SUMMARY: The applicant is requesting approval for tours of the Redstone Castle from
January 1, 2011 through December 31, 2011.
DISCUSSION: The Pitkin County Environmental Health Department has reviewed the details
of the Redstone Castle Tour Application under the authority of the Pitkin County OWTS
Regulation and has the following comments.
Progress on approvals and construction for wastewater treatment facilities to serve the
Redstone Castle are continuing. To date, approval for the Site Location Application has been
granted by the state. Due to a delay in that process, a revised plan and timeline has been
presented in a letter submitted by Sopris Engineering dated December 10, 2010. Sopris
Engineering will be proceeding with the submittal of a design for a State -permitted onsite
wastewater treatment system with design flows of approximately 7100 gallons per day to serve
the current and future development of the Castle facilities and operations.
Highlighted below are revised benchmarks that are to be accomplished during this application
timeframe (prior to December 31, 2011).
• Prior to December 31, 2010, submit completed Design Review Application to State;
• Prior to February 28, 2011, obtain verbal approval of Design Review Application from
District Engineer and begin discussions, as needed, with Pitkin County for existing and
potential expanded usage of the facility;
• Prior to May 30, 2011, obtain written approval of Design Review Application from State;
• Prior to October 30, 2011, obtain any necessary permits from Pitkin County in
preparation for construction and begin construction;
With the assumption that these steps are accomplished under the anticipated timeline,
commencement of work is anticipated by October 30, 2011.
This department recommends approval of the Special Event Application with the following
conditions:
• Tours of no more than 80 people per day;
• No food or beverage shall be provided;
• There shall be no overnight lodging of guests;

above referenced "benchmarks" on both May 30, 2011 and October 30, 2011; and
Submission to this department of any revisions to the timeline and implementation of the

Dear Carla:
Pursuant to our agreed limited operations protocol, this revised master plan status report presents a summary of our
current status, continuing permit process and a revised time line to satisfy the permanent solution to handle sewage
at the above referenced Site. The site Application has been approved by the State and we have been cleared to
submit the design review application along with the Discharge permit application. The Site Approval Application
was submitted on May 5, 2010. A request for additional information was received and a response was sent on June
23, 2010 and July 2, 2010 respectively. The final approval letter for the site application was received on August 21,
2010. Continued work on the Design Review plans has been performed, however due to the later than expected Site
Location approval notice, our early fall work load and time availability the design review application submittal has
been delayed. We anticipate submitting the package prior to the first of the year.
The plan to be submitted for the final design review is the same as that approved in the Site Application with
additional treatment system and infrastructure design and details. The Design criteria remains the same with
anticipated design flows of approximately 7100 gpd to serve the current and future development of the Castle
Facilities and operations. Additional specification and construction notes will be included. A Pitkin County OWTS
Permit will be applied for with application reviews running concurrently. The Design Review package report, plans,
details, construction drawings and appendices along with a accompanying Pikin County OWTS application will be
submitted to satisfy the County Design review requirements. Pitkin County OWTS permit approval will be
contingent on State approval.
In order to continue the process of implementing this chosen long term onsite solution we have created the following
revised draft timeline schedule.
The following items have been performed to date.
Items performed:
Submit application for Category 40 preliminary effluent limitations for individual permits
Received PEL's and applicable onsite treatment processes.
Cost analysis of Onsite versus consolidation.
Submittal of pre site application and design review submittal package to District Engineer
Submittal of formal request for State Site Application permit fee invoice.
Begin assembly of Site Application documents and exhibits.
Submit Site Application review package to State

The Redstone Castle is seeking permission from Pitkin County to continue
guided tours 4 days a week in the summer and 2 days a week in the winter into the
year of 2011. The tour access will continue to be 30 minutes prior to the start time
of the tour with the access closed following the tour.

DISCUSSION: The Pitkin County Environmental Health Department has reviewed the details
of the Redstone Castle Tour Application under the authority of the Pitkin County OWTS
Regulation and has the following comments.
After pursuing the feasibility of consolidating with Redstone Water and Sanitation District, it has
been determined that it will be cost prohibitive. The plan and timeline has been updated in a
letter submitted by Sopris Engineering dated April 14, 2010 proceeding with the submittal of a
design for a State -permitted onsite wastewater treatment system with design flows of
approximately 7100 gallons per day to serve the current and future development of the Castle
facilities and operations.
Highlighted below are benchmarks that are to be accomplished during this application
timeframe (prior to December 31, 2010).
• Prior to April 23, 2010, send completed Site Application to State;
• Prior to May 30, 2010, obtain verbal approval of Site Application from District Engineer
and submit application for Surface Water Discharge Permit;
• Prior to June 30, 2010, obtain written approval of Site Application and formally submit
Design Review Application to District Engineer;
• Prior to August 1, 2010, obtain verbal approval of Design Review Application from District
Engineer and begin discussions with Pitkin County for expanded usage of facilities; and
• Prior to September 30, 2010, obtain written approval of Design Review Application and
continue discussions with Pitkin County regarding placement of onsite wastewater
treatment facilities and future usage at Castle.
With the assumption that these steps are accomplished under the anticipated timeline,
commencement of work is anticipated by June 30, 2011.

Please excuse the delay we are working to acheive the chosen alternative to implement the
permitting and installation of a on site system. We have had delays due to communication,
discussions with interest parties, responses and the complexity of the various alternatives
cost and feasibility analysis. Attached is a status report and revised timeline. We believe
this information should allow for the continued Special Use Permit. We will forward the

I thought we'd be receiving a timeline that I could comment on. I did receive on the email
from Paul, which was very informative - but I would like to see the more formal documentation
requested below (and I have attached the entire referral document as well). Paul did
indicate in his email that he would be drafting something - my worry was that I would not
receive it in time to submit my comments to Cari Anne by Friday. I hope this helps clarify
what we're looking for. Thank you.
* Submission of documentation to this department detailing the accomplishment of the
above referenced "benchmarks" no later than March 31, 2010.
* Submission of a detailed, realistic timeline and implementation plan to this
department for upgrades to the wastewater treatment system as a continuation to previous work
and research no later than March 31, 2010.
* The continued plan must include details for implementation of the upgrade,
including necessary permit approvals;
* Evidence of secured arrangements with any agency required to accomplish the
upgrade, such as RWSD; and
* A realistic timeline for implementation.

Transportation/Traffic Plan: After purchasing tickets on Redstone Boulevard,
tour guests drive their own vehicles to the Castle (see Castle Parking map attached).
Occasionally people walk or ride bikes. Tour might average 2 tour buses a year,
more likely to have Senior vans.
Vehicles drive 1 mile from the lower parking lot of the Redstone Inn on a gravel

road (10 minute drive).
Signage along the road encourages 15 mph speed limit.
Vehicles are allowed to arrive up to 30 minutes prior to the tour and they depart in
intervals following the tour.
