Resideritial Expansion ------------------------------------------------- We have recently been requested by the owner to evaluate the individual sewage disposal system referenced. The sewage system comments concern a proposed second floor addition. The original system completed in 1979 was sized for a three (3) bedroom house, and complies with our current design criteria. Box 2324 Aspen, Colorado 81611 Re: Your Letter of September 26, 1979 L Mr. Jenkins: As I explained to you on the telephone, the approval process for the Individual sewage disposal system for Mr. Danny Abbott falls under the jurisdiction of the Pitkin County Health and Pitkin County Commissioners. I further informed you during the telephone conversation that Mr. Bob Nelson (Pitkin County Sanitarian) has given Mr. Abbott a deadline in which to complete construction of the disposal system. Mr. Nelson stated that failure on Mr. Abbott's part to comply with the deadline could result in legal action. In a telephone conversation with Mr. Nelson on October 23, 1979, Mr. Nelson stated that final approval of Mr. Abbott's engineered -designed disposal system was given on October 18, 1979. Since the State Health Department has no jurisdiction in the matter and the problem has been corrected, I will not make an inspection of Mr. Abbott's property. In regard to the electrical problem, I recommend you contact the State Electrical Inspector in your area. If you have any questions, feel free to contact me at 245-2400 in Grand Junction. A structure'owned by.Mr. Danny Abbott for the past two (2) years in Shield -O -Mesa has continuously been inhabited with noted san- itation and electrical violations. Letters sent to the County Commissioners in February 3.979 have failed to alert Pitkin County as to the seriousness of the inhabitant's failures. . We, at this time, are requesting a State inspection and statement .from the Colorado Department of Health as to the capabilities of sanitary and electrical systems used for the past two (2) _years. Box 2265 Aspen, CO 81"611 ASPEN, C90RADO 81611 August 28, 1979 RE: Sewage disposal system serving temporary residence in Shield -O -Mesa Dear Danny: In response to your request of August 3, 1979, and pursuant to the Board of County Commissioners action at their meeting of August 27, 1979 please consider this letter ofi.icial notification of the required reasonable time period to complete sewage system repairs provided for by Section 3.15 of the Pitkin County Individual Sewage Disposal Regulations and 25-10-106 i of the Colorado Revised Statutes. It is our opinion that repairs can be completed within a month and therefore the repair and emergency use permits will be issued to expire thirty (30) days after receipt of this letter. Neither a repair or emergency use permit can be issued without the specifications of a Registered Pro- fessional Engineer detailing the design of the individual sewage disposal system to solve slope and bedrock conditions. Box 2265 Aspen, CO 81611 ASPEN, COLORADO 81611 December 19, 1977 Re: Sewage Disposal System for a cabin on Shield -O -Mesa Dear Danny: This letter is to confirm our discussions of December 8 and 9, 1977, regarding the individual sewage disposal system for the referenced site. As I mentioned, the existing situation creates a sewage disposal system which does not conform to Pitkin County regulations and which was constructed without a permit. This system is likely to malfunction and is a potential health hazard. You have now made application for the appropriate approvals, and as we agreed it will be necessary to complete the following requirements on or before July 1, 1978, to avoid another stop -work order from the Pitkin County Building Department: (1) Completion of appropriate soil tests to establish percolation rates and subsurface conditions to a depth of eight feet, to enable the issuance of a permit to complete the construction of the sewage system; (2) Construction of a concrete retaining wall and suitable impervious barrier to prevent lateral surfacing of sewage effluent; (3) Approvals from this office prior to any backfill. Failure to complete all permit requirements regarding the individual sewage disposal system will result in prosecution. All other necessary County requirements, particularly those of the Building Department, must also be met and you are urged to maintain contact with the appropriate officials.
