Permit Conditions:
This OWTS Construction Permit is approved on the condition of compliance with the engineer design as submitted with the application and the specifications
cited above. Changes must be approved by this Department and the engineer prior to construction.
A barn with one toilet and sink for use by one person will be added. A new 1000 gallon two-compartment
tank with an effluent filter on the outlet will serve the barn and tied into a line that connects the cabin to
the tank that serves the historic homestead (OWTS Permit 08021). The field that serves the cabin and
historic homestead (O1NTS Permit 09028) has an existing 592 sq ft of capacity with 48 ARC 36
chambers, and the total necessary capacity to serve the cabin, historic house, and new plumbing in the
barn is 555 sq ft. No addition to the field will be necessary.
Floor drains in the barn will be routed to a separate drywell. There is no permit necessary for the drywell.
This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this
Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for
the final inspection with a minimum of 48 hours notice.
Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS
Regulation.
This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in
accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation.
THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN
COUNTY OWTS REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE.
Plans and specifications for the proposed OWTS have been reviewed and are considered satisfactory. Permission is hereby
given to the property owner(s) to perform the work indicated in accordance with the Pitkin County OWTS Regulation. This
Permit will expire 1 year from the date of issuance unless construction on the system has commenced. An "as -built" drawing
must be submitted and approved by EH/NR before final approval of the system will be issued.

ALL SERVICE septic, LLC performed installation observations for the onsite wastewater treatment
system (OWTS) on December 7th 2010 ifor the subject property.
The installation included a,1000-gallco) two-compartment concrete septic tank with the addition of
an effluent filter, followed by four gravelless chamber trenches. The gravelless trenches drain field
;#ernes the barn and the Historic Hous. The drain field consists of 4 trenches, each trench having ,
10iodifuser' chambers, for a total of 48 chambers,1equaling VtSF of infiltrative area. Effluent will
be distributed with a distribution box With a baffle and brought to grade.
There is a washing machine in the barn. The washing machine will periodically wash linens, and will
have a minimal effect on total loading to the OWTS. The washing machine in the barn will not hinder
the OWTS performance. i
The OWTS was generally installed according to specifications. This observation is not a guarantee of
workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes
are made to the OWTS.
LIMITS:
The observation was based on information submitted and our site visit. If conditions are different
from conditions described in this letter, ALL SERVICE septic, LLC should be notified. All additional
OWTS construction must be according to the county regulations. The installer should have
documented and demonstrated knowledge of the requirements and regulations of the county in which
they are working.

OK. How about we get an email confirmation from Excavation Services that the inlet T and effluent filter were
installed in the tank. I have no trigger to bring out this file again after CO is issued — which is what they are
looking for right now.

OK, I processed the permit but had a few questions...
Tom- I saw a discrepancy in the parcel ID. You had 007 for the last 3 numbers and I think
they should be 017. Let me know if I'm wrong. I saw you had 17 acres when past permits
showed 12.5 acres. I didn't look at the assessor's site, so just put down what you did. We
should verify it and change it if it's wrong.
Tim- You stated the field was 56 Quick 4 chambers. My notes (and your asbuilt dated Aug 2009)
say it was actually 48 ARC36 chambers. I think your original design called for Q4s, but they
put in the ARC36s, so that gives us 592 sq ft of area and you only needed 555 sq ft (w/ the
30 gpd addition). You also say in your design that the dbox must be brought to grade. I
didn't do an inspection, but it should already be to grade. Your asbuilt letter says that it
was. I didn't call out anything specific in the permit for that because I think it should
already be done.

system (OWS) design for the subject new barn. The well is 100+ feet from proposed upgrade OWS
drain field.
The proposed barn will have a horse wash, a toilet, and sink. The horse wash discharge will be
directed to a drvwell. The toilet and sink will be based on one persons per day and a total loading of
30 gallons per day.

The subsurface was investigated by digging one profile pit and three percolation holes, at the
locations indicated on the plans. The materials in the profile hole consisted of 6 -inches of a sandy
root zone, underlain by sand with sparse gravel and cobbles to the maximum depth explored of 8 feet.
Groundwater or bedrock was not encountered. An average percolation rate of 9 MPI will be used in
the design.

OPERATION INFORMATION AND MAINTENANCE
The surface of the drain field should be seeded upon completion. Vegetation is an important factor in
drain• field performance. Erosion control should be practiced prior to and during re -vegetation. Geo -
fabrics or plastics should not be used over the drain field. Livestock should not graze on the drain
field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to
OWS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day
and harm a drain field.
The homeowner should pump the septic tank every two years and clean the effluent filter as needed.
Garbage disposal use should be minimized, and non -biodegradable materials should not be placed
into the OWS. Grease should not be placed in household drains. Loading from a water softener
should not be discharged into the OWS. No hazardous wastes should be directed into the OWS.
Mechanical room drains should not discharge into the OWS. The OWS is engineered for domestic
waste only. ADDITIONAL CONSTRUCTION NOTES
If design includes a pump, air release valves and weep holes should be installed to allow pump lines
to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain
field due to the potential to compact soil. Extensions should be placed on all septic tank components
to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be
used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices
is optimal.
INSTALLATION OBSERVATIONS
ALL SERVICE septic, LLC, and the county must view the OWS during construction. The OWS
observation should be performed before backfill, after placement of chambers and distribution pipes.
Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must
also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the
installation.
The design is based on information submitted. If soil conditions encountered are different from
conditions described in report, ALL SERVICE septic, LLC should be notified. All OWS construction
must be according to the county Requirementsdocumented notspecified

RECITALS
1954 Colorado Investment Corporation ("Applicant"), has applied to the Community Development
Director of Pitkin County, ("Director"), pursuant to Section 2-20-150(b) and other appropriate Sections of
the 2006 Pitkin County Land Use Code ("Code") for Site Plan Review, to amend a previously approved
building envelope for deconstruction of a shed and hay barn and construction of a new 1,956 square foot
barn. The Applicant also proposes to amend a previously approved envelope for construction of solar
panels and remove an envelope for landscaping along Woody Creek Road.
1. The parcel is in the RS -20 zone district and contains approximately 18.4 acres.
2. The parcel is located at 10 Little Woody Creek Road. PID#: 2643-103-00-017 (Legal Description,
Attachment A).
3. The parcel received 1041 Hazard Review approval pursuant to Ilearing Officer Determination No. 43-
2006 (Reception No. 529604). The building envelope was amended to construct a septic field pursuant
to Administrative Decision No. 15-2008 (Reception. No. 546845). The envelope was amended a
second time for landscaping pursuant to Administrative Decision No. 51-2008 (Reception No.
550218). The envelope was again amended, a third time, for fill placement in a pasture, construction
of solar panels, and construction of a new septic field for a designated historic structure pursuant to
Administrative Decision No. 11-2009 (Reception No. 556760). The Site Plan was recorded at BK 91
Page 56 (Reception No. 5561663).
4. The Applicant has successfully shown that the shed (480 square feet) and hay barn (1,476 square feet)
that are proposed to be removed, with their floor area reallocated for construction of the new barn,
were constructed prior to May 12, 2004 and exempt from GMQS. The new barn can be exempted
from GMQS up to 1,956 square feet.
S. The Woody Creek Caucus was referred on the application and had no concerns.
6. -Be Director finds that the request to amend the previously approved building envelopes comply with
the standards of section 2-20-150(b) for a minor amendment. The envelope will not encroach into any
constrained areas that would be prohibited in an activity envelope review.
7. The Director further finds that the request to amend the previously approved envelope for solar panels
is acceptable. The amended envelope is more than 100' from Little Woody Creek and is not located
within any other constrained area identified in Chapter 7. The panels have been sited behind the
residence under construction which will block their visibility from Woody Creek Road, a scenic
corridor.
8. The Applicant has requested site plan review for construction of the new barn. Pursuant to sections 7-
20-120(d) and 7-20-120(e) the Director further finds that the Applicant has successfully demonstrated

that the structure can comply with the Scenic View Protection Standards and Rural Character
Guidelines for Building location. The barn has been positioned on the edge of an irrigated pasture
and clustered with other development on the property. The area where the shed and hay barn are
proposed to be deconstructed will be reclaimed into pasture and the Applicant has represented a net
increase in pasture area due to this reclamation.
9. The Director further finds that the request to remove the landscape envelope along Woody Creek Road
is in compliance with Section 7-20-120(e)(4)(a) and offers better views to the rear portion of the
irrigated pasture of the parcel.
10.The affidavit of public notice was mailed on September 15, 2009 to the adjacent property owners of
the subject parcel. No objections were received within 30 days. Public notice was published in the
paper on August 30, 2009.
1 l .The Director further finds that the request can be approved subject to the conditions outlined below.
APPROVED by the Director, subject to the following conditions:
1. The Applicant shall adhere to all material representations made during the application process.
2. All conditions of Administrative Decision 43-2006 shall apply unless otherwise amended by this
approval.
3. The barn shall be of earth tone colors and non -reflective roofing.
4. The barn shall be exempted from GMQS up to 1,956 square feet.
5. Prior to permit approval the Applicant shall submit a stamped and engineered drainage and erosion
control plan. A State Stormwater Permit shall be applied for and obtained if site disturbance is more
than 1 acre.
6. Condition 7(G) (2) of Hearing Officer Determination No. 43-2006 shall be amended to not require a
landscape envelope and that existing vegetation is sufficient to screen the residence along Woody
Creek Road.
7. The Applicant shall submit a construction management plan with their application for a
development permit.
8. Prior to submission of any future permits, the Applicant shall be required to submit for approval by
the County Attorney and Community Development a Site Plan with an amended Activity Envelope
in accordance with Land Use Code Section 2-30-20(g) and Application Manual Section 2.1.12. The
above referenced approvals shall be a condition precedent to finalization and recordation. The
following change shall be made:
a. Place a note that states "This site plan amends BK 91 PG 56".
9. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County
Land Use Code and Colorado Statutes, subject to the exceptions set forth in Pitkin County Land Use
Page 2 of 3
Code, § 2-20-170 and C.R.S., § 24-68-105. The statutory vested rights granted herein shall expire
on OL21%L Q 2012.
10.Failure to comply with the conditions of this approval may result in revocation of this approval, or
any subsequent permit(s) or approval(s) related to this property, or vested rights associated with this
property.

4. Prior to permit approval the Applicant shall submit a stamped and engineered drainage and erosion control

with the proposal. The area proposed for the septic field does not include any constrained areas, specifically;
steep slopes or close proximity to a stream.
6. The Director finds that the request to amend the previously approved building envelope for septic purposes is
appropriate subject to the conditions outlined below.
APPROVED by the Director, subject to the following conditions:
I . The Applicant shall adhere to all material representations made during the application process.
2. All conditions of Administrative Decision 43-2006 shall apply unless otherwise amended by this approval.
3. Prior to submission of any future permit applications, the Applicant shall be required to submit for
approval by the County Attorney and Community Development a Site Plan with an amended Activity
Envelope in accordance with Land Use Code Section 2-30-20(g) and Application Manual Section 2.1.12.
The above referenced approvals shall be a condition precedent to finalization and recordation. The Site
plan shall also incorporate the following changes:
a. Change the title to "Amended 1954 Colorado Investment Company 1041 Site Plan -
b. b. Change the Hearing Officer approval to Community Development Director approval;
e. Name the amended envelope location as "amended septic envelope".
4. The Applicant shall obtain all necessary permits from EH/NR for septic construction.
5. Failure to comply with the conditions of this approval may result in revocation of this approval, or any
subsequent permit(s) or approval(s) related to this property, or vested rights associated with this property.
