Hyman Ave. Suite 301 Aspen, Cp. 81611 RE: Zoline 35 Acres, Little Elk Creek ,4:" Dear Mr. Mathis: I have completed my geologic investigation for purposes of House Bill 1041 for the approximately 35 acre parcel on the north side of the Little Elk Creek valley. The property lies on both sides of the section line separating Sec. 33, T 8 S, R 86 Wv and Sec. 4, T 9 S, R 86 W, of the Sixth P.M. within the Woody Creek 7 1/2 minute quadrangle, Pitkin County, The topography of the parcel includes a gently sloping area between the Little Elk Creek Road and the shale hillsides to the nort1, containing native grasses and sagebrush. This was apparently an irrigated pasture at one time, because irrigation ditches are still evident. The northern portion of the property contains a dissected, south -sloping hi.1lside covered with pinions and dryland vegetation. There is the remnant of an old main irrigation ditch about halfway up the initial slope to the bench which contains the proposed building site. `. The geology of the site consists 6+ Cretaceous age Mancos Shale exposed around the bench surrounding the building site. This gray, fissile rock dips approximately 15 to 20 degrees to the southwest in this area. There are no faults or other geologic structures noted on the'geologic map of the area nor in evidence in the field which could adversely affect development. The lower portion of the lot through which most of the access road must travel consists of silts and sands forming colluvial and alluvial fan deposits near the mouths of gullies. , The site picked for the development of a single family residence is a good one for this type of geologic terrain because it sits on a relatively flat bench away from gullies and other gravity related potential geologic hazards. N�` | However, because the bedrock i= the Mancos Shale, and this -" shale dips generally down-slope, detailed soils engineering August 17, 1986 Zoline 35 Acres, Little Elk Creek Page Two studies will be required at the site specific level to insure proper foundation design in soils which could prove to be swelling and perhaps corrosive. The hillside above the site can produce slope wash during high runoff periods, but this should not be a problem if proper landscaping and drainage is designed so as to direct this water around the site. ObviouslY6 a perimeter drain around the foundation should be designed by the soils engineer. Access to the site will be by a driveway which winds up through tne gentle hillside from the Little Elk Creek Road and climbs up to the bench from the east after crossing a significant intermittent drainage. This road should be engineered because of the variability of the sloping terrain, the drainage crossed, and the Mancos Shale derived soils which may also be hydro—compactive'at lower levels. It appears that an appropriate grade and adequate crossings can be provided. Water for domestic use will have to be derived from a well drilled into the Mancos Shale. This unit is one of the more difficult in which to predict adequate quantities of potable water because of the general impermeability of this shale. Generally in this type of terrain sufficient water is reached wit}/in 300 feet of the surface, but it may be necessary to \. drill deeper. The resulting water may also need to be treated to make it more potable. ' Waste disposal may be possible in.±he vicinity of the bench if an area with sufficient depth to bedrock can be found. The permeability rate will be slow because of the high clay content in these soils. Other alternatives may be to place a leach field in the gently sloping terrain at the base of the hillside, but` this would involve a significant amount of trenchingto deliver the waste water to the drain field. On site systems such as a Wisconsin Mound or an E/T system may be necessary. In any case, the Pitkin County Sanitation Engineer should be consulted for his specific recommendations. / Generally, this site is geologic suitable if the preceding recommendations are followed. NL/clk ASPEN*PITKIN ENVIRONMENTAL HEALTH DEPARTMENT M E M O R A N D U M TO: Francis Krizmanich, Planning Office FROM: Bob Nelson, Department of Environmental Health DATE: October 22, 1986 RE: Cote 1041 Hazard Review (Parcel ID #2645-041-00-001) This department has reviewed the recently forwarded application for compliance with Colorado Department of Health Regulations, local requirements, and those specific sections of the Pitkin County Land Use Code under our jurisdiction, and conducted a site inspection to determine existing soil conditions on the parcel. We present the following review comments for your consideration regarding the referenced proposal: 1. WATE&: SUPPLY Drinking water is to be supplied either from the water line connecting the storage tanks on the parcel with the Little Elk Creek Village Homeowners water system or from an individual well, depending on whether we use the information on the letter from Stan Mathis of 8/20/86 or the letter of the consulting geologist, Nick Lampiris of 8/17/86. The applicant would be more likely to have a satisfactory water supply with better quality and more quantity if the water supply is a service line from the subdivision, rather than developing a well. However, it should be determined that there is a binding agreement allowing use of the subdivision water. In any case, there should be a sufficient quantity for a single family residence, and the quality, which is monitored by this office monthly for bacteria and yearly for chemicals, should be satis- factory. The geologic report also indicates that a well could be developed for the homesite. The quantity and quality of wells in this Mancos Shale formation is inconsistent and often requires some more expensive measures for storage and treatment. For these reasons, drilling a well is discouraged. 2. SEWAGE DISPOSAL The application indicates that the wastewater will be disposed of by means of individual septic system and absorption field. The owner has; requested our input regarding the construction of such systems and we have completed a site visit to look at soil types 130 South Galens Street Aspen, Colorado 81611 303/925-2020 Cote 1041. Review October 22, 1986 Page 2 on the parcel. Our inspection of the homesite indicated that observed soil conditions correlated fairly well with the predominant soil type and characteristics, as indicated on the Soil Conservation Service maps (Soil Types 76F - A silty clay loam with slow permeability and a high shrink -swell potential). Typically, this type of :soil can present some minor problems in the construction of a sewage disposal system due to slow percolation rates and depth to bedrock. However, in this case, we concur with the conclusion of Nick Lampiris, that a wastewater disposal system can be constructed in these soils either on the bench or in the gentle slope at the base of the hillside. It is the opinion of this department that a conventional septic system, consisting of several hundred lineal feet of trench can be constructed to meet County regulations. It is important to note that the irrigation water must be intercepted and diverted away from the absorption field of the sewage disposal system with surface and subsurface interceptor drains in order to prevent hydraulic loading and soil saturation and to insure proper function. Further, water conservation methods, not suggested or indicated as being employed in the submitted documents of the application, could reduce the sewage disposal system size and are recommended. 3. AIR QUALITY IMPACTS The development is in an area of the County where currently by zoning, one fireplace and an unlimited number of wood stoves are permitted. Each structure will soon be limited to one fireplace and one clean burning wood stove, and we expect that the appli- cant will meet the requirements of County air pollution regula- tions. As with other disposal methods that require area -intensive construction, the use of ET systems can be constrained by limited land availability and site topography. Based on experience to date with ET disFosal for year ound single-family homes, approximately 4,000 to 6,000 ft (370 to 560 m ) of available land is typically required. The maximum slope at which an ET system is applicable has not been established, but use on slopes greater than 15% may be possible if terracing, serial distribution, and other appropriate design features are incorporated. By far the most significant constraint on the use of ET systems is cli- matic conditions. The evaporation rate is controlled primarily by cli- matic factors such as precipitation, wind speed, humidity, solar radia- tion, and temperature. Recent studies indicate that essentially all of the precipitation that falls on an ET bed infiltrates into the bed and becomes part of the hydraulic load that requires evaporation (33)(34) (37). Provisions for long-term storage of effluent and precipitation in ET systems during periods of negative net evaporation, and for subse- quent evaporation during periods of positive net evaporation, are expen- sive. Thus, the year -around use of nondischarging ET systems appears to be feasible only in the arid and semiarid portions of the western and southwestern United States where evaporation exceeds precipitation dur- ing every month of operation, so that long-term storage capacity is not 302 during the critical months of the year. In this example, we are assum- ing an average household flow of 4 persons x 45 gcpd, or 180 gpd total. Past work has shown that actual evaporation from an ET system is approximately the same as the measured pan evaporation rate in winter (33). Summer rates are approximately 70% of the measured pan evapora- tion rates in this area, but excessive evaporation potential more than offsets this condition. Therefore, the design is based on pan evapora- tion (in./day) minus precipitation (in./day). In this example, (0.07 in./day) - (0.01 in./day) = 0.06 in./day This equates to a rate of 0.04 gpd/ft2. In this example, then, the required area for the ET bed is finally cal- _ cul ated: ° 180 gpd = 4,500 ft 0.04 gpd/ft2 To al low a. factor of safety, the size could be increased to as much as 7,500 ft2 based on 75 gpcd. A more realistic size would be 5,000 to 6,000 ft2, which would insure no overflows.- If water conservation is practiced, direct significant savings in size and costs could be achieved. 7.3.2.6 Construction Features A typical ET bed installation was shown previously in Figure 7-35. Characteristics of an ETA bed are identical except that the liner is omitted. Limited data are available on optimum construction features for ET and ETA disposal units. The following construction features are desirable: 1. Synthetic liners should.have a thickness of at least 10 mil; it may be preferable to use a double thickness of liner material so that the seams can be staggered if seams are unavoidable. EFT- 2. Synthetic liners should be cushioned on both sides with layers pVp of sand at least 2 in. (5 cm) thick to prevent puncturing dur- ing construction. 3. Surface runoff from adjacent areas should be diverted around the system by berms or drainage swales. M Crushed stone or gravel placed around the distribution pipes should be 3/4 to 2-1/2 in. (2 to 6 cm). Filter cloth or equivalent should be used on top of the rock or gravel to prevent sand from settling into the aggregate, thus reducing the void capacity. Care should be exercised in assembling the, perforated distri- bution pipes (4 in. [10 cm]) to prevent pipe glues and solvents from contacting the synthetic liner. I The bed surface should be sloped for positive drainage. A relatively porous topsoil, such as loamy sand or sandy loam, should be used if required to support vegetation to prevent erosion, or to make the appearance more acceptable. The bed should be located in conformance with local code re- quirements. Construction techniques described previously for subsurface disposal systems, where soil permeability may be decreased by poor construction practices, should be used for ETA systems (39)(40)(41). 7.3.2.7 Operation and Maintenance Routine operation and maintenance of an ET or ETA disposal unit consists only of typical yard maintenance activities such as vegetation trimming. Pretreatment units and appurtenances require maintenance as described in Chapter 8. Unscheduled maintenance requirements are rare, and stem mainly from poor operating practices such as failure to pump out septic tank solids. 7.3 2.8 Considerations for Multi -Home and Commercial Wastewaters ET systems may be applicable to small housing clusters and commer- cial/institutional establishments, but large area requirements may limit their practicality. Adjustments in the type of pretreatment used may be required depending on the wastewater characteristics.
