This permit is for a septic system to serve both the residence and barn with caretaker unit. a 1250 gallon, 2 compartment septic tank will be used. Effluent filters in the outlet T of each tank are required. These tanks will both flow into a concrete distribution box that must be level and accessible from grade. The D -box will equally distribute effluent to each of the 5 gravelless chamber trenches, each with 25 "Quick 4" Infiltrator units. Trenches must be at least 6 feet of undisturbed soil between them and trenches will be a minimum of 2 feet and deep and maximum of 3.5 feet. Observation ports will be installed at the end of each trench. The existing ditch along the edge of the new field area must be either abandoned or moved prior to completion of the system so it meet the minimum set back distance of 50 feet. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. A 1000 -gallon Roth® poly tank with an effluent filter on the outlet tee was installed. Effluent lines out of the building were routed to this tank; however, no cleanouts were installed. The line has been tied into effluent line exiting the barn which is already connected to the existing absorption area which was installed in August 2012 (OWTS Construction Permit 0013.powt). This cabin will be demolished and a new, 2 -bedroom "Shack" will be constructed in August/September 2013. This tank may be relocated closer to the "Shack", at which time Pitkin County Environmental Health and ALL SERVICE septic, LLC should be notified. The first tank that was installed was found to be cracked and was replaced. The installation included a 1250 -gallon, two-compartment Copeland concrete septic tank with an effluent filter. A distribution box, accessible from grade, distributes effluent to five gravelless chamber trenches. Each trench consists of 20 -ARC 36 chambers, for a total of 100 chambers, or 1234 SF of infiltrative area. The OWTS was generally installed according to specifications. The ditch, within 50' of any point of the ditch, will be filled in and completely abandoned. We will assure that there is no route that water can travel toward or within 50' of the absorption area with the abandonment. The property is located outside of Aspen, in an area where OWTS and wells are necessary. The subsurface investigation was prepared by our firm and is presented under separate cover. SITE CONDITIONS Several structures exist on the subject property. Construction is planned with proposed construction to include a 2 bedroom residence and barn structure having 2 bedrooms and 4 horse stalls. Any current septic components will be abandoned. The proposed drain field area slopes gently to the west southwest, and vegetation consists of a moderate cover of grasses with sparse trees. The property is served by a well located 100+ feet from the proposed drain field. SUBSURFACE The subsurface was investigated by drilling one profile hole and three percolation holes, at the locations indicated on the soils and percolation report. The materials in the profile hole consisted of 1 foot of Jisandy clay root zone, underlain by sandy clay to 8 feet, the maximum depth explored. Groundwater or bedrock was not encountered. Percolation rates ranged from 40 minutes per inch (MPI) to 27 MPI, with an average rate of 36 MPI. DESIGN SPECIFICATIONS The OWTS design is based on a total of 4 -bedrooms, and 4 horse stalls, and an average sewage load of 700 GPD. The installation must include two 1250 -gallon two-compartment septic tanks, with the addition of an effluent filter, for each structure, to be followed by a trench gravelless chamber drain field. The drain field must have 5 trenches and 125 total `Quick -4' Infiltratorrm chambers, equaling 1235 SF of infiltrative area. A concrete distribution box with a baffle must be installed. The box must be brought to grade. Onsite Wastewater Systems Page 2 Construction must be according to the Pitkin County Environmental Health and Natural Resources Department OWTS regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health and Natural Resources Department, and this design. OPERATION INFORMATION AND MAINTENANCE The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. No heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years and clean the effluent filter as needed. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES NO staging of materials, or heavy machinery over the drain field area prior to construction. Excavation equipment must not drive in excavation of drain field during construction due to the potential to compact soil. If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC, and the county must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of chambers and distribution pipes. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. This adjudication date indicates that the ditch runs consistently throughout the irrigation season in all but the very driest of years. The state's diversion records confirm that the ditch receives on average 2.71 cfs of water from May through October. Pond Water: The Barry-Wehmiller Group does not own water rights for a pond on this property. The lab results indicate the water sampled complies with all EPA requirements, and there were no occurrences of any analyte concentrations exceeding any EPA maximum contaminant level. Therefore, the quality of water from the well meets or exceeds the EPA's standard test for drink -ability. A copy of the lab's water quality testing results is attached for your review and your client's use. With that being said, I need to provide you with an advisement regarding the trace amount of uranium detected in the water sample (0.0033 mg/L). Although the amount detected is only a trace, and uranium is a naturally occurring element, we alert our client whenever any radionuclide is detected as the existence of uranium may also indicate the existence of radon gas, and or radium 226 and 228 in the water, all of which axe naturally occurring and for which maximum contaminant levels have been set by the EPA. The amount of uranium. found in this water is far below the EPA maximtun contaminant level of 0.03 mg/L. This customary advisement is not meant to cause alarm, nor to direct any further action, because the existence of trace elements of uranium are common to many ground water sources, and the removal of uranium or other radionuclides can be accomplished fairly simply through a point -of use reverse osmosis system, or lime softening, ion exchange or coagulation/filtration treatment options for all uses. We issue the advisement to ensure the client is aware that this trace element exists and if concerns are valid due to other health reasons, steps can be taken to further treat the water. At the time the water quality samples were collected, the well was pumped to determine its potential yield. The volume produced was 27 gallons per minute, static pressure was measured at 49 psi, and temperature was 53 degrees Fahrenheit. A nephelometer was used to determine turbidity, and registered less than 0.2 NTU, well less than the maximum acceptable turbidity of 1 NTU. There was no indication of any fault or concern with the pump's operation, which appeared smooth and normal. Finally, although I was not asked to consult on this condition, there is a small but controllable outbreak of noxious weeds that has occurred in several locations on and immediately adjacent to the property. This consists primarily of Canada thistle and plmneless thistle. These are both listed noxious weeds on the County's inventory list and must be controlled by the landowner. I spoke with Joanne Davis about the small communities and she said she was looking into some method for spraying. I made a recommendation to her that due to the limited areas and number of plants that the herbicide Milestone would be best applied by a back pack sprayer. If we can provide any additional assistance on this issue or if the County requires a weed survey to be completed during any future site planning process, we would be pleased to identify and map the weed locations and develop a management plan. The BOCC heard this application at regularly scheduled meetings on August 10, 2011, September 7, 2011, October 26, 2011, and December 7, 2011, at which time evidence and testimony were presented with respect to the application. 6. On October 26, 2011 the Applicant modified the application request, proposing that the existing two bedroom primary residence be deed restricted as a Category 3 "EDU", that the existing unit in the barn be deed restricted as a CDU, and that an employee housing "impact fee" for one employee be paid as mitigation for the one additional required bedroom of employee housing. These restrictions would not preclude future application for a free market single family home on the parcel, but their floor area would be included in the ultimate floor area permitted on the parcel. Provide proof of an adequate and legal water supply (in terms of quantity and availability) for domestic and fire protection purposes for all units, and for irrigation purposes, as applicable, to the Environmental Health Department, as such factors relate to an adequate and sustainable water supply. B. Obtain necessary on-site wastewater disposal system permit (s) from the Environmental Health Department. C. Obtain a fireplace/woodstove permit from the Community Development Department, if necessary. D. Submit a site specific, detailed drainage and erosion control plan prepared by a qualified engineer or geologist for review and approval by the Planning Engineer. The plan shall address the drainage in the area where the existing dwelling units are located. All historical drainage patterns shall be maintained. E. If the project disturbs more than one acre, a State Stormwater Permit shall be obtained prior to permit issuance. F. Pay the applicable road and employee housing impact fees. G. Submit a detailed construction management plan which addresses all phases of construction for review and approval by the Planning Engineer. H. Apply for and obtain a variance from any and all setback requirements, if required. 1. Submit a detailed re -vegetation plan for review and approval by the Community Development Department. The plan shall include at minimum: 1) A tree mitigation plan for the removal of all trees six (6) inches or larger in diameter at breast height (DBH). 2) A management plan for noxious weeds on the parcel by means of an Integrated Weed Management strategy according to the current Pitkin County Weed Management Plan. Submit for and obtain an approved Access Permit for the driveway, which shall be built to current County standards, as described in the Pitkin County Asset Management Plan and approved by Planning /Zoning. No new structural development in excess of thirty (30) inches above or below natural grade shall occur within the setbacks of the lot, with the exception of driveways and associated retaining walls of up to six (6) feet above or below natural grade and fencing. Landscaping in the form of berms shall not exceed four (4) feet from the most restrictive grade. Any development located within setbacks mandated by County zoning regulations that does not comply with these restrictions shall require a variance from the Board of Adjustment. Approval of an activity envelope within such setbacks does not assure approval of a variance. 7. The Applicant shall comply with the following standards, to mitigate for Development on the parcel which is mapped overall as a Low to Moderate Wildfire Hazard Area: A. Defensible Space: The area around all buildings/structures, limited by property boundaries that may limit a property owner's ability to comply with this section, shall incorporate landscaping with wildfire defensible space considerations as follows (note: actual vegetation manipulation to meet these conditions may not be necessary where the natural vegetation patterns have already fulfilled these conditions): 1) Brush, debris and non -ornamental vegetation shall be removed within a minimum ten (10) foot perimeter around all structures. 2) Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels at a minimum of a thirty (30) foot perimeter around a structure built on flat ground. 3) Spacing between clumps of brush and vegetation up to the thirty (30) foot perimeter shall be a minimum of two (2) times the height of the fuel. Maximum diameter of the clumps shall be equal to the height of the fuel. All measurements shall be from the edges of the crowns of the fuel. 4) All branches from trees and brush within the thirty (30) foot perimeter shall be pruned to a height of ten (10) feet above the ground with removal of ladder fuels from around trees and brush. 5) Tree crown separation within the thirty (30) foot perimeters shall have a minimum of ten (10) feet between the edges of the crowns, except for mature stands of aspen trees where ladder fuels have been removed. In areas of aspen regeneration, understory shrubs and down and dead materials shall be removed. 6) All branches that extend over the roof eaves shall be trimmed and all branches within fifteen (15) feet of chimneys shall be removed. 7) All deadfall up to a one -hundred (100) foot perimeter shall be removed. 8) No new conifer trees shall be planted within ten (10) feet of a residence. 9) No flammable mulches shall be placed within two (2) feet of a residence. 10) The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. B. Access: 1 Access roads and driveways shall be built to County standards; however, these standards may be increased to mitigate wildfire hazards based on comments provided by the Colorado State Forest Service, the Sheriff's Department, local fire protection districts and/or a person approved by the County as an expert in wildfire area designation and Administrative Decision NoC�L6 -2012 Page 3 s-� mitigation. Where feasible, looped routes of access/egress to a public road shall be incorporated in the design of a proposed development. Looped routes of access/egress is defined as two (2) or more dedicated access roads to the main artery/highway for widely separated ingress/egress; looped drives with one (1) entrance point or divided single entrances do not satisfy this condition. Where this is not feasible, the Community Development Department may approve vehicular turnaround areas a maximum of seven hundred fifty (750) feet apart installed between the road intersection and its terminus. 2) Turnaround areas shall be the same standards as cul-de-sac turnaround pads; these may be incorporated into the proposed driveway entries. 3) New dead-end streets shall not be permitted, except for cul-de-sacs and other turnarounds accepted by the applicable local fire department. 4) Cul-de-sac turnaround pads shall have a minimum thirty (30) foot drivable surface inside turning radius or a hammerhead or other T -area acceptable to the applicable local fire district. 5) New driveways and access roads shall enter the roadway at a ninety -degree (90°) angle for the first twenty-five feet of the driveway. 6) Fuel breaks as recommended by a wildfire expert approved by the County may be incorporated into the design of access roads or driveways. C. Water Supply for Fire Safety: 1) When access to a public or private pressurized water system is not available or if it is necessary to augment fire protection water systems, private ponds may be used if approved by the County Community Development and the local fire district. 2) Any fire department recommendation for individual structure for water supply and storage shall be accessible to fire department vehicles from the exterior of the structure through a fire department approved mechanism (such as a fire hydrant). The- amount of storage capacity shall be determined by the fire protection district with a minimum of one thousand (1,000) gallon storage capacity per structure. 3) All structures greater than five thousand (5,000) square feet in size shall be required to install in-house sprinkler systems that meet the standards of the local fire protection district and the IBC. At building permit submittal, the local fire department may require smaller structures to be sprinkled due to hazard considerations, emergency access difficulties and lack of proximity to fire protection services. D. Roofing Materials, Roofing Vents and Projections At and Below Roof Line: 1) Roofing Materials: (a) Class A covering or Class A assembly as defined by the currently adopted Building Code. (b) No wood shakes or shingles. 2) Roof Venting: (a) Soffit venting shall be located in the outer 1/3`d portion of the overhang. Administrative Decision No�-2012 Page 4 C C (b) Attic, soffit and other roof venting shall be of non -corrosive metal mesh with maximum '/4" openings. 3) Projections at the Roofline, including Soffits, Rafters, Porch or Deck Roofs, Fascias, or Other: (a) Sheath with non-combustible materials, or (b) Combustible material underlain with 5/8" Type X gypboard or equal, or (c) Minimum 4x6 rafters with 2x T&G decking. 4) Decks, Decking, Cantilevered Floors, or Other Projections below the Roofline: (a) Minimum 6x6 posts, 6x10 beams, 3x8 joists, 3x decking, and 2x railing, or equivalent log construction. E. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following: 1) All roof coverings shall be constructed of non-combustible materials and installed on a Class A roof assembly. 2) All roof coverings shall have a surface that shall facilitate the natural process of clearing roof debris. 3) Protrusions above the roofline, such as parapets, shall be prohibited. 4) Roofs shall be installed as required by the adopted Building Code and shall have a minimum pitch of 1:48. 5) All roof designs, coverings, or equivalent assemblies shall be specifically approved by the Fire Marshal prior to submittal of a building permit application. F. Maintenance and Miscellaneous Requirements 1) Roofs and gutters shall be kept clear of debris. 2) Any outbuilding shall adhere to the same wildfire requirements. 3) Yards shall be kept clear of all litter, slash and flammable debris. 4) All flammable materials shall be stored indoors or on a parallel contour a minimum of fifteen (15) feet away from any structure. 5) Weeds and grasses within the ten (10) foot perimeter shall be maintained to a height not more than six (6) inches. 6) Firewood/wood piles shall be kept indoors or stacked on a parallel contour a minimum of fifteen (15) feet away from the structure. 7) Swimming pools and ponds shall be accessible by the local fire district. 8) Fences shall be kept clear of brush and debris. 9) Wood fences shall not connect to other structures. 10) Fuel tanks shall be installed underground with an approved container. Administrative Decision No.�-2012 Page 5 11) Propane tanks shall be buried, if possible, or installed according to NFPA 58 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any aboveground tank. Any wood enclosure around the tank shall be constructed with materials approved for two (2) hour fire -resistive construction on the exterior side of the walls. 12) Each structure shall have a minimum of one ten (10) pound ABC fire extinguisher. 13) Addresses shall be clearly marked with two (2) inch non-combustible letters and shall be visible at the primary point of access from the public or common access road and installed on a non-combustible post. 14) All utilities shall be extended underground. 15) Additional recommendations from the Colorado State Forest Service, the Pitkin County Sheriff's Office, the local fire protection district and/or a person certified by the Community Development Department as an expert in designation of wildfire areas and wildfire mitigation may be incorporated into any conditions of approval as necessary to mitigate wildfire hazards. The Applicant shall comply with the applicable codes and requirements of the Basalt Fire Protection District, including but not limited to access with a minimum width of sixteen (16) feet, with an all- weather surface capable of handling the imposed loads of a 60,000 pound fire apparatus, turning around of fire apparatus, installation of an approved fire sprinkler system and alarm system (if the structure exceeds 5,000 square feet) and provision of water supply for fire fighting. The water supply shall be a minimum of 20,000 gallons of year round reliable supply that will serve both the fire suppression system and dry hydrant assembly such that a fire department pumper truck can access it. 9. The Applicant shall comply with the following standard measures to mitigate impacts to wildlife: A. When existing native vegetation must be altered within the Activity Envelope, the Applicants may be required to prepare a habitat mitigation plan acceptable to the County. Such mitigation plan may substitute (in a nearby area on the subject property) vegetation equal in type and quantity to that being removed to mitigate effects on wildlife species. Should there be no opportunity on the property for habitat mitigation or restoration, off-site mitigation benefiting the same species may be required, or financial mitigation may be paid into a County habitat mitigation fund should such a fund be established in the future. B. Non- agricultural manipulation of vegetation outside of the Activity Envelope is prohibited. Native vegetation shall be preserved outside the approved Activity Envelope. C. Mesh or woven wire fences are prohibited outside the Activity Envelope. D. Wood rail fencing shall employ three (3) rails or less, be the round or split rail type, shall not exceed fifty-four (54) inches in height above ground level, and twelve (12) inches in width (top view), and shall have at least eighteen (18) inches between the lower two (2) rails. E. Wire fencing must be three (3) strands or less. The top wire should be a twelve -point -five (12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches. The middle strands (which may be barbed) should be located a minimum twelve (12) inches apart and from the top wire preventing entanglement when mule deer jump over. The bottom strand should be sixteen (16) inches from the ground. Administrative Decision NoC-2012 Page 6 F. F. Tall overly mature trees and standing dead trees (snags) shall be retained at the rate of two (2) to five (5) per acre whenever possible as nesting and perching habitat. G. In areas of high black bear activity, fruit bearing trees and shrubs shall be prohibited within the activity envelope. This does not include pre-existing native trees and shrubs. H. Development shall be clustered to the maximum extent possible to minimize impact on wildlife. I. Access shall be provided to the Colorado Division of Wildlife for trapping, tagging, studying, or otherwise managing wildlife. J. Trash/garbage shall be kept in an approved bear resistant container or enclosure. These containers shall be accessible to and used at all times by contractors on site. K. Horse grains, pellets, and cookies shall be stored indoors and or/in bear resistant containers. L. All outside doors shall utilize only solid round handled doorknobs unless another type is required by the applicable Building Code for disabled accessibility purposes. M.
