Comments
All conditions of engineer design and specifications dated May 11, 1999 are to be followed. Design is based on a
26 mpi percolation rate and includes a 2,000 two compartment concrete septic tank with a pump in a biotube vault.
The absorption field is designed to be three beds, each bed with 2 rows of 11 chambers for a total of 66 chambers.
The ditch is to be lined as per the engineer design. All setbacks are to be maintained.
Any crossing of sewer and water lines must be in accordance with APEHD ISDS regulatiions.

Plans and specifications of the pr osed individual sewage disposal system have been reviewed and are considered
satisfactory. Permission is hereby granted to the owner or the agent to perform the work indicated in accordance with the Pitkin
County ISDS Regulation in effect at the time of issue. This permit becomes invalid 6 months from the date that the permit was
issued unless system construction has commenced or an extension has been approved in writing by the Department.
As -built drawings must be included with this permit before the final approval will be issued.

Dear Mr. Verch,
As requested, we observed the installation of the onsite wastewater system (OWS) for the subject site on
September 20, 1999. The system was designed under our Job No. 10575, dated May 11, 1999.
The system includes a 2000 -gallon, two-compartment, pre -cast concrete septic tank with a pump in a
biotube vault and three 2 -chamber wide by 11 -chamber long beds, for a total infiltrative area of 1023
square feet (SF). The irrigation ditch was properly lined. An as -built drawing is included as Figure 1.
The pump, alarm and Biotube vault were in place and wired at the time of our site visit. Neil Verch is
authorized to tell the general contractor that electricity can be turned on to the OWS at his discretion. The
components of the OWS were installed in conformance with the plans and specifications.

In reviewing our ISD5 files, it has become apparent that there are many permits that we have not
been able to final. It is very important that we be able to final all I5D5 permits once installation of
sewage disposal systems and required inspections have been completed. Without finaled I5D5
permits, we cannot sign the Certificate of Occupancy for the home or building corresponding to that
permit. There are also other complications that could arise from incomplete ISDS permits.

The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit: second, before
final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and
accurate and that I have provided true and accurate information on locations of all existing and proposed wells, contour
intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation lines, drinking water cisterns, drain
tiles, irrigation ditches, lakes, water courses, streams, floodplains, dry gulches, and existing septic systems. I hereby certify
that any such features not shown on attached site map are not present. Issuance of the permit does not imply the approval of
any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permits have been obtained.
The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to construct is issued on information submitted by
the applicant or his/her representatives. The owner assumes_full rgsponsibility in case of failure of the system.

SEPTIC SYSTEM APPLICATION CHECKLIST
NOTE: SEPTIC PERMIT APPLICATIONS CANNOT BE ACCEPTED UNTIL ALL OF THE
INFORMATION BELOW IS INCLUDED.
The soils test and system design must be done by a Registered Professional Engineer. You should
plan to meet with the RPE at your site to discuss where the soils tests should be done to meet all
of the County regulations and where you want to put your house. The RPE will be your contact
for issues you want to discuss about your system's size and location. The RPE should check each
box to indicate the following have been submitted before the application can be accepted.

Site map showing locations of, or stating that the following do not exist: all existing and
proposed wells within setback distances (including on surrounding properties), contour
intervals, all proposed and existing buildings, property lines, ditches, slopes of greater
than 15%, water lines, sprinkler systems, springs, suction (irrigation) lines, drinking water
cisterns, drain tiles, irrigation ditches, lakes, ponds, water courses, streams, floodplains,
floodways, dry gulches, or existing septic systems. This must include all such features on
neighboring properties within setbacks.
If the above conditions don't exist, please indicate on the site map that these conditions
don't exist.

Proof of adequate water supply: for private wells, recent well driller's pump test showing
gpm actually produced, well permit showing legal supply, and test showing good quality;
for community systems, proof there is adequate water for all houses served by the system;
for other systems, proof of adequate quality and number of gallons/ minute.

Percolation tests must have a minimum of 3 perc holes and one in every 1200 sq. ft. of
field. Please include a map showing where the perc holes were done and indicate the total
square footage of absorption field.

Dear Ms. Goodman and Mr. Bonin,
As requested, we haveted subsurface conditions at the site and designed a replacement onsite
wastewater system (OWS) Or proposed residence. The purpose of the subsurface investigation
determine design parameters for the OWS design.The design is beim was to

the old existing OWS and thei remodeling of the residence.
SITE CONDITIONS - The'd0t is located in a rural area in Pitkin County, Colorado. The proposed drain
field area has a moderate slppe. There is a moderate cover of grasses, sagebrush, and scrub oak at the
proposed field_
PROPOSED CONSTRUCTION - A four-bedroom residence with between 2000 and 6000 square feet
(SF) of living area exists at the location presented in Figure 1. The average sewage loading for a four-
bedroom residence is 800 gAons per day (GPD) using Aspen/Pitkin Environmental Health Department
(APEHD) loading of 100 gallons per day per person. The sewage loading with a pealdng factor of 1.75 is
1400 GPD_ This loading includes a dishwasher, garbage grinder, and washing machine. The residence is
served water by an onsite well, which is be located greater than 132 feet from the proposed drain fields.
There is a pond near the river.` The drain field must be located greater than 82 feet from the pond. There is
an irrigation ditch to the west and above the proposed field area. It is proposed to line the line within 82
feet of the proposed fields_
As a part of work, which we ire doing at the site, a second OWS for a proposed barn which to be located
to the east of the residence_ The drain field for the barn is proposed downslope of the drain field for the
residence. The barn OWS design is being prepared as a separate design.
SUBSURFACE CONDITIONS - A subsurface investigation was performed by drilling seven percolation
holes, 27 to 40 inches deep, and one profile hole. Subsurface conditions encountered in the profile hole
consist of I foot of rich topsoil, underlain to the maximum depth explored of 8 feet by silty sand with gravel

and cobbles. Percolation tests indicate percolation rates of 8 to 40 minutes per inch (NP1). The average
percolation rate is 26 MPI. N o groundwater oA bedrock was encountered.
RECOMMENDATIONS,- We recommend the installation of a septic tank, pump, and three graveness
chamber beds. The OWS design is based on an average sewage load of 800 GPD and a percolation rate of

The floats should be set to pump 250 gallons. Pump details are presented as Figure 3 and Table 1.
We recommend three 68.75=feet by 6 -feet gravelless chamber beds be installed, as indicated on Figure 1.
The beds require 2 rows of 11 chambers each. The drain field should be constructed similar to Figures 1 and
2.

F ater than four -bedrooms, the septic tank can be upsized 438 gallons for each additional bedroom.
Ea bedroom would require an additional 250 SF of field or 17 gravelless chambers.
We recommend the surface of the field be seeded after installation of the fields. We recommend using a
native seed mix available at seed stores. These mixes do not require irrigation and develop a growth 10 to
15 inches high. No automatic sprinkler system should be installed over the fields. No landscaping or plastic
can be installed over the fields, which will reduce performance of the fields. Livestock should not be
confined in the field areas.
OPERATION AND MAPMNANCE - The owner must realize an OWS is different from public sewer
service, and must assume the responsibility for maintenance of the OWS. The system is relatively mainte-
nance flee, but the owner must have the septic tanks pumped. We recommend the septic tank be pumped
and the effluent filter be cleared or "hosed ofi" every two years_ There are daily considerations, such as not
putting plastic or other nonbi�degradable material into the OWS. Water use must be monitored so toilets
are not allowed to run when seals malfunction. To illustrate the point, a running toilet can consume in
excess of 1000 GPD, A loading of 1000 GPD could flood and irreparably harm the OWS and stress the
onsite well.
We caution against installation of a water softener. The hydraulic loading from the backwash of a water
softener may be detrimental t1 OWS. A separate drywell should be constructed for the backwash waste, if
a softener is installed. Chemically treated water from a swimming pool or spas should not be introduced to
the OWS.
LEM11TATIONS An OWS design requires installation by a contractor who is experienced in its
installation. Our investigation, layout, design and recommendations are based on data submitted. If
subsurface conditions considerably different from those described in this report are encountered, we should
be notified to evaluate the eMct on the proposed OWS. If the health department makes modifications to
this design, we should be contacted to evaluate the impact on the performance of the OWS.
All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements,
septic tank construction, and other specifications, which are not depicted in our report, are to conform to

the requirements of the ISDS regulations. The installer of the system is to have demonstrated knowledge of
the APEHD ISDS regulations and requiremen-ts.

The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before
final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and
accurate and that I have provided true and accurate information on locations of all existing and proposed wells, contour
intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation lines, drinking water cisterns, drain
tiles, irrigation ditches, lakes, water courses, streams, floodplains, dry gulches, and existing septic systems. I hereby certify
that any such features not shown on attached site map are not present. Issuance of the permit does not imply the approval of
any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permits have been obtained.
The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to construct is issued on information submitted by
