Inspector Recommendations: Inspector recommends that the plastic baffles at the inlet and outlet be removed and replaced with PVC tees, install an effluent filter in the new outlet tee, replace cast iron piping from the tank with PVC, correct manifold piping with a tee instead of a sweep, install inspection ports at the corners of the field, and line the ditch within 50 feet of both the septic tank and treatment area. Department Recommendations: Lining of the ditch of the ditch within 50 feet of the system must be completed prior to final inspection of the home. Other recommendations from the inspector should be completed for the system to operate properly and avoid early failure. Issuance of this OWTS Use Permit is based solely on the conditions observed and reported by the inspector to the Department on the date of the inspection(s) and on Department records at the time of permitting. The issuance of this permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail or that the system will not be subject to future enforcement action to correct non-compliant conditions. During and after pumping, the inside of the tank was carefully inspected and there were no obvious signs of cracks or leaks in the septic tank side walls or tank bottom. During the March 11, 2015 visit, the line from the septic tank to the manifold was camera -ed. There is approximately 5 -feet of cast iron pipe exiting the septic tank. This must be replaced with PVC pipe. During the April 8, 2014 visit, the line from the septic tank to the manifold was uncovered, as well as the entire length of manifold. The line from the septic tank was found to "sweep" into the manifold. The incoming line should be changed to 'T' into the manifold. The pipe material discovered is more lightweight than today's sewer pipe, although labeled as sewer pipe. There are three laterals in the STA, consistent with documents provided by Pitkin County. The width of the pipe and gravel STA was also consistent with documents provided by Pitkin County. Gravel surrounding the laterals appeared to be clean and dry. Laterals were installed approximately 2.5 -feet below native grade. We recommend installing inspection ports near the corners of the manifold on the north end of the STA for future monitoring and reference to the northern corners of the STA. The Thomas Ditch runs to the west of the existing STA. This ditch must be lined or placed in a culvert within 50 -feet of the STA and septic tank. There were no signs of surface saturation or failure at the time of the inspection, understanding that the STA has been resting for some time due to limited or non-use. Upon verification of the STA location, a 7 -foot deep soil profile pit was excavated between the STA and ditch. A visual and tactile soil analysis was completed by Carla Ostberg at the time of excavation.' The materials encountered in the Test Pit #1 consisted of medium to reddish brown, moist, loamy sand to a maximum depth explored of 8 -feet. Some roots from the previously present cottonwood trees were encountered during the excavation. Cobbles were encountered at approximately 5.5 -feet. No bedrock or groundwater was encountered. A 10 -foot length of 4 -inch diameter perforated pipe was placed in the profile pit for future monitoring. A tactile analysis of the soils was taken from Test Pit #1 at approximately 3 -feet below grade. The soil formed a ball, but no ribbon, consistent with Loamy Sand, Soil Type 1 and a Long Term Acceptance Rate (LTAR) of 0.8 gallons/ square foot. This OWTS is 33 years old; however, upon thorough inspection, it appears the components are intact and able to distribute and treat wastewater properly, and meet minimum Pitkin County OWTS Regulations to serve a 3 -bedroom residence. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Recommendations: • Remove plastic baffles and replace with PVC tees. • Install an effluent filter in outlet tee. This filter must be cleaned annually, or as needed. • Replace length of cast iron pipe coming out of tank with PVC. • Realign pipe entering manifold to "t" rather than "sweep" in. • Install inspection ports at each corner of the manifold. • Line Thomas Ditch or place in culvert within 50 -feet of STA and septic tank. Bill Creek Road, Carbondale, Colorado on June 9, 2014. The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel ID #2463-343-02-022). The subject OWTS consists of one 1250 -gallon, two-compartment concrete septic tank followed by a 20' x 53' pipe and gravel absorption area. Pitkin County Individual Sewage Disposal System Permit 81060 documents this system. The permit notes an 8 - foot barrier trench lined with 6 mil PVC between the absorption area and the Thomas Ditch. The property has been vacant since November 2012 and the water inside the house was not turned on at the time of the observations. The septic tank was pumped by B&R Septic at the time of the inspection. Water in the tank was very clear. The manhole lids to the septic tank were approximately 2 -feet below grade, making access to the septic tank difficult. Baffles were present on both the inlet and outlet side of the septic tank. There was a significant amount of root intrusion in the septic tank. With this discovery, we opted to discontinue the inspection as further exploration to better determine the integrity of the septic tank will be necessary to establish whether continued use of the system is viable. This is an area that has potential be subject to high groundwater given the proximity to the river and irrigation ditch. If more a more complete inspection is desired, we will need access to an operational electrical outlet in order to power a light that can be lowered into the septic tank to video the extent of the root intrusion. The water must also be turned on to the house and access to a functioning outside hose spigot is necessary. If there is no intention to continue use of this OWTS, we recommend contacting Pitkin County Environmental Health Department at 970-920-5070. 6.28.020 B. 2. c. of the Pitkin County Code states, "The Department, in its discretion, may waive the requirement for an OWTS use permit where warranted by a particular fact situation (e.g., a buyer agrees to demolish an existing dwelling and abandon the existing OWTS within a defined time period)."
