DISCUSSION: The Pitkin County Environmental Health Department has reviewed the details of the Redstone Castle Tour Application under the authority of the Pitkin County OWTS Regulation and has the following comments. Sopris Engineering has proceeded with the submittal of a design for a State -permitted onsite wastewater treatment system with design flows of approximately 7100 gallons per day to serve the current and future development of the Castle facilities and operations. Progress on approvals for the wastewater treatment facilities have progressed, but are currently at a standstill. To date, the Redstone Castle has accomplished the following benchmarks: • Design Review Application was submitted and approved by the State; • Discharge permit was received from the State; • A pre -application conference was held with the Pitkin County Planning Department. The Redstone Water and Sanitation District expressed strong opposition to the construction of an in -District onsite wastewater treatment system for the Redstone Castle and Carriage House in a letter dated June 8, 2011. Subsequent to this letter, Redstone Castle representatives have attempted to meet with a quorum of the Redstone Water and Sanitation Board, but that effort has been unsuccessful. Given this recent obstacle; this department is requesting the following: • Redstone Castle representatives meet with the Redstone Water and Sanitation Board to determine future direction of wastewater treatment alternatives for the Redstone Castle; • Continue working with Pitkin County Planning Department to obtain any necessary land use approvals and/or building permits for future construction work; • Submit documentation to this department, on or before May 1, 2012 and October 1, 2012, outlining direction and progress of planning and construction of the wastewater treatment alternative that will be pursued. Clear direction and a new set of reasonably obtainable benchmarks should be clearly documented. A thorough and complete plan must be brought forward prior to future Special Event approvals from this department. The site Application has been approved by the State and we have been cleared to submit the design review application along with the Discharge permit application. The Site Approval Application was submitted on May 5, 2010. A request for additional information was received and a response was sent on June 23, 2010 and July 2, 2010 respectively. The final approval letter for the site application was received on August 21, 2010. Continued work on the Design Review plans has been performed, however due to the later than expected Site Location approval notice, our early fall work load and time availability the design review application submittal has been delayed. We anticipate submitting the package prior to the first of the year. The plan to be submitted for the final design review is the same as that approved in the Site Application with additional treatment system and infrastructure design and details. The Design criteria remains the same with anticipated design flows of approximately 7100 gpd to serve the current and future development of the Castle Facilities and operations.
