and possible intermittent gravelly clay. (USDA:gravelly sandy loam to silty clay loam). No free water was observed in profile boring 2 at the time of excavation and free water is not expected within 4 feet of the distribution level in the area of the proposed field. The soils appear to be suitable for conventional shallow absorption beds. Modifications to design based on additional evaluations and site conditions may be performed as needed during construction. Additional soils evaluations will be performed by the engineer during the initial stages of construction to confirm existing soil conditions. Soil Absorption System Design: The absorption field is designed based on utilizing the soil the estimated percolation rate for the native soils based on the soil descriptions as reported by the Geotechnical Engineer. The new absorption field will consist of a pipe and gravel sand filter bed system. The tank effluent will be equally distributed through perforated distribution laterals connected to individual distribution pipes from a distribution box. Pipe & Gravel Treatment/Absorption Area Design Average percolation rate of 60 minutes per inch. Standard absorption area equation yields: A (sf) = (Qd *(t) '/:: where A = Area; 5 t = time in minutes per inch=60mpi Qd = flow (gal/day) = 450 gpd The conventional system loading factor of 140% is applied.
