Changes must be approved by this Department and the engineer prior to construction. This permit is for a new OWTS for a new 4 -bedroom residence and outbuilding with a toilet and lavatory (no bedrooms). Sewage will flow via gravity to a 1500 -gallon, two-compartment septic tank with an Orenco pump installed in the second compartment. Effluent will be pressure dosed to an automatic distribution valve and then to (2) 9'X34' mounded sand filter beds (306 ft2 each). Each bed will have 18" of sand filter material below native grade and a minimum of 3 feet of sand filter material over native grade. The tank will be anchored using "Dead Men". The mounded beds shall be a minimum of 10 feet to the property line, 100 feet to any well and/or stream/unlined pond or ditch, and 25 feet to any drinking water line. The tank shall be a minimum of 5 feet to the residence. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. Rick Bertolini with Dig It installed the system. The installation included a 1500 -gallon, two-compartment septic tank with an Orenco® pumping system in the second compartment of the septic tank. There is an effluent filter in the second compartment which must be cleaned annually, or as needed. Groundwater was present in the septic tank excavation and the septic tank was anchored. The control panel for the pump was installed within line of sight of the septic tank. Valley Precast personnel performed pump start up on the system. Effluent is pumped through a 1.5 -inch diameter pump line to a Model 6402 Automatic Distributing Valve (ADV), which was placed at a high point and is accessible from grade. The ADV distributes effluent through 1.5 -inch diameter Schedule 40 pipes to 1.5 -inch diameter level manifolds at the beginning of each soil treatment area (STA). Effluent is pressured into 1.25 -inch diameter laterals with 1/8 -inch orifice holes, facing down, 2 -feet on centers. Each lateral ends in a 90 -degree sweeping ell facing up with a ball valve in a valve box, accessible at grade. Inspection ports were installed at each corner of each STA. The topsoil was removed and additional fill material from the house excavation was added to base of the STA. The grade was raised by several feet above the native grade, where groundwater was encountered during our subsurface analysis. The unlined (open bottom) sand filter consists of 3 -feet of sand filter material (ASTM C33 sand). Laterals used to disperse the effluent are surrounded by washed coarse screened rock. Geotextile fabric was placed over the gravel layer, followed by a minimum of 1 - foot of adequate topsoil. The water line entering the property from the road was encased the within 25 -feet of any OWTS component. See photos below. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. n LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The quality of the installation is dependent of the expertise of the installer, soil type, and weather conditions. Please call with questions. The property is located in Old Snowmass, in an area where OWTSs are necessary. Positioning of the residence and driveway has been modified; therefore, all OWTS design documents dated June 30, 2015 should be discarded. The legal description of the property is Lot 7, Filing 2, Little Elk Creek Village Subdivision. SITE CONDITIONS The property is currently undeveloped. A 4 -bedroom single-family residence is proposed, along with an out -building which will have plumbing consisting of a toilet and lavatory. The out -building will be an accessory use to the single-family residence. The subdivision is served potable water by a community water system. Any water line will not come within 25 -feet of any proposed OWTS component. The proposed soil treatment area (STA) is relatively flat, sloping slightly to the west and is covered with native vegetation. SUBSURFACE The subsurface was investigated on June 4, 2015 by digging two soil profile test pit excavations (Test Pits). A visual and tactile soil analysis was completed by Carla Ostberg at the time of excavation.' The materials encountered in Test Pit #1 consisted of dark brown, very moist, organic topsoil to 18 -inches, underlain by medium brown, very moist loam with blocky structure shape, strong structure grade, and friable consistence to 5 -feet where groundwater was encountered. ' Carla Ostberg holds a Certificate of Attendance and Examination from the CPOW Visual and Tactile Evaluation of Soils Training. Page 2 The materials encountered in Test Pit #2 consisted of dark brown, very moist, organic topsoil to 18 - inches, underlain by medium brown, very moist loam with blocky structure shape, strong structure grade, and friable consistence to 5 -feet where groundwater was encountered. More cobbles were present in this Test Pit. A 4 -inch diameter PVC pipe was placed in Test Pit #2. The pipe was checked on June 17, 2105 and groundwater was present on the surface of the ground surrounding the Test Pit. 0 Page 3 A minimum 3 -foot separation between the infiltrative area and groundwater must be maintained (per Table 6.28-2). A long term acceptance rate (LTAR) of 1.0 gallons per square foot will be used to design the OWTS, in accordance with Pitkin County OWTS Regulation, Table 6.28-7. Sizing is based on LTAR for unlined sand filters and Treatment Level 3 for Soil Type 2 (loam), which is the native material. DESIGN SPECIFICATIONS The OWTS design is based on 4 -bedrooms with less than 6000 square feet of living area in the proposed residence. An out -building will also be constructed and will include a toilet and lavatory. Use of the out- building will be accessory to the residence. A design flow of 600 GPD will be used. Design Calculations: 4 bedrooms x 75 gallons/person/day x 2 people/bedroom = 600 gallons/day Septic Tank Capacity = 600 gallons/day x 48 hour retention time + 250 gallon pump capacity = 1500 gallons minimum STA Calculations = 600 gallons/day / 1.0 SF/gallon (sand filter) = 600 SF Pressure Dosed Beds Two 3 -foot Sand Filters (9'x 34)' Basal Area min. 21'x 46' The installation must include a 1500 -gallon, two-compartment septic tank weighted by "Dead Men" (specifications included). An Orenco@ EasyPak Pump System will be placed in the second compartment of the septic tank with a PF3005 pump. The floats should be set to dose approximately 90 gallons each pump cycle. The control panel for the pump must be installed within line of sight of the septic tank. Page 4 Effluent will be pumped through a 1.5 -inch diameter pump line to a Model 6402 Automatic Distributing Valve (ADV), which must be placed at a high point and remain accessible from grade. The pump line must maintain a minimum 1 % grade to allow for proper drain back in to the tank after each pump cycle. The ADV will distribute effluent through 1.5 -inch diameter Schedule 40 pipes to 1.5 -inch diameter level manifolds at the beginning of each soil treatment area (STA). Effluent will be pressured into 1.25 -inch diameter laterals with 1/8 -inch orifice holes, facing down, 2 -feet on centers. Each lateral will end in a 90 -degree sweeping ell facing up with a ball valve in a valve box, accessible at grade. One inspection port must be installed at each corner of each STA. Inspection ports may be capped and installed below grade in a sprinkler or valve box. The unlined (open bottom) sand filter will consist of removing the 18 -inches of topsoil at the surface of the native material and replacing it with 18 -inches of sand filter material (ASTM C33 sand) or other suitable, well draining material. An additional 3 -foot of sand filter material must be built over native grade as high seasonal groundwater is present at grade. Laterals used to disperse the effluent must be surrounded by washed coarse screened gravel or crushed stone. All of the gravel or stone must pass a 2 1/2 -inch screen and must be retained on a 3/4 -inch screen. Geotextile fabric should be placed over the gravel layer, followed by a minimum of 1 -foot of adequate topsoil which must support vegetative growth. No vegetation with tap roots can be placed above the STAs. The beds may be angled to allow positioning in the southeast corner of the property. A minimum 3:1 slope (3 -feet horizontal for every 1 - foot vertical) from the infiltrative area to the basal area of the mound must be maintained. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the STA. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo -fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener Page 5 should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3 -inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The installer should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Please call with questions. Orenco Automatic Distributing Valve Assemblies For Wastewater Effluent Systems Introduction Orenco's automatic distributing valve assemblies, pressurized with small high -head effluent pumps, are useful for distributing effluent to multiple zones. These zones can be segments of sand filter manifolds, drainfields, or other effluent distribution systems. Distributing valve assemblies can substantially simplify the design and installation of a distribution sys- tem and reduce installation costs. This is particularly true where a distributing valve assem- bly is used instead of multiple pumps and/or electrically operated valves. Additionally, a reduction in long term operation and maintenance costs is realized due to a reduced size and/or number of pumps. More even distribution can be achieved on sloping sites by zoning laterals at equal elevations. This eliminates drainback to lower lines and the unequal distrib- ution of effluent that occurs at the beginning of a cycle. Valve Operation The valve itself has only a few moving parts, requires no electricity, and alternates automati- cally each cycle. Refer to Figure 1 for the following valve operation description. The flow of the incoming effluent forces the rubber flap disk O to seat against the valve bottom O. The opening O in the rubber flap disk aligns with an opening in the valve bottom to allow flow to only one valve outlet. The stem O houses a stainless steel spring which pushes the rubber flap disk away from the valve bottom after the flow of effluent stops. The stem acts as a cam follower and rotates the rubber flap disk as the stem is raised and lowered through the cam O. The force from the flow of effluent pushes the stem down through the cam and the stainless steel spring pushes the stem back up through the cam when the flow of effluent stops. Each linear motion of the stem allows the rubber flap disk to rotate half the distance necessary to reach the next outlet. When there is no flow, the rubber flap disk is in the "up" position and is not seated against the valve bottom. Page 1 of 6 u Figure 2: Orenco Distributing Valve Assembly (6000 Series Valve) The Distributing Valve Assembly The Orenco Automatic Distributing Valve Assembly combines the distributing valve itself and sever- al other components to give a complete preassembled unit that is easy to install, monitor, and main- tain. Figure 2 shows a complete assembly. Because distributing valves with several outlets can be difficult to line up and glue together in the field, the discharge lines in the assemblies are glued in place at Orenco. The unions (1) allow removal and maintenance of the valve. The clear PVC pipe sections (2) give a visual check of which discharge line is being pressurized. The inlet ball valve (3) allows a quick, simple method to test for proper valve cycling. The ball valve also stops the flow of effluent in case the pump is activated unexpectedly during maintenance or inspection. Check valves may be necessary on the discharge lines. Use of check valves is discussed in the valve positioning section. Valve Assembly Hydraulics Liquid flowing through the valve assembly must pass through fairly small openings and make several changes in direction. Because of this, headlosses through the valve assembly are fairly high. Table 1 gives the headloss equations for several different assemblies and Figure 3 shows the graphical repre- sentations of these equations. Orenco recommends that high -head turbine pumps be used to pressur- ize the valve assemblies to ensure enough head is available for proper system operation. High -head turbine pumps are also recommended because the use of a distributing valve usually requires more frequent pump cycling. The high -head turbine pumps are designed for high cycling systems and will outlast conventional effluent pumps by a factor of 10 or more in a high cycling mode. Furthermore, the high -head turbine pump intake is 12 inches or more above the bottom of the pump and tends to prevent any settled solids from being pumped into the distribution valve and obstructing its opera- tion. A minimum flow rate through the distributing valve is required to ensure proper seating of the rubber flap disk. Minimum flow rates for the various models are given in Table 1. However, because of the mechanical movements of the valve, it is necessary to take steps to prevent solids from reaching the distributing valve that may impede the operation of the valve. Orenco Biotube® Pump Vaults when properly sized and installed provide the necessary protection to prevent valve malfunction. The Biotubel pump vault accepts effluent only from the clear zone between a tank's scum and sludge layers and then filters this effluent through a very large surface area screen cartridge. Without this protection in effluent systems, the valve has very little chance of reliable long-term operation. NTP -VA -1 Rev. 14 ©11/03 Orenco Systems®, Inc. Page 3 of 6 M 0 Valve Positioning The physical position of the valve in relation to the pump and the discharge point is very important for proper valve operation. The most reliable operation occurs when the valve is placed at the high point in the system and as close to the pump as possible. The transport line between the pump and valve should be kept full if possible. If the line is empty at the beginning of each cycle, pockets of air during filling can cause random rotation of the valve. The valve is particularly vulnerable to this erratic rotation with empty lines that are long and not laid at a constant grade. An ideal valve loca- tion is shown in Figure 4. If the final discharge point is more than about 2 feet above the valve and the system does not drain back into the dosing tank, check valves should be installed on the lines immediately following the valve and a pressure release hole or line should be installed just prior to the valve. This pressure release hole or line can go into a return line to the dosing tank or to a "minidrainfield" near the valve. In order for the valve to rotate reliably, no more than about 2 feet of head should remain against the valve to allow the rubber flap disk to return to its up position. In many cases, it may take from one minute to several minutes for the pressure in the valve to be lowered enough for proper rotation to occur. Special care should be taken when installing systems controlled by programmable timers to ensure cycling does not occur too rapidly. Figure 5 illustrates a valve assembly using check valves. Pumping downhill to the valve should be avoided unless the transport line is very short and the ele- vation between the discharge line out of the tank and the valve is less than about 2 feet. If the valve is located many feet below the dosing tank, random cycling may occur while the transport line drains through the valve at the end of the cycle. A pressure sustaining valve located just before the distrib- uting valve may overcome this problem in some instances. Page 4 016 System Startup Refer to the Hydrotek Valve booklet that is provided with the distributing valve assembly for the sequencing of the valve outlets. The transport line should always be flushed with clean water before installing the valve. Any sand, gravel, or other foreign objects that may have been in the pipe during installation can easily become lodged in the distributing valve, causing malfunction. With the pump running, alternately close and open the ball valve on the distributing valve assembly to check proper rotation of the valve. (Note: If check valves are used on the lines after the distribut- ing valve, the pump may need to be turned on and off to allow the pressure to be released from the valve.) If visual operation of which zone is operating is not possible, watch the clear pipe on each line for indication of which zone is operating. Figure 5: Valve assembly below final discharge point Maintenance Annually check for proper operation by following procedures listed in the Hydrotek Valve booklet and system startup procedures listed above. Troubleshooting 1. PROBLEM: Valve does not change or cycle to next zone or outlet CAUSE: The stem and disk assembly is not rotating when water flow is turned off and then back on. SOLUTION 1: Ensure that there is no debris inside the cam. Clean and carefully reinstall the cam. SOLUTION 2: If fewer than the maximum number of outlets are being used, check the installation of the cam. Ensure that the stem and disk assembly is not being held down by an improperly installed cam. Refer to the cam replacement instructions. NTP -VA -1 Rev. 12, ©11/03 Orenco Systems®, Inc. Page 5 of 6 C W SOLUTION 3: Remove the valve top and check for proper movement of stem and disk assembly. Check for and remove any debris or foreign objects that may jam or retard the movement of the disk. SOLUTION 4: Check for freedom of movement of stem and disk assembly up and down over the center pin in bottom of valve. Scale deposits may build up on the pin and hold stem and disk assembly down. Clean pin and again check for freedom of movement. SOLUTION 5: Be sure that all operating outlets are not capped and that the flow to operating zones is not restricted in any manner. This would cause pressure to build up in the valve and lock the stem and disk assembly in the down position. SOLUTION 6: The backflow of water from uphill lines may be preventing the valve from cycling properly. This can happen when the valve is placed too far below an elevated line. If the valve cannot be placed close to the high point of the system, a check valve should be installed near the valve in the outlet line that runs uphill from the valve and a drain line installed just prior to the valve to relieve the pressure. 2. PROBLEM: Water comes out of all the valve outlets CAUSE: Stem and disk assembly not seating properly on valve outlet. SOLUTION 1: Check for sufficient water flow. A minimum flow rate is required to properly seat the disk as shown in Table 1. SOLUTION 2: Remove the valve top and check the inside walls to ensure that nothing is interfering with the up and down movement of the stem and disk assembly inside the valve. SOLUTION 3: Make sure that the operating outlets are not capped and that the flow to the operat- ing zones are not restricted in any manner. 3. PROBLEM: Valve skips outlets or zones CAUSE: Pumping into an empty transport line — especially downhill — may cause the valve to skip outlets from pockets of air allowing the rubber flap disk to raise during a cycle. SOLUTION 1: Keep the transport line full. SOLUTION 2: If the line must remain empty between cycles, use a larger diameter transport line laid at a constant grade to prevent air pockets from forming. CAUSE: The stem and disk assembly is being advanced past the desired outlet. SOLUTION 1: Ensure that the correct cam for the desired number of zones is installed and that the outlet lines are installed to the correct outlet ports of the valve as indicated by the zone numbers on the top of the cam. Vos Caudill, Pitkin County, CO ADMINISTRATIVE DECISION OF THE COMMUNITY DEVELOPMENT DIRECTOR OF PITKIN COUNTY, COLORADO, GRANTING APPROVAL FOR THE VOORHEES ACTIVITY ENVELOPE AND SITE PLAN REVIEW Administrative Decision No.�-2015 RECITALS Jennifer and Peter Voorhees (hereafter referred to as "Applicant") have applied to the Community Development Director of Pitkin County ("Director") for Activity Envelope and Site Plan approval for construction of single family residence and a detached outbuilding on a vacant lot. 2. The subject Lot is legally described as Block 3, Lot 7, Filing 2 of the BOCC approved Little Elk Creek Subdivision. PID#: 264504201016. The lot is located within the AR -2 zone district. 3. No previous land use decisions apply to the property. The Applicant was issued allotice of Violation for removal of wetland habitat on the subject Lot. The Applicant submitted a detailed wetlands report that. states that the cause of the existence of the wetlands is due to the breach of the Borum White Ditch, which exists on the property, and significant irrigation upslope of the property. 4. The application was referred to the Basalt and Rural Fire Protection District and Little Elk Creek 1-10A. No comments were received. The public notice was mailed on May 18111, 2015 to the property owners within 300' of the subject parcel. No objections were received within 30 days. Public notice was published in the paper on May 2161, 2015. 6. The Director funds that the parcel: (1) is not snapped within any big game ranges; (2) is mapped within a low wildfire hazard arca; and (3) is snapped within a Scenic View Protection Area as viewed from Capitol Creek Road and Hast Sopris Creek Road, designated Scenic Corridors. The Director further finds that general wildlife standards and low wildfire standards will be applied as conditions to mitigate these hazards. The future residence will not obstruct a ridgeline when viewed from this road. The Director further finds that the existence of wetlands on the property is a considered a tnamnade occurrence and are not subject to the mquir(�d sctbark s ;it the Code pursuant to Section 7-20-80. The Notice of Violation issued to the property has been rectified. 8. The Director tLirther finds this request is Consistent with the requirements of the Land Use Code. APPROVED by the Director, subject to the folio ruing conditions: The Applicants shall adhere to all material representations made in the current or prior applications or in public sneetings or hearings and shall consider those representations to be conditions of approval, unless atnended by other conditions. 2. No calculations for h6glst, bulk, setback, size, floor area, or any other building and zoning requirements have been conducted. These requisysnc:,:ts will be considered at the time of building Pone 1 of5 permit. Any structures represented in the application may not be permitted under building and zoning regulations. 3. Prior to submission of any future building permit applications, the Applicant shall be required to submit for approval by the County Attorney and Community Development a Site Plan with an Activity Envelope in accordance with Land Use Code Section 2-30-20(g) and Application Manual Section 2.1.12. The above referenced approvals shall be a condition precedent to finalization and recordation. The Lot is exempt from Growth Management for up to 5,750 square feet of floor area. Development proposed over this floor area will require further County review. No structural development, with the exception of fencing, in excess of 30" shall occur within the setbacks of the loot.' Landscaping in the forth of berms shall not exceed four feet from the most restrictive grade. Any development located within setbacks mandated by County zoning regulations shall require a variance From the 13o:ard of Adjustment. Approval of a landscape envelope within such setbacks does not assure approval of a variance. The future residence shall utilize non -reflective roofing and indigenous earth tone colors for the facade of buildings. 7. All deadfall up to a one hundred (100) foot perimeter shall be removed. 8. No new conifer trees shall be Planted within ten (10) feet of a residence. 9. No flaanrnalle mulches shall be placed within two (2) feet of a residence. 10. The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. B. All roof coverings shall he constructed of a Class A roof and installed on a Class A roof assembly. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following: a. Roof vents shall be screened with corrosive resistant wire mesh, with mesh one-fourth ('/<) inch maximum. 3. Yards shall be kept clear of all litter, slash and flammable debris. 4. All flammable materials shall be stored on a parallel contour a minimum of fifteen (l 5) feet away from any structure. 5. Weeds and grasses within the ten (10) foot perimeter shall be maintained to a height not more than six (6) inches. 6. Firewood/wood piles shall be stacked on a parallel contour a minimum of fifteen (15) feet away from the structure. 7. Swimming pools and ponds shall be accessible by the local fire district. 8. Fences shall be kept clear of brush and debris. 9. Wood fences shall riot connect to other structures. 10. Fuel tanks shall be installed underground with an approved container. 11, Propane tanks shall be buried, if possible, or installed according to NF'PA 58 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any aboveground tank. Any wood enclosure arotuid the tank shall be constructed with materials approved for two (2) hour fire -resistive construction' on the exterior side of the walls. 12. Each structure shall have a minimum of one ten (10) pound ABC fire extinguisher. 13. The Applicant shall comply with all requirements of the Basalt and Rural Protection District Code. 14. Addresses shall be clearly marked with four (4) inch non-combustible letters and shall be visible at the primary point ofacces` from thu public or common access road and installed on a non-combustible post. 10. The Applicant shall comply with the following; general conditions regarding wildlife: A. Manipulation. of vegetation outside of the Activity Envelope is prohibited. B. Mesh or woven wire fences are prohibited outside the Activity Envelope. C. Wood rail fencing shall employ three (3) rails or less, be the round or split rail type, shall not exceed fifty-four (54) inches in height above ground level; and twelve (12) inches in width (top view), and shall have at least eighteen (18) inches between the lower two (2) rails. D. Wire fencing must be three (3) strands or less. The top wire should be a twelve -point - five (12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches. The middle strands (which may be barbed) should be located a minimum twelve (12) inches apart and from the top wire preventing entanglement when mule deer jump over. The bottom strand should be sixteen (16) inches from the ground. E. Tall overly mature trees and standing dead trees (snags) should be retained at the rate of two (2) to five (5) per acre whenever possible as nesting and perching habitat. F. Fruit bearing trees and shrubs are prohibited. This does not include pre-existing native trees and shrubs. G. Access shall be provided to the Colorado Division of Wildlife for trapping, tagging, studying; or otherwise managing wildlife. H. Trash/garbage shall be kept in an approved bear resistant container or enclosure. 1. Bird feeders, including hummingbird feeders, shall be hung away from any deck or window, and be at least ten (10) Feet from the ground suspended between two (2) trees or posts. All seed feeders shall include a seed catchment pan to catch discarded seed. Page 4 of 5 J. Horse grains, pellets, and cookies shall be stored in bear resistant containers. K. Pet food shall not be left outside. L. Dogs arc prohibited during construction. M. All exterior door knobs shal I have round handles. H. No development, including grading, excavation, fill placement, driveway, turnaround, berms, landscaping; vegetation removal or disturbance; entry or ranch gates shall occur outside of the approved building envelope, with the exception of measures to comply with the wildfire mitigation required herein. 12. The access drive shall be built to current County Standards, as described in the Pitkin County Asset Management Plan and submit for an access permit, The driveway layout shall be staked in the field and reviewed and approved by the County Engineer, prior to commencement of construction. 13. Prior to commencement of any earthmoving or other construction activity, the Applicant shall stake the corners of the activity envelope and install construction fencing around the construction site within the perimeter of the building envelope. The fencing shall. remain in place until issuance of a Certificate of Occupancy. 14. All areas disturbed by construction shall be re -vegetated with native shrubs and grasses within one growing season of the project's completion. 15. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County Land Use Code and Colorado Statutes, subiect to the exceptions set forth in Pitkin County land Use Code, § 2-20-170 and C.R.S., § 24-68-105. The statutory vested rights granted herein shall expire on June &LQ__, 2018. 16. Failure to comply with the conditions of this approval may result in revocation of this approval, or any subsequent permit(s) or approval(s) related to this property, or vested rights associated with this property.
