We established that a Individual Sewage Disposal System was installed at the property in 1985 (ISDS Permit 85003) and the permit reflects there was 1 bedroom at that time. However, in examining documents from the building department, a Certificate of Occupancy issued in 1987 indicates there were 2 bedrooms in the house and the formal living room was changed into a bedroom. Presumably, intended approvals were for 3 bedrooms. The application for the building permit shows a signature from this department indicating ISDS Permit 85003. Under current regulation, the system is sized properly for a 2 bedroom residence. With a 1000 gallon tank and 846 sq ft of absorption area in a drywell, it could be assumed that this department intended to sign off on the building permit proposing 3 bedrooms (although that is not entirely clear from the application) based on the size of the system permitted under ISDS Permit 85003. If your client were to list his home, it would seem appropriate, according to our research of the county records, that he would be able to list it as a 3 bedroom home. If/when your client applies for an OWTS Use Permit, this department is comfortable with current sizing for the current home (assuming 3 bedrooms exist), contingent on a passing inspection of the OWTS. It would be disclosed on the Use Permit that it is questionable whether the sizing of the system was intended to be approved for 2 or 3 bedrooms. The most significant findings in the Report which should be addressed during the planning process are: 1. Designated parking for accessing North Star is needed. 2. Safety barriers on the south side of State Highway (SH82) near Mountain valley are needed. 3. Designated bus stops should be established rather than stop on demand. 4. Speed limit enforcement is needed on SH 82. �,.. S. Improved pedestrian access is needed on SH 82 and in existing subdivision. 6. concern was expressed over potential densities in area. 7. Mosquito control is perhaps the most significant concern. 8. Residents of Mountain Valley, Rnollwood, Eastwood, Aspen Grove and Starodoj Subdivisions were interested in pursuing annexation. 9. The future use of North Star Ranch is a concern. GOALS AND OBJECTIVES The following are proposed Goals and Objectives for the RFE NPA. They are divided into two categories: (1) Land Use; and (2) Transportation. ROARING FORK NEIGHBORHOOD PLANNING AREA LAND USE GOALS AND OBJECTIVES A. Land Use Goals and Objectives Goal: Promote a development pattern that compliments the scenic quality goal, and minimize the adverse environ- mental impacts associated with development. Objectives: a. Identify portions of in the area which are preferred develop- ment sites due to their limited visibility from State Highway 62. b. Encourage the limited clustering of development on parcels which have the least visual impact from State Highway 82. C. Maintain, to the greatest extent possible, the existing very low density development patterns. d. Consider rezonings to further reduce development potential. e. Encourage land uses which minimize automobile dependence. f. Encourage the preservation and/or expansion of irrigated land. g. Protect the North Star Nature Preserve from incompatible land uses in its vicinity. h. Seek an intergovernmental annexation and development agreement between the City of Aspen and Pitkin County to ensure that future development in the area remains consistent with the adopted master plan and pursue the annexation of the Mountain. Valley Area. ^: 2 to,)2. Environmental Quality Goal: Preserve environmentally sensitive areas and prohibit development from occurring in areas which are unsuitable for development. Objectives: a. Clearly identify environmental constraints to development in the area. b. Identify sites for development that are not subject to severe environmental hazards. C. Recognize existing vegetation in the area as a valuable resource and encourage developers of vacant ground to preserve vegetation to the maximum extent possible. d. Require future developments to conform with County landscaping guidelines in order to ensure consistent, compatible vegetation throughout the area. e. Recognize the sensitivity of the North Star Nature Preserve and insure that future land uses in the vicinity are com- patible. om- patible. f. Pursue environmentally sound methods of insect control. 3. Scenic Quality Goal: Preserve and enhance the scenic quality of the Roaring Fork East Area for the benefit of residents and the continued viability of Pitkin County's resort economy which is, in part, dependent upon the quality of the rural setting. Objectives: a. Promote aesthetic improvements to, and positive visual images of existing developments in the Planning Area and guide the location of new development so that detrimental impacts upon visual quality are minimized. b. Establish a scenic foreground contiguous with State Highway 82 and steer development away from the foreground. C. Develop incentives for property owners in the area to preserve land in the scenic foreground as open space and/or recreational sites. 3 ls Of d. State Highway 82/Roads Goal: Maintain State Highway 82 in its present status but provide increased safety for pedestrians and bicyclists on the Highway and on subdivision roadways. Objectives: 1. Pedestrian/Bicycle/Nordic Trails System Goal: Strive to upgrade the pedestrian, bicycle and nordic trails system in the Area for recreational enjoyment and as an alternative to vehicular travel. Objectives- a. bjectives:a. Obtain right-of-way or easements for trails identified in the Master Plan as part of the land use review 'process or as a part of the City and County capital improvement process. b. Provide for non -automotive transportation modes, including bicycles, in planning for the upgrading of State Highway 82. FUTURE LAND USE MAP The proposed Future Land Use Map will be presented for discussion at the meeting on Tuesday. The following language is the proposed Rey to the map. Originally, we discussed incorporating the language from the State Highway Corridor *caster Plan directly within this Plan. As we analyzed the language, it became clear that minor changes will be necessary. For the most part, the language will work, however, some proposed changes are addressed below. o Resource Conservation (RC) Within the SH 82 Corridor Master Plan RC district, non-residential uses are permitted. Due to the existing character of land uses in the RFE NPA, it is the Planning Office recommendation that non-residential land uses be precluded. o Open Space/Recreation/Parks - OSRP Minor changes were made to the wording of this district to reflect the character of the North Star Nature Preserve.
