To: Gordon David Weidemann ASPEN PITKIN 1250 Village Road ENVIRONMENTAL HEALTH DEPARTMENT Carbondale, CICO 81623 February 22, 2000 Re: Lot A, Crystal River Park Subdivision; permit #96012 Dear Mr. Weidemann: A permit for an individual sewage disposal system (I5D5) was issued for the above noted property on 9/9/96. Without an I5D5 permit being issued, we would not have been able to sign off on your building permit to build your home. Your home has since been completed and your Certificate of Occupancy (CO) is waiting to be signed. Pitkin County Environmental Health cannot sign your CO without first finaling your I5DS permit. You have been previously notified that we need a final as -built drawing from your installer, Duane Piffer, in order for us to be able to final your permit. Duane has also been notified that we need this drawing. We have still yet to receive the drawing. Your CO will remain in a state of limbo until we get the requested documentation. Should you have questions regarding this issue, please don't hesitate to contact this department. Sincerely, Thomas 5. Galena Street Aspen, CO 81611 Dear Mary: 1E ILI= APR 10 1996 Eine"r%ONN,' ,N1`AL H1,-, _Tri At>P ENii 11NN Enclosed is my application for ISDS for my house I am building this summer. I am also enclosing the report from Hepworth-Pawlak engineers who conducted the Perk Test. As you can see from the site plan I have enclosed there are two potential areas for the drainage from the septic tank. Based upon the perk rates and the information you and I discussed last week, I think the total area will be sufficient for a good system. The hole that perked the best is located on the left hand side of area 1. This leads me to hope that Area 2 may have better perk rates also. Unfortunately Area 2 was not tested with this latest perk test. I need approval from your department to get my building plans approved so I can start construction. I propose the following. 1. Your department analyze the present data and information I am sending you. See if you believe a standard system can be designed for the area indicated for the present perk test and give my plans approval based upon that design. 2. I delay construction of the ISDS for later on in the construction process. When Hepworth-Pawlak returns to do the soils analysis for my foundation, after excavation(Which will be in approx. 4-6 weeks), I have them do another perk test, this time including area 2 in the test. If we get better results and decide area 2 would be the better site for the system or maybe decide to split the system between areas 1 and 2, then we modify the design (under your supervision and guidance) at that time. I believe this plan will allow us to get the best system for longevity and reliability and allow the overall approval of my plans and issuance of building permit to proceed as fast as possible. Thank you for all your help on this project. The work was conducted in accordance with our agreement for geotechnical engineering services to you dated March 11, 1996. Percolation test holes and a profile pit were excavated on April 2, 1996, at the locations shown on Fig. 1, with a 4x4 rubber -tired backhoe. Percolation test holes were hand dug in the bottom of the backhoe pits. The holes were soaked on April 2, 1996 and protected from freezing overnight. The subsoils exposed in the profile pit consisted of 2 feet of topsoil overlying silty sand and gravel with cobbles and small boulders to the maximum depth explored, 8 feet. No free water was observed in the pit and the subsoils were moist to very moist. Results of a gradation analysis performed on a sample of the sand and gravel taken from the profile pit are presented on Fig. 2. The percolation tests were conducted on April 3, 1996 and the test results are summarized on Table I. The percolation rates varied from 30 minutes to 60 minutes per inch. Based on the subsoils exposed and the percolation test results, a conventional infiltration system at the site is feasible. The average percolation rate of the three tests is 50 minutes per inch. At the time of our field work, the lot was clear of snow and the weather conditions varied from partly cloudy and 60°F. to cloudy overnight with rain and snow showers. Soil temperatures taken in the holes prior to the percolation testing on April 3, 1996 ranged from 40°F. to 46°F.
