Septic permit approved per compliance with the engineer design and specifications dated May 15, 2002. Any
changes must be approved by this department and the design engineer prior to them being made.

This system will consist of one 4 -999 -gallon two-compartment tank with an effluent filter on the outlet. The
distribution box will have 3 outlets and a baffle. It should be filled with water at the time of inspection. The field will

This department does not endorse any brand of products. This permit must be kept on-site during installation.
The engineer must do a final inspection of the installation and submit an as -built letter to this department. This

The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $65 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before
final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and
accurate and that I have provided true and accurate information on locations of all existing and proposed wells, contour
intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation lines, drinking water cisterns, drain
tiles, irrigation ditches, lakes, water courses, streams, floodplains, dry gulches, and existing septic systems. I hereby certify
that any such features not shown on attached site map are not present. Issuance of the permit does not imply the approval of
any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permits have been obtained.
The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to construct is issued on information submitted by
the applicant or his/her representatives. The owner assumes full responsibility in case of failure of the system.

Dear Carla:
Pursuant to your request, this letter provides documentation that the new ISDS system recently installed is in general compliance
with the permitted design. The Griggs system has been completed. The system constructed on site was designed and built to
serve the needs of the '2 -bedroom home. Sopris Engineering has performed visits to inspect and document the as built
conditions of the constructed system. We have coordinated our efforts with the owner and contractor that built the system. The
as built conditions and installation of the new ISDS components is in compliance with the permitted design specifications for the
system with slight adjustments pertaining to the location and finish grade of the absorption field, requested modifications to the
distribution box and an increase in septic tank size.
The System was installed in accordance with Pitkin County Regulations; the design presented in the Sopris Engineering Report
and the design drawings, dated May 15, 2001. A 1250 gallon dual compartment septic tank was installed with 4" tee baffles and
an effluent filter. The absorption field was constructed with 6 parallel chamber rows in a bed configuration as generally
delineated on the site plan. The surface grades have been lowered approximately 1-2 feet. Inspection ports were installed on
each corner end chamber and on alternate ends of the 2 middle rows. The bed is 32' by 18' approximately 36" deep. The
trenches were installed in suitable soil consistent across the bed. A distribution box was installed with a 4" riser to the surface
and 3 individual distribution lines connected to 3 pairs of bed chamber rows. The D -box was retrofitted with a concrete baffle to
deflect incoming effluent. The construction was completed utilizing specified materials installed according to design. The
minimum setback distances have been maintained. Attached is an as -built drawing of the system.
The absorption field maintains an offset of 25 feet from a man made channel to the west. This channel serves as an overflow to a
water diversion system that fills a storage tank on the adjacent up gradient development. The channel is only has limited
intermittent flows. The channel is not a native stream nor does it serve as a ditch. A limited amount of runoff or snowmelt will
flow in the channel from a limited tributary area. Based on the soil conditions, absence of ground water and the small daily flow
distributed over the absorption bed area we do not expect any lateral movement of treated effluent from the field to the channel.
Based on these conditions we consider this channel to be an equivalent dry gulch.

Dear Mr. Griggs:
Pursuant to your request, attached herewith is a letter/report presenting our findings in regard to the
feasibility and design for an Individual Sewage Disposal System (ISDS) at the above referenced Site. This
design is based on our evaluation of the site conditions with information provided by others for use in
supporting your application to Pitkin County. Our recommendations are in accordance with Pitkin County
and the State of Colorado ISDS Regulations. Pitkin County must permit any proposed improvement to the
site. We have reviewed the information forwarded to us, conducted a site visit, formulated an ISDS design
and created a site plan with construction details as part of our scope of work.
Conclusions:
Based on our findings we believe that the design and installation of an approved ISDS system is feasible in
accordance with the Regulations of Pitkin County and the State of Colorado. We recommend that amplaw
be installed that will discharge effluent to
system. The soil absorption system can be installed in natural soils and will be located within the septic
envelope down -gradient of the proposed house, as delineated on the attached plan. The system will meet
all required setbacks and be installed within the general boundaries indicated on the plan. Our Design is
outlined below and delineated on the attached site plan.
Site Location:
The subject site is located on Apache Trail, off State Highway 133, on Tract 18 in The Swiss Village
Subdivision approximately 3 miles North of Redstone in Eagle County, Colorado. The site is situated in
Section 29, T 9 S, R 88 W of the 6th P.M. The Site comprises approximately 0.98 acres. The site is
bounded on the north by Tract 19 (single family home), Crystal River Estates, on the west by Cherokee
Lane, on the east by Apache Trail and on the south by Tract 17 (single family home).

The site is located on an undeveloped alpine bench. The site has a gentle slope (5-10%) toward the east.
The existing ground surface in the proposed septic area is an area with an approximate slope of 2%. The
site is covered with native grasses, aspen, willows, cottonwoods and scrub oak. Two distinct flat building
envelopes exist on the site. Domestic water is supplied by a ng eentral watetsyst=4 There are no
wells within the general vicinity of the site. The nearest existing absorption fields on adjacent lots are
located in excess of 100 feet away from the location of the proposed absorption field.
Proposed Site Conditions:
It is our understanding that you intend to construct a 750 S.F., 1 bedroom guesthouse to be used as a
residence until a proposed primary home can be built in the future with a separate ISDS. The maximum
number of rooms to be utilized as a bedroom is 1. According to Pitkin County ISDS Regulations the
minimum size of a new ISDS shall be based on 2 -bedrooms for a structure 700 S.F. or larger. Therefore
the system is designed to handle the flow from an equivale The proposed
improvements will include a new ISDS system with appropriate site grading. The new structure is to be
generally located in the location shown on the plan.
Subsurface Conditions:
A subsurface investigation and percolation test was conducted on May 4, 2001 by Hepworth-Pawlak
Geotechnical, Inc (HP). The results are attached in the HP report dated May 9, 2001, Job Number 101 334.
The subsoil encountered at the site consists of 1/2 foot of topsoil overlying clayey sandy gravel with
cobbles and scattered small boulders to the maximum depth explored in the profile pit of 8 feet. The top 3
feet appeared to be man -place fill above a root zone between 3 & 4 feet. Groundwater was not
encountered in the test profile pit.
Percolation testing utilized three test holes, which yielded similar absorption rates. The fastest measured
rate was 30 minutes per inch and the slowest measured rate was 60 minutes per inch. The
WrIvi WRIT d is suitable for a conventional absorption system.
Design Criteria:
The proposed residence is,a 1 -bedroom guesthouse. The design flow is calculated as follows:
The new ISDS shall be based on a minimum of 2 -bedrooms for a structure 700 S.F. or larger.

Percolation Test Results:
The results of percolation tests indicated the average percolation rate of 40 minutes per inch is within
acceptable ranges for conventional absorption systems as required by Pitkin County regulations. The field
is sized by using the standard absorption area equation based on the design flow and the percolation rate.
A soil absorption be stem, utilizing gravelless leaching chambers is recommended. Pitkin County
allows a ion i the size of a bed system utilizing gravelless leaching chambers.
Soil Absorption System Design:
Based upon the percolation test rates, the standard absorption area equation is:

We recommend using a bed system composed off; ovA31.25 feet long and 18 feet wide, a ining:A
chamber units in each row. Equal distribution is recommended.
We recommend that the every two rows be connected with a header pipe to 1 of 3 individual distribution
lines coming from a distribution box. The field will be constructed level. The bed shall be constructed
not to exceed a maximum depth of 3 feet. An inspection port should be installed on the top mid -point
cutout at each corner chamber in the bed. This will allow for checking the performance of the system over
time.

General Notes:,
1) All materials and installation practices shall conform to the Pitkin County Individual Sewage Disposal
Regulation.
2) All sewer lines and distribution lines in the system shall be 4" Schedule 40 or SDR -35 PVC unless
specified otherwise on the plans.
3) Add a two-way clean out on the service line from the proposed house.
4) The system shall be plumbed to distribution effluent into the trenches with equal distribution.
5) The contractor shall ensure that the concrete septic tank and sewer lines are watertight.
6) The bed area must be protected to prevent damage from vehicular or livestock traffic and must be
crowned to divert drainage runoff away from the trenches to minimize surface infiltration.
7) The leaching chambers shall be installed level in the bed. A splash plate shall be installed on the bed
bottom surface below the inlet in each row to prevent scouring from the effluent. The top of the
backfill over the chambers shall be covered with filter fabric or other suitable pervious material to
prevent the migration of fines from the overlying topsoil layer.
8) The bed must have a minimum cover of 12 inches. A final cover of topsoil, suitable for vegetation, a
minimum 4" deep, shall be placed from the top of the pervious cover layer to the finished surface
grade.
9) The absorption trenches must be sodded or covered with vegetative ground cover.
Our design and recommendations are based upon data supplied to us by others. If subsurface or site
conditions are found to be different from those presented in this report, we should be notified to evaluate
the effect it may have on the proposed ISDS. If the County Environmental Health Department requests
changes or modifications to this design, we should be contacted to evaluate the effect on the ISDS.

Subject: Percolation Test Results, Tract 18, Swiss Village, Pitkin County,

Dear Mr. Griggs:
As requested by Paul Rutledge with Sopris Engineering, we conducted percolation
testing at the subject site. The work was done in accordance with our agreement for
professional services to you, dated April 30, 2001.
A Profile Pit and three percolation test holes were excavated with a backhoe on May 3,
2001 at the locations shown on Fig. 1. The subsoils exposed in the Profile Pit consisted

No free water was
observed in the pits and the soils were slightly moist to moist. A small drainage is
located about 30 feet south of the percolation test area. Percolation test holes were hand
dug in the bottom of shallow backhoe pits and soaked with water on May 3, 2001.
Percolation testing was conducted on May 4, 2001 by a representative of Hepworth -
Pawlak Geotechnical, Inc. The percolation test results are summarized on Table I. The
percolation Based on the subsurface profile
and percolation test results, the tested area should be suitable for an infiltration septic
disposal system.

1041 HAZARD REVIEW SITE PLAN
Pursuant to Section 5-70-040 of the Land Use Code, a 1041 Hazard Review Site Plan shall be
prepared as follows:
A. Neat, legible ink drawing on a twenty-four (24) inch by thirty-six (36) inch sheet;
B. Title identifying type of review: "Smith 1041 Hazard Review Site Plan"
C. Vicinity map at a scale of no smaller than 1 " = 2000' and a size of no less than 5" by 5",
showing commonly known landmarks and the relationship of the parcel to proximate roads;
D. Boundaries of the parcel(s) with a survey tie into a governmental monument or other
permanent marker.
E. North directional arrow;
F. Date;
G. Scale: the building envelope and access shall be depicted at a scale of no smaller than 1" _

H. Topographic information depicting two (2) foot contour intervals within the proposed building
envelope and along the proposed access, and extending at least ten (10) feet beyond the
envelope and access. Additional topographic information may be required on a site specific
basis upon further review.
I. Slope analysis: Slopes between each two (2) foot contour that are from 15-30% and those
exceeding 30% shall be designated by separate distinct graphic patterns.

A mylar copy shall be submitted by the applicant for recording following 1041 hazard review
approval and prior to issuance of any building permits for the property. At that time, the site
plan information shall also be submitted in a digital format acceptable to the Community
Development Department. Base information shall be obtained from the Community
Development Department.
The owner must sign the mylar before recording. A representative of the owner must have
a power of attorney in order to sign the mylar for the owner.
The applicant shall submit the recording fee with the mylar: $10 per page. Either submit a
check made out to the "Pitkin County Clerk" or cash.

BE IT FURTHER RESOLVED by the BOCC that it does hereby remediate the taking by
granting approval, subject to the following conditions, which shall run with the land and be binding on all
successors in interest:
1. The Applicant shall record a 24 X 36 inch mylar 1041 Hazard Review Site Plan in accordance
with Section 5-70-040 of the Land Use Code. The eastern 100 feet of the property shall be
depicted an access/septic envelope that will be approved by Community Development prior to
recordation. The site plan shall also be submitted in digital format for integration in to the County
Geographic Information System (GIS) prior to submission of a building permit or septic permit.
2. The Applicants shall obtain an access permit from the Pitkin County Engineer prior to building
permit submission.
Any structure over 30" in height within the required setbacks shall receive Board of Adjustment
approval prior to building permit submission.
4. The Applicants shall comply with the following landscaping and wildfire defensible space mitigation
standards:
a. Brush, debris, and non -ornamental vegetation shall be removed within a minimum 10 foot
perimeter around the structure.
b. Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels a
minimum 30 foot perimeter around a structure built on flat ground.
c. For a distance of 35 feet around all structures, vegetation shall be maintained at 6 inches or less
in height. Woody plant materials shall not be planted and flammable materials (e.g. firewood)
shall not be stored in this perimeter.
d. For a distance of 100 feet downslope of any structure, remove standing dead vegetation. Enhance
existing clumps of Gambel oak, serviceberry and other shrubs and trees by reducing the overall
diameter of a clump to 2 '/2 times its height and the spacing of clumps to 3 times the height. The
area between clumps should support vegetation that remains less than 2 feet in height (e.g. grass,
flowers, or snowberry) Mowing between clumps will encourage grass over woody vegetation.
e. All branches from trees and brush within the 30 foot perimeter shall be pruned to a height of ten
feet (10') above the ground or half the total height of the plant (whichever is least) and removal
of ladder fuels from around trees and brush.
f. Tree crown separation within the 30 foot perimeter shall have a minimum of ten 10 feet between
the edges of the crowns. This does not apply to mature stands of Aspen trees where the above
recommendation for removal of ladder fuels have been complied with. In areas of Aspen
regeneration, the spacing guidelines shall be followed.
g. All branches that extend over the roof eaves shall be trimmed and all branches within 15 feet of
the chimneys shall be removed.
h. All deadfall within 100 foot perimeter shall be removed.
i. Cut stumps shall be treated with Garlon® or its equivalent immediately after cutting.
j. The Applicant shall be responsible for the continued maintenance of the defensible space
requirements.
The Applicants shall comply with the following additional wildfire mitigation standards:
a. Roofs shall have a non-combustible roof covering on a Class A, non-combustible roof system.
Wood shake/shingle roof coverings are prohibited in all wildfire hazard areas. Roofs with

less than a 3:12 pitch are not permitted in 1041 Wildfire Areas unless they comply with the
following:
i. All roof coverings shall be noncombustible materials as defined in the Uniform Building
Code (UBC) 1997 Section 1504 and installed on a Class A roof assembly.
ii. All roof coverings shall have a surface that shall facilitate the natural process of
clearing the roof.
iii. All roof designs shall facilitate the natural process of clearing roof debris. Protrusions
above the roofline, such as parapets, shall be prohibited.
iv. Roofs shall be installed as required by UBC 1997 Chapter 15 and shall have a minimum
slope of 1:48.
V. All roof designs, coverings, or equivalent assemblies shall be specifically approved by
the Fire Marshal prior to submittal of a building permit application.
b. Vents shall be screened with corrosive resistant wire mesh with mesh'/4 inch maximum.
c. For Projections below the roof line (which include but are not limited to exterior balconies,
decks, porches, cantilevered floor projections, and bay windows) the open space between grade
and the underside of projections below roof line shall be enclosed by solid vertical walls. These
walls shall be constructed with materials approved for 1 hour fire -resistive construction on the
exterior side of the wall and shall extend from the top of grade to the underside of the floor
decking or walls of the projection.
An alternative construction method for such projections would require use of non-combustible
building materials, or heavy timber or log wall construction, or the underside of the projection
portion shall be covered with materials approved for one-hour fire -resistive construction if there
are no inside angles of less than seventy-five degrees (75°). Areas below such projections shall
be void of vegetative or other combustible materials. These areas below projections shall be
protected from accumulation of vegetative materials by placement of a vegetative barrier covered
with rocks or gravel or by coverage with concrete stone. There shall be no storage of
combustible materials under projections. The walls underneath projections shall be constructed
with materials approved for 1 -hour fire -resistive construction on the exterior side of the wall.
Window openings in walls below projections shall be tempered glass. Doors shall be
noncombustible or 1 3/4" solid wood.
d. Glazed openings shall be provided with closable, solid, exterior non-flammable shutters or shall
be tempered glass.
e. Siding and exterior wall construction shall have a minimum one-hour fire -resistive rating, ground
level to roof -line. Exterior doors shall be noncombustible or 1 3/4 inch solid wood.
f. Foundations, skirting and crawl space openings shall be fully enclosed and constructed with
materials approved for one-hour fire -resistive construction on the exterior side of the walls and
shall extend from the top of grade to the underside of the floor decking or walls.
g. Roofs and gutters shall be kept clear of debris.
It. Yards shall be kept clear of all litter, slash, and flammable debris.
i. All flammable materials shall be stored on a parallel contour a minimum of 15 feet away from
any structure.
j. Firewood/wood piles shall be stacked on a parallel contour a minimum of 15 feet away from the
structure.
k. Swimming pools or ponds shall be accessible to Fire Department vehicles.
1. Fences shall be kept clear of brush and debris.
in. Wood fences shall not connect to the structure.
n. Fuel tanks shall be installed underground with an approved container.
o. Propane tanks shall be installed according to NFPA 48 standards and on a contour away from the
structure with standard defensible space vegetation mitigation around any above -ground tank.
Any wood enclosure around the tank shall be constructed with materials approved for 2 hour fire -
resistive construction on the exterior side of the walls.

p. Each structure shall have a minimum of one 10 pound approved ABC fire extinguisher placed in
a visible and accessible location.
q. Addresses shall be clearly marked with 2 inch non-combustible letters and shall be visible and
installed on a non-combustible post.
7. Prior to submission of building permit for any residential structure, the Applicant shall build a dike to
contain any potential mud/debris-flow through the property in accordance with the attached geologic
report written August 15, 2001, by Ralph Mock of H.P. Geotech. The County Engineer shall
approve specifications for the dike prior to building permit submission. The Applicant shall refer to
the County Engineer for methods to mitigate mud/debris flows across Cherokee Lane and shall
implement those recommendations prior to Certificate of Occupancy for the residence.
8. Pursuant to Ordinance No. 022-2000, the Applicant is subject to the Fair Share Requirements and
shall pay a road impact fee as calculated at the same time as building permit issuance.
Floor area shall be limited to 2,000 square feet. Floor area shall be calculated based on the
definition in effect at the time of building permit submittal.
10. The Applicants shall adhere to all material representations made in the application or in public
meetings or hearings and shall consider those representations to be conditions of approval, unless
amended by other conditions.
11. No development, including grading, excavation, fill placement, berming, landscaping, entry or
ranch gates, and vegetation removal or disturbance shall occur outside of the approved building
[and/or] development envelopes unless otherwise specified in this document, such as necessary
wildfire mitigation. Construction, staging, parking, utility and driveway extension and
maintenance shall occur within approved building, or access driveway.
12. Prior to commencement of any earthmoving or construction activity, the Applicants shall stake
the corners of the building envelope and install construction fencing around the perimeter of the
building envelope. The fencing shall remain in place until issuance of certificate of occupancy.
13. This approval and takings remediation shall be valid for one year from this date and thereafter
any development on the property must comply with these conditions and any subsequent changes
to the County Land Use Regulations.
