Review, with Vesting (PID 2645-143-00-018; Case P073-11)
SUMMARY OF RELEVANT PARTS OF APPLICATION: The applicant is requesting approval
to establish an Activity Envelope and Site Plan to reconstruct/remodel/build additions to a single
family home and appurtenant structures.
DISCUSSION: The Pitkin County Environmental Health Department has reviewed the details
of the McAbrey application under the authority of the Pitkin County Land Use Code and the
Pitkin County Onsite Wastewater Treatment System (OWTS) Regulation and has the following
comments.
On November 17, 2011 Michael Kraemer and Carla Ostberg from the Pitkin County Community
Development Department conducted a site visit to the property. Mike Haman, the current
owner of the property, was also present.
--- WATER SUPPLY:
The residence is currently served by a private well, permit number 99631. This well is approved
"for household use only, for one single family dwelling and not to be used for irrigation. The
return flow from the use of this well must be returned to the same stream system in which the
well is located."
--- SEWAGE TREATMENT AND COLLECTION:
The current residence is served by an OWTS. Pitkin County Health Department Permit Number
78042 documents a system sized to accommodate a 2 bedroom home. According to the as -
built drawing, this system consists of a 1000 gallon Copeland concrete tank and 360 square
feet of pipe and gravel absorption area.
An OWTS Use Permit should have been obtained at the time the property was transferred;
however, that did not occur. Apparently, an inspection of the system was completed prior to the
sale, but was not reviewed by this department. I was able to look at a copy of the inspection,
performed by Jeff Warren, a Licensed Systems Inspector with Roto Rooter, while onsite. The
inspection indicated that more investigation would be necessary in order to properly evaluate
the system's ability to function. If the addition to the home will not result in more than 2
potential bedrooms, an OWTS Use Permit may be obtained for continued use of the existing

system. If the proposed addition will result in 3 or more potential bedrooms, a new OWTS or
addition to the existing OWTS will be necessary. In this case, an OWTS Construction Permit
will be necessary.
The County cannot issue a Building Permit until an OWTS Construction Permit or OWTS Use
Permit has been obtained.
