Box 229 Aspen, Colorado 81612 EJUL91996 ENVIRONMENTAL HEALTH ASPEN I PITKIN Subject: Soils Evaluation and Percolation Test for Individual Sewage System Design for the Retreat Houses of St. Benedicts Monastery, located on a Tract of Land in Sections 16 and 21, Township 8 South, Range 86 West of the 6th P.M., and numbered as 1012 Monastery, Snowmass, CO 81654 Dear Peter, As requested, Nelson Environmental and Wastewater Solutions, Ltd., performed a soils study and percolation tests on the subject property to provide an evaluation of septic system designs for the next phase of the proposed retreat house construction. We conducted this study according to Section 5-1 through 5-5 of Pitkin County Individual Sewage Disposal System Regulation (Revised, May 1995) on June 25, 1996. We have based our recommendations on the subsurface conditions encountered. Please furnish an onsite sewage disposal permit application, this letter, and an individual sewage disposal system permit fee of $150 to the Aspen/Pitkin Environmental Health Department at your earliest opportunity. Proposed Construction: The planned residential retreat houses are each to be a one bedroom, one bathroom, one-story frame and stone structure. The total living area of each of the retreat houses is the house is approximately 600 square feet. This is the third phase of the retreat house construction. In the past two of the houses shared an individual sewage disposal system, and it is expected that this will continue to be the case. The domestic water supply for the property is to be from the monastery springs, and the main domestic water service lines and water storage tanks are already in place. Site Conditions: The ground surface, which appears natural in the proposed area of the absorption field, slopes to the Southwest a grade of 10 to 15%. The part of the property where these two cabins are to be built and the absorption system is to be located on the hillside above the Main Hall, Hermitage and Meditation Hall. This portion of the property is predominantly covered with sagebrush, oak brush and a few juniper trees. P.O. The excavation revealed that there was no groundwater table or bedrock within eight feet of the surface of the ground. The soils consisted of about 30 inches of dark, grayish organic silty clay loam. Below that and to the depth of the percolation test holes and the profile excavation, the subsoil was a gray silty clay loam with some fragments of shale. It appears that the subsoils were moderately compacted under the pressure of the excavating equipment and displayed a moderately high shrink -swell potential. The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The test holes were excavated at the bottom of shallow, three-foot backhoe pits by hand. Before the test, the sidewalls were scrapped, and four inches of gravel were placed in each test hole. Percolation Testing: Percolation testing was performed in the proposed absorption area Southwest and downhill of the planned retreat house residences. This testing was performed in three shallow holes excavated to a depth of between forty-two and forty-eight inches. An initial filling of the percolation test holes was done by adding approximately 10 gallons of water to each hole the evening before the percolation test was conducted. The percolation holes were then further pre-soaked by adding water to refill the test holes to a depth of fourteen inches approximately every two hours for an eight hour period before beginning the percolation test. The results of the percolation testing are presented in Table I. These results indicate the silty clay loam soils have an average percolation rate of 25 minutes per inch, a satisfactory percolation rate under Pitkin County criteria. Limitations: This report has been prepared according to generally accepted practices in this area for use for sewage disposal design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation, if further excavation reveals conditions different from those described. A list of water rights purportedly owned by the St. Benedict's Monastery are attached as Exhibit "A" to this correspondence. Inclusive within the list is the St. Benedict's Monastery Pipeline and Tank's water right originally accorded Structure No. 566 and Water District Priority No. 780. This water right was decreed in Civil Action No. 5884, Garfield County District Court, on November 5, 1971, with an appropriation date of April 29, 1961, for 0.10 cfs, absolute, with the right to construct storage tanks to a capacity of 0.0145 a.f. The decreed uses for tAis water right encompass domestic, fire protection and irrigation of lawns "about the buildings" of the St. Benedict's Monastery. The improvements to be constructed upon the property consist of a retreat center complex to accommodate uses and people that already exist upon the property. In other words, additional_ ;pater consuming demand is not contemplated by the Applicant. We have engaged in a limited review of the hydrologic regime of Lower Capital Creek and Snowmass Creek and find that a 1971 water right should be able to provide an adequate legal water supply in all years. Moreover, since the water right was decreed in 1971 as an absolute water right, the water right is a beneficiary of Senate Document 80, Act of August 9, 1937, 50 Stat. 564 authorizing the construction and operation of Green Mountain Reservoir, a federal reservoir and component of the Colorado Big Thompson Project. As such, releases will be made by exchange for the benefit of the subject water right to avoid administrative curtailment by a water right on the mainstem of the Colorado River. I j I ' KEVIN L. Box 229 Aspen, CO 81612 Dear Mr. Obuhanich: We have just completed the "spring cleaning" of our septic system files and the permit for St. Benedict's Monastery cabins G and H came up as being unfinaled. A partial inspection was done on 7/26/96 and all of the work that had been done at the time of that inspection was satisfactory. This inspection encompassed the tank, outlet t, effluent line, distribution box, and field. At the time of the inspection, cabins G and H hadn't been built, therefore, no sewer lines, cleanouts or inlet t were present. This is just a reminder that these must all be inspected once they have been installed in order for the permit to be finaled. We have since received an as - built drawing from Aspen Earthmoving which shows cabin H and that cabin G ties into that sewer line. I am not sure if this means that that is what is proposed or if that has already been completed. In any case, the sewer lines, cleanouts and inlet t will need,to still be inspected. Please call me, preferably with some advanced notice, when you will be requiring an inspection. If this work has already been done and covered up, it would be best if you called this department prior to having us come out so that we can discus what will need to be done in preparation for the inspection: Hopefully this is not the case and the work has not yet been completed. .
