If approval takes longer than 6 hours, a rate: of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. Application for an individual sewage disposal system is hereby submitted. HP Geotech performed the subsurface investigation and percolation test on June 24, 1999, under Project No. 199 299. SITE CONDITIONS - The lot is located in a rural residential area in Pitkin County, Colorado. The proposed drain field area has a moderate slope of 15%. There is a sparse cover of shrub oak and grasses in the proposed field area. PROPOSED CONSTRUCTION - A four-bedroom residence with between 2000 and 6000 square feet (SF) is proposed at the location presented on Figure 1. The OWS was based on 4 bedrooms and 800 gallons per day (GPD) using Aspen/Pitkin Environmental Health Department (APEHD) loading of 100 gallons per day per person. The sewage loading with a peaking factor of 1.75 is 1400 GPD. This loading includes a dishwasher, garbage grinder, and washing machine. The residence will be served by an onsite well located 500+ feet from the proposed drain field. SUBSURFACE CONDITIONS — Three percolation holes were dug and tested by HP Geotech, 17 to 61 inches deep at the locations indicated on Figure 1. A test pit was excavated at the location indicated on Figure 1. Subsurface conditions consisted of 2.5 to 5 feet of stiff sandy clay with shale fragments underlain by fractured Mancos Shale bedrock. Percolation tests indicate percolation rates of 32 to 40 minutes per inch (MPI). We are designing the OWS on a percolation rate of 48 MPI. We believe this rate is applicable to the underlying bedrock. RECOMMENDATIONS - The OWS proposed includes: one septic tank with a pump in a biotube-vault seven chamber -bed drain fields at the locations presented on Figure 2. The OWS design is based on an average sewage load of 1400 GPD and a percolation rate of 48 MPI. We recommend installation of one 2000 -gallon two-compartment precast concrete septic tank with a biotube-vault pump in the second com- partment. We recommend the installation of seven overexcavated chamber -beds with imported sand -filter material, each with 2 rows of 9 chambers. A pump is required due to elevation differences and to distribute the effluent through the field, which increases the efficiency of the field. We recommend a total flow rate of 30.0 Gallons Per Minute (GPM) and a Total Dynamic Head of 25.4 feet. We recommend using a native seed mix. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the fields. No land- scaping or plastic can be installed over the fields, which will reduce performance of the fields. Movement over the drain field bed area during construction should be kept at a minimum to prevent compaction of the receiving soils. We recommend the bottom of the bed be scarified with a pick, shovel, or backhoe bucket teeth prior to the addition of dispersal gravel. OPERATION AND MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must be aware of, and assume responsibility for, continued maintenance of the system. In the absence of a monitoring program, we recommend the septic tank be pumped every two years. Effluent filter and screened vaults, as applicable, are to be cleaned during the regular tank pumping. There are daily considerations such as not putting plastic or other nonbiodegradable materials into the septic system. Garbage disposal use should be minimized. The backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. LIMITATIONS A contractor who is experienced in OWS installation should install the OWS design. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should be notified to evaluate the effect on the proposed OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the performance of the OWS. Three shallow backhoe pits were observed on June 23, 1999. The subsurface conditions encountered in the pits consisted of a thin topsoil layer overlying 214 to 5 feel. of stiff sandy clay with shale fraSM0ats. 'Claystone bedrock of Mancos Shale Formation was encountered in the pits at 2/2 feet in the profile pit, 3 feet deep in P-2 and 5 feet in P.3. There was no backhoe pit at the P- I location. No free water was Observed in the p4q. . r"AA, percol:ation testing was performed In hand dug holes (nominal 12 inch diameter by 12 to 18 inches deep) on June 24, 1999. P -I and P-3 were dug in the clay soils from the ground surface. The P-3 test hOIC* was located next to the pit location. P-2 was dug into the underlying shale bedrock. The test holes were soaked with water one day prior to testing. The percolation test results are presented on Table I. The test results indicate a percolation rate of 32 minutes pet inch for the clay subsoils and 48 minutes illch for the underlying shale bedrock. Soils engineering studies shall be performed at the site specific level to insure proper foundation design. The applicant shall restrict, by permanent deed restriction, the height in the northwest corner of the building envelope to no greater than eighteen (18) feet in total height. The northwest corner of the building envelope is described by a 45 degree, 45 -degree, 90 degree right triangle covering 1/8 of the building envelope. L":�C�310111 The building envelope has been reduced to a square of one hundred feet on a side, an area of 10,000 square feet and less than 0.23 acres. This envelope was selected as the one within the confines of geologically buildable terrain which best takes advantage of the only useable foreground rise, least breaks the ridgeline: and is least visible from the Capitol Creek Road. Other areas considered tend to break the ridgeline more, are more visible or are geologically not practical. In preparation for this review, Nicholas Lampiris, a consulting geologist., visited the site a second time. Stakes were placed in the ground outlining areas of buildability. The surveyors visited the site a second time and plotted the location of these geological stakes and performed detailed topographical work on the areas of buildability. Twenty-eight foot poles were placed on corners of the proposed envelope and were'viewed from three locations on the Capitol Creek Road, both photographically as well as visually, accompanyed by Mary Lackner of the Planning Office who was at site # 1. VISUAL IMPACT The building envelope is positioned in the lowest area behind a rise. It is within the viewing shadow of this rise to the maximum extent possible when viewed from the Capitol Creek Road. The envelope and the property are not uniformly visible from the. Capitol Creek Road due to trees and dips in the road which obscure the property from much of the road north of the Monastery Road. Photographs and visual observations were made at the three locations where the property is clearly visible from the Capitol Creek Road. W Page 2 Addendum Land Use Application Martin J. and M. Joan Fiala VISUAL IMPACT, continued: Distance is a key factor in the evaluation of the visual impact. It is important to realize that the observations were made with high powered optical equipment, i.e. a 300 mm telephoto lens and giant 11 x 80 binoculars mounted on a tripod. At the distances described below, shapes of 15 to 18 feet are at the limit of visibility to an individual with 20 20 eyesight, (equivalent to the bottom line on eye charts) and shapes of 3 to 4 feet are not discernible. From viewing site # 1, 0.25 south of the Monastery Road on the Capitol Creek Road only the northwest pole breaks the ridgeline and that by about 8 feet at a distance of 1.85 miles away. At viewing site # 2, 0.7 miles south of the Monastery Road, the northwest pole becomes more hidden, protruding only 6 feet but the tops of other poles gradually come into view above the ridgeline by amounts ranging from 2 to 5 feet. However the distance from the envelope increases to 2.15 miles. At viewing site # 3, 1.0 miles south of the Monastery Road, the elevation increases 70 feet above site # 2 and this causer the poles to become more visible, protruding by amounts ranging from 7 to 12 feet. However the distance from the envelope increases to 2.4 miles REVIEW CRITERIA 1. Utilization of existing topography. The envelope is placed behind the only rise "in the buildable portion of the property in the position where a structure would be most shielded from view. 2. Complementing of natural topography. The development will be designed to complement the natural topography of the land. In the present location, earthen berms are not a practical means of shielding any upper portions of a building that might be visible but other techniques are planned to mitigate any visual intrusion. Three of these other techniques are described below. A. The structure will have a natural colored exterior that will blend into the foreground as much as possible. West facing windows in the structure to the extent visible from the Capitol Creek Road will use negative angle glass. Western facing glass will be canted outward about 5 percent so that there will be no :reflection of the sun to the roadway. C. The design will incorporate features that will break up any rectangular outline of west facing walls visible from the Capitol Creek Road. The use of irregular :shapes, e.g. stepped or curved outlines, avoiding easily discernible straight lines, will reduce visibility. 3. Height and bulk avoidance. The long axis of the development will be oriented on an east/west axis so as to take maximum advantage of solar heat and will thus minimize the appearance of bulk. Secondly, as only a second floor level would be visible, the second floor will be designed so that it will contain substantially less volume than the lower level. 4. Breaking of the ridgeline. As shown by the geological mapped stakes and analysis of the topographical survey, there is no buildable location that does not break the ridgeline. 5. Avoidance of highest and most visible ground. The proposed building envelope has been positioned on the lowest ground where it least breaks the ridgeline and is the least visible, all consistent , with the evaluation of the Geologist. 6. Location/distance from ridgeline. The property falls within the Scenic Overlay and is on the ridgeline. 7. Landscaping. Natural vegetation will be preserved except for that necessary to construct the development. Due to lack of moisture on and near the ridge, extensive planting and landscaping is not feasible. The Division of Wildlife representative requested that there be no vegetative manipulation except what is necessary for site approval. This request will be followed. The landscaping plan thus consists of minimum vegetative removal and the planting of exposed areas only with natural grasses and wildflowers indigenous to the property. Due to the applicant's interest in astronomy and abhorrence of light pollution, there will be absolutely no exterior lighting except for the minimum required by building code. 9. Landforms and earthmoving. Since all or most of any structure would be shielded by the slight rise described above,, landforms and earth moving are not a practical techn_'que to use in mitigating visual impact. 10. Avoidance of Scenic Viewplane. The property and the development fall within the Scenic Viewplane. 11. Conflict with 1041 Hazard Areas. The primary conflict is with geologic hazards.
