This OWTS Construction Permit is approved on the condition of compliance with the engineer design as submitted with the application and the specifications
cited above. Changes must be approved by this Department and the engineer prior to construction.
This is an amendment to the previous permit # 0030.2012.powt. Permit # 0030.2012.powt is void. The system is
designed to treat sewage in a 1000 gallon 2 -compartment septic tank with an Orenco pump and Biotube pump vault in the
second compartment. The effluent will be pumped to a gravelless chamber bed of either (2) 2 rows of 8 quick -4 chambers or
(1) 3 rows of 9 ARC -36 chambers. Due to groundwater at 7 feet, the soil treatment area shall be no deeper than 2 feet below
grade and at least 1 foot of cover shall be place over the chambers. The soil treatment area shall be a minimum of 100 feet to
any well and 50 feet to any stream or irrigation ditch.
This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this
Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for
the final inspection with a minimum of 48 hours notice.
Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS
Regulation.
This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in
accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction
Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this
permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits.
THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN

Subsurface Investigation and Onsite Wastewater Treatment System (OWTS) Design
CDU and Free Market SF House - Parcel A

ALL SERVICE septic, LLC performed a subsurface investigation and an onsite wastewater treatment
system (OWTS) design for the subject property. A caretaker dwelling unit (CDU) and Free Market
Single Family (SF) House are proposed. The property is located outside of Aspen, in an area where
OWTS and wells are necessary.
SITE CONDITIONS
The property is currently developed; however, the existing structures on the property will be
demolished prior to construction of the new residences. Water to residences will be provided by a
private well.
SUBSURFACE
CDU: The subsurface was investigated by digging three profile pits and two sets of three percolation
holes, as indicated. Profile #1 and the associated percolation holes are closest to the proposed absorption
area that will serve the CDU. The materials encountered in the profile pit #1 consisted of 1.0 -foot of a
sandy, gravelly root zone, underlain by sandy, clayey, gravelly, very dense, moist red/brown/tan soil to
the maximum depth explored of 8 feet. No groundwater or bedrock was encountered, but excavation was
difficult. A gradation was performed on profile pit #2 resulting in 14% gravel, 51% sand, and 35%
fines. See Tables 1, 2, and gradation analysis for details.
Free Market SF House — Parcel A: The subsurface was investigated by digging three profile pits and
two sets of three percolation holes, as indicated. Profile #3 and the associated percolation holes are
closest to the proposed absorption area that will serve the 2 -bedroom Free Market SF house on Parcel A
and the Free Market SF house on Parcel B. The materials encountered in profile pit #3 consisted of

1.0 -foot of sand with cobbles and gravel, underlain by sand, clayey, gravelly, very dense, moist
red/brown/tan soil to the maximum depth explored of 8 feet. No groundwater or bedrock was
encountered, but excavation was difficult. An average of 30 MPI percolation rate will be used to
design the OWTS. See Tables 1, 2, soil log, and gradation analysis for details.
DESIGN SPECIFICATIONS
CDU: The OWTS serving the CDU will be designed to serve 1 -bedroom. An average daily wastewater
flow of 150 GPD will be used. The installation must include a 1000 -gallon, two-compartment septic
tank with an effluent filter. Effluent will be gravity fed to two gravelless chamber beds consisting of 2
rows of 8 Quick 4 chambers, for a total of 32 chambers, or one graveness chamber bed consisting
of 3 rows of 9 ARC 36 chambers for a total of 27 chambers.
Free Market SF House — Parcel A: A 1000 -gallon, two-compartment septic tank with a Biotube
pump vault will serve the Free Market SF House on Parcel A. A P-30 pump and standard control
panel are recommended. The absorption area will be sized to accommodate flow from both the Free
Market SF House on Parcel B (5 bedrooms with living area greater than 6000 square feet) and the
Free Market SF House on Parcel A (2 bedrooms). An average daily wastewater flow of 1300 GPD
will be used to size the absorption area which will consist of a level 6" deep sand bed, 33 -feet wide
by 54 -feet long. 72 Eljen modules will be placed on the bed, 6 rows of 12 modules, with 3 -feet of
space between each row. Depth of cover over modules should be between 12" and 24".
Construction must be according to Pitkin County OWTS Regulations, the OWTS Construction Permit
provided by Pitkin County Environmental Health Department, and this design.
OPERATION INFORMATION AND MAINTENANCE
The surface of the drain field should be seeded upon completion. Vegetation is an important factor in
drain field performance. Erosion control should be practiced prior to and during re -vegetation. No
heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock
should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional
water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge
hundreds of gallons of water a day and harm a drain field.
The homeowner should pump the septic tank every two years, or as needed gauged by measurement
of solids in the tank. The effluent filter should be cleaned annually, or as needed. Garbage disposal
use should be minimized, and non -biodegradable materials should not be placed into the OWTS.
Grease should not be placed in household drains. Loading from a water softener should not be
discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical
room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only.
ADDITIONAL CONSTRUCTION NOTES
If design includes a pump, air release valves and weep holes should be installed to allow pump lines
to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain

Id due to the potential to compact soil. Extensions should be placed on all septic tank components
allow access to them from existing grade. Precast concrete tanks and distribution boxes should be
-d, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices
optimal.
INSTALLATION OBSERVATIONS
ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation
should be performed before backfill, after placement of OWTS components. Septic tanks, distribution
devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL
SERVICE septic, LLC should be notified 48 hours in advance to observe the installation.
LIMITS:
The design is based on information submitted. If soil conditions encountered are different from
conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS
construction must be according to the county regulations. Requirements not specified in this report
must follow applicable county regulations. The installer should have documented and demonstrated
knowledge of the requirements and regulations of the county in which they are working.

ALL SERVICE septic, LLC observed the installation of the onsite wastewater treatment system (OWTS)
on August 20, 2013 for the subject property. Aspen Earthmoving installed the system.
The installation included a new 1000 -gallon, two-compartment Valley Precast concrete septic tank with a
Biotube® Pump Vault and pump in the second compartment. The filter in this compartment must be
cleaned annually, or as needed. The location of the tank was moved closer to field because of
groundwater issues near the foundation of the CDU.
Effluent is pumped to two gravelless chamber beds, each with two rows of 8 `Quick 4' chambers in each
bed for a total of 316 square feet of infiltrative area. The field installation was shallow, no more than 2 -
feet below native grade, to assure at least 4 -feet separation between the infiltrative area and seasonal
high groundwater.
The OWTS was generally installed according to specifications. This observation is not a guarantee of
workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are
made to the OWTS in the future. Any additional OWTS construction must be according to the county
regulations.
LIMITS:
Observations are limited to components that are visible at the time of the inspection. The installer must
have documented and demonstrated knowledge of the requirements and regulations of the county in
which they are working. The quality of the installation is dependent of the expertise of the installer, soil
type, and weather conditions.

ALL SERVICE septic, LLC was notified of groundwater in the foundation of the CDU. On July 18,
2013 a site visit was conducted and the pipe in Profile #1 was still present and no groundwater was
observed. An additional profile hole was excavated and groundwater was present at approximately 7 -
feet. An estimate of groundwater at 6 -feet will be used for this design.
DESIGN SPECIFICATIONS
CDU: The OWTS serving the CDU will be designed to serve 1 -bedroom. An average daily wastewater
flow of 150 GPD will be used. The installation must include a 1000 -gallon, two-compartment septic
tank with an Orenco® pump and Biotube® pump vault in the second compartment. A minimum 2" line
must be run from the tank to the manifold. There must be a high point for adequate drain -back after
each pump cycle and a weep hole in the line before it exits the tank. The pump line should be well
bedded to avoid any settling. Effluent will be pumped to two gravelless chamber beds consisting of 2
rows of 8 Quick 4 chambers, for a total of 32 chambers, OR one gravelless chamber bed consisting of 3
rows of 9 ARC 36 chambers for a total of 27 chambers. Installation of the chambers may not be more
than 2 -feet below grade and there must be at least 1 -foot of cover over the chambers.
This letter and attached pump specification should be used in conjunction with the design letter and
drawings dated October 8, 2012. This letter should be submitted to Pitkin County Environmental Health
Department. Construction must be according to Pitkin County OWTS Regulations, the OWTS
Construction Permit provided by Pitkin County Environmental Health Department, and this design.
OPERATION INFORMATION AND MAINTENANCE
The surface of the drain field should be seeded upon completion. Vegetation is an important factor in
drain field performance. Erosion control should be practiced prior to and during re -vegetation. No
heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock
should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional

water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge
hundreds of gallons of water a day and harm a drain field.
The homeowner should pump the septic tank every two years, or as needed gauged by measurement
of solids in the tank. The effluent filter should be cleaned annually, or as needed. Garbage disposal
use should be minimized, and non -biodegradable materials should not be placed into the OWTS.
Grease should not be placed in household drains. Loading from a water softener should not be
discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical
room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only.
ADDITIONAL CONSTRUCTION NOTES
If design includes a pump, air release valves and weep holes should be installed to allow pump lines
to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain
field due to the potential to compact soil. Extensions should be placed on all septic tank components
to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be
used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices
is optimal.
INSTALLATION OBSERVATIONS
ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation
should be performed before backfill, after placement of OWTS components. Septic tanks, distribution
devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL
SERVICE septic, LLC should be notified 48 hours in advance to observe the installation.
LIMITS:
The design is based on information submitted. If soil conditions encountered are different from
conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS
construction must be according to the county regulations. Requirements not specified in this report
must follow applicable county regulations. The installer should have documented and demonstrated
knowledge of the requirements and regulations of the county in which they are working.
