SUMMARY OF RELEVANT PARTS OF APPLICATION: The applicant is requesting minor
amendment, activity envelope and site plan review.
DISCUSSION: The Pitkin County Environmental Health Department has reviewed the details of
the Aspen Camp School for the Deaf minor amendment, activity envelope and site plan review
under the authority of the Pitkin County Land Use Code and the Pitkin County Onsite
Wastewater Treatment System (OWTS) Regulation and has the following comments. On April
16, 2015 Kurt Dahl from the Environmental Health Department participated in the site tour for
the referral departments.
--- WATER SUPPLY: The camp is served by a non -community public water system (PWSID#
249132) and is permitted and inspected by the Colorado Department of Public Health and
Environment (CDPHE). The system consists of a private well and storage tanks.
--- SEWAGE TREATMENT AND COLLECTION: The camp is served by two OWTSs. The
kitchen, bath house, and bunk houses are served by a 3500 gallon per day OWTS installed in
1972 with a modification in 1978 (permit # 720014). It is sized for a total of 70 persons (staff and
campers) at any given time. This system is over the 1,999 gallon per day maximum size that
can be permitted by the Pitkin County OWTS Regulations. Any repair or modification to this
system must receive design approval and permitting from the Water Quality Control Division of
CDPHE and Pitkin County Environmental Health. Based on the Water Quality Control Division's
WQSA-6 Policy any new OWTS would have a minimum setback of 300 feet to this system in
order to be considered a separate OWTS. If the minimum setback for a new OWTS for the
proposed cabins cannot be maintained the new OWTS would be considered part of this existing
OWTS and permitting would be required from CDPHE and Pitkin County Environmental Health.
CDPHE may also require the 3500 gallon per day system to be permitted by them since it is
currently not permitted by them and over the 1,999 gallon per day regulation. In addition, based
on indications during the site visit, this office has some concern that this system may be close to
failure and a repair to the system may be needed sooner rather than later regardless of land use
approvals. If this system needs to be replaced, EH recommends assessing the feasibility of
installing new OWTSs for all the sewage requirements of the camp with separation distances

between them so that they are considered individual OWTSs and sized to allow permitting
through this office.
The second OWTS serves the 4 -bedroom staff residence and was permitted in 1996 (permit #
96014).
--- RETAIL FOOD SERVICE/COMMERCIAL KITCHEN: The kitchen for the camp is licensed
by this department (Retail Food Establishment license #00435890-0000) and inspected
annually. There are no outstanding violations and they are in compliance with the regulations.

--- CHI LDCARE/RESIDENTAL CAMP: The camp is licensed by the Colorado Department of
Human Services (Provider # 47455) and the Pitkin County Environmental Health Department
does an annual health inspection. There are no outstanding violations and they are in
compliance with the regulations.
