Hughes Excavation installed the tank. The installation included a new 1250 -gallon, two-compartment Valley Precast concrete septic tank with an Orenco® Biotube Effluent Filter on the outlet tee. A new clean out was installed between the barn and septic tank, and the outlet line from the septic tank was connected to the existing sewer line leading to the existing soil treatment area (STA). The septic tank was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. CBO Inc. should be notified if changes are made to the onsite wastewater treatment system (OWTS) in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The subject OWTS consists of one 1000 -gallon two-compartment septic tank. The absorption area consists of 300 square feet of pipe and gravel, according to Pitkin County records. There was a significant amount of snow cover present at the time of the inspection. The permit and as -built drawing were provided by Pitkin County Environmental Health Department. (Parcel ID # 2467-214-00-009) The septic tank appeared to be in good condition; however, in uncovering the tank with the backhoe, the tank lid and corner were damaged. The damage was above the water line and should not impact the functioning of the septic tank. Neither the inlet or outlet tee was in place at the time of the first inspection. A second visit to the site was performed around 11:30am on February 13, 2013 and the repairs had not yet been completed. Pictures verifying repairs were emailed to CBO Inc. around 1:30pm on February 13, 2013. It appears the tank was repaired and tees were installed, as necessary to pass the inspection. The absorption area showed no signs of saturation, and had no indication of failure. Observation ports were not observed. This evaluation is not a guarantee of future system performance. This inspection is good for one year. I would be happy to return to the site to verify the repairs in person, if requested. The OWTS is engineered for domestic waste only. INSTALLATION OBSERVATIONS CBO Inc. must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. CBO Inc. should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, CBO Inc. should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. This letter does not address soil analysis beyond the information documented on Pitkin County's Permit Number 78044 and is the basis of our assumption. DESIGN SPECIFICATIONS We recommend installing a double -sweep clean out on the existing sewer pipe within 5 -feet of the barn. The sewer pipe from the barn to the septic tank should be checked to assure there are no bellies or low spots that could hold standing water and cause freezing. The sewer line must have a minimum 2% grade from the barn to the septic tank. If this line is found to have improper grade or found to be in poor condition, it must be replaced. The existing septic tank must be properly abandoned by pumping it and either removing it or collapsing the top and sides and filling the void with gravel, sand, or compacted soil. The filled excavation must be graded to surroundings, allowing for settling. A new, minimurn 1000 -gallon, two-compartment concrete septic tank must be installed. An effluent screen (Orenco(D Biotube Effluent Filter) must also be installed on the outlet tee of the septic tank. This screen must be cleaned annually, or as needed. Specifications for the above mentioned components are enclosed. The new septic tank will be installed on in the location depicted on the enclosed plan. The sewer pipe exiting the septic tank must be checked to assure it is in good condition and clear to transport effluent from the septic tank to the STA. If the existing sewer line if found to be in disrepair or clogged, it should be replaced or jetted. The existing STA should be tested by running approximately 100 gallons of water from a garden hose through the sewer pipe. If the STA does not accept the water, this office and Pitkin County Environmental Health Department must be contacted. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. During recent excavation on the property, the existing 1000 -gallon septic tank was damaged and must be replaced. The 132.24 -acre property is located outside of Basalt, in an area where onsite wastewater treatment systems (OWTSs) are necessary. The main house is served by a separate OWTS, documented by Pitkin County Health Department Permit Number 78045. The barn OWTS is documented by Pitkin County Health Department Permit Number 78044. Both systems were inspected by CBO Inc. in February 2013 prior to sale of the property. Both inspection reports are enclosed. It does not appear that an OWTS Use Permit was obtained prior to transfer of the property. A private well serves the property. This well is located greater than 100 -feet from the OWTS components. EXISTING OWTS (Barn) According to records provided by Pitkin County Environmental Health Department, the subject OWTS consists of one 1000 -gallon, two-compartment Copeland concrete septic tank followed by a 30' x 30' pipe and gravel soil treatment area (STA), or 900 square feet (SF). The permit notes that the system was designed to accommodate an office and bathroom in the barn. However, a 1 -bedroom apartment with a 3/4 bath exists in the upper level of the barn. This living area existed when the current owner purchased the property. With a documented percolation rate of 40 minutes per inch (MPI) we can assume a soil type 2A (Sandy Loam, Loam, or Silt Loam) under current OWTS Regulations. The subject OWTS consists of one 1500 -gallon two-compartment septic tank. Only the inlet compartment was viewed as part of the inspection, as the other manhole lid was frozen and unable to be lifted (see pictures). The absorption area consists of 1400 square feet of pipe and gravel, according to Pitkin County records. There was a significant amount of snow cover present at the time of the inspection. The permit and as -built drawing were provided by Pitkin County Environmental Health Department. (Parcel ID # 2467-214-00-009) The septic tank appeared to be in good condition, with built-in concrete baffles in place of tees. The baffle on the inlet side of the tank was observed and there was no sign of deterioration. The outlet baffle was not observed, but assumed to be present. I would be happy to return to the site in the spring and remove the lid to complete the inspection. The absorption arE:a showed no signs of saturation, and had no indication of failure. Observation ports were not observed. This evaluation is not a guarantee of future system performance. This inspection is good for one year.
