I went to the Wegsten property to look at their re-locatbd
soil profile hole. They had dug two more holes. One had 51/2' of
water standing in it, and the other was completely dry. I issued
a permit.

NARRATIVE:
We spoke to Jim Ruggles concerning the Wegsten property in Little Elk
Creek. It appeared to me that Ruggles was trying to persuade us to
go along with his design of a system in Little Elk Creek, where there
is a high water problem. He is claiming that the engineers don't
want anything to do with it, although it appears he has only talked to
one engineer. We told him that we have to follow the dictates of the
State law, which requires deign by an engineer.

This letter is in response to ;Tour correspondence of April 12
concerning; the installation of an individual sewage disposal system
in Pitkin County, Colorado.
An application for such a permit may be abtained tnroue"'i this
office and arrangements wade for a soil percolation test. !'he size
of the absorption area is based on this test. If this office runs
the percolation test, the permit fee is w.75.00. If a In-egistered
Professional Engineer runs the test, the fee is reduced to -25.00.
If all the conditions meet the rarameters of the re€;Mations,
then a standard septic system may be installed. Otherwise, a system
would have to be designed by a Registered Professional S -Engineer and
the design approved by this office.
