I don't know if the proposed area for the septic is included within the envelope or not, so I've attached the recorded plats for you. If it is great, if it isn't then they will have to do a Minor Amendment Application with us; these can be done in a little more than a month since they are administrative. Because of the urgency to get the problems solved, we would allow the work in the field to be done while the application is in process, but we would ask that you hold off on final approval of the system pending completion of the Amendment process (to make sure they follow through with it). I will give you a call on Friday to talk this over. I am also hoping to join the OWTS Conference on Friday, so I may see you there! Have a great day! The subject residence is currently utilizing an OWTS that is experiencing problems and must be replaced. The property is located outside of Carbondale, Colorado in an area where OWTS are necessary. SITE CONDITIONS A 4 -bedroom single-family residence presently exists and is utilizing a failing OWTS. The current OWTS must be abandoned. The proposed drain field area slopes 8% to the south, and vegetation consists of a moderate cover of grasses. SUBSURFACE The subsurface was investigated by digging one profile pit and three percolation holes, as indicated. The materials encountered in the profile pit consisted of 1.5 -foot of a sandy root zone, underlain by clayey sand with scattered angular boulders to the maximum depth explored of 8 feet. Groundwater or bedrock was not encountered. Three percolation holes were dug, in the area of the proposed drain field, as indicated. Percolation rates ranged from 10 to 20 minutes per inch (MPI). A 15 MPI rate will be used to design the OWTS. DESIGN SPECIFICATIONS The OWTS design is based on 4 -bedrooms and an average sewage load of 600 GPD. The installation must include a 1250 -gallon, two-compartment, precast concrete septic tank with an effluent filter, to be followed by five gravelless trenches. Each trench must have 1 row of 14 `Quick -4' chambers, for a total of 70 chambers, equaling 691 square feet (SF) of infiltrative area. A concrete distribution box with a baffle must be installed. Subsurface Investigation and Repair OWTS Design Project No. 1583 3/30/09 Page 2 Construction must be according to the Pitkin County Environmental Health and Natural Resources Department OWTS regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health and Natural Resources Department, and this design. OPERATION INFORMATION AND MAINTENANCE The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. No heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years and clean the effluent filter as needed. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC, and the county must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of chambers and distribution pipes. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. Subsurface I`n estigation and Repair OWTS Design Project No. 1583 3/30/09 Page 3 LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWS construction must be according to the county regulations. Requirements not specified in this report must follow county regulations. The installer should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Please call with questions. Because of this location your proposal can be exempted from formal planning review pursuant to section 7-10-30(b) of the 2006 Land Use Code. Compliance with the following conditions is strongly encouraged: 1. No development or activity associated with the septic systems shall be allowed within the setback areas of the lot. 2. All areas disturbed by construction shall be re -vegetated with native shrubs and grasses within one growing season of the project's completion. [A copy of the Pitkin County Re -Vegetation Guide is attached.] 3. Only Pitkin County Approved Seed Mixes should be used for re -vegetation of disturbed areas. [A copy of the approved seed mixes is attached.] Be advised that all other zoning and building codes and regulations are applicable. This exemption is not vested and may not be applicable at the time of permit submittal. Please be advised that you must comply with all the conditions of the OUVTS Construction Permit. Provide a copy of this letter to Environmental Health as proof of your Land Use approval to obtain your Septic Permit. Additionally you may be required to obtain an Access and/or Earthmoving Permit. If this is the case you will need to provide a copy of this letter for that as well. Please check with the County Engineer for more information. Additionally, if you have any questions or concerns, please feel free to call me at 970-920-5092.
