Septic permit approved per compliance with the engineer design and specifications dated June 21, 1999 and
Revised December 6, 1999 with revised Figures 2 and 3. Any changes must be approved by this department
and the design engineer prior to them being made.
Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin
County ISDS regulations. The absorption field must be a minimum of 160 feet from the well. Any ponds or irrigation
ditches within 110 ft from the absorption field must be lined.
The design is for one 2,000 gallon single compartment concrete septic tank followed by a 1,000 gallon single
compartment tank with a biotube-vault pump. There are two pressure distributed gravelless beds for a total of 88
chambers. Due to ground water being at 1/2 foot, the beds cannot be deeper than 1/2 ft from ground level with 4.5
feet of sand above that point. This department does not endorse any brand of products. The engineer must do a
final inspection of the installation and submit an as -built letter to this department. This department must also be
called for an inspection with a minimum of 48 hours advanced notice.

Plans and specifications of the proposed individual sewage disposal system have been reviewed and are considered
satisfactory. Permission is hereby granted to the owner or the agent to perform the work indicated in accordance with the Pitkin
County ISDS Regulation in effect at the time of issue. This permit becomes invalid 6 months from the date that the permit was
issued unless system construction has commenced or an extension has been approved in writing by the Department.
As -built drawings must be included with this permit before the final approval will be issued.

The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than o hours, a rate of $55 per hour will be charged. The maximum fee is S 1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit: second, before
final approval of the ISDS permit.

The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to construct is issued on information submitted by
the applicant or his/her representatives. The owner assumes full responsibility in case of failure of the system.

As requested, we observed the installation of the onsite wastewater system (OWS) for the subject site on
March 16, 2000. The system was designed under our Job No. 10946, dated June 21, 1999 and revised
December 6, 1999.
The system includes the installation of a 2000 -gallon, single -compartment, precast concrete septic tank
followed by a 1000 -gallon two-compartment precast concrete septic tank with a pump in a Biotube vault.
Two mounded chamber -beds were installed with 4.5 feet of imported sand filter material, as indicated on
Figure 1, each bed having 4 rows of 11 chambers. The drain field is 110+ feet from all bodies of water and
160+ feet from the well.
The pump, alarm, and Biotube vault were in place and wired at the time of our visit. Troy Buster, with
Aspen Earth Moving, may activate the pumping system at his discretion. The components of the OWS
were installed in conformance with our plans and specifications.

As requested, we are providing this revised OWS design for the subject site. The revision is based on a
change in the site plan, and the measured depth to water, from our June 21, 1999 design letter. The
revisions include reorientation of the mounded field and clarification of the depth of sand filter material in
the mound. This letter should be used in conjunction with our original design. This letter includes two
revised figures, Figures 2 and 3. The original Figures 2 and 3 should be removed to avoid confusion.
RECOMMENDATIONS - The OWS proposed includes: two septic tanks with a pump in a Biotube vault
and two mounded pressure distributed chamber -bed drain fields with imported sand filter material at the
locations presented on Revised Figure 2. The OWS design is based on an average sewage load of 1750
GPD and a percolation rate of 21 MPI. We recommend installation of one 2000 -gallon single -compartment
precast concrete septic tank to be followed by a 1000 -gallon, single -compartment, pre -cast concrete septic
tank with a biotube-vault pump. We recommend the installation of two chamber -beds, each with 4 rows of
11 chambers, with 4.5 feet of imported sand filter material. Six inches of topsoil should be removed under
the proposed fields and replaced on top of the mounded drain fields to promote growth after installation,. A
pump is required for pressure distribution and to distribute the effluent through the field to increase the
efficiency of the field. We recommend a total flow rate of 40.7 Gallons Per Minute (GPM) and a Total
Dynamic Head of 29.8 feet. The proposed OWS is not oversized for section rotation and rotation should
not be done.
The surface of the drain fields should be seeded. We recommend using a native seed mix. These mixes do
not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be
installed over the fields. No landscaping or plastic can be installed over the fields, which will reduce
performance of the fields.
LIMITATIONS - An OWS design requires installation by a contractor who is experienced in its installa-
tion. Our investigation, layout, design and recommendations are based on data submitted. If subsurface
conditions considerably different from those described in this report are encountered, we should be notified
to evaluate the effect on the proposed OWS. If the health department makes modifications to this design,
we should be contacted to evaluate the impact on the performance of the OWS.

The building envelope roughly runs with the setback lines on the
western half of the property along the west, north and south
boundaries, but does curve inland to the south along the northern
boundary in order to accommodate the 100 year floodplain. The 100
year floodplain was determined through a HEC II analysis conducted
by Schmueser Gordon and Meyer, Inc.. The building envelope is more
readily understood by examining the 1041 Site Plan in Attachment 1.

A 11EC II Floodplain Analysis was conducted by Jeff Simonson of
Schmueser Gordon and Meyer for the subject property as it is
bordered on this north by Little Elk Crook. Seel Attachment 3 to
this application for the letter summarizing the findings of the
floodplain study. As the FEMA maps were not specific in the
subject's immediate neighborhood, the study located the exact
location of the 100 year floodplain on the property. Based upon
the information derived from the study, the floodplain impacts, as
shown in Attachment 3, are minor. In the worse case, minor
encroachments of the floodplain onto the property occur in a very
small area near the northern boundary. The building envelope has
been adjusted to be entirely outside of the 100 year floodplain.
Therefore the floodplain hazard area is not within the proposed
building envQlope.

A deer migratory corridor crosses the eastern side of the subject
property. we have discussed the situation with Randy Cote of the
Colorado nivision of wildlife. Randy indicated that the building
envelope should be placed on the west side of the property away
from the migratory route. Therefore, as shown on tho 1041 situ
plan, the building envelope is on the western side of the site and
avoids the wildlife hazard. Although essentially flat, the
property gently slopes downhill to the eastern side of the property
where the deer will retain an uninterrupted migration corridor.

Lederer Water Well

As a follow up to otlr telephone cojiversittlon, the water well at the. Lederer
Residence, Snowmass, Colorado, was successfully drilled under attached well permit
no. Nlli-37254 to a depth of 41 feet. Static water level in this alluvial well was
measured at 15 feet and a two hour pump test was completed indicating the well is
capable of yielding more than 15 gallons per minute. This pumping rate is more than
adequate to meet the needs of the proposed Lederer Residence. The well has been
specifically sited within the building envelope to meet all required setback
requirements.
An exempt well permit is now being processed by the District Engineer's
Office for Water Division 5 (see attached) and this property qualifies for the issuance
of an exempt permit. The well permit will be i„ued for 15 gpm with a right to fully
supply the Ledcrcr residence including the irrigation of up to one acre of lawn and
gardens and the watering of domestic stock- In addition to this permit, irrigation of
the remaining land upon the property will continue under the historic, decreed surface
water irrigation rights in the 13oram & White Ditch and the Little Elk Creek Ditch.
Upon receipt of the permit we will install the appropriate pump and water will be
available for use during construction.
Finally, there is every indication this well will provide a reliable source of
potable water for the Lederer property. The lire storage tank bids have been roccivcd
and fie storage requirements will be met by the installation of a single tank sized to
meet all fire flow requirements, Potable water storage will be required to provide a
supply capable of meeting instantaneous demands.

Dear Ms. Greenwood,
As requested, we have evaluated subsurface conditions and designed an onsite wastewater system (OWS)
for the proposed residence at the lot. Our firm conducted percolation tests on May 21, 1999.
SITE CONDITIONS - The site is located in a rural area of Pitkin County, Colorado. There is a slight
southerly slope at the proposed field. There is a good cover of native grasses in the proposed field area.
PROPOSED CONSTRUCTION - A five -bedroom residence between with 2000 and 6000 square feet
(SF) is proposed as presented on Figure 1. The OWS design was based on 5 bedrooms and a 1000 gallons
per day (GPD) loading using Aspen/Pitkin Environmental Health Department (APEHD) loading of 100
gallons per day per person. The loading with a peaking factor of 1.75 is 1750 GPD. This loading includes a
dishwasher, garbage grinder, and washing machine. The residence will be served by public water.
SUBSURFACE CONDITIONS — Six percolation tests were performed in holes 27 to 44 inches deep and
a test pits was excavated at the locations indicated on Figure 1. Subsurface conditions consisted of 1.0 foot
of topsoil, underlain to the maximum depth explored of 8 feet by very sandy clay with gravel and scattered
boulders. Ground water stabilized at a depth of 5 feet on May 26, 1999. Percolation tests indicate
percolation rates of I 1 to 30 minutes per inch (MPI). The average percolation rate is 21 MPI.
RECOMMENDATIONS - The OWS proposed includes: two septic tanks with a pump in a Biotube vault
and two mounded pressure distributed chamber -bed drain fields with imported sand filter material at the
locations presented on Figure 1. The OWS design is based on an average sewage load of 1750 GPD and a
percolation rate of 21 MPI. We recommend installation of one 2000 -gallon single -compartment precast
concrete septic tank to be followed by a 1000 gallon single -compartment pre -cast concrete septic tank with
a biotube-vault pump in the second compartment. We recommend the installation of two chamber -beds,
each with 4 rows of 11 chambers, with 2.5 feet of imported sand filter material. Six inches of topsoil should
be removed under the proposed fields and replaced on top of the mounded drain fields to promote growth
after installation. A pump is required for pressure distribution and to distribute the effluent through the field
to increase the efficiency of the field. We recommend a total flow rate of 40.7 Gallons Per Minute (GPM)
and a Total Dynamic Head of 29.8 feet. The proposed OWS is not oversized for section rotation and
rotation should not be done.

If additional bedrooms in unfinished areas are possible, we recommend the OWS be constructed to serve
the additional loading. This OWS design will serve a five -bedroom residence. For greater than five -bed-
rooms, the septic tank must be upsized 438 gallons for each additional bedroom. Each additional bedroom
would require an additional 258 SF of field, which is equivalent to 17 gravelless chambers. A new permit is
required by APEHD if the OWS is to be upgraded.
The surface of the drain fields should be re-established to approximate the natural slope and then be
reseeded. We recommend using a native seed mix. These mixes do not require irrigation and develop a
growth 10 to 15 inches high. No automatic sprinkler system should be installed over the fields. No land-
scaping or plastic can be installed over the fields, which will reduce performance of the fields.
OPERATION AND MAINTENANCE - The owner must realize an OWS is different from public sewer
service, and must assume the responsibility for maintenance of the OWS. The system is relatively mainte-
nance free, but the owner must have the septic tanks pumped. We recommend the septic tank be pumped
and the biotube vault be cleaned every two years. There are daily considerations, such as not putting plastic
or other nonbiodegradable material into the OWS. Water use must be monitored so toilets are not allowed
to run when seals malfunction. To illustrate the point, a running toilet can consume in excess of 1000 GPD.
A loading of 1000 GPD could flood and irreparably harm the OWS.
The loading from the backwash of a water softener may be harmful to the OWS. A separate drywell should
be constructed for the backwash waste, if a softener is installed. Chemically treated water from pools or
spas should not be introduced to the OWS.
LIMITATIONS - An OWS design requires installation by a contractor who is experienced in its installa-
tion. Our investigation, layout, design and recommendations are based on data submitted. If subsurface
conditions considerably different from those described in this report are encountered, we should be notified
to evaluate the effect on the proposed OWS. If the health department makes modifications to this design,
we should be contacted to evaluate the impact on the performance of the OWS.
All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements,
septic tank construction, and other specifications, which are not depicted in our report, are to conform to
the requirements of the ISDS regulations. The installer of the system is to have demonstrated knowledge of
the APEHD ISDS regulations and requirements.
