The OWS design is presented in a design dated June 18, IDI (�v�'� JAN 19 1999 ' 4 EN`JIRON1MPN1'AL HEALTH A3PEN l € :"','Iu'N (OWS) Installation Observation at the 1998 and revised August 14, 1998. The OWS was installed for a six -bedroom single-family residence greater than 6000 square feet (SF). The installed OWS consists of two 2000 -gallon single -compartment septic tanks with an effluent filter on the outlet of the second tank and a 1000 -gallon two-compartment pre -cast concrete septic tank with a duplex pump system. A 13000 SF drip irrigation drain field in 13 sections was also installed. The pump control panel, which includes the high water alarm and power for the pumps, was installed near the septic tanks. Power was not installed to the pump control panel at the time of our last observation. We have prepared an As -Built drawing as required by Aspen/Pitkin Environmental Health Department regulations. Subsurface con- ditions are described in a report prepared by CTL/Thompson (CTL) under Job No. GS -2019 dated December 6, 1996. We have worked with Tim Beck of High Country Engineering with respect to the project. SITE CONDITIONS - The site includes 500 acres locat Th ral Pitkin County, Colorado. The location of the proposed ren�n rofile and percolation holes are presented on Fig. 1. e sl?0 p6 ,at the pro- posed field area is 10 to 15% to the southwest. The gr nd surface has [ a moderate cover of native grasses, scrub oak, and aens. The site is. not in a confined drainage area and has moderate�to good solar and wind exposure. /30 PROPOSED CONSTRUCTION - A six bedroom residence is pr sed oas indi- cated on Fig. 1. The OWS for the residence is sized on the structure having greater than 6000 square feet (SF). The sewage loading for a greater than 6000 SF six bedroom dwelling��560 gallons per day (GPD), based on 2 people per bedroom and '100�.GPD pererson. The loading with a 1.75 peaking factor is 2730 GPD. The dign loading includes a garbage grinder, dish washer, and ashing machine. Water is provided by public water service. EXPERIMENTAL DRIP IRRIGATION SYSTEM - The proposed drip irrigation OWS has been authorized as an experimental OWS in Pitkin County. As a part of the authorization, there will be conditions of the permit which are not typical of a permit in Pitkin County. The conditions include: 1. the applicant must commit to follow recommendations of the department and the design engineer, 2. a backup system design is required.,, 3. monitoring of soil saturation will be required and must be reported for 5 years, 4. an annual report of the soil moisture will be required for 5 years, 5. the site must be reviewed for solar and wind exposure to wind, 6. the Department will allow design without a 1.5 peaking &rv) factor, and 7. you or your installer will be required to post a bond for the installation of the system, with release of the bond with IA' approval of the installation by the Department, the design engineer, and the provision of an as -built drawing. With respect to the remaining conditions: 1. you must agree to the terms of the permit; 2. a backup design is a sand evapotranspiration -absorption (ETA) design in the same area; 3. monitoring as described later in this letter will be required which will include an annual report as described in Item 4; 4. the site has been reviewed as described under Site Conditions and found suitable for installation of a drip irriga- tion OWS; 5. the Department will allow the construction of the OWS without a 1.5 peaking factor; and 6. requires the bonding of the installation cost. Another drip irrigation system has been installed in Pitkin County, so we do not expect any problems with installation or performance of the OWS. Two other drip irrigation systems have been designed with one installed this fall and it is anticipated the second will be installed next summer. SUBSURFACE CONDITIONS - Subsurface conditions were investigated by CTL/Thompson by drilling, three profile holes and nine percolation holes. The location of Profile 1 and Percolation Holes 1, 2, and 3 are indicated on Fig. I. Subsurface conditions at Profile 1 consist of a 2 foot of organic clays, underlain by sandy to silty clays with clayey sand lenses to 7 feet, underlain by silty, sandy gravels with cobbles to 10 feet the maximum depth explored. No free water or bed- rock was encountered. Percolation rates ranged from 60 to 120 minutes per inch (MPI). The average percolation rate of 100 MPI. Percolation test in a gravel layer indicate percolation rates of 3 to 10 MPI. We recommend designing a shallow trench OWS based on 90 MPI due to the gravel layer underlaying the sandy, silty clay layer. Portions of the CTL report are attached. RECOMMENDATIONS - The drip irrigation field is proposed in the area indicated on Fig. 1. We recommend the installation of two 2000 -gallon single compartment precast concrete septic tanks with an effluent fil- V ter on the outlet of the second tank and a 1000 -gallon two compartment precast concrete septic tank with a pump in the second compartment. A 500 -gallon lift station may be substituted for the proposed 1000 - gallon septic tank. The drip irrigation field area is based on 1560 GPD loading for a six bedroom residence greater than 6000 SF, and a 0.25 gallon per day per square feet application rate. This rate utilizes slow soil absorption. We have also prepared a water balance analysis which is presented as Table I. The spreadsheet uses 32 inches of lake evaporation per year based on the US Department of Commerce Weather Bureau Technical Paper No. 37. The area of field required per the water balance analysis is 13000 SF. Calculations presented in Fig. 2 indicate 13000 SF is re- quired. We recommend the installation of 12776 SF of drip irrigation field be installed as presented on Fig. 1. We recommend the field be installed in thirteen 1000 SF sections. The final drip irrigation field configuration can be modified to fit the topography with approv- al of our office. The trenches should be backfilled to reestablish the original slope. With the thirteen sections of drip irrigation field, we recommend the operation of the OWS with twelve of the thirteen sections at any time. The thirteenth section can be allowed to "rest". The resting section should be switched annually. k 3 An alternative sand ETA bed OWS is presented in Figs. 5 and 6. The alternative OWS consist of the same septic tank configuration due to elevation differences between the percolation area and house location. We recommend distribution valves be installed similar to Fig. 4. We recommend the installation of four 42 feet by 78 feet ETA beds. If the owner is anticipating finishing of additional bedrooms in unfinished areas or additions, we recommend the OWS be constructed to handle the additional loading. The installation of a properly sized OWS to serve future buildout can be cost effective. The proposed septic tank configuration will serve up to a six bedrooms residence greater than 6000 SF. For greater than six bedrooms, the septic tank must be upsized to 569 gallons per bedroom. Each additional bedroom larger than six bedrooms would require an additional 2129 SF of drip irrigation field. We recommend the surface of the evapotranspiration and absorption (ETA) field be seeded after installation of the system. A good native grass cover will promote evapotranspiration (E -T). We recommend a pasture seed mix available at seed stores. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. The owner must realize an OWS is different from public sewer service. The owner must assume responsibility for maintenance of the system. The system is relatively maintenance free, but the owner must have the septic tanks pumped and filters cleaned (hosed off). We recommend the tank be pumped every two years. There are daily considerations, such as not putting plastic or other nonbiodegradable material into the system. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a running toilet will consume in excess of 1000 gallons per day if allowed to flow. An excess 1000 GPD loading could flood and irreparably harm the field and stress the onsite well. We caution against installation of a water softener. The hydraulic loading from the backwash of a water softener can be detrimental to OWS and a separate drywell should be constructed for the backwash waste, if a water softener is installed. No landscaping or plastic can be used over the field, which will reduce evapotranspiration from the field. Chemically treated water from a swimming pool or spas should not be introduced into the OWS. As a part of the Permit, there will be conditions imposed by the Pit- kin County Health Department. One condition which will be different from normal installations will be the requirement for bonding of the installation of the drip irrigation system. This is required because of a prior experience in Pitkin County with an experimental system. Drip irrigation systems have been installed in Pitkin County and there have not problems with the installation. Seven.of the eight conditions will have been met with completion of the installation and only an annual reporting of soil moisture conditions and performance of the system will be required. We anticipate the annual reporting require- ment for five years and is estimated to cost $150.00 per year. If the drip irrigation OWS performs as the existing system has, we would apply to have the monitoring period reduced to three years. k 4 LIMITATIONS - An drip irrigation design requires installation by a contractor who is an experienced installer. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should evaluate the effect of the changes on the proposed OWS. If modifications to this design are made by governing Health Departments, we should be contacted to evaluate the impact on the performance of our OWS design. All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The installer of the system is to be approved by the County Health Department, and is to have demonstrated a knowledge of the ISDS regulations and require ments. The OWS design includes one installation observation. Additional observations are not included in the cost of this design. If there are any questions or if we can be of further service, please call. Locations of our percolation and profile borings are shown on Figures 2 through 4. Summary logs of the soils penetrated by our borings are shown on Figure 6. Results of our percolation tests are shown on Figures 11 and 13. At the percolation field area for the proposed Halle Residence, the average of the last three readings from each of our percolation tests is 87 min/inch. A standard percolation field is not in the area we tested. At the percolation field area for the proposed guest residence, percolation test results varied with location. We believe the clayey gravels and gravelly clays at P-4 and P-5 have a percolation rate of 30 min/inch. The percolation rate in P-6 is faster than 5 min/inch. We believe this is due to "clean" gravels near or at the bottom of the percolation hole. We recommend using a design percolation rate of 30 min/inch where the bottom of the percolation field will be into the clayey gravels or gravelly clays. If the bottom of the percolation field exposes sandy to silty 14p° jyl'f;4�Q gravels we believe the percolation rate will be faster than 5 min/inch and that a standard percolation field will not be appropriate. We should view the completed percolation field excavation to judge the soil exposed and verify the design i percolation rate. At the percolation field location for the proposed caretakers residence our percolation test results indicate the percolation rates are faster than 5 min/inch. A standard percolation field will not be appropriate at the location we tested. LIMITATIONS Our exploratory borings were spaced to obtain a reasonably accurate picture ON of the subsurface. Variations in these subsurface conditions not shown by our BILL POSS & ASSOCIATES CTL r GS -2019 13 l% exploratory borings will occur. We should observe the completed excavation to confirm the soils are as anticipated from our exploratory borings Our report was based on conditions disclosed by our exploratory borings, results of laboratory testing, engineering analysis and our experience. Criteria presented reflects the proposed buildings as we understand them. We should be advised when the final designs are developed to allow re-evaluation of our conclusions and recommendations presented herein. This investigation was conducted in a manner consistent with that level of care and skill ordinarily exercised by geotechnical engineers currently practicing in this area at this time. We prepared a onsite wastewater system design for the site dated June 18, 1998 under the same job number. We under- stand a duplex pump system is wanted to provide a redundant pump for the system. We recommend the installation of a duplex effluent pumping station in the second compartment of the third tank 1000 gallon septic tank in a biotube vault. An alternating pump system is indicated. A trip coun- ter should be installed for each pump. Trip counters provide data as to the sewage loading of the system and troubleshooting information. Subsurface con- ditions are described in a report prepared by CTL/Thompson (CTL) under Job No. GS -2019 dated December 6, 1996. We have worked with Tim Beck of High Country Engineering with respect to the project. SITE CONDITIONS - The site includes 500 acres located in rural Pitkin County, Colorado. The location of the proposed residence and profile and percolation holes are presented on Fig. .1. The slope at the pro- posed field area is 10 to 15% to the southwest. The ground surface has a moderate cover of native grasses, scrub oak, and aspens. The site is not in a confined drainage area and has moderate to good solar and wind exposure. PROPOSED CONSTRUCTION - A six bedroom residence is proposed as indi- cated on Fig. 1. The OWS for the residence is sized on the structure having greater than 6000 square feet (SF). The sewage loading for a greater_ than 6000 SF six bedroom dwelling is 1560 gallons per day (GPD), based on 2 people per bedroom and 100 GPD per person. The loading with a 1.75 peaking factor is 2730 GPD. The design loading includes a garbage grinder, dish washer_, and washing machine. Water is provided by ublic'water service. Ca rlvi i, -A e, EXPERIMENTAL DRIP IRRIGATION SYSTEM - The proposed drip irrigation OWS has been authorized as an experimental OWS in Pitkin County. As a part of the authorization, there will be conditions of the permit which are not typical of a permit in Pitkin County. The conditions include: 1. the applicant must commit to follow recommendations of the department and the design engineer, 2. a backup system design is required, 3. monitoring of soil saturation will be required and must be reported for 5 years, 4. an annual report of the soil moisture will be required for 5 years, 5. the site must be reviewed for solar and wind exposure to wind, 6. the Department will allow design without a 1.5 peaking factor, and 7. you or your installer will be required to post a bond for the installation of the system, with release of the bond with approval of the installation by the Department, the design engineer, and the provision of an as -built drawing. With respect to the remaining conditions: 1. you must agree to the terms of the permit; 2. a backup design is a sand evapotranspiration -absorption (ETA) design in the same area; 3. monitoring as described later in this letter will be required which will include an annual report as described in Item 4; 4. the site has been reviewed as described under Site Conditions and found suitable for installation of a drip irriga- tion OWS; 5. the Department will allow the construction of the OWS without a 1.5 peaking factor; and 6. requires the bonding of the installation cost. Another drip irrigation system has been installed in Pitkin County, so we do not expect any problems with installation or performance of the OWS. Two other drip irrigation systems have been designed with one installed this fall and it is anticipated the second will be installed next summer. SUBSURFACE CONDITIONS - Subsurface conditions were investigated by CTL/Thompson by drilling three profile holes and nine percolation holes. The location of Profile 1 and Percolation Holes 1, 2, and 3 are indicated on Fig. 1. Subsurface conditions at Profile 1 consist of a 2 foot of organic clays, underlain by sandy to silty clays with clayey sand lenses to 7 feet, underlain by silty, sandy gravels with cobbles to 10 feet the maximum depth explored. No free water or bed- rock was encountered. Percolation rates ranged from 60 to 120 minutes per inch (MPI). The average percolation rate of 100 MPI. Percolation test in a gravel layer indicate percolation rates of 3 to 10 MPI. We recommend designing a shallow trench OWS based on 90 MPI due to the gravel layer underlaying the sandy, silty clay layer. Portions of the CTL report are attached. RECOMMENDATIONS - The drip irrigation field is proposed in the area indicated on Fig. 1. We recommend the installation of two 2000 -gallon single compartment precast concrete septic tanks with an effluent fil- ter on the outlet of the second tank and a 1000 -gallon two compartment precast concrete septic tank with a pump in the second compartment. A 500 -gallon lift station may be substituted for the proposed 1000 - gallon septic tank. The drip irrigation field area is based on 1560 GPD loading for a six bedroom residence greater than 6000 SF, and a 0.25 gallon per day per square feet application rate. This rate utilizes slow soil absorption. We have also prepared a water balance analysis which is presented as Table I. The spreadsheet uses 32 inches of lake evaporation per year based on the US Department of Commerce Weather Bureau Technical Paper No. 37. The area of field required per the water balance analysis is 13000 SF. Calculations presented in Fig. 2 indicate 13000 SF is re- quired. We recommend the installation of 12776 SF of drip irrigation field be installed as presented on Fig. 1. We recommend the field be installed in thirteen 1000 SF sections. The final drip irrigation field configuration can be modified to fit the topography with approv- al of our office. The trenches should be backfilled to reestablish the original slope. With the thirteen sections of drip irrigation field, we recommend the operation of the OWS with twelve of the thirteen sections at any time. The thirteenth section can be allowed to "rest". The resting section should be switched annually. t 3 \ An alternative sand ETA bed OWS is presented in Figs. 5 and 6. The alternative OWS consist of the same septic tank configuration due to elevation differences between the percolation area and house location. We recommend distribution valves be installed similar to Fig. 4. We recommend the installation of four 42 feet by 78 feet ETA beds. If the owner is anticipating finishing of additional bedrooms in unfinished areas or additions, we recommend the OWS be constructed to handle the additional loading. The installation of a properly sized OWS to serve future buildout can be cost effective. The proposed septic tank configuration will serve up to a six bedrooms residence greater than 6000 SF. For greater than six bedrooms, the septic tank must be upsized to 569 gallons per bedroom. Each additional bedroom larger than six bedrooms would require an additional 2129 SF of drip irrigation field. We recommend the surface of the evapotranspiration and absorption ( ETA) field be seeded after installation of the system. A good native grass cover will promote evapotranspiration (E -T). We recommend a pasture seed mix available at seed stores. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. The owner must realize an OWS is different from public sewer service. The owner must assume responsibility for maintenance of the system. The system is relatively maintenance free, but the owner must have the septic tanks pumped and filters cleaned (hosed off). We recommend the tank be pumped every two years. There are daily considerations, such as not putting plastic or other nonbiodegradable material into the system. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a running toilet will consume in excess of 1000 gallons per day if allowed to flow. An excess 1000 GPD loading could flood and irreparably harm the field and stress the onsite well. We caution against installation of a water softener. The hydraulic loading from the backwash of a water softener can be detrimental to OWS and a separate drywell should be constructed for the backwash waste, if a water softener is installed. No landscaping or plastic can be used over the field, which will reduce evapotranspiration from the field. Chemically treated water from a swimming pool or spas should not be introduced into the OWS. As a part of the Permit, there will be conditions imposed by the Pit- kin County Health Department. One condition which will be different from normal installations will be the requirement for bonding of the installation of the drip irrigation system. This is required because of a prior experience in Pitkin County with an experimental system. Drip irrigation systems have been installed in Pitkin County and there have not problems with the installation. Seven,of the eight conditions will have been met with completion of the installation and only an annual reporting of soil moisture conditions and performance of the system will be required. We anticipate the annual reporting require- ment for five years and is estimated to cost $150.00 per year. If the drip irrigation OWS performs as the existing system has, we would apply to have the monitoring period reduced to three years. 4 LIMITATIONS - An drip irrigation design requires installation by a contractor who is an experienced installer. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should evaluate the effect of the changes on the proposed OWS. If modifications to this design are made by governing Health Departments, we should be contacted to evaluate the impact on the performance of our OWS design. All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The installer of the system is to be approved by the County Health Department, and is to have demonstrated a knowledge of the ISDS regulations and require- ments. The OWS design includes one installation observation. Additional observations are not included in the cost of this design. If there are any questions or if we can be of further service, please call. Locations of our percolation and profile borings are shown on Figures 2 through 4. Summary logs of the soils penetrated by our borings are shown on Figure 6. Results of our percolation tests are shown on Figures 11 and 13. At the percolation field area for the proposed Halle Residence, the average of the last three readings from each of our percolation tests is 87 min/inch. A standard percolation field is not appropriate in the area we tested. At the percolation field area for the proposed guest residence, percolation test results varied with location. We believe the clayey gravels and gravelly clays at P-4 and P-5 have a percolation rate of 30 min/inch. The percolation rate in P-6 is faster than 5 min/inch. We believe this is due to "clean" gravels near or at the bottom of the percolation hole. We recommend using a design percolation rate of 30 min/inch where the bottom of the percolation field will be into the clayey gravels or gravelly clays. If the bottom of the percolation field exposes sandy to silty gravels we believe the percolation rate will be faster than 5 min/inch and that a standard percolation field will not be appropriate. We should view the completed percolation field excavation to judge the soil exposed and verify the design / percolation rate. At the percolation field location for the proposed caretakers residence our percolation test results indicate the percolation rates are faster than 5 min/inch. A standard percolation field will not be appropriate at the location we tested. LIMITATIONS Our exploratory borings were spaced to obtain a reasonably accurate picture of the subsurface. Variations in these subsurface conditions not shown by our BILL POSS h ASSOCIATES CTL/T GS -2019 13 11 exploratory borings will occur. We should observe the completed excavation to confirm the soils are as anticipated from our exploratory borings Our report was based on conditions disclosed by our exploratory borings, results of laboratory testing, engineering analysis and our experience. Criteria presented reflects the proposed buildings as we understand them. We should be advised when the final designs are developed to allow re-evaluation of our conclusions and recommendations presented herein.
