Ft. This OWTS Construction Permit is approved on the condition of compliance with the engineer design as submitted with the application and the specifications cited above. Changes must be approved by this Department and the engineer prior to construction. The tank was found to be in disrepair as part of an OWTS Use Permit inspection. The existing tank will be abandoned in place and a new 1500 gallon two-compartment with an effluent filter on the outlet will be installed and connected to the existing absorption area (ET bed). The existing system was permitted in 1979 (Permit 79046). If feasible, a clean-out should be placed within 5' of the house. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN COUNTY OWTS REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE. Plans and specifications for the proposed OWTS have been reviewed and are considered satisfactory. My only comments were to add a few inches to the inlet T to come within 1" from the underside of the tank, and they were cutting that piece when I was there. Also, the outlet T was very close to not allowing easy access to your effluent filter. They played with the outlet pipe a little and were able to angle it just right so you could barely get that filter out. The effluent filter is there to protect your field from any solids that might migrate out of the tank. The filter will plug up (if solids aren't settling out properly) and you can simply hose it off in the Vt compartment. The filter should be checked yearly, or if you are experiencing any trouble with back-ups. You want to have easy access to the effluent filter to be able to maintain and check it, as it's something very easy for homeowners to do themselves — rather than having to pay a plumber or pumper or replace the field because it's full of solids. That said, please check the filter to be sure you can still pull it out once the outlet pipe is backfilled. I think the slightest angle change could make that filter really difficult to get out, and you don't want something easily corrected now to be an issue next year. Thanks! I wanted to note that your original, engineered system was an aerated treatment unit (tank with a blower) and lined ET bed (uses evaporation only - no absorption) likely because of the high groundwater levels in Little Elk Creek. We are replacing the aerated treatment unit with a standard septic tank which will gravity feed into the existing ET bed. We have found those aerated plants often functioned as regular septic tanks once the blowers stopped working and the owners didn't always know that had occurred. There was a benefit to treatment of the aeration, but the same technology is not readily available and therefore not required with the replacement of the tank. ET beds are no longer permitted (new permits) by the county because of their limitations. Water (effluent) that goes into the field must evaporate over time. Time of year, temperature, precipitation, and water use inside the home all will influence how the field will work long term. Without the aeration process, you won't have the benefit of that additional treatment before it goes into your lined ET bed. I want to point this out because there will be a time when this system, installed in 1979, will no longer have the ability to accept the water. Fortunately, your system was able to "rest" during the time the house was unoccupied. Keep an eye on your observation ports. Seeing liquid is an indicator that the bed is not keeping up (not evaporating quickly enough). When the bed can no longer accept liquid, it will fill up and either surface or back up into the house. Knowing what to watch for may help you understand how your system is functioning and when it may need to be replaced BEFORE you experience surfacing and/or backups. It could be many years before that happens, but it's best to understand what you should be looking for.
