The Casebeer Residence located on Lot 2, Block 1, Crystal River Country Estates Subdivision, 0358 Crystal Lane, Pitkin County, Colorado, Dear Doug, This company has conducted an inspection of the referenced property for the purpose of evaluating the on-site wastewater disposal system serving the existing dwelling. It was apparent that some septic tank effluent was surfacing over the old seepage pit, particularly when laundry was done. As a result of this condition and as requested, Nelson Environmental and Wastewater Solutions, Ltd., performed a soils study and percolation tests for a replacement septic system for the house. We conducted this study in accordance with Article 5 of the Pitkin County Individual Sewage Disposal System Regulation. We have based our recommendations on the subsurface conditions encountered. We will furnish this letter to the Aspen/Pitkin Environmental Health Department at our earliest convenience in order for you to obtain a permit to construct this individual sewage system. Existing Construction and Building Site: The house was originally constructed in the late 1960's. The residence is on a tract of approximately 2.6 acres. The existing residence is a house with two bedrooms and two and one-half bathrooms and approximately 1000 square feet of finished living area. The house site is located in a meadow with a gently rolling topography, sloping at less than a 15% grade toward the Crystal River. Typical of this area, the vegetation pattern of sagebrush and native grasses covered most of the property. Water to the residence is supplied from a well drilled on the East side of the house. The well is located a sufficient distance from obvious sources of contamination, such as the proposed septic system location. Existing On-site Wastewater Disposal System We were not able to locate a permit for the septic system by reviewing the Pitkin County Environmental Health Department records. Box 6961 Snowmass Village, CO. 81615 Office (303) 923.3289 Home (303) 923.2766 On Casebeer Septic System Investigation and Percolation Tests 0358 Crystal Lane December 1, 1995 Page 2 is unknown, although it is obvious from pumping records and the owners recollection that the existing septic tank is minimum 750 gallons in volume and that the absorption area consisted of a seepage pit Subsurface Conditions: A soil profile, 10 feet West of the proposed absorption area and just downhill, was excavated to a depth of ten feet. The excavation revealed that there was no groundwater apparent or bedrock present within ten feet below the surface of the ground. The soils consisted of about 10 to 12 inches of dark organic clay loam topsoil. The subsoil was a red, loamy sand of uniform consistency. The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The test holes were excavated at the bottom of shallow, four -foot backhoe pits by hand. Before the test, the sidewalls were scrapped, however no gravel was placed in the test holes to prevent scouring when water was added. Percolation Testing: Percolation testing was performed in the proposed absorption trench area West of the residence. This testing was performed in three shallow holes excavated to a total depth of between fifty four and sixty inches. An initial filling of the percolation test holes was done by adding approximately 10 gallons of water to each hole the afternoon of the day before the percolation test was conducted. The percolation holes were then further pre-soaked by adding water to refill the test holes to a depth of fourteen inches twice for the eight hour period before beginning the percolation test. The results of the percolation testing are presented in Table I. These results indicate the loamy sands have an average percolation rate of 11 minutes per inch, a satisfactory percolation rate under Pitkin County criteria. Minimum Pitkin County Requirements: The percolation rates of the soils were measured at an average of 11 minutes per inch. The minimum Pitkin County requirements for this septic system installation, are based on an estimated average daily sewage flow to the absorption area of 300 gallons per day for 2 Casebeer Septic System Investigation and Percolation Tests 0358 Crystal Lane December 1, 1995 Page 3 the residence. This flow would require a septic tank of 750 or 1000 gallons in volume, and a minimum of 350 square feet of standard, gravel seepage area for the two bedroom house. We recommend that you retain the existing septic tank and add another two -chamber 1000 - gallon concrete tank, in series, at the location of the existing seepage pit. You have indicated a preference for the use of the "InfiltratorTm" graveless leaching chamber absorption trench for the replacement absorption system on this property. The use of "InfiltratorTm" leaching chambers currently allows a 30% reduction in absorption area under County regulations. This reduction is based on manufacturer's claims and on an approval of such a reduction by the Colorado Department of Health, Water Quality Control Division. Therefore, the suggested septic system absorption area layout incorporates the alternative listed above. Based upon the percolation rate, minimum County requirements, and the reduction mentioned, a total of 248 square feet of trench bottom area is necessary. We recommend that the septic system consist of two terraced trenches, each 44 feet long and containing seven leaching chamber sections. The completed installation will require a total of 14 sections of leaching chamber. It is advisable to equalize the flow to the two trenches with a distribution box, placed between the septic tank and the trench excavation. Limitations: This report has been prepared according to generally accepted practices in this area for use for sewage disposal design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation, if further excavation reveals conditions different from those described. PO Box 1247 Carbondale, CO 81623 Re: Casebeer Septic System Work Without a Permit Dear Mr. Boyles: This letter is to inform you that.,you are in violation of the Pitkin County Individual -Sewage Disposal System Regulation, and to order you to cease and desist from any further work on this system until the required permits are obtained. This matter is .being referred to the Pitkin County Attorney for possible legal action for violation of these sections of the regulations. We will not approve this system until we complete the required review process, including inspection of the premises, evaluation of the site and soil conditions, determination of the suitability of the site, and our design of an appropriate system. The system may, have to be removed or altered and must use a design provided by our department. It may not be covered at this time. You are in violation of the following provisions of the Pitkin County regulations. 1) "4-11.1 Permit application required: Before the. start of installation, alternation, or repair of a system, the owner or applicant must submit a written application to the Department." We received a permit application late yesterday and were informed this morning that the work had already been completed. 2) "4-7 Issuance of Permit by the Department:.,. Construction cannot begin on the system until the Department has issued a permit." This. Department has not issued a permit and the new system has already been constructed. 3) "4-11.1.:. Ari ISDS must be designed by the Department or by a Registered Professional Engineer (RPE)." We have received a design for the system that was not done by: a RPE. An engineer's stamp was provided for the narrative discussion of the soil data information, but this was not designed by an engineer. .This design may not be used in construction of the system: 4)"4-11.8 Repair permits::.. Application for a repair permit must be made by the owner or occupant to the Department within two business days after observing that the system is not functioning properly...".
