Subject: Observation of Pit Excavation, Proposed Leach Field, Caretakers Unit, Lot 2,
Estin Tracts, Wildcat Vista Road, Snowmass Village, Colorado
Dear Mr. Simpson:
As requested, we visited the subject site on April 7, 1997 to observe the subsurface
conditions in a pit excavation. The work was done in accordance with out agreement for
professional services to Structural Associates dated April 4, 1997. MTI Geo had previously
performed a subsoil study for the site and presented their findings in a report dated June 3,
1996, Job No. G96-141.
The subsurface conditions observed in the pit are to be used for comparison to the previous
study for use in design of the septic disposal system. Percolation testing to evaluate the
percolation rate of this location was not requested.
At the time of our visit to the site, the pit excavation had been excavated to a depth of 8 feet
below the adjacent ground surface. The soils exposed in the pit consisted of about 1 foot of
slightly organic topsoil overlying sandy clay with shale fragments up to cobble size. About 6
inches of water was standing in the bottom of the excavation and the soils were moist to very
moist.
The previous pit logs consisted of 41/2 to 6'/2 feet of shaley clay soil above claystone
bedrock. Free water was encountered at the bedrock level. Based on our observation, the
soils exposed in the pit appear similar to those found in the previous subsoil study.

RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN
COUNTY, COLORADO, GRANTING APPROVAL OF THE BRAVER
CARETAKER DWELLING UNIT
Resolution No. 96--3&
RECITALS
1. Skip Braver, (hereafter "Applicant") has applied to the Pitkin County Board of
County Commissioners (hereafter "Board") for consideration of approval of a caretaker
dwelling unit pursuant to Section 3-150.130(B) of the Land Use Code.
2. The property is described on Exhibit "A" attached.
4. The Board considered the request at its regularly scheduled meeting of December 18,
1996, at which time evidence and testimony were presented with respect to this
application.
5. The Board determined that the proposed development meets the criteria established in
Section 3-150.130(B) of the Land Use Code, and therefore found the development of the
caretaker unit to be appropriate.
NOW, THEREFORE, BE IT RESOLVED by the Pitkin County Board of County
Commissioners that it does hereby grant approval for development of a caretaker
dwelling unit on the property described herein subject to the following conditions:
1. The applicant shall adhere to all material representations made in the application and
at the public meeting.
2. The proposed caretaker unit shall not contain more than 700 square feet of net livable
floor area.
3. A caretaker dwelling unit deed restriction to the satisfaction of the Housing Office
shall be recorded before building permit approval.
4. The floor plan of the caretaker unit shall be provided to the Housing Office for
approval prior to application for a building permit for the unit.
The kitchen of the caretaker unit shall contain a minimum of a two -burner stove with
oven, standard sink, and a minimum 6 -cubic foot refrigerator with freezer.

6. Prior to issuance of a building permit, the applicant shall provide documentation of an
adequate domestic water supply as evidenced by a commitment to provide service from
the Snowmass Water and Sanitation District.
7. The septic system for the development shall meet the approval of the Environmental
Health Department. The applicant shall obtain such approval prior to the issuance of a
building permit. The sewage disposal system must be located within the building
envelope and meet all environmental setback requirements.
8. The applicant shall obtain a fireplace/wood stove permit with the Environmental
Health Department prior to issuance of a building permit.
9. That the approval be specific to the design, location and heights shown on the floor
plan and elevations prepared by Hagman Architects which were provided to the Town of
Snowmass Village for review (Exhibits B & C attached). A copy is attached indicating
that the first floor elevation will not exceed 66'-6" site elevation relative to the assumed
100'-00" height elevation for an existing fire hydrant as shown on the current building
permit site plan for the residence. Based upon our understanding that the car court will
be at elevation 70'-00", the structure should not exceed site elevation 88'-00" at the
highest ridge or chimney point.
10. Colors and materials should be consistent with the principal structure. Non -reflective
materials should be utilized to the greatest extent possible.
11. No portion of the structure, including roof overhangs or decks, shall extend outside
the building envelope.
12. Areas outside the building envelope should not be distured. All grading or other land
disturbances shall be revegetated. Any landscaping by the applicant to soften the visual
impact of the main residence or caretaker unit from the Snowmass Village perspective is
encouraged.
13. To minimize visual impacts to the Town of Snowmass Village, exterior lighting for
driveways and landscaping is prohibited. All other lighting shall comply with County
Land Use Code Standards.

The. Aspen/ Pitkin Environmental Health Department has reviewed the details of the
Braver application under the authority of the Pitkin County Land Use Code and has the
following comments.
ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-17 and 3-1104:
"It is the policy of the County to insure the availability of a water supply of adequate quality., quantity, pressure and dependability
for fire protection and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up
to existing public systems ifservice is available.!"
The parcels in Wildcat Vista are'served by . water provided by the Snowmass.Water &
Sanitation District and the applicant has failed to provide a "...letter of intent to _service
the proposal..." as defined in the Pitkin County Code.
It is recommended that low water landscaping (xeriscaping) be used and that the timing
of any sprinkler systems be decreased for low water plants. The Colorado State
University• Cooperative Extension office can be contacted for more information on
xeriscaping.
A condition of approval for this application is the receipt of the letter of intent
to service this caretaker unit from. the Snowmass Water and Sanitation District.

SEWAGE TREATMENT AND COLLECTION: Sections 2-18 and 3-1105• "itis the policyof the.
County to ensure that adequate sewage treatment facilities are available to serve existing and new developments: Public and,
private sewage, disposal systems and connections to such systems shall comply with the sewage disposal guidelines of Pitkin
County's Individual Sewage Disposal System Regulation."
Lots in the Wildcat Vista area are served by individual sewage disposal systems.
A septic permit has been issued for'.a sewage disposal system for 5 bedrooms for the
main house and this system is not large enough to service the. detached caretaker unit.
A new septic permit application will be needed either for a separate.system or to '
enlarge the system that was previously, permitted. Based on percolation test results for
the main house, we are confident that a sewage disposal system can be installed.
However, site specific soil data will have to'be obtained.
All such systems installed within Pitkin County require septic permits issued- by the
Environmental Health Department; and must comply with the County's septic
regulations.. To receive a septic permit, the applicant will need to submit a septic permit
application and appropriate fee with.a completed Soil Data Form including percolation
test results and profile hole information. It must be possible to design an adequate
sewage disposal system before a building permit can be issued.
The Aspen/Pitkin Environmental Health Department will design the system. for the
applicant as part of the permit fee, if an engineered system is not required. We will
do a site visit, advise the applicant 'about the .best location for the system and provide a
system design. We will determine if' an engineered system is needed based on soil test
results. An engineered system is required if any one of the following conditions occurs:
a percolation rate faster than 5 mpi or slower than 60 mpi; maximum seasonal level of
the groundwater table -or bedrock less than four feet below the bottom of the proposed
absorption system; or a slope in excess of 30%.' Prior to initiating any tests at the site,
the applicant should contact this affice.
Site specific soil data will have to be obtained. The applicant will need to -adhere to
minimum horizontal setback requirements for placement of sewage. disposal system
components which can be :difficult on small lots.
The area for the leach field should be located in an area of no traffic, planted with dry
land grass, and should not be watered. It is desirable to locate the system below the
house so that the system can operate by gravity. The appliicant should refer to the Pitkin
County Sewage Regulations for detailed information, or call. our office to discuss this
site.

Unless designed by a registered professional engineer and approved by this
Department, no soil absorption system shall be permitted in areas where the ground
slope is in excess of thirty percent (30%).
It should be possible to locate the sewage disposal within the building envelope.
A condition of approval for this application is the receipt and approval of the
septic permit by the Environmental Health Department before a building
permit can be issued.
WATER QUALITY IMPACTS: Sections 2-14 and 3-705 and 3-710:
"It is the policy of the County to preserve and protect its present water resources. To this end it is the policy of the County that no
land use be initiated which would adversely affect the quantity, quality, or accessibility of the County's water resources; or which
would occur at the expense of established water -dependent agricultural activities; or which would result in increased salinization
of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures to reacquire or
redistribute major water resources. It is also the policy of the County to maintain a natural vegetative buffer along its surface
waters such that the surface and groundwaters of the area are not encroached upon by land uses or other human activities which
could cause deterioration of water quality or impair the natural treatment processes provided by meadows and wetlands."
The Environmental Health Department will be addressing water quality impacts on
down stream water quality. This application is not expected to impact down stream
water quality if the minimum horizontal distances between components of the system
and physical features are in accordance with the Pitkin County Sewage Regulations.
AIR QUALITY: Sections 2-13 and 3-602:
"Only that development is permitted which will not contribute significantly to degradation of air quality in Pitkin County.
Developments may not constitute an indirect or direct air pollution source under Federal, State or County regulations."
This project is not expected to contribute significantly to degradation of air quality in
Pitkin County.
Activities such as road building and landscaping require a Fugitive Dust Plan. This plan
would need to include, but is not limited to, fencing, watering of haul roads and
disturbed areas, daily cleaning of adjacent paved roads to remove mud that has been
carried out, speed limits, or other measures necessary to prevent windblown dust from
crossing the property line or causing a nuisance.
A condition should be approval by the Asperi/Pitkin Environmental Health
Department of the fugitive dust control plan, containing enough measures to
ensure that dust does not become a nuisance or blow. onto adjacent property.

The applicant must file a fireplace/woodstove permit with the Environmental Health
Department before the building permit will be issued. The less densely populated parts
of the county like inWildcat Vista may have two devices per building: a maximum of
one wood burning fireplace and'a second device which can be either, a gas log fireplace
or a certified woodstove. In. addition, unlimited numbers'of decorative gas appliances
are allowed. Coal may not be burned in any device. No.wood burning device may be
installed in barns or agricultural buildings..
Any remodeling that•affects the firebox of your fireplace will necessitate that the device
meet current regulations..
A condition of approval for this application is the receipt and approval of the
fireplace/woodstove permit by the Environmental Health Department before
the building permit can be issued.
CONFORMANCE WITH OTHER ENVIRONMENTAL HEALTH LAWS: Section 2-7• "it
is the policy of the County to ensure that no use or development of land is permitted which is in violation of the laws of the
County, the State of Colorado, or the United States of America."
This Department is not aware of any issues of concern regarding other environmental
health laws.
