I returned his call today. Charlie sold the house to Shane Harvey in 1998. Shane is evidently threatening a law suit against Charlie because the ISDS failed. Our dept issued a permit for a new ISDS system in 2000, designed by Ed Church. Charlie wanted to know if our dept ever declared the ISDS failed between 1990 and 1998, the time Charlie owned the house. In reviewing the file (parcel ID 2645-043-02-009) 1 can find no written statement by our dept that the system that was in place when Charlie bought it had failed. I did, however, find a statement in a letter from Michael Gamba to Bob Nelson that our office (probably Bob) stated the system had partially failed and a mound type system should be installed to augment the ET bed. Bob may have made a verbal statement to the effect the system had partially failed, but I have no personal knowledge of that claim. I suggested that Charlie call Bob and ask him if he remembers making such a statement. Charlie said Shane has called Bob. According to Charlie, one time Bob remembered the case, the next time Bob did not remember the case. Charlie is going to request Perry Harvey (no relation to Shane) visit our office to copy our files. Perry evidently was involved in sale of the house. The system was designed under our Job No. 12298, dated April 26, 2000. The original OWS consisted of a septic tank and lined ETA bed, which were abandoned. The replacement system includes installation of a 1000 -gallon, two-compartment, precast concrete septic tank with an effluent filter at the outlet followed by a 1250 -gallon two-compartment precast concrete septic tank with a pump. One mounded, pressure distributed drain field with infiltrators and 4 feet of imported sand filter material was installed. The total infiltrative area of the mound is 1085 SF. Seven rows of 10 chambers were placed on the mound. A concrete pad was placed on the septic tanks to prevent floating of the tanks. An as -built drawing is included as Figure 1. The pump and effluent filter were in place at the time of our second site visit. The OWS installer, Sam Gerrod, with Valley Plumbing, may activate pumping system at his discretion. ENGINEERS & GEOLOGISTS April 26, 2000 Shane Harvey 51 Driskell Lane Snowmass, Colorado 81654 Subject: Subsurface investigation and OWS Repair and Upgrade Design, Proposed Harvey Remodel 51 Driskell Lane Lot 8, Block 2, Little Elk Creek Subdivision Pitkin County, Colorado Job No. 12298 Dear Mr. Harvey, As requested, we; have evaluated subsurface conditions at the site and designed an upgrade onsite wastewater system (OWS) for the proposed residence remodel. Our firm investigated subsurface condi- tions on April 19, 2000. SITE CONDITIONS The property is located in a rural residential area in Pitkin County, where OWS are required. The proposed drain field area is relatively flat, and has a cover of native grass with a few scattered trees. The existing OWS was designed for a two-bedroom residence and was installed in 1976. The homeowner has requested a complete OWS repair design due to seasonal surfacing of effluent from the existing drain field. The existing system consists of a 1200 -gallon septic tank and 2695 square feet (SF) of ETA drain field. The residence is served water by the community well, located 250+ feet from proposed OWS. PROPOSED CONSTRUCTION The existing residence will be remodeled to have a total of four bedrooms and within a living area of 2000- 6000 SF. We have sized the OWS based on 4 bedrooms and 800 Gallons Per Day (GPD) using Aspen/ Pitkin Environmental Health Department (APEHD) loading of 100 gallons per day per person. The sewage loading with a peaking factor of 1.75 is 1400 GPD. This loading includes washing machines and a garbage grinder. SUBSURFACE CONDITIONS A subsurface investigation was performed by digging one profile pit 6.5 feet deep and 3 percolation holes, 31 to 44 inches deep, at the locations indicated on Figure 1. Subsurface conditions encountered in the profile pit consisted of 1 foot of topsoil, underlain by sandy, silty, clay to 3.5 feet, underlain by sand with gravel and cobble to the maximum depth explored of 6.5 feet. Ground water was encountered at 3.5 feet. Percolation tests indicate percolation rates of 6 to 27 minutes per inch (MPI). The average percolation rate is 15 MPI. OWS Repair and Upgrade Design �I Job No. 12298 Page 2 RECOMMENDATIONS The installation of a septic tank, a pump, and one mound chamber -type drain field with imported sand filter material is proposed at the locations presented on Figure 1. The OWS design is based on an average sewage load of 800 GPD and a percolation rate of 15 MPI. We recommend the installation of one 1000 -gallon two- compartment, pre -cast concrete septic tank with a pump in a Biotube vault to follow the existing 1200- gallon tank. A diverter valve should be installed to access the existing drain field in the future. One pressure distributed, mounded drain field bed using chambers with 1 feet of imported sand filter material should be installed, as indicated on Figure 1. With the percolation rate of the underlying soil being more rapid than the sand filter material, which results in the calculated basal area being less than the application area, we are proposing a 1:1 horizontal to vertical (H:V) slope of the sand filter material from the application surface. The bed must have 7 rows of 10 chambers with 1.25 -inch PVC laterals suspended from the chambers, as indicated on Figure 2. The laterals should have 1/8 holes drilled on 4 -foot centers facing upward, with every fifth hole facing downward. The pump should be capable of a total flow rate of 43.5 gallons per minute, and a total dynamic head of 22.4 feet. If the owner would like to change the layout of the drain field to accommodate water bodies, landscaping or other issues, our firm must be contacted to confirm the changes. �U Based on subsurface conditions, topographic positioning of the drain field and irrigation ditches, we believe the setback distance to the irrigation ditches can be reduced from 82 feet to 50 feet. The resultant flow from the drain field will be away from the water in the irrigation ditches, and contamination of the ditches by the OWS will be prevented. An eight -foot test pit will be required by the county and by our firm prior to OWS installation to i confirm ground water conditions. The bottom of the bed should be scarified with a pick, shovel, or backhoe bucket teeth prior to the addition of dispersal gravel. The surface of the field should be seeded after installation of the fields. We recommend using a native seed mix available at seed stores. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the fields. OPERATION AND MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must be aware of, and assume responsibility for maintenance of the system. In the absence of a monitoring program, we recommend the septic tank be pumped every two years. Effluent filter and screened vaults, as applicable, are to be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbiodegradable materials into the septic system. Garbage disposal use should be minimized. The backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should be notified to evaluate the effect on the proposed OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the performance of the OWS. The county and our firm must be contacted upon completion of the OWS All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The current system is a septic tank with effluent disposal through an evapotranspiration field. According to your department, the evapotranspiration field has partially failed and a mound type leach field is necessary to augment the effluent disposal. As we discussed with your office on the phone, the sizing of the leach field is to be such that in the event of total failure by the ET field, the leach field will be able to accommodate the entire flow. The calculations for the sizing of the leach field are shown on the enclosed sheet 1 of 2. The new system will use a pump chamber to alternate the flow between the ET field and the mound. This pump chamber is sized so that in the event of pump failure, the chamber will be able to accommodate a full day's sewage flow. In order to alternate the flow between the ET field and the mound a Toro Vision 2 programmable pump controller with a pump starter relay can be used to program the delivery of water to either disposal field. We recommend the pump starter, relay be wired with a manual bypass switch in the event that only the mound disposal field is to be used. When the system is alternating between both fields, the high water alarm switch in the pump chamber, should be raised or deactivated.
