Box 6244 Snowmass Village CO 81615 Dear Robin: 118 West 6th, Suite 200 Glenwood Springs, CO 81601 VIA FAX: 923-8805 The purpose of this letter is to provide information subsequent to my September 25, 1998, letter regarding the Carlston residence located at Lot 6, Wildcat Ranch, Pitkin County, Colorado. On October 22, 1998, 1 visited the site to do some further research to attempt to determine the cause of the ongoing problem with the individual sewage disposal system. I was met on site by an excavator provided by Mike Thomas of Wildcat Ranch. Our task was to complete the excavation items suggested in my previous letter. First of all, we located the cleanout to the uppermost trench which was in place as Rudd Construction had reported. As per plan, Rudd installed four trenches with a width of nine feet each. While on site, the depth of ponding in each of the trenches was also noted: TRENCH In DEPTH TO ABSORPTIVE SURFACE DEPTH OF PONDING Trench 1 (downhill) 58" 7" / 19" Trench 2 50" 3" / 6" Trench 3 52" 42" / 36" I� Trench 4 (uphill) 47" 10"/- 0"/- In the "depth of ponding" column, the first number indicates the depth on October 22, 1998. The second number indicates the depth on September 24, 1998. The depth of ponding is inconsistent in the three trenches, as trenches 1 and 2 dropped in their ponding depth while the depth increased in trench 3. It was also noted that there was no groundwater in the existing profile hole which had remained open for the past month. The groundwater level previously indicated was five feet from the surface. The concrete distribution box was also excavated and found to be level within 0.01 ft. The three upper bed outlets are all at the same elevation. Due to the lack of groundwater existing on the east profile hole, I felt it was unecessary to dig a hole on the west side of the system to record the groundwater depth. It was also decided that attempting to excavate the west end of the trenches to determine their depth could result in more damage than the value of the information we may have found. Therefore, it is assumed that the trenches are level and the depth of cover is similar on each end of the trenches. It remains our contention that the depth to absorptive surface of the existing beds should be approximately 24" to 30", rather than the 47" to 68" depth encountered on site. This depth is two to three feet deeper than specified on the design drawings. In looking at the ponding depths recorded in the above table, it is apparent that the trenches being built to the proper depth could eliminate ponding in all but one trench. I have the understanding that Rudd Construction was given a sign -off on the ISDS installation from Pitkin County prior to obtaining a C.O. Neither the County, the owner or myself have any record of this inspection by the County. It has also been brought to my attention that the depth of the field is due to excess dirt from the building excavation placed on the field. Typically, although it is not required, the contractor contacts the design engineer during construction so that we may review the progress and/or address any field changes which arise. It is my opinion that the ISDS is failing due to groundwater entering the trenches. Apparently, the groundwater source seems to be consistent year round as the system has been reported to "leak" year round. The source of the groundwater would then seem to indicate that it is a consistent year round source, not attributable to the leaking pond and pump system or adversely affected by high groundwater during spring runoff. This is a changed condition from what is reported in the Chen -Northern soils report which indicated a boring to a depth of 26 feet encountered no groundwater. This boring also encountered clay stone bedrock within six feet of the surface of the ground. The bedrock observation is consistent with what we found in the profile hole excavated in mid-September. SGM would be willing to participate in resolving this situation with the owner, Rudd Construction, Pitkin County and Nelson Environmental Wastewater Solutions. A meeting should be set up with the parties to decide on the best course of action to proceed in. Suite 200 Glenwood Springs, CO 81601 On September 22 & 24, myself and Bob Nelson with Nelson Environmental Wastewater Solutions made site visits to the Carlston residence located at Lot 6 Wildcat Ranch, Pitkin County, CO. The purpose of our visits were to do some research to attempt to determine the cause of the ongoing problem with the individual sewage disposal system. Last year, a curtain drain was installed above the leach field in attempt to divert any ground water around the leach field. Please reference the letter dated October 31, 1997. The installation of curtain drain did not resolve of the ISDS problem. Prior to arriving on site, Mike Thomas of Wildcat Ranch excavated three percolation holesat a depth of 2 feet and one profile hole to a depth of 8 feet. The holes are located in the attached sketch at the east end of the existing leach field. While percolation holes # 1 & #2 were dry at the bottom, percolation test hole #3 was moist but not wet. The profile hole excavation consisted of approximately 3 '/2 feet of clay soil over lying approximately 4 - 5 feet of fractures shales overlying more competent shale bedrock. Ground water was found at a depth of 5 feet. The results of the original soil testing done by Chen -Northern, dated January, 1993 indicated the depth to bedrock approximately at 6 feet and no ground water was encountered to a depth of 28 feet. A properly designed and installed system must have a minimum separation of 4 feet from the absorptive surface (bottom of trench) to either bedrock or ground water. The 4 foot separation is required to properly treat the effluent prior to reaching either of these impermeable surfaces. Secondly, while on site the 3 clean outs on the east end of the 3 leach field beds were removed and the following was noted: Trench Depth to Absorptive Surface Depth of Ponding 1 52„ 36„ 2 50„ 6„ 3 58„ 19" The liquid at this end of the field is not similar to the effluent breakout on the west end of the field. The liquid on the east end of the field consists mainly of water. September 25,'1998 Robin Morris Page 2 These measurements indicate that the bed was constructed 2 - 3 feet deeper than indicated on the design plans at this end of the beds. It would also mean that the original separation from bedrock has not been maintained and that the absorptive surface is 12" or less from the current groundwater level. By locating only 3 clean outs, while 4 beds are shown on the design plans, it is assumed the contractor installed 3 beds with 4 rows of infiltrative chambers. This increased width would either decrease the separation from absorptive surface to bedrock/ground water or require that the down hill set of chambers be constructed on fill. As stated above, there is not the necessary 4 foot separation between absorptive surface and bedrock. I believe the next course of action should be as follows: Each end of the bed should be excavated to verify the depth of the absorptive surface on the west end of the beds. This also allows us to verify that the required length and width of system is installed. This is necessary because there is no record of Pitkin County Environmental Health final sign off on the installation of this system. In addition, SGM was never contacted regarding system installation or final inspection. The distribution box should be re -excavated and verified by myself to be level. A profile hole should be excavated on the west side of the leach field to verify depth of ground water and bedrock. This information should allow us to determine the cause of the leach field failure. Due to the presence of bedrock and ground water at depths of 5 - 6 feet the current system does not meet Pitkin County codes. We should begin exploring other areas on the property to relocate the septic system. The exploratory excavation needs to be coordinated such that I can be available on site during the excavation. Sox 6244 Snowmass Village CO 81615 RE: Lot 6, Wildcat Ranch ISDS Dear Mr. Carlston: ENGINEERS SURVEYORS SG M SCHMUESER GORDON MEYER 118 West 6th, Suite 200 Glenwood Springs, CO 81601 At the request of Nancy Palmer, I made a site visit to Lot 6, Wildcat Ranch, Pitkin County, Colorado, on October 7, 1997, to observe the ISDS. Nancy had made me aware that there has been seepage at the downstream corner of the lower most leach field bed. In addition, she said there is an odor problem throughout the winter, that the seepage was not related to home usage or occupancy, and was basically occurring year round. She also noted that the stream and pond system which runs under the house had been experiencing leakage problems. When I observed the bed seepage, it was basically a trickle from the north end of the lower most bed. I had two ideas on the reason for this overflow. First, the distribution box which is designed to distribute equal flow to each of the four beds could be out of level, thus,loading one bed continually. This problem would seem to be related to home usage, however, but was checked anyway. Rudd Construction excavated the distribution box and found it to be level. The second source of the problem could be groundwater infiltrating the bed area from above. Due to the leakage of the stream system, as well as moisture in the area downhill of the house, I believe this to be the source of the problem. The groundwater could be flowing through the leachfield area and flushing the sewage out at the bottom. This is a very serious problem, as the sewage could be contaminating the flowing groundwater prior to being properly treated. I suggested to Nancy and Rudd Construction that a curtain drain system be installed uphill of the bed and below the house to catch any groundwater and route the groundwater around the leach field area. Rudd Construction made an attempt on October 8 to excavate for this curtain drain system and determined it was too wet to complete. The result was a 1'/2 to 2 foot trench on the uphill side which diverts surface water, but does nothing to control the groundwater below. Another attempt was made following a week of dry weather the latter part of the following week. Once again, the contractor deemed the site too wet. This excavation has exposed what I believe are foundation drains which daylight above the leachfield area. This would October 31, 1997 Mr. Doug Carlston Page 2 contribute significant groundwater to the area of the leachfield and cause overloading of the system. On October 30, 1 met on site with Nancy and Betsey Kipp of Pitkin County Environmental Health to decide on a solution and time frame acceptable to the County to complete it. It was decided that a curtain drain would be installed uphill of the existing leachfield area. The foundation drains need to terminate into the curtain drain trench. This solution should be implemented in the spring. Please find attached a sketch of the curtain drain. In the interim, all existing drain lines should be terminated into the existing trench, a 4" ADS perforated drain pipe installed at a minimum 1 % grade and backfill with screened rock and run to daylight a minimum of 20' from the edge of the leachfield. Following the improvements next spring, the system should be monitored for seepage and moisture in the leachfield area. If problems still exist, other options will need to be explored, including lining at the downhill side of the bed, groundwater sampling and determining if groundwater is infiltrating directly under the leachfield through the bedrock. The contractor should notify Betsey Kipp and myself of the construction schedule so that the improvements can be observed. The main purpose of this letter is to provide you with a direct update on the potential seriousness of the problem as well as the solutions proposed to rectify it. We conducted this study according to Section 4-5 of Pitkin county Regulatioas Indiividual Sewage Disposal Systems on Monday, August 23, 1993. We have based our recemmendat ions on the subsurface Condit ions encountered_ Please furnish this letter to the Aspen/Pitkin Environmental 'llealth Department at your earlieet convenience to obtain a permit to construct this individual sewage system. Proposed Construction_ The plaiznetl main residence is a relatively Iarge one to two-story house with a bath house. ThiS is the structure for which the percolation tests were done_ There. is also a tyro -story log house proposed as a caretaker7s cottage_ The property is served by the treated surface water supply furnished by the subdivision. The lot is large, and the building envelope 12-92 acres. Site Conditions: The site is a lot in the 'W'ildcat Ranch PU!D 70 feet above and about 500 leer from the South end of Wildcat Reservoir. The ground surface, which appears natural in the proposed area of the absorption field, is on, the top of a ridge and -slopes to the West and Northwest at a grade of 15% to 20%. There is a major irrip'ation ditch several bundred feet above the area of the buildings_ Subsurface Conditions: A sail profile boring, dour by then -Northern is about 94 feet from the proposed absorption area_ It was bored to a depth of twenty- six feet. Tile excavation encountered no ground water_ Claystoixe bedrock was present within six feet of the surface of the ground. The subsurface soil conditions were evalmated with the standard percolation test procedures at the approximate location shoxu on Fikure-1. The test holes were hand dug and several ihches of gravel placed on the bottom of each hole. The subsoil in which the percolation tests were run, consisted of one foot of clay loam and then a sandy cLar, which extended to the depth of percolation test holes, tb-ir'ty-LWC or thirty-three_ inches. This grayish soil was well consolidated, and showed little tendency to swell, although some smear.Lng_and compaction were observed. Percolation Testing, Percolation testing was Performed in the approximate location of the proposed absorption field area Southivest of the building. The three shallow holes were hand dug to a depth of thirty-two to thirty-four inches_ The Percolation holes were pre-soaked the morning of testing. Water was added approximately every two hours before beginning the percolation test_ There was no. water remaining in any of the percolation test holes when we arrived at the site abort 5:30 p.m. The results of the percolation testing are oresented in Table i_ These results indicate the sandy clay soils have an average percolation rete of 44 minutes per inch and would be acceptable for jllY a conventional infiltration design for -the om-site sewage system, if not for the shallow bedrock below. The liMitin; bedrock may actually be deeper in the lower portion$ of the site. Further profile excavations seem warranted to see if the soils overlaying the hard claystoue shale bedrock are deeper than eight feet on some portions of the site where a sewage disposal system may be located_ However, with the jaformation availabl.�e, the' Pitkin County kegalatioas individual Scvmge WSPOsal Systems w�i 11 require a site- specific engineering design for the on-site sewage disposal system that addresses the shallow bedrock conditions. Limitations_ This report has been prepared according to izeaerally accepted practices in this area for use for sewage, disposal desiry-n purposes_ The conclusions and recommendations submitted i3: Lhis report are based upon data obtained from our site visits at, the location. indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation_ If further excavation reveals conditions different from those described., additional evajaations may be necessary.
