Water is supplied to the Redstone Castle from the Redstone Water and Sanitation District via a four (4) inch main. Adequate pressure and flow is supplied. The water consistently meets Colorado Department of Health standards for the quality of water supplied to the public. The individual sewage disposal system on the grounds is antiquated and in need of some major improvements to accomodate the proposed uses. Since discussing the situation with Mr. Doremus, we have completed further investigations on the system including an inspection on July 15, 1982. Some of the information in the submittal report we have found to be inaccurate, although we in this department were the source for most of the facts on sewage treatment and collection. To the best of our knowledge, the following is a recapitulation of the individual sewage disposal system components and the changes that will be necessary to enable the sewage system to comply with applicable code requirements: 1. The brick and stone septic tank volume is smaller than expected as the water is only about three feet deep. With a tank 9 feet 6 inches in length and'3 foot from side to side this calculates to only 640 gallons of effective capacity. An additional capacity is required to obtain a thirty (30) hour detention time, and it recommended that this be accomplished by installing another tank between the house and the existing system. The effective volume of this tank is recommended to be between 1875 and 2000 gallons. 2. The sewer line is six (6) inch vitrified 8 -inch cast iron. The bell siphon discharge is inoperative the bells consist of coffee cans on vertical pipes and the water seeps out to the absorption area. They should be replaced with suitable outlet siphons to dose the absorption field periodically. The old tank could then be used for a holding chamber between the tank and the field. 4. It appears that some of the roof drains may discharge to this system, and if future dye tests prove this to be the case, changes would be required. 5. Inlet and outlet strucutres of the septic tank lack approved baffles. 6. The lids and manhole risers are deteriorated, and surface runoff or storm water can leak in. The manhole risers should be repaired and the lid replaced. 7. The leaching area is of undertermined size and construction. It should probably be expanded to accomodate the increase in flows. To develop this activity, the application also requests renovation of the historically significant mansion and other estate improvements.
