Comments
Septic permit approved per compliance with the engineer design and specifications dated August 12, 2004. Any
changes must be approved by this department and the design engineer prior to them being made.
Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin
County ISDS regulations. There must be a 132 foot separation between the well and the field. There should be 10
feet between any lined water feature and the field. Any unlined pond or ditch must maintain a setback of at least 82
feet.
This design will consist of one 2000 gallon two compartment tank with an effluent filter on the outlet. A flow splitter
basin will be used to distribute effluent to 5 trenches, each trench having 12 chambers for a total of 60 chambers.
Each trench should be separated by at least 6 feet of undisturbed soil.
This department does not endorse any brand of products. This permit must be kept on-site during installation.
The engineer must do a final inspection of the installation and submit an as -built letter to this department. This
department must also be called for an inspection with a minimum of 48 hours advanced notice.
*Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be
followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly

Plans and specifications of the proposed individual sewage disposal system have been reviewed and are considered
satisfactory. Permission is hereby granted to the owner or the agent to perform the work indicated in accordance with the Pitkin
County ISDS Regulation in effect at the time of issue. This permit becomes invalid 6 months from the date that the permit was
issued unless system construction has commenced or an extension has been approved in writing by the Department.
As -built drawings must be included with this permit before the final approval will be issued.

As requested, we observed the installation of the onsite wastewater system for the subject site on
December 11, 2004. The system was designed under our Job No. 16526, last revised August 12, 2004.
The system includes the installation of a 2000 -gallon, two-compartment, concrete septic tank with an
effluent filter on the outlet, and seven gravelless chamber -trenches. One trench has one row of 11 Infiltra-
tor® Quick4TM chambers, two trenches have one row of 12 chambers each, one trench has one row of 13
chambers, one trench has one row of 14 chambers, one trench has one row of 15 chambers, and one trench
has one row of 16 chambers, for a total of 93 chambers and 911.4 ft' of infiltrative area. An as -built
drawing is included as Figure 1. The easternmost 3 trenches were deeper than desired, but are suitable
with the belief that any revision would not improve the situation.
The observed components of the OWS were installed in general conformance with our design. Our
installation observations do not imply a guarantee or warranty of materials or workmanship.

As requested, a revised onsite wastewater system (OWS) design has been prepared for the proposed
residence. The revisions are based on a more accurate site plan provided by Hagman Architects, Inc. Our
previous design date avoid confusion. Hepworth-Pawlak Geo-
technical, Inc. (HP Geotech) performed the subsurface investigation on June 8, 2004.
SITE CONDITIONS
The property is in a rural residential area of Pitkin County, where OWS are required. The proposed drain
field area slopes approximately 16% to the northeast. The drain field area has moderate cover of native
grasses and weeds with scattered scrub oak. Water is supplied to the site by a well located greater than 132
feet from the proposed drain field area.
PROPOSED CONSTRUCTION

The OWS was sized based on 4 bedrooms and 800 gallons per day (GPD) using Pitkin County Environ-
mental Health Department (PCEFID) loading of 100 gallons per day per person. The sewage loading with a
peaking factor of 1.75 is 1400 GPD. This loading includes washing machines and garbage grinders. If
additional bedrooms in unfinished areas are possible, it is suggested the OWS be constructed to handle the
additional loading. The installation of an engineered OWS to serve future build -out can be cost effective.
SUBSURFACE CONDITIONS
HP Geotech performed the subsurface investigation by digging three percolation holes, 42 to 64 inches
deep, and one profile pit at the locations indicated on Figure 1. Subsurface materials reported in the profile
pit consisted of 2 feet of silty, sandy, gravel topsoil, underlain by silty, sandy clay to 4 feet, underlain by
clayey, sandy gravel with cobbles to the maximum depth explored of 8 feet.
4 Percolation tests indicate percolation rates ranging from 20 to 60 minutes per inch (MPI). The
average percolation rate ='rcolation data is included as Appendix A.
RECOMMENDATIONS
The design requires a septic tank with an effluent filter and a gravelless chamber -trench drain field at
the locations presented on Figure 1. The OWS design is based on an average sewage load of 800 GPD

and a percolation rate of 42 MPI. The installation must include on

Vehicle movement over the drain field area during construction should be kept at a minimum to
minimize compaction of the receiving soils. The bottom of the trenches should be scarified with a pick,
shovel, or backhoe bucket teeth prior to the addition of chambers.
The surface of the field should be seeded after installation of the fields. A native seed mix should be sown at
the drain field to revegetate the surface. These mixes do not require irrigation and develop a growth 10 to
15 inches high. No automatic sprinkler system should be installed over the trenches.
OPERATION AND MAINTENANCE
The owner must realize an OWS is different from public sewer service. The owner must be aware of
and assume responsibility for maintenance of the system. In the absence of a monitoring program, the
septic tank should be pumped every two years. Effluent filter and screened vaults, as applicable, are to
be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbio-
degradable materials into the septic system. Garbage disposal use should be minimized.
The backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed
for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas
should not be introduced to the OWS.
LIlVMATIONS
A contractor who is experienced in OWS installation should be hired for the construction. Our investiga-
tion, layout, design and recommendations are based on data submitted. If subsurface conditions different
from those described in this report are encountered, we should be notified to evaluate the proposed OWS.
If the health department modifies this design, we should be contacted to evaluate the impact on the perfor-
mance of the OWS. The county and our firm must be contacted upon completion of the OWS
All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements,
septic tank construction, and other specifications, which are not depicted in our report, are to conform to
the requirements of the ISDS regulations. The installer of the system is to have demonstrated knowledge of
the PCEHD ISDS regulations and requirements.

As requested, Hiepworth-Pawlak Geotechnical, Inc. performed a subsoil study and
percolation test for foundation and septic disposal designs at the subject site. The study
was conducted in accordance with our agreement for geotechnical engineering services to
you dated May 21, 2004. The data obtained and our recommendations based on the
propmd construction and subsurface conditions encountered are presented in this report.
Proposed Con The proposed residence will be a single story wood frame
structure over a walkout basement level located on the site as shown on I iguze 1. The
attached garage and basement floors will be slab -on -grade. The residence will be about

excavation depth and a basement level may not be feasible in this area. Considering the
subwil conditions encountered in the exploratory pits and the nature of the proposed
construction, we recommend spread footings placed on the undisturbed natural gravel
soils designed for an allowable soil bearing pressure of 2,500 psf for support of the
proposal residence. Footings should be a minimum width of 16 inches for continuous
walls and 2 feet for columns. Loose and disturbed soils encountered at the foundation
bearing level within the excavation should be removed and the footing bearing level
extended down to the undisturbed natural gravel soils. Exterior footings should be
provided with adequate cover above their bearing elevations for frost protection.

The drains should consist of drainpipe placed in the bottom of the wall backfill
surrounded above the invert level with f}ee•draining granular material. The drain should
be placed at each, level of excavation and at least I foot below lowest adjacent finish
grade and[ sloped at a minimum 1% to a suitable gravity outlet. Free -draining granular
material used in the underdrain system should contain less than 2% passing the No. 200
sieve, less than 500/6 passing the No. 4 sieve and have a maximum size of 2 inches. The
drain gravel backfill should be at ]cast 2 feet deep and extend up to any seepage
encountered in the side of the excavation.
SurfaceDrainage: The following drainage precautions should be observed during
construction and maintained at all times after the residence has been completed:
1) Inundation of the foundation excavations and underslab areas should be
avoided during construction.
2J Exterior bacUill should be adjusted to near optimum moisture and
compacted to at least 95% of the maximum standard Proctor density in
pavement and slab areas and to at least 90°/0 of the maximum standard
Proctor density in landscape areas. Free -draining wall backfill should be
capped with about 2 feet of the on-site, finer graded soils to reduce surface
water infiltration.

sloped to drain away from the foundation in all directions. We
recommend a minimum slope of 12 inches in the first 10 feet in unpaved
areas and a minimum slope of 3 inches in the first 10 feet in pavement and

Pereols.tion Testing: Percolation tests were conducted on June 8, 2004 to evaluate the
fenibilixy of an infiltration septic disposal system at the site. One profile pit and three
percolation holes were dug at the locations shown on Figure 1. The test holes (nominal
12 inch diameter by 12 inch deep) were hand dug at the bottom of shallow backhoe pits
and were soaked with water one day prior to testing. The soils exposed in the percolation
holes are similar to those exposed in the Profile Pit shown on Figure 2 and consist of
about 2 feet of topsoil and 2 feet of stiff, sandy silty clay overlying sandy clayey gravel
with cobbles to the pit depth of 8 feet. The percolation test results are presented in Table
1. Based on the subsurface conditions encountered and the percolation test results, the
tested urea should be suitable for a conventional infiltration septic disposal system. Pitkin
County' requires that a professional engineer design the infiltration septic disposal system.

are not responsible for technical interpretations by others of our information. As the
project evolves, we should provide continued consultation and field services during
construction to review and monitor the implementation of our recommendations, and to
verify that the recommendations have been appropriately interpreted. Significant design
changes tnay require additional analysis or modiftcation5 to the recommendations
presented herein. We recommend on-site observation of excavations and foundation
bearing strata and testing of structural fill by a representative of the geotechnical
engimeer.

RECITALS
1. Snowrnass Creek Ranch LLC ("Applicant") has applied to the Pitkin County Hearing Officer
("Hearing Officer") for approval of a building envelope, within which to build a replacement residence.
The parcel is located 5721 Ssiowmass Creek load, and is described as Parcel B, Schubert
Subdivision Excriptron.
The parcel contains 40.10 acres and is a conforuung size parcel in the RS-30/PUD zone district.
4. The parcel was created prior to June 12, 1978, therefore, the proposed replacement dwelling unit
is exempt from growth management up to 5,750 square feet of floor area.
Pursuant to Resolution No. 80-123, the $UCC approved the Schubert Subdivision );xemption,
which reconlzgtired two ad_iacellt parcels. The BOCC subsequently granted special review approval for an
Employee Dwelling Unit within the existing bam, pursuant to Resohition No. 84-100,

A. Execute a guarantee, including financial security, that the upper cabin will be converted to an
agricultural building (rendered not a dwelling unit) before a certificate of occupancy is issued for
the new residence.
B. Execute a guarantee, including financial security, that the lower cabin (trailer) will be removed
by October 15, 2004.
C. Submit a mitigation report from an engineer or geologist licensed in the State of Colorado. The
report shall demonstrate that the site can be engineered M such a way that there is no hazard
hosed, and shall show the area of disturbed slopes, any re -grading required and the size and

with the report.
D. Complete a fireplace/woodstove registration form with the Community Development

D. All branches from trees and brush within 30' of all structures shall be pruned to a height of 1.0 feet
above tine ground and ladder fuels from around trees and brush shall be removed.
E. Tree crown separation within 30' of all structures shall have a minimum of 20 feet between the
edges of the crowns, except for aspen trees, where crown spacing may be 8 feet.
F. All branches that extend over the roof eaves shall be trinuned and all branches within 15 feet of the
chimneys shall be removed.
G. From the 30' perimeter around the residence out to the 60' perimeter, brush and shrubs shall be
thinned to 2 times the height of the fuels. For sagebrush (or shorter brush species), thin stands to 4
times the height of the fuel.
H. All deadfall within the 100 foot perimeter shall be removed.
I. The Applicant shall be responsible for the continued Inaintenancc of tl)e defensible space vegetation
requirements.
7. The Applicant shall comply with the following additional wildfire mitigation standards:
A. Roofs shall be constructed with a Class A roof covering ora Class A assembly as defined in tl)e
U13C 1997 Section 1504. Wood shake/shingle roof coverings are prohibited. Roofs with less that)
a 3:12 pitch are not permitted unless they comply witl) the following:
I ) All roof coverings shall be noncombustible materials as defined in the Uniforn) Building Code
(UBC) 1997 Section 1504 and installed on a Class A roof assembly.
2) All roof coverings shall have a Surflce that shall facilitate the natural proc:css of clearing the
roof.
3) All roof designs shall facilitate the natural process of clearing roof debris. Protrusions above
the roofline, such as parapets, shall be prohibited.
4) Roofs shall be installed as required by LJBC 1997 Chapter 15 and shall hava a minimum slope
of 1:48.
5) All roof designs, coverings, or equivalent assemblies shall be specifically approved by the Fire
Marshal prior to submittal of a building permit application_
B. Vents shall be screened with corrosive resistant wire mesh with mesh '/a inch maximum.
C. Roofs and gutters shall be kept clear of debris.
U. Yards shall be kept clear of all litter, slash, and flammable debris.

not exceed 42 inches in height. The existing fencing along Snowntass Creek Road shall be
modified by removing the bottom rail in at least three locations as approved by the County
NIVildlife Biologist.
F. Any areas disturbed outside the building envelope shall be revegetated with native plants
according to a revegetation plan? submitted by the applicant and approved by the County prior to
issuance of a certificate of occupancy.
9_ Exterior lighting shall comply with the regulations of the Land Use Code in effect at the time of
installation.
10. No develepnient, including; grading, exeavatiotl, fill placement, berming, landscaping, vegetation
removal or disturbance, entry or ranch gates, or septic systems shall occur outside of the approved
building envelope, except as may be necessary to implement the wildfire mitigation measures
