ADDITIONS/DELETIONS TO AGENDA: None PUBLIC COMMENT: Representatives from Representative Scott Tipton's office appeared before the Board to discuss current legislative matters. COMMISSIONER COMMENTS: Commissioner Clapper reminded everyone that election day is November 7th and provided a list of facilities where ballots could be deposited. Additionally, she announced that the Emma Holiday Bazaar is scheduled for November 10th and 11th at the Emma School House in Emma. Commissioner Child expressed his condolences to the family and friends of Linda Nelson who recently passed away at the age of 98. Greg Poschman announced that Bob Bishop, a famous local photographer recently passed away. BOARD OF COUNTY COMMISSIONERS 1 REGULAR MEETING NOVEMBER 1,2017 Commissioner Richards urged everyone to google "national park entrance fees" to provide comments on the proposed increase of$70/car to enter national forests. Additionally, she reminded everyone that there will be a time change on Sunday, November 5th and encouraged everyone to check their batteries in their smoke and carbon monoxide detectors. CONSENT ITEMS Consent Items — Single Reading Approval of Minutes of October 25, 2017 — Motion to Approve Staff Person: Jeanette Jones, Clerk to the Board Action: Commissioner Richards moved approval of the minutes of the regular meeting of October 25, 2017. Commissioner Child seconded the motion, but asked the Clerk to make sure that there were no commissioner comments (that should have been listed) for this particular meeting. Motion passed with four yea votes with Commissioner Newman not present. Individual Consideration Items/First Readings set for Public Hearings on November 15th: First Reading — Resolution Establishing the Formula for Distribution of the Municipal Share of County Sales Tax Revenue for the Year 2018 as Required by Resolution 78-121 — Motion to approve and set for second reading and public hearing on November 15'h Staff Person: Susan Atwood, Finance Department Action: Commissioner Child moved approval of first reading of the Resolution as written and set for second reading and public hearing on November 15"'. Commissioner Richards seconded the motion Motion passed with four yea votes with Commissioner Newman not present Individual Consideration Items/Public Hearing — Second Readings: Second Reading — Ordnance No. 031-2017 - Authorizing the Community Development Director to Execute Covenant Agreements Required in Association with Land Use Code Development Approvals— Motion to Approve Staff Persons: Richard Neiley, Assistant County Attorney— Suzanne Wolff, Assistant Community Development Director BOARD OF COUNTY COMMISSIONERS 2 REGULAR MEETING NOVEMBER 1,2017 Action: Commissioner Child moved approval of second reading of the Ordinance as written. Commissioner Richards seconded the motion. Motion passed with four yea votes, with Commissioner Newman not present Second Reading — Resolution No. 077-2017 - Authorizing the Pitkin County Office of emergency Management to Accept the 2017 Emergency Management Performance Grant (EMPG) from the State of Colorado, Department of Public Safety, Division of Homeland Security and Emergency Management for the Purpose of Funding a Portion of the Pitkin County Emergency Management Annual Budget— Motion to Approve Staff Person: Valerie MacDonald, Emergency Management Coordinator Action: Commissioner Richards moved approval of second reading of the Resolution as written. Commissioner Poschman seconded the motion. Motion passed with four yea votes, with Commissioner Newman not present. OPEN DISCUSSION: Discussion on the Champion Act and authorization for the Chair to sign a letter to Representative Scott Tipton urging him to vote no on the Act. ADJOURNMENT: Commissioner Richards moved to adjourn the regular meeting at 1:15 p.m. Commissioner Child seconded the motion.
