Changes must be approved by this Department and the engineer prior to construction. This permit is to replace the existing, non-compliant septic system. Permit #0055.2015.POWT to replace the tank only is void. The existing tank shall be abandoned properly and evidence of proper abandonment will be required for final approval of this permit. Sewage will flow via gravity to a new 1250 -gallon, two-compartment septic tank with a pump installed in the second compartment. Effluent will be pressure dosed to an automatic distribution valve and then to a 3 -trench soil treatment area (STA). Each trench will have 12 quick -4 chambers for a total of 36 chambers and 1.5 inch laterals will be suspended along the underside of the chambers in each trench. The tank shall be a minimum of 50 feet to the pond or no closer than the existing septic tank if 50 feet cannot be met, 50 feet to the well, and 5 feet to the residence. The STA shall be a minimum of 100 feet to the well. Due to the system being repaired and there is not adequate space to meet the 100 foot setback to surface water, the STA shall be a minimum of 50 feet to the pond/river and higher level treatment shall not be required. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48-hour notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. The property is located outside of Aspen, in an area where OWTSs and wells are necessary. The legal description of the 156.7 -acre property is Unplatted Tract 2, Wheatley Tracts. SITE CONDITIONS A 3 -bedroom, single-family residence presently exists and is utilizing a single -compartment septic tank and soil treatment area (STA) that does not meet minimum setbacks to the pond and river located south of the residence. The septic tank will be replaced in the same approximate location as the existing septic tank. The proposed soil treatment area (STA) will be located to the northeast of the residence, immediately to the south of Lower River Road. The proposed STA is covered with native grasses and vegetation and slopes approximately 10% to the southwest toward the Roaring Fork River. The residence is currently served by a private well which is located greater than 50 -feet from the proposed septic tank and greater than 100 -feet from the proposed STA. Proposed STA Pond located south of the proposed STA W SUBSURFACE Page 2 The subsurface was investigated on March 28, 2016 by digging two soil profile test pit excavations (Test Pits). A mini -excavator was used to excavate the Test Pits. Visual and tactile soil analysis was completed by Carla Ostberg at the time of excavation.' The materials encountered in Test Pit #1 consisted of 6 -inches of topsoil, underlain by reddish brown, moist sandy loam (with very dark brown mottles at approximately 3 -feet) to a maximum depth explored of 8 -feet, with some angular rock throughout the Test Pit. No bedrock or groundwater was encountered. The materials encountered in Test Pit #2 were consistent with those encountered in Test Pit #1. Mottles were not observed in Test Pit #2. The Test Pit was excavated to a maximum depth of 8.0 -feet. No bedrock or groundwater was encountered. A soil sample was taken from Test Pit #1 at approximately 2 to 3 -feet below grade. The sample formed a ball and a ribbon less than 1 -inch in length before breaking. The texture of the soil was gritty. The soil had blocky to single grain structure shape, strong structure grade, and friable consistence. Sizing of the STA will be based on Sandy Loam, Soil Type 2. A long term acceptance rate (LTAR) of 0.6 gallons per square foot will be used to design the OWTS, in accordance with Pitkin County OWTS Regulation, Table 6.28-7. C C Page 3 Test Pit #1 Backfill Test Pit to 8 -feet Test Pit 42 Test Pit #1 DESIGN SPECIFICATIONS The OWTS design is based on 3 -bedrooms. A design flow of 450 GPD will be used. Design Calculations: 3 bedrooms x 75 gallons/person/day x 2 people/bedroom = 450 gallons/day Septic Tank Capacity = 450 gallons/day x 48 hour retention time = 1000 gallons minimum + pump capacity STA Calculations = 450 gallons/day / 0.60 SF/gallon (Sandy Loam Soil Type 2) = 750 SF Pressure Dosed Chamber Trenches = 750 SF x 0.8 x 0.7 = 420 SF 420 SF / 12 SF/chamber = minimum 35 'Quick 4' Infiltrator® chambers M Page 4 The existing septic tank must be pumped and removed or sides and top of the tank collapsed, and the void filled with soil or other fill material. The existing STA must also be located and properly abandoned. The cast iron line from the house to the tank should be replaced with 4 -inch diameter SDR -35 pipe and a double -sweep clean out installed. There must be a minimum 2% fall from the house to the tank. Every effort should be made to maintain a minimum 50 -foot setback from the new septic tank to the pond. If this setback cannot be achieved, this office and Pitkin County Environmental Health Department must be contacted. The installation of the new OWTS must include a 1250 -gallon, two-compartment septic tank with an Orenco® ProPak Pump package and PF3005 pump in the second compartment. Floats must be set to dose approximately 100 gallons per pump cycle (approximately 25 gallons will drain back into the septic tank after each pump cycle). The control panel for the pumping system must be located within line of sight of the septic tank. Effluent will be pressure dosed through a 1.5 -inch diameter pump line from the septic tank to a model 6403 automatic distributing valve (ADV), which must be insulated and accessible from grade. The pump line must have a minimum 1 % grade for proper drain back into the septic tank. The STA will consist of three trenches, each with 12 `Quick 4' Infiltrator® chambers, for a total of 36 chambers and 432 square feet of infiltrative area. Effluent will be pressure dosed to 1.5 -inch diameter laterals, which must be suspended with zip ties from the underside of the chambers. Laterals will have 5/32 -inch diameter orifices facing up, with the exception of the first and last orifices facing down for drainage. The holes must be placed 2 -feet on center. Each lateral must end in a 90 degree ell facing up with a ball valve for flushing. Valves may be placed in a valve box, accessible from grade. Inspection ports must be placed at the beginning and end of each trench. Ports may be cut to grade and covered with a valve box for access. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the STA. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo -fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. r Page 5 If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3 -inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. Dart 1248 Hawk Ridge Road Lafayette, CO 80026 Onsite Wastewater Treatment System (OWTS) Installation Observations 946 Lower River Road Pitkin County, Colorado OWTS Construction Permit 0002.2016.POW2 Peter, Project No. C1199 ALL SERVICE septic, LLC observed the installation of the onsite wastewater treatment system (OWTS) on May 17 and July 29, 2016 for the subject property. Troy Trulove with Native Excavation installed the system. The existing septic tank was collapsed and the void filled with soil. Some parts of the tank that remained intact were removed. The existing line leading to the STA was found to be in poor condition and deteriorated. The existing STA was also abandoned in place. The cast iron line from the house to the tank was replaced with 4 -inch diameter Schedule 40 pipe and a double -sweep clean out installed. A new 1250 -gallon, two-compartment septic tank with an Orenco® ProPak Pump package and PF3005 pump were installed in the second compartment. There is a filter in the second compartment of the septic tank which must be cleaned annually, or as needed. Floats were set to dose approximately 100 gallons per pump cycle (approximately 25 gallons will drain back into the septic tank after each pump cycle). The control panel for the pumping system was located within line of sight of the septic tank. Valley Precast personnel performed start up on the pumping system. The new septic tank was placed in the same approximate location as the existing tank. Minimum setbacks to the both the pond and the well are not met; however, the existing septic tank also encroached on the setbacks and every effort was made to place the new septic tank in a location the maintained the farthest setback possible. See the enclosed record drawing. Effluent is pressure dosed through a 1.5 -inch diameter pump line from the septic tank to a model 6403 automatic distributing valve (ADV), which was installed at the high point of the system and is accessible from grade. The soil treatment area (STA) consists of three trenches, each with 12 `Quick 4' Infiltrator® chambers, for a total of 36 chambers and 432 square feet of infiltrative area. Effluent is pressure dosed to 1.5 -inch diameter laterals, which are suspended with zip ties from the underside of the chambers. Laterals have 5/32 -inch diameter orifices facing up, with the exception of the first and last orifices facing down for drainage. The holes are placed 2 -feet on center. Each lateral ends in a 90 degree ell facing up with a ball valve for flushing. Valves are placed in a valve box, accessible from grade. Inspection ports were installed at the beginning and end of each trench. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working.
