The system was designed under our Job No. 12475W, dated June 1, 2000, and revised August 16, 2001. The system includes the installation of a 1500 -gallon, two-compartment, precast concrete septic tank with an effluent filter on the outlet, and three chamber -trenches. Each trench has one row of thirteen chambers for a total infiltrative area of 605.5 square feet. An as -built drawing is included as Figure 1. There is a non-active ditch existing 10 feet from the drain field. The source of water to the ditch has been eliminated. Surface runoff to the ditch has been effectively diverted upgradient from drain field by backfilling the ditch and compacting with onsite material. From information provided, it appears the ditch will not transport water and will not impact the drain field performance. Our office must be contacted in any water is observed in the ditch. The revision is based on a new location of the drain field, from our original design dated June 1, 2000. All previous designs should be discarded to avoid confusion. Our firm investigated subsurface conditions on May 24, 2000 and August 15, 2001. SITE CONDITIONS The property is located in a rural residential area in Pitkin County, where OWS are required. The proposed drain field area has a 20% slope to the northeast and has a thick cover of native grass with a few scattered trees. The residence is served water by an onsite well, located 104+ feet from the proposed OWS. PROPOSED CONSTRUCTION The proposed residence will have tree bedrooms;within a living area of 3500 SF. We have sized the OWS based on 3 bedrooms and 600 Gallons Per Day (GPD) using Aspen/ Pitkin Environmental Health Depart- ment (APEHD) loading of 100 gallons per day per person. The sewage loading with a peaking factor of 1.75 is 1050 GPD. This loading includes washing machines and a garbage grinder. SUBSURFACE CONDITIONS A second subsurface investigation was performed with one profile pit and 3 percolation holes (P-4, P-5, and P-6), 30 to 37 inches deep, at the locations indicated on Figure 1. Subsurface conditions encountered in the profile pit consisted of 2 feet of topsoil, underlain by silty, sandy, clay to 6 feet, underlain by very fractured Mancos "e to 7 feet, underlain by Mancos shale bedrock to the maximum depth explored of 8 feet. Ground water was not observed. Percolation tests indicate percolation rates of 20 to 53 minutes per inch (MPI). The average percolation rate is 31 MPI. Percolation data is presented in Table 1. RECOMMENDATIONS The installation of a septic tank, a flow splitter basin, and three chamber -beds is proposed at the locations presented on Figure 1. The OWS design is based on an average sewage load of 600 GPD and a percolation rate of 31 MPL The installation must include one 1500 -gallon, two-compartment, pre -cast concrete septic tank with an effluent filter on the outlet, and three chamber -beds. The trenches are angled using a 15 -degree Infiltrator® ContourTM Wedge. A flow splitter basin is required to distribute effluent throughout the fields. Vehicle movement over the drain field trench area during construction should be kept at a minimum to prevent compaction of the receiving soils. The bottom of the bed should be scarified with a pick, shovel, or backhoe bucket teeth prior to the addition of dispersal gravel. The surface of the field should be seeded after installation of the fields. We recommend using a native seed mixavailableat seed stores. OPERATION AND IVIAIN'ITEN_ANCE The owner must realize an OWS is different from public sewer service. The owner must be aware of and assume responsibility for maintenance of the system. In the absence of a monitoring program, we recommend the septic tank be pumped every two years. Effluent filter and screened vaults, as applicable, are to be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbiodegradable materials into the septic system. Garbage disposal use should be minimized. The backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. LIlVIITATIONS An OWS design should be installed by a contractor who is experienced in its installation. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should be notified to evaluate the effect on the proposed OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the performance of the OWS. The county and our firm must be contacted for construction observation of the OWS All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. Sincerely; Raun Samuelson MEMORANDUX TO: Suzanne Konchan, County Planning Director FROM: Mary Lackner, Planner RE: Hayes Minor 1041 Hazard Review DATE: June 17, 1992 Issue: The applicants, Linda and Kelly Hayes, have submitted a request for a 1041 Minor Hazard review to construct a new single family residence on a lot approximately one acre in size, zoned RS - 30 PUD. The property is a metes and bounds tract located in the Shield -O -Mesa area, in Section 14 and 15, Township 9 South, Range E6 West of the 6th PM. Access to the property is from the County Snowmass Creek Road to private roads Shield -O -Mesa and Rabbit Way. After reviewing the 1041 Hazard Maps, staff finds mapped 1041 Hazards as severe wildfire and mancos shale on the parcel and the proposed development is in the vicinity of a mule deer and elk migration corridor. Division of Wildlife Officer, Randy Cote was consulted on June 17, 1992 for comments, but submitted no written comments. To lessen potential impacts to wildlife the following conditions shall be placed on the property: 1. All dogs shall be leashed or kenneled. 2. Fences shall be limited to 42" in height or less, and four strand or less. 3. Vegetation shall be maintained outside of the building envelope. In a phone conversation with Fire Chief Ron Thiering of the Basalt and Rural Fire Protection District on June 26, 1992, Mr. Thiering stated that the applicant will need to provide a 2,000 gallon water storage tank for fire protection, roadways need to conform to County standards, the roof shall be constructed of a non- combustible material and it is recommended that the applicant install a residential sprinkler system. In a letter dated June 24, 1992, Kelly Rogers of the Colorado State Forest Service recommended that the following mitigation measures be placed on the parcel: o Removal of all vegetation within 10 feet of the structure. o Vegetation thinning and landscaping to a minimum of 30 feet around the structure with a minimum of 10 feet crown separation between clumps of oak/serviceberry. Remaining clumps should not have a crown diameter in excess of 10 feet. o Vegetation density should be reduced by thinning out to a distance of at least 100 feet and possibly more on the downhill side of the structure if the actual footprint is on the steeper ground of the parcel. The Sheriff's Office submitted comments in a memo dated June 25, 1992and has recommended conditions of approval regarding wildfire, access and water supply. These recommendations are consistent with the State Forest Service comments and are included as conditions of approval for this review. The applicant retained consulting geologist Nicholas Lampiris to address geologic conditions on the parcel. In Mr. Lampiris's October 5, 1991 report he makes the following recommendations for development of the parcel: o A site specific soils engineering study needs to be preformed to insure proper foundation design. o Design positive drainage to insure that water flows away from the foundation. o Landscaping should be incorporated into the western edge of the homesite to control some existing erosion problems. o House design should avoid the accumulation of radon gas. The Environmental Health Department submitted comments indicating that an engineered designed septic system may be necessary to meet County requirements. A soils percolation test should be done to obtain information as to the design of the wastewater disposal system. The Environmental Health Department raises concern that if the proposed shared els not adequate, the possibility of developing a new well may not be possible. The approval of this 1041 should be reevaluated if the shared well is not the water source for this house. The County Attorneys office is satisfied that this is a legally created lot, and that no merger has occurred. They have also determined that there is legal access to the parcel. If the applicant locates the addition within the proposed building envelope, development will be outside of known hazard areas. Findings: 1. The building envelope and driveway access are located in an area which will not directly effect elk or mule deer migration. 2. The building envelope is located in a wildfire hazard area. The applicant will need to abide by the Sheriff's Department and State Forest Service recommendations to minimize impacts of such hazard. 3. The County Attorney is satisfied that the lot is legally created and has not merged with any adjacent parcels. Recommendations Sections 5-400.3(b) and 5-400.5(b) of the Land Use Code provide that the Planning Director is authorized to approve a site plan and application for a Minor 1041 Hazard Review. Based on the findings, Planning staff recommends approval of the Hayes Minor 1041 Hazard Review and recommends that the Planning Director sign the site plan with the conditions of approval noted on the site plan. CONDITIONS OF APPROVAL: 1. The following conditions are for the mitigation of nearby wildlife habitat: a. All dogs shall be kenneled or leashed. b. Fences shall be limited to 42" in height or less, and four strand or less. C. Vegetation shall be maintained outside of the building envelope. 2. The following conditions are for compliance with Environmental Health Department regulations: a. A soils percolation test should be done to obtain information as to the design of the wastewater disposal system. b. Prior to submission of a building permit, the applicant shall have the proposed water source(s) evaluated by the Environmental Health Department to insure compliance with County regulation. If the water source is found to be unsatisfactory, this Minor 1041 Hazard Review is no longer valid. 3. The following ✓conditions are to mitigate potential wildfire hazards on the parcel: a. The areas around proposed structures should incorporate landscaping with wildfire defensible space considerations as follows: 1. Brush, debris and non -ornamental vegetation should be removed a minimum 10' perimeter around the structure(s). 2. Vegetation should be reduced where necessary to break up the vertical and horizontal continuity of the fuels a minimum of 30' perimeter around the structure built on flat ground. (for increased slopes ref. CSFS Safety Zone chart pg. 13 Wildfire Safety Guidelines For Rural Homeowners) 3. Crown spacing between clumps of brush or stand separation within the 30' perimeter should be a minimum of two times the height of the fuel. 4. Pruning all branches from trees and brush within the 30' perimeter to a height of 10' above the ground and removal of ladder fuels from around trees and brush. 5. Trim all branches which extend over the roof eaves and remove branches within 15' of the chimney. 6. Reduce the density of fuels within a 100' perimeter of the structure(s) where natural reduction has not already occurred. b. Any additional proposed buildings within the building envelopes should incorporate wildfire hazard mitigation measures. C. The applicant shall provide a 2,000 gallon water storage tank for fire protection purposes. d. All utility extensions shall be buried under existing or proposed roadways and driveways. e. Addressed shall be clearly marked and visible with minimum 2" letters. f. The access roads and driveways shall meet County Road and Driveway standards. g. The roof material shall be of a non-combustible material (ref. CSFS position paper). 4. The applicant. shall adhere to the recommendations of Nick Lampiris October 5, 1991 report.
